Abstract In this paper, we describe AsonMaps, a platform for collection, aggregation, visualization and analysis of near real-time, geolocated quantifiable information from a variety of heterogeneous social media outlets in order to provide emergency responders and other coordinating federal agencies not only with the means of listening to the affected population, but also to be able to incorporate this data into geophysical and probabilistic disaster forecast models that guide their response actions. Hurricane Sandy disaster is examined as a use-case scenario discussing the different types of quantifiable information that can be extracted from Instagram and Twitter.

Abstract The use of online Social Media is increasingly popular amongst emergency services to support Situational Awareness (i.e. accurate, complete and real-time information about an event). Whilst many software solutions have been developed to monitor and analyse Social Media, little attention has been paid on how to visually design for Situational Awareness for this large-scale data space. We describe an approach where levels of SA have been matched to corresponding visual design recommendations using participatory design techniques with Emergency Responders in the UK. We conclude by presenting visualisation prototypes developed to satisfy the design recommendations, and how they contribute to Emergency Responders' Situational Awareness in an example scenario. We end by highlighting research issues that emerged during the initial evaluation.

Abstract During crises directly affected people and observers join social media communities to discuss the event. They may share information relevant to response coordination, for example, specific resource needs. However, responders face a massive data overload and lack the time to monitor social media traffic for important and trustworthy information. To address these challenges, response teams may attempt manual filtering methods, resulting in limited coverage and quality. Hence, we propose a computational framework for extracting specific resource-related information, and an interface for identifying and engaging with influential participants in the dynamic, evolving social media community. Our approach helps to identify those virtual responders who serve both as sources and disseminators of important information to assist in coordinated emergency response.

Abstract Social media bring both challenges and opportunities to crisis management. This paper summarizes the difficulties in crisis communication under a centralized jurisdiction system by looking into online collective behaviors in mainland China. The paper then introduces the development of an official microblog and proposes a joint official microblog platform to improve interactive communication in a centralized system. The functional design of this platform is introduced in detail and the future improvement of the platform is discussed.

Abstract Social media enable rapid, peer-to-peer information flow during crisis events, affordances that have both positive and negative consequences. The potential for spreading misinformation is a significant concern. Drawing on an empirical study of information-sharing practices in a crisis-affected community in the Catskill Mountains after Hurricane Irene, this paper describes how an ad hoc group of community members, led by a handful of journalists, employed specific work practices to mitigate misinformation. We illustrate how the group appropriated specific tools and performed visible skepticism, among other techniques, to help control the spread of false rumors. These findings suggest implications for the design of tools and the development of best practices for supporting community-led, crowd-powered response efforts during disasters.

Abstract The emergence of social media provides an additional channel for broadcasting information to the public and support two-way communication between governmental stakeholders and the public during crisis. Research has focused on large-scale events, and few have investigated how social media can contribute to civic awareness and participation of small-scale incidents in a community-oriented context. Moreover, social media have been criticized because it is overabundant with noisy, inaccurate, and unprofessional information that are often misleading. This presents a serious challenge for community members to identify information that are relevant to a local incident. We introduce Community Incident Chatter (CIC), a smartphone application that is designed to aggregate information reported by formal news agencies and social media surrounding local incidents. Participants in a preliminary user study indicate that the community-oriented information presented in CIC is informative, relevant to the community, and has the potential of empowering community residents for responding to and managing local incidents.

Abstract In the past crisis sensemaking activities have primarily been controlled by professional emergency responders and the media. Social media, however, has the potential to see a shift towards more grassroots and ad hoc citizen engagement. This paper sets out our vision and our progress in implementation of a new online platform called 'Majority Report', which aims to empower citizen sensemaking activities around crisis events. The concept is to facilitate citizen volunteers to draw together a range of digital media (photographs, Tweets, videos, etc.) to present stories of crisis events, and thus demarcate arguments about different understandings in terms of the temporal ordering of event narrative components and their relations to each other. Through collaborative usages of the platform, accounts may be improved by others, and variants may be presented and compared to challenge existing assumptions and beliefs.

