Abstract |
Public health organizations, including the Centers for Disease Control and Prevention, the World Health Organization, and the U.S. Department of Health and Human Services, are greatly concerned that a new influenza type A outbreak will result in a rapid spread of infectious disease, overwhelming existing medical response infrastructures. Each of these organizations has published planning guides that call upon local and community organizers to begin planning for such an event. To establish insight and provide context for these organizers, this paper presents a case analysis of the Philadelphia yellow fever outbreak of 1793. |

Abstract |
To increase the preparedness Crisis response and management authorities carry out various forms of exercises. This article is based upon a three year long project named Gaining security symbiosis (GSS). The project was aiming to increase the collaboration between crisis actors in the Swedish-Norway border region through exercises. We argue that creation of scenarios is a design challenge. In the GSS project, the exercises are built upon designed scenarios, which should make the exercise realistic and make the trainee train the expected. We propose a scenario design method that is built upon an iterative approach and that includes collaboration with the actors that are involved in the exercise. The method also includes a set of characteristics that could be used to evaluate the events of the scenario. The method have been developed and refined during the project and show some promising result. There is however a need for future research when it comes to further development and evaluation of the proposed design method. |

Abstract |
This paper describes the CHAIn system, which is designed to facilitate data sharing between disparate organisations during emergency response situations by resolving mismatches in their data. It uses structured data matching to reformulate failed queries in cases where these failed because of incompatibilities between the query (derived from the source schema) and the schema of the queried datasource (the target schema). This reformulation is done by developing matches between the source schema and the target schema. These matches are then used to reformulate the query and retrieve responses relevant to those expected by the original query. Despite the growing interest in intelligent query answering, integration of data matching into query answering is novel, and allows users to successfully query datasources even if they do not know how the data in that source is organized, which is often the case during emergency responses. We describe the proof-of-concept system we have developed and an encouraging initial evaluation. |

Abstract |
Flood management is an important approach to reduce damage caused by floods. In this context, technological architectures which work in real-time are needed. However, Brazil has faced many structural difficulties in obtaining updated information on the current state of its rivers. To address this problem, this paper outlines a geosensor dashboard called AGORA-GeoDash, which processes data streams from wireless sensor networks and makes them available in the form of a set of performance indicators that are essential to support real-time decision-making in flood risk monitoring. The dashboard was built on open-source frameworks, made use of geoservices that comply with the standards of Open Geospatial Consortium, and established a Wireless Sensor Network which monitors the rivers of São Carlos/SP in Brazil. The analysis of the indicators available in two rainfall events revealed that the dashboard can provide the key information required for the decision-making process involved in flood risk management. |

Abstract |
Protecting critical infrastructures (CIs) against external and internal risks in an increasingly uncertain environment is a major challenge. In this paper we present a generic multi-stage scenario construction approach that is applicable to a wide range of decision problems in the field of CI protection. Our approach combines scenario construction and decision support, whereby we explicitly consider the performance of decision options which have been determined for a set of initial scenarios. Because of the iterative character of our approach, consequences of decision options and information updates are evolutionary processed towards advanced scenarios. By disturbing vulnerable or critical parts of CIs, cascading effects between interrelated CIs and the responses to the decision options can be determined. We apply this scenario-construction technique to two civil security research projects. One focuses on protecting food supply chains against disruptions, whereas the other aims at securing public railway transport against terrorist attacks. |

Abstract |
In this paper we illustrate (a) the background and goals of the interdisciplinary research project SAFEST and (b) first insights from the socio-scientific part within the project. Technical systems are often established without considering explicitly ethical, legal, and social implications. This frequently leads to a lack of acceptance. This paper aims at compiling an analytical scheme that tries to demonstrate the relevance of the social context for the emergence of different modes of acceptance in reference to surveillance systems at airports. It is intended to guide the technical experts to deal with and reflect acceptance issues in the process of technical development. |

