Abstract: This paper discusses an experiment with a formative method for ethical impact assessment (EIA) in the context of IT design for multi-agency crisis management that draws on scenarios and role-playing to ground ethics in a broader socio-technical domain not just in user needs and values. Contextualising the EIA discussions in this way opened up new avenues for addressing ethical concerns, broadening the design context from a focus on usability to thinking creatively and collaboratively through ethical, legal and social implications.

Abstract: The International Federation of the Red Cross and Red Crescent (IFRC), is one of the many humanitarian organizations that are further developing their logistics network more decentralized structures with sub-regional networks. One of the main challenges identified is the need of monitoring tools to have a real-time overview of the whole logistics network state, and optimization of the associated operations through real-time decision support systems. Logistics departments of humanitarian organizations have not adopted the technological developments that are standard in the commercial sector due to critical differences, and the IFRC is not an exception. This paper presents a case study conducted with the American and Caribbean IFRC. We present user requirements and specifications for the design of a real-time monitoring system dedicated the sub-regional network. It particularly addresses the challenges to simplify remote data collection, visualization and analysis.

Abstract: Humanitarian Supply Chain (HSC) performance is a key factor for disaster response. In order to be more responsive, the typical humanitarian supply strategy has evolved from a centralized to a decentralized network, generally at regional level. The objective was to reduce lead-times and costs. However, after a decade of working, organizations like the Americas and Caribbean International Federation of the Red Cross and Red Crescent (IFRC) have noticed that those objectives are only partially reached and have decided to go further in the evolution by developing sub-regionalized networks. In this study, we analyse the HSC sub-regionalization process to better understand the challenges and opportunities for humanitarian organizations. Three key aspects are point out: implementation, real-time monitoring and operations? cost-efficiency. Based on these results and considering the law maturity level of humanitarian organizations in terms of Information and Decision-Support Systems, we conclude with giving concrete guidelines for designing and developing ad-hoc monitoring and orchestrating systems.

Abstract: We describe a socio-technical system designed to train different organisations in emergency management during the preparedness phase. In this system, both humans and the system work together in building organisational context awareness. The system uses a normative multi-agent system and a tangible table for user interaction. Real time virtual feedbacks are used to draw users? attention to the validity of their actions with respect to the emergency plan. Feedback allows the actors to be aware of the other factors that impact the validity of their action (actions of other actors, environment etc.) and to identify the behaviour that is expected of them by the other organisations. The system is still in its prototype phase. Its behaviour is illustrated by example scenarios, showing that it is possible to support collaboration amongst distant actors, in a way that only relevant information is shown.

Abstract: Curriculum guidelines are presented for Master?s level programs that combine core topics from the disciplines of Emergency Management (EM) and Information Systems (IS). Based on responses to an online survey from 111 respondents from 19 countries who were mainly identified through ISCRAM (Information Systems for Crisis Response and Management), all ten courses described for all EM master?s programs are considered important, as are all ten courses for an EM degree program with an IS focus. The two top-rated IS courses for such programs are Social Media for EM and Decision Support Systems for EM. Differences in opinions related to respondent characteristics such as nationality, educational level, and roles (academics vs. practitioners) are described, and suggestions for future expansion of this research suggested.

Abstract: This paper describes the design and development of an online immersive learning environment focused on supporting the general public in awareness of, and preparation for, crisis situations. The system developed uses the PANDORA+ training environment, and integrates prior research work carried out on eLearning and Crisis Management. Specifically, it pulls together the outputs of three European funded research projects, described in the paper, which provided the authors with a rich multimedia, immersive training environment for crisis managers, experience in the management and support of a large, distributed learning exercise through a MOOC, and extensive survey information on general population awareness of crisis responses and attitudes to crisis preparation. Based on these outputs, the authors are using the PANDORA+ training environment both as a field event support tool and as a MOOC platform, to support large-scale general public crisis preparation training.

Abstract: This paper is related to the use of social media for disaster management by humanitarian organizations. The past decade has seen a significant increase in the use of social media to manage humanitarian disasters. It seems, however, that it has still not been used to its full potential. In this paper, we examine the use of social media in disaster management through the lens of Attribution Theory. Attribution Theory posits that people look for the causes of events, especially unexpected and negative events. The two major characteristics of disasters are that they are unexpected and have negative outcomes/impacts. Thus, Attribution Theory may be a good fit for explaining social media adoption patterns by emergency managers. We propose a model, based on Attribution Theory, which is designed to understand the use of social media during the mitigation and preparedness phases of disaster management. We also discuss the theoretical contributions and some practical implications. This study is still in its nascent stage and is research in progress.

Abstract: This article provides a tool to help assess, visualise and communicate different levels of exposure, vulnerability and risk in Brazil. The Disaster Risk Index in Brazil may sensitise public and political decision-makers towards the important topic of disaster risk and climate change adaptation. This article aims to explore the feasibility and usefulness of such a national risk index that considers both natural hazard phenomena and social vulnerability. The results showed that the risk is strongly interwoven with social-economic and cultural conditions and normal everyday life, as well as with the performance of state institutions dealing with Disaster Risk Reduction and Disaster Risk Management, in other words, vulnerability. Spatial trends of disaster risk and vulnerability, products of this research, also have stressed the serious inequalities between and within regions of the country, which result in barriers to the development of the DRR and DRM in Brazil as a whole.