Abstract In order to coordinate emergency operations and evacuations, it is vital to accurately assess damage to people, property, and the environment. For decades remote sensing has been used to observe the Earth from air, space and ground based sensors. These sensors collect massive amounts of dynamic and geographically distributed spatiotemporal data every day. However, despite the immense quantity of data available, gaps are often present due to the specific limitations of the sensors or their carrier platforms. This article illustrates how nonauthoritative data such as social media, news, tweets, and mobile phone data can be used to fill in these gaps. Two case studies are presented which employ non-authoritative data to fill in the gaps for improved situational awareness during damage assessments and emergency evacuations.

Abstract Studies examining the role of social media (SM) use in a crisis often examine the use of SM following a largescale crisis requiring an immediate response. In contrast, this working paper examines the usefulness of SM during an extended crisis, in the form of a heat wave. Authors use the 2013 UK heat wave as a case study to examine how SM was used by different stakeholders during the event, what function(s) SM had, how it was engaged with by the online community and accordingly, what value it contributed to crisis management activities. Findings show that ultimately the nature of the crisis, particularly in relation to populations who are most likely to be vulnerable to its effects, plays an integral role to the value of SM in preparation and response activities.

Abstract Analysis of social media and traditional media provides significant information to first responders in times of natural disasters. Sentiment analysis, particularly of social media originating from the affected population, forms an integral part of multifaceted media analysis. The current paper extends an existing methodology to the domain of natural disasters, broadens the support of multiple languages and introduces a new manner of classification. The performance of the approach is evaluated on a recently collected dataset manually annotated by three human annotators as a reference. The experiments show a high agreement rate between the approach taken and the annotators. Furthermore, the paper presents the initial application of the resulting technology and models to sentiment analysis of social media data in German, covering data collected during the Central European floods of 2013.

Abstract In this paper we present a new approach to enhance information extraction from social media that relies upon the geographical relations between twitter data and flood phenomena. We use specific geographical features like hydrological data and digital elevation models to analyze the spatiotemporal distribution of georeferenced twitter messages. This approach is applied to examine the River Elbe Flood in Germany in June 2013. Although recent research has shown that social media platforms like Twitter can be complementary information sources for achieving situation awareness, previous work is mostly concentrated on the classification and analysis of tweets without resorting to existing data related to the disaster, e.g. catchment borders or sensor data about river levels. Our results show that our approach based on geographical relations can help to manage the high volume and velocity of social media messages and thus can be valuable for both crisis response and preventive flood monitoring.

Abstract We report on the social media communications and work practices of the Jefferson County Type III Incident Management Team during the September 2013 Colorado Floods. In this case study, we examine flood-related communications across three platforms: Facebook, Twitter, and the team's blog for insight into how this innovative team coordinated their communications to meet the information needs of a community outside of the media spotlight. Using a mixed method approach of interviews and social media content analysis, we describe their online behaviors in relation to the needs of the emergency response as a whole. We report on adaptations to their work practice that allowed them to extend traditional communications with social media to create an integrated communication plan. Finally, we look to the team's experiences for direction in how to use social media in emergencies generally.

Abstract This paper describes the design, execution, and results of a participatory design workshop with emergency public information officers (PIOs). During the workshop, PIOs and researchers explored ideas and designs for supporting the social media needs of PIO work. Results indicate that PIO perceptions of social media have changed as they have learned to incorporate activities of the public into their work, yet they still struggle with issues of trust and liability. Based on workshop design activities, the paper offers a set of design recommendations for supporting the social media needs of PIO work practice such as the ability to monitor, document, and report social media activity.

Abstract Decision-making in crisis management can benefit from routine monitoring of the (social) media to discover the mass opinion on highly sensitive crisis events. We present an experiment that analyzes Chinese microblog data (extracted from Weibo.cn) to measure sentiment strength and its change in relation to the recent PM 2.5 air pollution events. The data were analyzed using SentiStrength algorithm together with a special sentiment words dictionary tailored and refined for Chinese language. The results of time series analysis on detected sentiment strength showed that less than one percent of the posts are strong-positive or strong negative. Weekly sentiment strength measures show symmetric changes in positive and negative strength, but overall trend moved towards more positive opinions. Special attention was given to sharp bursts of sentiment strength that coincide temporally with the occurrence of extreme social events. These findings suggest that sentiment strength analysis may generate useful alert and awareness of pending extreme social events.

