Abstract |
An emergency plan is an important artifact used throughout emergencies. Therefore, it is crucial that this plan covers the different scenarios faced by emergency team and that the prescribed procedures generate the desired results. To achieve these goals, emergency plans need to be exhaustively tested prior to its adoption. Emergency teams usually use simulation to test plans, but it is an expensive approach, demanding the building of complex environments and tools to get realistic situations. To be ready to go through a simulation exercise, a plan should not have many or critical mistakes, otherwise the simulation exercise would be wasted. We present a paired approach to evaluate emergency plans before simulation exercises, by applying software engineering testing techniques: Formal technical review (FTR) and mutation testing. The expected result is a plan more ready to go through simulation, as many of the mistakes are eliminated prior to simulation. |

Abstract |
Emergency plans are developed to serve as a basis for response actions required in real situations. However, plan development is not an easy task and usually relies on complex processes. Due to the uncertainty of emergencies, one of the most challenging tasks is the development of possible courses of action. To deal with this uncertainty, we propose the use of scenario techniques for the definition of courses of action. Specifically, we adopt the use of CIA-ISM scenario technique for structuring the chain of events that can occur in a crisis that would support planning teams to develop courses of action. A practical application of the methodology has been successfully conducted by an emergency planning team in Brazil. The practical application of the CIA-ISM process was supported by a software artifact called CAEPlan. Lessons learned about the empirical application of both the methodology and the software artifact are presented. |

Abstract |
On 15 June 2011, the ice hockey Stanley Cup final series between the Vancouver Canucks and the Boston Bruins took place in Vancouver. As the Vancouver Canucks were losing, riots started in downtown Vancouver. Social media were used to communicate between authorities and citizens, including the rioters. The media reporting on these events frame these communications with different narratives, which in turn raise different ethical considerations. This paper identifies those narratives and reflects upon the ideas of justice, fairness, responsibility, accountability and integrity as key ethical considerations. The paper also identifies some difficulties arising from the use of social media in crisis situations. |

Abstract |
Crisis communication during power outages poses several challenges. Frist, the causes of power outages are often events such as severe weather, which also lead to complications. Second, power outages themselves lead to limitations in everyday life. Third, communication infrastructures, that are necessary for crisis communication, are often affected. This work focuses on the communication of the organizations responsible for recovery work (emergency services, public administration, energy network operators) to the public affected by the power outage. Therefore this paper investigates the perception and the information demands of citizens and communication infrastructures in different scenarios. Taking the users' needs into consideration, an Information and Communication Technology (ICT) based concept for crisis communication, which combines general information with location-specific and setting-specific information was implemented as a prototype smartphone application and evaluated with 12 potential end users. ICT-based concepts can gain acceptance, however they should be understood as supplemental for some target groups and in some scenarios. |

Abstract |
Recent studies have called attention to the improvement of “collaborative resilience” by fostering the collaboration potentials of public and private stakeholders during disasters. With our research we consider real and virtual volunteers in order to detect conditions for cooperation among those citizen groups through social media. Therefore we analysed the usage of Twitter during a tornado crisis to look for role patterns and aspects that helped volunteer groups in the virtual to emerge, and matched the data with an interview study on experiences, attitudes, concerns and potentials professional emergency services recounted in the emergence of volunteer groups in the real. While virtual groups seem to easily form and collaborate, the engagement of real volunteers is decreasing according to the perception of professionals. We discuss the dynamics in both tendencies and suggest design implications (use of existing social networks, promotion and awareness, connection among volunteers, connection to emergency services and systems) to support both types of volunteer groups, which lead to a software prototype. |

Abstract |
This work in progress paper discusses analytically characterizing nonlinear recovery behavior through the context of the derecho windstorm that struck the mid-Atlantic United States in the summer of 2012. The focus is on the recovery efforts of the Appalachian Power Company, and the discussion includes a look at the need for communicating the progress of such recovery efforts to the public. Publicly available recovery data is analyzed and compared with respect to the relative behaviors exhibited by two different nonlinear recovery processes, and some of the implications for understanding the efficiency of different disaster recovery operations are discussed. |