Abstract: Location of emergency events is one of the crucial aspects during rescue actions. However, there are situations, when people calling for help are not able to provide their precise location (due to e.g. being lost). In the same time, people use mobile phones with advanced capabilities every day. Thus, the idea behind application ?Pomoc? (?Help? in Polish) presented in this paper is to make use of already available feature of mobile phones, i.e. GPS (General Positioning System) receiver. Application enables citizens to make emergency call (using European emergency call number 112) and send GPS location to Public Safety Organizations (PSOs), and from the PSOs side ? to receive this call and locate it on the map through the desktop part of the application. Application is developed within the European Community's Seventh Framework Programme project SOTERIA: On-line and Mobile Communications for Emergencies (http://soteria.i112.eu/). End users of SOTERIA project are citizens and PSOs.

Abstract: The migration issue raises lots of questions regarding the resilience of the EU in front of such large-scale migration. This paper is the introductory part of larger research project that has in view to analyze the EU and some of the national strategic documents in order to detect when and how the migration as a security risk showed up and to clarify if it is a objective risk for EU security or it is just a tool of negotiation. The large-scale migration is a wicked problem that needs a foresight exercise not only to better understand the issue of migration but also to assess Emergency Preparedness of the EU and to prepare a long term strategy or scenarios, with regard to the way the current migration waves will impact the current European architecture. We propose to design a classical Delphi study, as basis for the above-mentioned exercise.

Abstract: New technologies are available for emergency management experts to help them cope with challenges such as information overload, multitasking and fatigue. Among these technologies, a wide variety of physiological sensors can now be deployed to measure the Operator Functional State (OFS). To be truly useful, such measures should not only characterize the overall OFS, but also the specific dimensions such as stress or mental workload. This experiment aimed to (1) design a multi-dimensional model of OFS, and (2) test its application to an emergency management situation. First, physiological data of participants were collected during controlled experimental tasks. Then, a support vector classifier of mental workload and stress was trained. Finally, the resulting model was tested during an emergency management simulation. Results suggest that the model could be applied to emergency management situations, and leave the door open for its application to emergency response on the field.

Abstract: This short paper briefly introduces the beamCitizen, a next-generation public safety mobile communications technology. It provides a mobile cloud communication platform that allows sharing of live video, voice, text, photo, location and other critical information among citizens, dispatchers and responders. It aims to connect people, information, and sensors. Our approach was to apply and implement ?Internet of Things? for development of the beamCitizen. To evaluate the beamCitizen, we used the University of Maryland as a pilot to create an end to end public safety communication and response service among the citizens, the 911 center and the first responders in order to help connect and protect close to 20000 students, faculty and visitors. Abstract: Floods are considered the most common and devastating type of disasters world-wide. Therefore, flood management is a crucial task for municipalities- a task that requires dependable information to evaluate risks and to react accordingly in a disaster scenario. Acquiring and maintaining this information using official data however is not always feasible, especially for smaller municipalities. This issue could be approached by integrating the collaborative maps of OpenStreetMap (OSM). The OSM data is openly accessible, adaptable and continuously updated. Nonetheless, to make use of this data for effective decision support, the OSM data must be first adapted to the needs of decision makers. In the pursuit of this goal, this paper presents the OpenFloodRiskMap (OFRM)- a prototype for a OSM based spatial decision-support system. OFRM builds an intuitive and practical interface upon existing OSM data and services to enable decision makers to utilize the open data for emergency planning and response.

Abstract: Disasters, whether natural or manmade, and other types of emergencies create the need for immediate and secure communications between and among the affected populace, governmental agencies, non-governmental organizations (NGOs) and other types of emergency responders. It is through these communications that the affected populace is able to show resilient behavior, both psychologically and economically. A network interdiction model is proposed that can be utilized to create a more reliable design for such a communications network against the motives of would-be attackers whose aim it is to disrupt emergency communications and inflict damage on the affected populace. The contribution of this work is the application of the network interdiction modeling framework to an emergency communication scenario.

Abstract: Alerting the population in time of crises and disasters can be challenging depending on the situational context. One key factor for success is to attract people?s attention to the fact that an alert has been issued. Attracting atten¬tion is affected by the alerting channel and its wake-up effect, but also by the time when an alert is being issued. While the reach as a function of daytime has been studied in-depth for some traditional me¬¬dia like TV (see, for example, Held 2001 for data from Germany), little is known about the impact of time on the efficiency of more recently established alerting channels like short messages (SMS) and e-mail. Furthermore, most exis¬ting stu¬dies rather focus on sending the alert to the recipient, rather than analyzing whether the recipient actually read the incoming message, or do not take into account the effect of time on the alert?s impact. How¬ever, this infor¬mation is helpful for practitioners like se¬curi¬ty and safety planners to better prepare for future incidents, and to optimize their communication strate¬gies. In order to close this gap, a field test to analyze how quickly ordinary people actually notice alerts via SMS and e-mail was conducted in the German county of Lippe. In total, 250 participants were acquired for the test through personal contacts, with the help of regional emergency mana¬gement officials, and via snowballing. The latter was important to reduce potential participant bias. People interested in joining the test registered through a website, where they could also select the alert channel(s) of their pre¬feren¬ce. The actual field test was then conducted during fourteen days, in which three test alerts were sent to registered participants.