Abstract An emerging paradigm for the processing of data streams involves human and machine computation working together, allowing human intelligence to process large-scale data. We apply this approach to the classification of crisis-related messages in microblog streams. We begin by describing the platform AIDR (Artificial Intelligence for Disaster Response), which collects human annotations over time to create and maintain automatic supervised classifiers for social media messages. Next, we study two significant challenges in its design: (1) identifying which elements must be labeled by humans, and (2) determining when to ask for such annotations to be done. The first challenge is selecting the items to be labeled by crowd sourcing workers to maximize the productivity of their work. The second challenge is to schedule the work in order to reliably maintain high classification accuracy over time. We provide and validate answers to these challenges by extensive experimentation on real world datasets.

Abstract Social media together with still growing social media communities has become a powerful and promising solution in crisis and emergency management. Previous crisis events have proved that social media and mobile technologies used by citizens (widely) and public services (to some extent) have contributed to the post-crisis relief efforts. The iSAR+ EU FP7 project aims at providing solutions empowering citizens and PPDR (Public Protection and Disaster Relief) organizations in online and mobile communications for the purpose of crisis management especially in search and rescue operations. This paper presents the results of survey aiming at identification of preliminary end-user requirements in the close interworking with end-users across Europe.

Abstract The increased use of social media, such as Twitter, was widely reported on Japanese media after the Great East Japan Earthquake of March 11, 2011. This study is a qualitative investigation of the use of Twitter by the stranded commuters and their supporters in the Tokyo metropolitan area immediately after the earthquake. This paper describes the possibilities and problems of Twitter use under a rapidly changing disaster situation. During the first evening of this disaster, the Japan Railroad and other railroad systems ceased their operations in the Tokyo area. This left more than five million commuters stranded in the area. Many commuters walked hours to return home, while others struggled to find temporary shelter and stayed overnight in the city. This study also explores if Twitter was an effective navigator for helping stranded commuters return home or find shelter.

Abstract The communications of emergency response managers were tracked during simulated catastrophic events at a university campus in the Washington, D.C. region. Local, state, and federal response managers interacted with each other and with students using a variety of communication media in order to investigate the utility of new communication channels for emergency response management. Students and emergency managers interacted using a Twitter-like platform and a portal built with Ushahidi crowd-sourcing software. The emergency managers also used a chat interface that included private instant messaging, telephone, and the county's existing emergency web portal. Their media use was analyzed along with the functions of their communications, and the patterns that emerged are described and quantified.

Abstract Disasters often lead to other kinds of disasters, forming multi-hazards such as landslides, which may be caused by earthquakes, rainfalls, water erosion, among other reasons. Effective detection and management of multihazards cannot rely only on one information source. In this paper, we evaluate a landslide detection system LITMUS, which combines multiple physical sensors and social media to handle the inherent varied origins and composition of multi-hazards. LITMUS integrates near real-time data from USGS seismic network, NASA TRMM rainfall network, Twitter, YouTube, and Instagram. The landslide detection process consists of several stages of social media filtering and integration with physical sensor data, with a final ranking of relevance by integrated signal strength. Applying LITMUS to data collected in October 2013, we analyzed and filtered 34.5k tweets, 2.5k video descriptions and 1.6k image captions containing landslide keywords followed by integration with physical sources based on a Bayesian model strategy. It resulted in detection of all 11 landslides reported by USGS and 31 more landslides unreported by USGS. An illustrative example is provided to demonstrate how LITMUS' functionality can be used to determine landslides related to the recent Typhoon Haiyan.