Abstract |
In urban search and rescue (USAR) situations resources are limited and workload is high. Robots that act as team players instead of tools could help in these situations. A Virtual Reality (VR) experiment was set up to test if team performance of a human-robot team increases when the robot act as such a team player. Three robot settings were tested ranging from the robot as a tool to the robot as a team player. Unexpectedly, team performance seemed to be the best for the tool condition. Two side-effects of increasing robot's teammembership could explain this result: Mental workload increased for the humans who had to work with the team-playing robot, whereas the tendency to share information was reduced between these humans. Future research should, thus, focus on team-memberships that improve communication and reduce cognitive workload. |

Abstract |
A convenient way to test Urban Search And Rescue (USAR) robots would be in virtual environments (VEs). Evaluations in VEs are generally accepted as alternative for real scenarios. There are obvious differences between operation in a real and virtual environment. Nonetheless, the current experiment showed no significant differences in situation awareness (SA) and performance during several elementary tasks (e.g. slalom) between a virtual world and a previous experiment in reality (Mioch, Smets, & Neerincx, 2012). Only small dependencies between the unit tasks were found. The effect of individual differences (like gender, km driven per year, and gaming experience), were significant for certain elementary tasks. Testing robots in virtual environments could still be useful even if differences between VE and reality exist, since comparisons of different conditions in VE seems to have the same results as the same comparison in the field (Bishop & Rohrmann, 2003; Van Diggelen, Looije, Mioch, Neerincx, & Smets, 2012). |

Abstract |
This paper analyses the collaborative dynamic of community in response to urgent situations. Community emergencies arising from natural or man-induced threats are considered as exogenous events that stimulate community resources to be unified around the response, action, and recovery activities related to the emergency. A structured equation model is derived to depict the actions of the community system. The system is described in terms of its resources including the propensity to trigger community action and collaboration among diverse groups. The community is profiled with respect to its ability to respond. The system defines the trigger mechanisms that are considered to be the drivers of collaborative action. A simulation model is presented to enact the system emergencies, community profiles, and collaborative response. The results develop an improved understanding of conditions that engage community collaborative actions as illustrated by examples from community research in the EnRiCH and the C-Change community research projects. |

Abstract |
In this paper, we describe the design, implementation, and evaluation of a mesh network based messaging application for the One Laptop Per Child XO laptop. We outline the creation of an easy-to-use OLPC Activity that exchanges Ushahidi-style messages with nearby OLPC users through the Internet or a mesh network. Our contributions are to implement an epidemic messaging scheme on mesh networks of OLPC XO laptops, to extend the Ushahidi web application to efficiently exchange messages with nodes in mesh networks, and to allow the Ushahidi server to distribute cures, notifications of message delivery, for each received message. Testing and analysis revealed substantial overhead is introduced by the OLPC's use of Telepathy Salut for activity sharing. |

Abstract |
Social media allows the public to engage in the disaster response and recovery process in new and exciting ways. Many emergency management agencies in the United States are embracing social media as a new channel for alerts, warnings, and public outreach, but very few are mining the massive amounts of data available for use in disaster response. The research reflected in this paper strives to help emergency management practitioners harness the power of community volunteered information in a way that is still novel in most parts of the country. Field verification and research combined with survey results attempts to identify and solve many of the barriers to adoption that currently exist. By helping practitioners understand the virtues and limitations of this type of data and information, this research will encourage the use of community volunteered information in the emergency operations center. |