Abstract: This paper proposes a capital model for disaster resilience. A central notion to this effect is viewing an organization as a capital conversion and capital creation system (Mandviwalla et al. 2014). Systems resilience was originally defined as the measure of a system?s persistence and ability to absorb disturbances (Holling 1973). Our approach corresponds to ?resilience-1; Resilience as rebound from trauma and return to equilibrium as,? which according to Woods (2015) is one of the four main categories of disaster resilience. We develop a system dynamics model expressing the main features observed in selected municipalities affected by the Great East Japan Earthquake. We show that the model is able to describe qualitatively the processes of capital destruction by the earthquake with the associated tsunami and the subsequent capital recreation. We discuss how the system dynamics model can be used to further increase our understanding of capital conversion processes in disaster resilience.

Abstract: One of the most important components of recovery and speedy response during and immediately after an earthquake disaster is a communication and tracking which possibly capable of discovering affected peoples and connects them with their families, friends, and communities with first responders and/or to support computational systems. With the capabilities of current mobile technologies, we believed that it can be a smart earthquake disaster tools aid to help people in this situation. Ontologies are becoming crucial parts to facilitate an effective communication and coordination across different parties and domains in providing assistance during earthquake disasters, especially where affected locations are remote, affected population is large and centralized coordination is poor. Several existing competing methodologies give guidelines as how ontology may be built, there are no single right ways of building an ontology and no standard of Disaster Relief Ontology exist, although separated related ontologies may be combined to create an initial version. This article discusses the on-going development of an ontology for a Communication and Tracking System (CTS), based on existing related ontologies, that is aimed to be used by mobile phone applications to support earthquake disaster relief at the real-time.

Abstract: Rapid crisis response requires real-time analysis of messages. After a disaster happens, volunteers attempt to classify tweets to determine needs, e.g., supplies, infrastructure damage, etc. Given labeled data, supervised machine learning can help classify these messages. Scarcity of labeled data causes poor performance in machine training. Can we reuse old tweets to train classifiers? How can we choose labeled tweets for training? Specifically, we study the usefulness of labeled data of past events. Do labeled tweets in different language help? We observe the performance of our classifiers trained using different combinations of training sets obtained from past disasters. We perform extensive experimentation on real crisis datasets and show that the past labels are useful when both source and target events are of the same type (e.g. both earthquakes). For similar languages (e.g., Italian and Spanish), cross-language domain adaptation was useful, however, when for different languages (e.g., Italian and English), the performance decreased.

Abstract: Disasters and crisis create complex conditions that require intra-organizational and inter-organizational coordination throughout the duration of response operations. Emergency response plans and Incident Command Systems that are implemented at times of crisis are well defined on the intra-organizational level, following organization?s own hierarchy and resources. However, in reality, units of different organizations behave differently as they form sub-networks to carry out tasks involved in response operations, despite differences in operating protocols and training background. In this paper we introduce a novel approach to study crisis response networks: the emergence of coordination clusters. The results indicate resilience in the behavior of response units from different organizations as they re-organize into coordination clusters and collectively respond to the unfolding emergency events. Understanding characteristics of coordination clusters helps to identify critical tasks and units beside resources required during emergency response operations. Our results contribute to the continuous change in the concepts of crisis response management and the shift towards a network and function based response protocols.

Abstract: Response-focused information systems have the same data processing needs as citizen science initiatives. We present three lessons learned over a three-year period with a public facing information system devoted to early warning and event detection that will benefit designers of similar systems. First, we urge those creating information systems inside of crisis response to look for proxy events that will serve as an inexpensive means through which to pursue proof-of-concept or to explore pre-existing fully tested products. Second, we urge information system designers to engage the communities and gatekeepers of enthusiast communities surrounding the event that information system is meant to serve. It will not only help development, but also increase the chances of that system?s success. Finally, aiming for self-interest rather than event-interest will allow users to feel involved; ultimately aiding participation and retention.

Abstract: A crisis can involve multiple organizations during high pressure events, and it is up to the Command & Control (C2) unit to provide direction and coordination for the response (Brehmer, 2006). Hard as this problem is, there is still no ?one-solution?. Dissimilar organizations with very different methods seem to be able to master the problem. This paper presents the initial development of a new evaluation method for C2 in the context of multi-organizational crisis response. The data is collected at an emergency water exercise series conducted in several cities in Sweden. Each exercise involves multiple agencies and organizations, with up to 76 participants from 15 unique organizations/units. The analysis is brief, but presents the possibility of observing Sensemaking as it unfolds, and that generic behavioral patterns can be found. The existence of generic and observable behavior patterns suggests the possibility of assessing, and maybe even quantifying, Sensemaking performance in C2.
