Abstract |
This work in progress paper discusses analytically characterizing nonlinear recovery behavior through the context of the derecho windstorm that struck the mid-Atlantic United States in the summer of 2012. The focus is on the recovery efforts of the Appalachian Power Company, and the discussion includes a look at the need for communicating the progress of such recovery efforts to the public. Publicly available recovery data is analyzed and compared with respect to the relative behaviors exhibited by two different nonlinear recovery processes, and some of the implications for understanding the efficiency of different disaster recovery operations are discussed. |

Abstract |
A core issue in crisis management is to extract from the mass of incoming information what is important for situational awareness during mass emergencies. Based on a case study we develop a prototypical application, TweetComp1, which is integrated into the decision-support component of a Tsunami early warning system and demonstrates the applicability of our approach. This paper describes four novel approaches using focused twitter crawling, trustworthiness analysis, geo-parsing, and multilingual tweet classification in the context of how they could be used for monitoring crises. The validity of our state-of-the art text mining and network analysis technologies will be verified in different experiments based on a human annotated gold standard corpus. |

Abstract |
For nuclear power plant (NPP) accident, the assessment of the radiation consequences plays an important role in the emergency response system. However, the source characteristics which greatly influence thhe accuracy of the assessment result is poorly known or even unknown at the early phase of accident, wich can cause poorly understanding of the situation and delay the response activities. In this paper, source inversion technology in analyzing nuclear accidents based on Gaussian puff model and ensemble Kalman filter (EnKF) is proposed. The method is validated with simulated measurements and the results show that it can give reasonable estimations of the change in release rate and height simultaneously, though the first guess of release rate is 102 larger than the true value. The investigation of the influence of sharp change in source term shows that the method is robust to capture the sharp change, but there is a delay of response when the release height increases simultaneously. |

Abstract |
Traffic evacuation is one of the most challenging problems in a mega city due to crowded road conditions. This study focuses on developing a traffic evacuation model with decision-making capability. The model basically consists of two modules. The first one is a decision-making support module which runs very fast and provides short-forecast. The second one is a simulation module, which is used for simulating real evacuation process and for overall performance evaluation with vehicle tracking model. The first module can be considered as a “local” module as only partial information, such as traffic information in certain junctions is available. The second module can be considered as a global module which provides traffic directions for junction, and effective using of road-nets. With integration of two modules, overall system optimization may be achieved. Simulation cases are given for model validation and results are satisfied. |

Abstract |
The Four Phase Model of Emergency Management has been widely used in developing emergency/disaster response plans. However, the model has received criticism contrasting the clear phase distinctions in the model with the complex and overlapping nature of phases indicated by empirical evidence. To investigate how phases actually occur, we designed PhaseVis based on visualization principles, and applied it to Hurricane Isaac tweet data. We trained three classification algorithms using the four phases as categories. The 10-fold cross-validation showed that Multi-class SVM performed the best in Precision (0.8) and Naïve Bayes Multinomial performed the best in F-1 score (0.782). The tweet volume in each category was visualized as a ThemeRiver[TM], which shows the 'What' aspect. Other aspects – 'When', 'Where', and 'Who' – Are also integrated. The classification evaluation and a sample use case indicate that PhaseVis has potential utility in disasters, aiding those investigating a large disaster tweet dataset. |

Abstract |
The Common Alerting Protocol (CAP) is an open standard, which is universally used for early warning systems and other emergency information systems. Future early warning systems will also disseminate CAP warning messages to location aware Internet devices, such as notebooks, Internet phones or Internet-enabled television sets. These Internet devices have the option to acquire their current location as a Presence Information Data Format – Location Object (PIDF-LO) document by the protocols and means developed by the Internet Engineering Task Force (IETF). When an Internet device receives a CAP message, determination of whether this alert is relevant to the user at the current location is crucial. However, the civic address format of PIDF-LO is not interoperable with CAP. This paper describes these interoperability issues, which were collected during a prototype implementation and proposes a mapping of PIDF-LO location elements to CAP to achieve interoperability. |

Abstract |
Modeling the complex decision problems faced in the coordination of disaster response as a scheduling problem to be solved using an optimization algorithm has the potential to deliver efficient and effective support to decision makers. However, much of the utility of such a model lies in its ability to accurately predict the outcome of any proposed solution. The stochastic nature of the disaster response environment can make such prediction difficult. In this paper we examine the effect of unknown disruptions to the road transport network on the utility of a disaster response scheduling model. The effects of several levels of disruption are measured empirically and the potential of using real-time information to revise model parameters, and thereby improve predictive performance, is evaluated. |