Abstract |
A rapid, holistic view of earthquake disasters begins with earthquake location and magnitude, alerted by seismic networks. The initial source characteristics, along with any available ground-shaking observations, can be used to rapidly estimate the shaking extent, its severity (e.g., ShakeMap), and its likely impact to society, for example, employing the U.S. Geological Survey's Prompt Assessment of Global Earthquakes for Response, or PAGER, system. When serous impacts are likely, PAGER's impact-based alerts can, in turn, begin the process of primary response at the local, national, or international level, and the process of reconnaissance via social media, the mainstream media, scientific analyses, and remotely-sensed and ground-truth observations. In this work-in-progress report, we describe our initial efforts to incorporate event-specific ground-truth observations and model secondary ground-failure hazards back into the loss-modeling domain in order to provide a more holistic view each earthquake disaster. |

Abstract |
This paper presents a novel, advanced research approach to investigate organizational safety culture as a complex phenomenon, combining agent modeling and organizational ethnography. Safety culture is an emergent property of organizations that largely influences the resilience of organizational responses in crisis situations. However, theory describing the precise ways in which safety culture influences resilience is lacking. Thus the first step is to understand how safety culture gradually emerges from interactions between formal and informal organizational processes. The paper explains the proposed research methodology illustrated by a case of an aircraft maintenance organization. A preliminary analysis is performed from which a conceptual model is derived, and the subsequent simulation and automated analytical techniques that will be used to validate the model and gain new insights are explained. |

Abstract |
Modeling the complex decision problems faced in the coordination of disaster response as a scheduling problem to be solved using an optimization algorithm has the potential to deliver efficient and effective support to decision makers. However, much of the utility of such a model lies in its ability to accurately predict the outcome of any proposed solution. The stochastic nature of the disaster response environment can make such prediction difficult. In this paper we examine the effect of unknown disruptions to the road transport network on the utility of a disaster response scheduling model. The effects of several levels of disruption are measured empirically and the potential of using real-time information to revise model parameters, and thereby improve predictive performance, is evaluated. |

Abstract |
In this article, work in progress on a system for rapid aerial mapping is presented. We believe that a tool able to quickly generate an up-to-date high resolution aerial view, e.g. shortly after a natural disaster or a big incident occurs, can be a highly valuable asset to help first responders in the decision making. The presented work focuses on the path planning capabilities of the system, together with the area partitioning and workload distribution among a team of multi-rotor unmanned aircraft. Sensor footprint and range of the involved aircraft may differ. The presented approach is based on an approximate cellular decomposition of the area of interest. The results of this work will be integrated into an existing system which already provides a mobile ground control station able to supervise and control multiple sensor carriers. |

Abstract |
Based on a state of the art analysis of exercise classifications and empirical findings from an Action Research approach this paper presents a classification for command post exercises, that addresses identified shortcomings concerning practical support for goal-achievement and evaluation in exercise design. The authors' classification distinguishes between Training, Test and Experimentation Exercises, which are characterized by the following aspects: Goal and purpose of exercise, participants, evaluation content and output, evaluation methodology, role of observers, scenario complexity, potential for organizational innovation and results. The classification was developed in an Action Research approach with an empirical basis of four command post exercises. Results indicate high benefit for exercises and the approach is perceived rather simple, easy to understand and to apply. |

Abstract |
This paper studies the differences on technology acceptance between two age groups among uniform police forces. The goal was to seek more understanding on the effects of age on technology adaption in the context of mandatory technology use. Data was collected from police officers in field operations. User intentions were measured after subjects had seen a presentation of a pre-prototype of a mobile information system on the video. The results of this study suggest that there is no difference between the old and young age groups. Similarly, the results suggest that the effect of age is similar between the age groups on the effects of the factors in the research model. This suggests that the old police officers are similar to young police officers regarding the acceptance of new technology for their use. The most prominent result was that regression of behavioral intention on perceived usefulness was not statistically important. |

Abstract |
The relief organizations work in volatile environments involving a variety of actors with different skills and knowledge. The service of emergency for victims of natural disasters requires a rapid decision-making. The objective of the approach presented in this paper is to develop a Systemic Process Model (SPM) for procurement decisions in humanitarian logistics. The SPM aims to support procurement tasks of humanitarian organizations during the response phase in disaster relief. The approach provides a decision support tool using an appropriate quantitative model reflecting the specific area of humanitarian logistics processes. |

