Abstract In this paper we present the results from four empirical studies where we investigate the most appropriate devices for high-ranking emergency leaders – termed commanders in this paper – working close to the scene of incident, usually outside. The studies apply different methods including interviews, questionnaires and usability tests to investigate the technology used by commanders in the agencies today, their motivation for using new technology, as well as their needs for new devices. Three of the studies involve commanders from the police, the ambulance service and the fire and rescue agency in Norway. Devices with different screen sizes ranging from 4,3“ to 40” were used or discussed in the studies. The main conclusion from all the studies is a very clear preference for tablets. We did however identify difference between the agencies regarding the preferred size of an “ideal” tablet, as well as wishes for using more than one device.

Abstract Serious games are an effective tool for giving players a hands-on, immersive experience of crisis situations. To simplify the design of such games while ensuring their relevance, we propose a design method that is based on reference tasks. The feasibility of this approach is demonstrated by the improved design of the serious game “Disaster in my Backyard” that has been played during ISCRAM Summer school 2013. The design incorporates humanitarian logistics, search-and-rescue and coordination tasks. We also present the lessons learned from this instantiation of the game and give an outlook towards future research, such as the evaluation of tools for crisis response and management through the use of serious games and reference tasks.

Abstract In this paper, we introduce Tweedr, a Twitter-mining tool that extracts actionable information for disaster relief workers during natural disasters. The Tweedr pipeline consists of three main parts: classification, clustering and extraction. In the classification phase, we use a variety of classification methods (sLDA, SVM, and logistic regression) to identify tweets reporting damage or casualties. In the clustering phase, we use filters to merge tweets that are similar to one another; and finally, in the extraction phase, we extract tokens and phrases that report specific information about different classes of infrastructure damage, damage types, and casualties. We empirically validate our approach with tweets collected from 12 different crises in the United States since 2006.

Abstract A simulation-based model used to measure resilience indicators of the railway transportation system is presented. This model is tested through a perturbation scenario: the inoperability of a track which links two stations in the system. The performance of the system is modelled through two indicators: (a) the number of passengers that reach their destination and (b) the total delay of passengers after a serious perturbation. The number of passengers within a given station at a given time is considered as early warning in the model. Furthermore, a crisis management plan has been simulated for this perturbation scenario in order to help the system to recover quickly from this perturbation. This crisis management plan emphasizes the role and the importance of the proposed indicators when managing crises.

Abstract In this paper ongoing developments regarding the conceptual setup and subsequent implementation logic of a seamless spatio-temporal population dynamics model are presented. The DynaPop model aims at serving as basic input for social impact evaluation in crisis management. In addition to providing the starting point for assessing population exposure dynamics, i.e. the location and number of affected people at different stages during an event, knowledge of spatio-temporal population distribution patterns is also considered crucial for a set of other related aspects in disaster risk and crisis management including evacuation planning and casualty assessment. DynaPop is implemented via a gridded spatial disaggregation approach and integrates previous efforts on spatio-temporal modeling that account for various aspects of population dynamics such as human mobility and activity patterns that are particularly relevant in picturing the highly dynamic daytime situation.

Abstract In this paper, we describe AsonMaps, a platform for collection, aggregation, visualization and analysis of near real-time, geolocated quantifiable information from a variety of heterogeneous social media outlets in order to provide emergency responders and other coordinating federal agencies not only with the means of listening to the affected population, but also to be able to incorporate this data into geophysical and probabilistic disaster forecast models that guide their response actions. Hurricane Sandy disaster is examined as a use-case scenario discussing the different types of quantifiable information that can be extracted from Instagram and Twitter.

Abstract In this paper, we present a system that enables people to post and receive tweets despite disruptions of existing network infrastructure. Our system opportunistically deploys mobile ad hoc networks (MANETs) based on Wi-Fi in which people can communicate with each other in a peer-to-peer fashion. A MANET per se constitutes an isolated island, but as people carry devices around that can join other MANETs, eventually people can transport previously collected data to the online world. Compared to other systems that aim to enable communication in crisis, our system differs in two ways: it does not rely on existing network infrastructure, and it exploits established protocols and standards allowing it to run on off-the-shelf, commercially available smartphones. We evaluated our prototype with a group of students and practitioners. Overall, we received positive feedback on the potential of our technology, but also were pointed to limitations requiring future work.

Abstract This paper aims to lead a discourse on distributing mobile applications while having no access to cloud services. While in daily life people acquire applications via application stores, the access to those stores can be severely hampered in disasters. Instead of wishful thinking, i.e. hoping that people or manufactures would pre-install an (emergency) app before a disaster, we have started to investigate into Internet-less deployment mechanisms. We discuss five potential approaches of deploying apps in an ad-hoc fashion. Each approach is assessed against six criteria, while taking a stance that the smartphone is the minimally required deployment platform. This paper concludes with the observation that current mobile operating system providers do not provide “Internet-less” deployment mechanisms, although platforms as Android allow for this. This said, we hope that this contribution can spark further interest into the discussed problematic.