Abstract |
Analysis of social media and traditional media provides significant information to first responders in times of natural disasters. Sentiment analysis, particularly of social media originating from the affected population, forms an integral part of multifaceted media analysis. The current paper extends an existing methodology to the domain of natural disasters, broadens the support of multiple languages and introduces a new manner of classification. The performance of the approach is evaluated on a recently collected dataset manually annotated by three human annotators as a reference. The experiments show a high agreement rate between the approach taken and the annotators. Furthermore, the paper presents the initial application of the resulting technology and models to sentiment analysis of social media data in German, covering data collected during the Central European floods of 2013. |

Abstract |
The use of social media in a crisis has been applauded, and is witnessing an increase in uptake among those involved in crisis management activities, including citizens. Whilst some challenges have been discussed elsewhere, somewhat lacking is a discussion on the impact of sharing information on the security of those that may have been recorded. Accordingly, this working paper aims to provide preliminary results of an initial mapping task that seeks to examine the impact of the use of social media in a crisis on the social and ethical wellbeing of the security of the citizen. Authors argue that the heightened involvement of citizen journalism results in the filtering of information after its online publication which raises concerns relating to the dissemination of false information and a threat to an individual's privacy. Such issues should be adequately addressed in the encouragement and use of citizen contributions in crisis response. |

Abstract |
Studies examining the role of social media (SM) use in a crisis often examine the use of SM following a largescale crisis requiring an immediate response. In contrast, this working paper examines the usefulness of SM during an extended crisis, in the form of a heat wave. Authors use the 2013 UK heat wave as a case study to examine how SM was used by different stakeholders during the event, what function(s) SM had, how it was engaged with by the online community and accordingly, what value it contributed to crisis management activities. Findings show that ultimately the nature of the crisis, particularly in relation to populations who are most likely to be vulnerable to its effects, plays an integral role to the value of SM in preparation and response activities. |

Abstract |
During crises directly affected people and observers join social media communities to discuss the event. They may share information relevant to response coordination, for example, specific resource needs. However, responders face a massive data overload and lack the time to monitor social media traffic for important and trustworthy information. To address these challenges, response teams may attempt manual filtering methods, resulting in limited coverage and quality. Hence, we propose a computational framework for extracting specific resource-related information, and an interface for identifying and engaging with influential participants in the dynamic, evolving social media community. Our approach helps to identify those virtual responders who serve both as sources and disseminators of important information to assist in coordinated emergency response. |

Abstract |
Disasters trigger the need for relief items. The flows of relief items to the beneficiaries in the disaster area are determined by humanitarian logistics networks. The setup and operations of such networks can be supported by employing Operations Research models. Several models, based on different methodologies are available to support decision-making in the field of humanitarian logistics. This work-in-progress analysis suggests a structure of a methodological tool kit for humanitarian logistics. With its help, practitioners in the field of humanitarian logistics should be better equipped to find, compare, and apply available analytical models for their individual decision problem. To serve as an illustration, one OR model is presented in detail according to the proposed structure of the methodological tool kit. |

Abstract |
The increased use of social media, such as Twitter, was widely reported on Japanese media after the Great East Japan Earthquake of March 11, 2011. This study is a qualitative investigation of the use of Twitter by the stranded commuters and their supporters in the Tokyo metropolitan area immediately after the earthquake. This paper describes the possibilities and problems of Twitter use under a rapidly changing disaster situation. During the first evening of this disaster, the Japan Railroad and other railroad systems ceased their operations in the Tokyo area. This left more than five million commuters stranded in the area. Many commuters walked hours to return home, while others struggled to find temporary shelter and stayed overnight in the city. This study also explores if Twitter was an effective navigator for helping stranded commuters return home or find shelter. |