Abstract |
In this paper we present the development of an integrated process analysis toolkit for humanitarian logistics. The toolkit integrates a conceptual and a technological component. Our approach follows a case study-based modeling and design approach. The developed concept was evaluated in two humanitarian organizations. Based on these results we extended and integrated the tool-supported process analysis approach, which is ready to use for the structural and quantitative analysis of humanitarian logistics processes. The toolkit can be applied in humanitarian organizations as a decision support tool for designing, planning and executing their logistics processes. Thus, the application affects the preparedness of humanitarian organizations as well as their response performance. The process analysis toolkit is embedded in an overall research agenda with the objective to provide humanitarian organizations with the capabilities to identify, monitor, and improve their logistics processes respecting the organization specific objectives. |

Abstract |
This paper describes the OpenVCE system, which is an open-source environment that integrates Web 2.0 technology and a 3D virtual world space to support collaborative work, specifically in large-scale emergency response scenarios, where the system has been evaluated. The support is achieved through procedural knowledge that is available to the system. OpenVCE supports the distributed knowledge engineering of procedural knowledge in a semi-formal framework based on a wiki. For the formal aspect it relies on a representation used in AI planning, specifically, Hierarchical Task Networks, which corresponds naturally to the way emergency response procedures are described in existing Standard Operating Procedures. Knowledge engineering is supported by domain analysis that may highlight issues with the representation. The main contribution of this paper lies in a reasonably informal description of the analysis. The procedural knowledge available to OpenVCE can be utilized in the environment through plans generated by a planner and given to the users as intelligent, distributed to-do lists. The system has been evaluated in experiments using emergency response experts, and it was shown that procedural uncertainty could be improved, despite the complex and new technologies involved. Furthermore, the support for knowledge engineering through domain analysis has been evaluated using several domains from the International Planning Competition, and it was possible to bring out some issues with these examples. |

Abstract |
This paper presents a practical risk analysis method for critical, large-scale IT systems in an organisation. The method is based on reliability block diagram modelling and was adapted to fit the requirements of governmental organisations and to reduce the effort required to capture complex failure behaviour. Through the use of different failure categories the risk analysis can be simplified, the input data becomes easier to estimate and the results are easier to use in an organisational risk and vulnerability analysis. The paper first explicitly describes the different steps of the method and then presents a case study in which the method was applied and evaluated in a real-life setting. The method is meant to help an organisation to communicate internally about the reliability of their critical IT systems and to prioritise proposed improvements to this reliability. |

We introduce the approach of near-real-time Forensic Disaster Analysis (FDA) as a methodology to reveal key features of ongoing disasters using modern communication and information tools and the methods of loss analysis. The scientific background, the objectives and results from first pilot examples are discussed. |

Abstract |
The hypothesis of this study is that collaboration between fire and rescue services and new actors, with basic rescue skills, might be a cost effective way to improve emergency response. Interview studies of collaborations between fire and rescue services and security officers in three Swedish municipalities are presented. Seven semi-structured interviews are conducted with representatives from the security officer companies, the fire and rescue services and security managers at the municipalities. The method used to evaluate the collaborations quantitatively is Cost-benefit analysis. The collaborations have positive economic effects for society that most likely outweighs the costs. There also exist several external effects that are not possible to value monetarily, but that represent positive values for society. The results and their generalizability are discussed, as well as the possibility for these new collaborations to improve crisis management. |

This practitioner report describes a moor- And turf-fire that occurred in 2011 at the Dutch-German border and was engaged by forces both from the Netherlands and Germany. All involved emergency management organizations were facing interoperability issues when it came to cross-border cooperation, although cooperation handbooks were already in use and the involved organizations were used to work together. The size of the incident and it's remote location called for an increased coordination between all involved actors and across all command levels. |

Abstract |
In a relatively new area of research for crisis management, this working paper presents a preliminary discussion of some of the privacy and ethical implications surrounding the use of social media in the event of a crisis. The paper uses the chaos caused by the eruptions of the Eyjafjallajokull volcano in 2010 to contextualise the analysis. It begins by presenting two case studies of the use of social media by members of the public and the aviation industry during the crisis caused by the ash plume. The paper then proceeds to briefly highlight some select ethical and privacy implications stemming from the use of social media such as privacy infringements and inequality. The paper concludes by briefly summarising the findings of the paper and considering next steps for future research in this area. |

Social Media data allows for profound analyses of user-generated content in order to predict or manage disasters and crisis situations. In this paper, we present an analysis of tweets from and about Al Za'atari, a refugee camp in Jordan close to the Syrian border. Our results are based on the analysis of location-tagged tweets by our “Avalanche” system in order to support an accurate situational awareness picture for on-site and off-site operators from relief organizations on evolving events and challenges. |

Abstract |
A rapid, holistic view of earthquake disasters begins with earthquake location and magnitude, alerted by seismic networks. The initial source characteristics, along with any available ground-shaking observations, can be used to rapidly estimate the shaking extent, its severity (e.g., ShakeMap), and its likely impact to society, for example, employing the U.S. Geological Survey's Prompt Assessment of Global Earthquakes for Response, or PAGER, system. When serous impacts are likely, PAGER's impact-based alerts can, in turn, begin the process of primary response at the local, national, or international level, and the process of reconnaissance via social media, the mainstream media, scientific analyses, and remotely-sensed and ground-truth observations. In this work-in-progress report, we describe our initial efforts to incorporate event-specific ground-truth observations and model secondary ground-failure hazards back into the loss-modeling domain in order to provide a more holistic view each earthquake disaster. |