Abstract |
The damage caused by recent events in Japan in 2011 and USA in 2012 highlighted the need to adopt measures to increase the resilience of communities against extreme events and disasters. In addition to the conventional and official information that is necessary for adaptation to disasters, recently, common citizens residents in the affected areas also began contributing with voluntary qualified and updated information. In this context, this work-in-progress presents an approach that uses voluntary information – Also known by VGI (Volunteered Geographic Information) – As a data source for Spatial Decision Support Systems (SDSS) in order to assist the decision-making in disaster management. Our approach consists of a framework that integrates voluntary and conventional data, a SDSS and processes and methods for decision-making. As a result, it is expected that this approach will assist official organizations in disaster management by providing mechanisms and information. |

Abstract |
Maintaining the critical infrastructures, such as Drinking Water Treatment Plants (DWTP), transportation, power generation and communications systems, in a safe state is a complex problem. The effective collaboration, as well as the collection aggregation and dissemination of early warning information among the stakeholders of the Safety Management System (SMS) responsible for the safety of these critical infrastructures are some of the challenges that need to be addressed. This paper argues that the Software as a Service (SaaS) deployment model can offer new ways of enhancing the fusion of early warning information during the operation phase of critical infrastructures. It presents the requirements, the architecture and a number of features of a working prototype SaaS-based early warning information fusion system for DWTP safety issues in the Republic of Ireland. It is the first time that a SaaSbased working prototype system is reported of providing early warning information fusion services in the literature. |

Abstract |
This paper describes the work that is being done within the EU research project DISASTER to solve interoperability issues in cross-border emergency operations by applying a technical solution that is able to create a common operational picture. To that end a twofold solution is proposed: The development of a common and modular ontology shared by all the stakeholders taking into account different countries cultural, linguistic and legal issues. And, from that point, bearing in mind that most legacy EMSs (Emergency Management Systems) rely on Service-Oriented-Architectures (SOA), the implementation of transparent SOA mediation algorithms compliant with current data formats and existing solutions. That way, a mediation solution is provided by the DISASTER Mediator, which plays the role of gateway for each EMS enabling a communication based in Web Services. In order to avoid a misunderstanding of shared information it is necessary to create a solution that offers more than a plain translation of terms but rather a concept mediation so the corresponding user is able to understand the situation in its own framework of reference. |

Abstract |
This paper describes the OpenVCE system, which is an open-source environment that integrates Web 2.0 technology and a 3D virtual world space to support collaborative work, specifically in large-scale emergency response scenarios, where the system has been evaluated. The support is achieved through procedural knowledge that is available to the system. OpenVCE supports the distributed knowledge engineering of procedural knowledge in a semi-formal framework based on a wiki. For the formal aspect it relies on a representation used in AI planning, specifically, Hierarchical Task Networks, which corresponds naturally to the way emergency response procedures are described in existing Standard Operating Procedures. Knowledge engineering is supported by domain analysis that may highlight issues with the representation. The main contribution of this paper lies in a reasonably informal description of the analysis. The procedural knowledge available to OpenVCE can be utilized in the environment through plans generated by a planner and given to the users as intelligent, distributed to-do lists. The system has been evaluated in experiments using emergency response experts, and it was shown that procedural uncertainty could be improved, despite the complex and new technologies involved. Furthermore, the support for knowledge engineering through domain analysis has been evaluated using several domains from the International Planning Competition, and it was possible to bring out some issues with these examples. |

The land area of the world is divided into countries. Most of the countries are, in turn, divided into smaller units. These units may be called states, provinces, regions, governorates, and so on. A phrase that describes them all is “major administrative divisions of countries”. Due to shortcomings of related de-jure standards a hierarchical set of subdivision codes, called Hierarchical Administrative Subdivision Codes (HASC), has been devised, extending in many cases to secondary administrative divisions. This is not an official standard, sanctioned by any international body. The codes are intended for internal use within a database or other computer system and not for display. |