Abstract |
Improving resiliency of airports and seaports can accelerate both humanitarian relief and economic and social recovery in regions struck by natural or manmade disasters. Ports are a critical element of effective disaster response, evacuation, and recovery. They are also essential to social and economic recovery following a disaster, especially on islands dependent on trade and isolated areas such as in the Latin America and the Caribbean region. The Port Resiliency Program (PReP) presents a practical framework to enhance port resiliency and improve evaluation to support continuous improvement. Approaches include analyzing strengths and weaknesses, fostering understanding, communication, and cooperation among stakeholders, caching essential resources ahead of time, building a comprehensive archive of literature, and targeting exercises to close gaps in preparedness. |

Abstract |
Informing and alerting the population in disaster situations is a challenging task. Numerous situational factors have to be considered, as well as the impact of a plethora of communication channels, and multiplication effects in the population. In order to optimize the alerting strategies and enhance alert planning, it would be beneficial to model the dissemination of alerts. In this paper, we present a general overview of an alert dissemination model as well as its prototypical implementation in a simulation software. The software takes situational parameters such as time of day and location into account and can even infer characteristics of the alerting infrastructure from geospatial information. |

Abstract |
The increasingly sophisticated sensors supported by modern smartphones open up novel research opportunities, such as mobile phone sensing. One of the most challenging of these research areas is context-aware and activity recognition. The Smart Rescue project takes advantage of smartphone sensing, processing and communication capabilities to monitor hazards and track people in a disaster. The goal is to help crisis managers and members of the public in early hazard detection, prediction, and in devising risk-minimizing evacuation plans when disaster strikes. In this paper we suggest a novel smartphone-based communication framework. It uses specific machine learning techniques that intelligently process sensor readings into useful information for the crisis responders. Core to the framework is a content-based publish-subscribe mechanism that allows flexible sharing of sensor data and computation results. We also evaluate a preliminary implementation of the platform, involving a smartphone app that reads and shares mobile phone sensor data for activity recognition. |

Abstract |
On the morning of April 15, 2013, an Improvised Explosive Device (IED) was detonated near the finish line of the Boston Marathon, resulting in a large number of casualties. This generated a week-long response under the US National Incident Management System. In this paper, we examine online, terse messages broadcast by responding organizations and their amplification by other official entities via retransmission. Content analysis of official messages shows strong similarities with posting patterns previously observed in response to natural hazards, with the primary exception of themes related to the criminal investigation, suggesting a possible revision of guidelines for public information in light of the needs arising from extended counterterrorism operations undertaken in an urban environment. Network analysis demonstrates message posting and amplification were dominated by local actors, underscoring the importance of local readiness for management of official public information activities in the context of extremely high-profile events. |

Abstract |
Training is a prerequisite for effective and efficient emergency response and management. Information technology (IT) offers high potential to support various educational methods and environments. One example for interdependent use cases is given by planning, controlling, observation and debriefing of training exercises. Dedicated IT systems are available to support these use cases; nevertheless, there is no joint understanding of system use cases, types and functionality as a fundament for scientific and technological progress. This work in progress paper presents results of literature and market research complemented by expert interviews leading to a taxonomy of relevant IT components and systems. |

Abstract |
In the past crisis sensemaking activities have primarily been controlled by professional emergency responders and the media. Social media, however, has the potential to see a shift towards more grassroots and ad hoc citizen engagement. This paper sets out our vision and our progress in implementation of a new online platform called 'Majority Report', which aims to empower citizen sensemaking activities around crisis events. The concept is to facilitate citizen volunteers to draw together a range of digital media (photographs, Tweets, videos, etc.) to present stories of crisis events, and thus demarcate arguments about different understandings in terms of the temporal ordering of event narrative components and their relations to each other. Through collaborative usages of the platform, accounts may be improved by others, and variants may be presented and compared to challenge existing assumptions and beliefs. |

Abstract |
In the situation of mass casualty incidents in Germany the questions that always remain are what and how much resources are needed to provide the best response. Furthermore, there are many local-specific constraints that exist, such as the density of hospitals nearby, what their surgery capacities are like, the distance between the local rescue bases and the incident scene as well as the level of preparedness of first responders. This paper describes an organisational approach to elaborate the specific tactical strategies that take part in preparedness planning. Furthermore, this paper will give insight and explore a simulation information system to support local medical response managers in elaborating those strategies in an office environment. |