Abstract |
A major crisis or disaster attracts a response from multiple organizations. These organizations need to work together as a coalition. To do so effectively, they must share information. Differences in organizational culture give information a scarcity value, leading to the emergence of information markets. As the crisis progresses, organizations learn to work together, building up trust and lowering the “price” for information shared. Organizations that have worked together in previous crises have a price advantage. In short, the information sharing changes dynamically. Evolutionary game theory – And the minority game in particular – has been recently applied to markets in which physical goods are exchanged. This paper presents the first results from simulating an information sharing market in crisis response coalitions as a minority game. |

Abstract |
Social media has become increasingly important for emergency management. One example is its current use by governmental organizations to disseminate emergency-relevant information. During disaster events, it is imperative for people in affected areas to obtain accurate information. People using social media make a conscious decision to trust, act on, propagate or disregard emergency-relevant information. However, local government, in general, has not developed agreed upon ways to use social media in emergencies. This study documents how emergency management was able to successfully partner with local media and utilize social media to develop important relationships with the affected community via social media in emergencies. The study demonstrates a way to successfully utilize social media during disaster events in several ways: by closing a feedback loop between first responders and the public, by monitoring information flow, and by providing regular updates to the public. |

A conceptual model is developed of the events that can comprise a dynamic cross impact model of performance of a collection of organizations seeking to respond effectively to an emergency or disaster. It might also be used to model a single organization made up of organizational units. In this paper, we propose a scenario-based method for collecting and structuring the service user experience (UX), taking into account of the relevant user-service encounter through service touchpoints. Abstract |
The electricity network is one of the most important infrastructures in modern industrialized societies. In the case of power outages, the society becomes aware of their dependence on electricity and organizations responsible for recovery work need precise information about the location and the type of the damage, which are usually not available. Unmanned Aerial Systems (UAS), commonly known as drones, are aircrafts without a human pilot on board and may help to collect this information. While many technical approaches for UAS exist, a systematic process model for using UAS in emergencies based on the organizations needs is still missing. Based on the presentation of current types of UAS, approaches of using UAS and workshops with organizations responsible for recovery work (police and fire department, public administration, power supplier) this paper presents a process model for UAS in emergencies, especially power outages, which takes both theoretical findings and human experiences into consideration. |

Sensor data can assist in localized information retrieval by giving the search engine direct access to events happening locally in the real world. Participatory sensing enables individuals and communities to collect and share granular, accurate data about a particular area. This paper describes work in progress within the FP7 EU-funded project SMART project to develop a multimedia search engine over content and information streaming from both the physical world and the Internet. We will identify some ethical problems regarding the use and storage of such data. |

Abstract |
In this paper we present findings from interviews conducted with representatives from large international disaster response organizations concerning their use of social media data in crisis response. We present findings in which the barriers to use by responding organizations have gone beyond simple discussions of trustworthiness to that of more operational issues rather than mere data quality. We argue that the landscape of the use of microblogged data in crisis response is varied, with pockets of use and acceptance among organizations. We found that microblogged data is useful to responders in situations where information is limited, such as at the beginning of an emergency response effort, and when the risks of ignoring an accurate response outweigh the risks of acting on an incorrect one. In some situations, such as search and rescue operations, microblogged data may never meet the standards of quality required. In others, such as resource and supply management, microblogging data could be useful as long as it is appropriately verified and classified. |

Abstract |
Decision support systems for emergency management tend to focus on making a lot of data meaningful to particular users via a common operational picture (COP). This paper describes one such system, but one that goes further by making the COP flexible enough to support multiple users. Large crises involve frequent role switching between different actors in a response. Hence, predicting the support needs of a given user of a COP is difficult at best, complicating the design process. The solution described here is to use interactive information overlays to enable different users to fit the COP to their particular SA needs. The design was evaluated in two user workshops and a demonstration. In general, it was well-received, but domain experts cautioned that the tool must be usable not only in large crises but in everyday operations, or else it will not be used. |

Abstract |
The purpose of this paper is discovery of context-based knowledge fusion patterns. Knowledge fusion is considered as an appearance of new knowledge in consequence of processes ongoing in decision support systems. The knowledge fusion processes are considered within a system intended to support decisions on planning emergency response actions. The knowledge fusion patterns are generalized with regard to preservation of internal structures and autonomies of information and knowledge sources involved in the knowledge fusion and to knowledge fusion results. The found patterns give a general idea of knowledge fusion processes taking place at the operational stage of decision support system functioning, i.e. the stage where context-aware functions of the system come into operation. As a practical application, such patterns can support engineers with making choice of knowledge sources to be used in the systems they design. |