Abstract Several studies on Twitter usage during disasters analyze tweets collected using ad-hoc keywords pre-defined by researchers. While recent efforts have worked to improve this methodology, open questions remain about which keywords can be used to uncover tweets contributing to situational awareness (SA) and the quality of tweets returned using different terms. Herein we consider a novel methodology for uncovering relevant keywords one can use to search for tweets containing situational awareness. We provide a description of the methodology and initial results which suggest our approach may lead to better keywords to use for keyword searching during disasters.

Abstract In this paper, we present a system that enables people to post and receive tweets despite disruptions of existing network infrastructure. Our system opportunistically deploys mobile ad hoc networks (MANETs) based on Wi-Fi in which people can communicate with each other in a peer-to-peer fashion. A MANET per se constitutes an isolated island, but as people carry devices around that can join other MANETs, eventually people can transport previously collected data to the online world. Compared to other systems that aim to enable communication in crisis, our system differs in two ways: it does not rely on existing network infrastructure, and it exploits established protocols and standards allowing it to run on off-the-shelf, commercially available smartphones. We evaluated our prototype with a group of students and practitioners. Overall, we received positive feedback on the potential of our technology, but also were pointed to limitations requiring future work.

Abstract This study contributes an understanding of how ICTs and varying information sources work together during emergency alerts. It builds on the prior work on campus active shooter events by examining an organization that used a range of ICTs including mobile devices, social media, organizational tools, and news media, to notify their stakeholders about an emergency. The study design used a survey to capture the responses from a random sample of over 1000 stakeholders-students, faculty, and staff-who were notified of an active shooter emergency. The findings from the first three notifications suggest that messages reaching the most stakeholders were (a) sent by official sources through ICTs like mobile phones; (b) official email communication, and (c) messages that included face-to-face communication. While 11 different ICTs were included in the study, mass media (i.e., television and radio), and social media (Twitter and Facebook) did not function substantially in the emergency alert process.

Abstract Sentiment analysis has been widely researched in the domain of online review sites with the aim of generating summarized opinions of product users about different aspects of the products. However, there has been little work focusing on identifying the polarity of sentiments expressed by users during disaster events. Identifying sentiments expressed by users in an online social networking site can help understand the dynamics of the network, e.g., the main users' concerns, panics, and the emotional impacts of interactions among members. Data produced through social networking sites is seen as ubiquitous, rapid and accessible, and it is believed to empower average citizens to become more situationally aware during disasters and coordinate to help themselves. In this work, we perform sentiment classification of user posts in Twitter during the Hurricane Sandy and visualize these sentiments on a geographical map centered around the hurricane. We show how users' sentiments change according not only to users' locations, but also based on the distance from the disaster.

Abstract Engineering reconnaissance following an extreme event is critical in identifying the causes of infrastructure failure and minimizing such consequences in similar future events. Typically, however, much of the data about infrastructure performance and the progression of geological phenomena are lost during the event or soon after as efforts move to the recovery phase. A better methodology for reliable and rapid collection of perishable hazards data will enhance scientific inquiry and accelerate the building of disaster-resilient cities. In this paper, we explore ways to support post-event reconnaissance through the strategic collection and reuse of social media data and other remote sources of information, in response to the September 2013 flooding in Colorado. We show how tweets, particularly with postings of visual data and references to location, may be used to directly support geotechnical experts by helping to digitally survey the affected region and to navigate optimal paths through the physical space in preparation for direct observation.

Abstract Volunteer and Technical Communities (V&TCs) with expertise in the collection, analysis and presentation of data and the development of supporting technologies, have potential to inform humanitarian aid organizations and help increase the efficiency of their operations. This study analyzes the role of V&TCs during recent response efforts and identifies a number of challenges of organizational nature that need to be overcome in order for aid organizations to harness the potential of V&TCs. The study finds that V&TCs can broadly be categorized into software platform development communities, mapping collaborations, expert networks and data aggregators. Evidence of collaboration with aid organizations however remains limited, suggesting a number of barriers need to be overcome, including (1) limited resources; (2) the management of volunteers; (3) different levels of engagement; (4) level of commitment by V&TCs; (5) different ways of working; and (6) aid organizations' limited knowledge about V&TCs' expertise.