Abstract |
On the way to the improvement of Emergency Plans, we show how a structured specification of the response procedures allows transforming static plans into dynamic, executable entities that can drive the way different actors participate in crisis responses. Additionally, the execution of plans requires the definition of information access mechanisms allowing execution engines to provide an actor with all the information resources he or she needs to accomplish a response task. We describe work in progress to improve the SAGA's Plan definition Module and Plan Execution Engine to support information-rich plan execution. |

Abstract |
Disaster Management has received a lot of attention over the last twenty years, and can now be considered a full research area. But a gap exists between research work proposals and their applications on the field. This is particularly true regarding quantitative approaches. One of the main issues is that the scenarios used to design and validate the proposals are often not accurate and/or too simple compared to the complexity of real situations. Designing realistic scenarios is of prime importance to be able to propose relevant quantitative models which could be implemented by practitioners. This paper tackles this problem by proposing a structured methodology which aims at defining realistic disaster scenarios. The case of earthquakes management in Peru is used to illustrate the consistency of our proposal. |

Abstract |
The initial impact of a disaster can lead to a variety of associated hazards. By taking a multi-hazard viewpoint with respect to disaster response and recovery, there is an opportunity to allocate limited resources more effectively, particularly in the context of long-term planning for community sustainability. This working paper introduces an approach for extending quantitative resource allocation models to consider multiple interrelated hazards. The discussion is motivated by a literature review of existing models and then focuses on changes necessary to take the multiplicity of hazards into consideration in the context of decision support systems for disaster operations management. |

Abstract |
Social Media and micro-blogging is being used during crisis events to provide live up-to-date information as events evolve (before, during and after). Messages are posted by citizens or public officials. To understand the effectiveness of these messages, we examined the content of geo-located Twitter messages (“tweets”) sent during the Moore, Oklahoma tornado of May 20th, 2013 (+/-1day) to explore the spatial and temporal relationships of real-time reactions of the general public. We found a clear transition of topics during each stage of the tornado event. Twitter was useful for posting and retrieving updates, reconstructing the sequence of events as well as capturing people's reactions leading up to, during and after the tornado. A long-term goal for the research reported here is to provide insights to forecasters and emergency response personnel concerning the impact of warnings and other advisory messages. |

Co-location as a form of network governance is a way of organizing response teams when responding to an emergency situation. At the 'Safety house' in the province of Jämtland in Sweden main emergency response actors and supporting actors work together in a shared physical place in order to facilitate the process of cooperation and joint decision making. In order to identify the strengths, weaknesses, obstacles, needs and information system role, we explored this case by looking at how the involved actors experience this new working context. We applied an analytical framework developed specifically for new forms of emergency response. It was found that co-location of actors increases the efficiency in using professional response resources and shortens the emergency response time. Information systems can have a significant role in improving the collaboration between actors at the 'Safety house'. However secrecy issues, the problem of control and politics and the evaluation of the performance of actors are major challenges which face further development of the co-location concept. |

Abstract |
A novel, 'net-centric' approach to disaster management is challenging traditional forms of command and control, through technology-supported, self-directed networks of heterogeneous stakeholders including affected citizens. Citizen involvement in crisis response can strengthen the resilience of local communities, and improve the relevance and delivery of response, evidenced by increasingly important Web2.0-based platforms. While netcentric responses show promise as a principle, it remains unclear how networks can be integrated in shared response infrastructures. We draw on the concepts of 'programming' and 'switching' to suggest a different perspective by which to explore the potential and consequences of interconnected networks. Finally, we propose a research agenda that can help identify and understand switching points in disaster response, comparing a weakly formalized management structure, but strong in citizen involvement, with a strongly formalized management structure, but weak in citizen involvement. We thereby suggest how response organizations can relinquish their reliance on control and command approaches, increasing their adaptive capacity to capitalize on citizen-based information. |