Abstract This paper presents observations made in the course of two interorganizational crisis management exercises that were conducted in order to identify requirements for a decision support system for critical infrastructure operators. It brings into focus how different actors deal with the uncertainty of information that is relevant for other stakeholders and therefore is to be shared with them. It was analyzed how the participants articulated und comprehended assessments on how probable the reliability of a given data or prognosis was. The recipients of the information had to consider it when making decisions concerning their own network. Therefore they had to evaluate its reliability. Different strategies emerged.

Abstract The goal of this article is to introduce a platform (called Agility Service) that gathers and analyses data coming from both crisis response and crisis field by using the principles of Complex Event Processing. As a crisis situation is an unstable phenomenon (by nature or by effect of the applied response), the crisis response may be irrelevant after a while: lack of resources, arrival of a new stakeholder, unreached objectives, over-crisis, etc. Gathering data, analyze and aggregate it to deduce relevant information concerning the current crisis situation, and making this information available to the crisis cell to support decision making: these are the purposes of the described platform. A use case based on the Fukushima's nuclear accident is developed to illustrate the use of the developed prototype.

Abstract In this paper we illustrate (a) the background and goals of the interdisciplinary research project SAFEST and (b) first insights from the socio-scientific part within the project. Technical systems are often established without considering explicitly ethical, legal, and social implications. This frequently leads to a lack of acceptance. This paper aims at compiling an analytical scheme that tries to demonstrate the relevance of the social context for the emergence of different modes of acceptance in reference to surveillance systems at airports. It is intended to guide the technical experts to deal with and reflect acceptance issues in the process of technical development.

Abstract Disaster response requires communications among all affected parties including emergency responders and the affected populace. Wireless telecommunications, if available through a fixed structure cellular mobile network, satellites, portable station mobile networks and ad hoc mobile networks, can provide this means for such communications. While the deployment of temporary mobile networks and other wireless equipment following disasters has been successfully accomplished by governmental agencies and mobile network providers following previous disasters, there appears to be little optimization effort involved with respect to maximizing key performance measures of the deployment or minimizing overall 'cost' (including time aspects) to deploy. This work-in-progress does not focus on the question of what entity will operate the portable base during a disaster, but on optimizing the placement of mobile base stations or similar network nodes for planning and real time management purposes. An optimization model is proposed for the staging and placement of portable base stations to support disaster relief efforts.

Abstract The purpose of this work in progress paper is to report on the method development of the Shared Priorities measure to include content analysis, as a way of gaining a deeper understanding of team work in crisis/emergency response. An experiment is reported where the performance of six trained teams is compared with the performance of six non-trained teams. The experiment was performed using an emergency response microworld simulation with a forest fire scenario. Dependent measures were simulation performance, the Crew Awareness Rating Scale (CARS), and content analysis. Trained teams performed better and scored higher on measures of team behaviors.

Abstract This paper presents a system dedicated to support crises managers that is focused on the collaboration issues of the actors involved in the response. Based on context knowledge, decision makers' objectives and responders' capabilities, the system designs in a semi-automatic way a set of collaborative process alternatives that can optimize coordination activities during an ongoing crisis resolution. The technical design of the system mixes optimization algorithms with inference of logical rules on an ontology. Candidate processes are evaluated through multi-criteria decision analysis and proposed to the decision-makers with associated key performance indicators to help them with their choice. The overall approach is model driven through a crisis meta-model and an axiomatic theory of crisis management.

Abstract Social Media and micro-blogging is being used during crisis events to provide live up-to-date information as events evolve (before, during and after). Messages are posted by citizens or public officials. To understand the effectiveness of these messages, we examined the content of geo-located Twitter messages (“tweets”) sent during the Moore, Oklahoma tornado of May 20th, 2013 (+/-1day) to explore the spatial and temporal relationships of real-time reactions of the general public. We found a clear transition of topics during each stage of the tornado event. Twitter was useful for posting and retrieving updates, reconstructing the sequence of events as well as capturing people's reactions leading up to, during and after the tornado. A long-term goal for the research reported here is to provide insights to forecasters and emergency response personnel concerning the impact of warnings and other advisory messages.

Abstract In the past crisis sensemaking activities have primarily been controlled by professional emergency responders and the media. Social media, however, has the potential to see a shift towards more grassroots and ad hoc citizen engagement. This paper sets out our vision and our progress in implementation of a new online platform called 'Majority Report', which aims to empower citizen sensemaking activities around crisis events. The concept is to facilitate citizen volunteers to draw together a range of digital media (photographs, Tweets, videos, etc.) to present stories of crisis events, and thus demarcate arguments about different understandings in terms of the temporal ordering of event narrative components and their relations to each other. Through collaborative usages of the platform, accounts may be improved by others, and variants may be presented and compared to challenge existing assumptions and beliefs.

Abstract A novel, 'net-centric' approach to disaster management is challenging traditional forms of command and control, through technology-supported, self-directed networks of heterogeneous stakeholders including affected citizens. Citizen involvement in crisis response can strengthen the resilience of local communities, and improve the relevance and delivery of response, evidenced by increasingly important Web2.0-based platforms. While netcentric responses show promise as a principle, it remains unclear how networks can be integrated in shared response infrastructures. We draw on the concepts of 'programming' and 'switching' to suggest a different perspective by which to explore the potential and consequences of interconnected networks. Finally, we propose a research agenda that can help identify and understand switching points in disaster response, comparing a weakly formalized management structure, but strong in citizen involvement, with a strongly formalized management structure, but weak in citizen involvement. We thereby suggest how response organizations can relinquish their reliance on control and command approaches, increasing their adaptive capacity to capitalize on citizen-based information.

Abstract To increase the preparedness Crisis response and management authorities carry out various forms of exercises. This article is based upon a three year long project named Gaining security symbiosis (GSS). The project was aiming to increase the collaboration between crisis actors in the Swedish-Norway border region through exercises. We argue that creation of scenarios is a design challenge. In the GSS project, the exercises are built upon designed scenarios, which should make the exercise realistic and make the trainee train the expected. We propose a scenario design method that is built upon an iterative approach and that includes collaboration with the actors that are involved in the exercise. The method also includes a set of characteristics that could be used to evaluate the events of the scenario. The method have been developed and refined during the project and show some promising result. There is however a need for future research when it comes to further development and evaluation of the proposed design method.

Abstract Responding to a large-scale disaster such as an earthquake or hurricane is a collective problem. Human agents are increasingly collaborating with non-human agents (autonomous systems) in attempt to respond to a disaster. IntCris is a prototype intended to bring together interaction for human and non-human agents to aid the decision-making process by focusing on how to facilitate the “correct information to the correct agent” problem as well as encouraging new and agile behaviour. We focus on three categories of information: command, report and personal with a formal grammar to accompany the implementation. The requirements for the software were inspired by real life case studies from Hurricane Katrina, the Fukoshima Nuclear Disaster and Hurricane Sandy. The contribution of this work is to advance technology that brings together HAS (human and autonomous system interaction), in addition to enhancing collective intelligence.

Abstract On the way to the improvement of Emergency Plans, we show how a structured specification of the response procedures allows transforming static plans into dynamic, executable entities that can drive the way different actors participate in crisis responses. Additionally, the execution of plans requires the definition of information access mechanisms allowing execution engines to provide an actor with all the information resources he or she needs to accomplish a response task. We describe work in progress to improve the SAGA's Plan definition Module and Plan Execution Engine to support information-rich plan execution.

Abstract Sentiment analysis has been widely researched in the domain of online review sites with the aim of generating summarized opinions of product users about different aspects of the products. However, there has been little work focusing on identifying the polarity of sentiments expressed by users during disaster events. Identifying sentiments expressed by users in an online social networking site can help understand the dynamics of the network, e.g., the main users' concerns, panics, and the emotional impacts of interactions among members. Data produced through social networking sites is seen as ubiquitous, rapid and accessible, and it is believed to empower average citizens to become more situationally aware during disasters and coordinate to help themselves. In this work, we perform sentiment classification of user posts in Twitter during the Hurricane Sandy and visualize these sentiments on a geographical map centered around the hurricane. We show how users' sentiments change according not only to users' locations, but also based on the distance from the disaster.

Abstract The initial impact of a disaster can lead to a variety of associated hazards. By taking a multi-hazard viewpoint with respect to disaster response and recovery, there is an opportunity to allocate limited resources more effectively, particularly in the context of long-term planning for community sustainability. This working paper introduces an approach for extending quantitative resource allocation models to consider multiple interrelated hazards. The discussion is motivated by a literature review of existing models and then focuses on changes necessary to take the multiplicity of hazards into consideration in the context of decision support systems for disaster operations management.

Abstract Modern critical infrastructure (CI) systems are tightly coupled, resulting in unprecedented complexity and difficulty to predict, limit and control the consequences of disruptions caused by hazards. Therefore, a paradigm shift in disaster risk management is needed: instead of focusing on predicting events, resilience needs to be improved as a basis for adequate response to any event. This paper starts from a definition of CI resilience that provides a basis for quantitative and qualitative decision support. For the quantitative modelling approach, which aims at measuring the resilience of individual CIs, we focus on two CIs of fundamental importance for disaster response: transportation and power supply. The qualitative framework details relations between CIs. The results of this research are illustrated by a case study that analyses the impact of Hurricane Sandy. The findings highlight the need for a framework that combines qualitative and quantitative information from heterogeneous sources to improve disaster resilience.
