Abstract: One of the important aspects of the crisis management consists in a comprehensive analysis of the impacts generated and their associated cost. The capacity to carry out an efficient holistic management, through the development of preventive measures and response programs relies on a proper estimation of impacts which helps to mitigate the harshness or can even avoid impacts in face of future crises. The aim of this paper is to analyse existing methodologies for natural disasters' impact evaluation, the identification of the different impact categories as well as the explanation of a natural disasters impact framework, which includes a list of indicators for a correct impact assessment. The framework also analyses the evolution of impacts, that is, how immediate impacts can also generate delayed impacts.

Abstract: In recent years the concept of urban resilience has acquired great relevance within urban planning. The complexity of urban systems and the wide scope of the resilience concept require tools to facilitate the integration of the concept in urban development. Numerous studies, tools, and theoretical frameworks have been developed to support the resilient transformation of cities. However, these initiatives are usually not holistically integrated and limit incorporating the changes and advances in the resilience concept. This article highlights the importance of shifting from a continuously-building-new approach to building on an existing knowledge approach. This study has updated and improved the maturity model developed within the Horizon 2020 project Smart Mature Resilience. A bibliometric analysis was carried out to study the developments in resilience over the past four years and to integrate the relevant advances in the area into a new version of the Smart Mature Resilience Maturity Model (SMR MM).

Abstract: Mitigating, detecting, evaluating, responding and recovering from crises are highly complex tasks that involve many decision makers (agents). As a consequence using collaborative methods that allow the cooperation among these agents during the crisis management strategy and procedures design is of significant importance. Group Model Building (GMB) is a robust collaborative methodology that has been successfully used for modelling several complex socio-technical problems, where different agents may have diverse perspectives or interests in the problem under analysis. Through the development of a series of exercises, GMB allows the integration of these initially fragmented perspectives. Modellers translate the knowledge elicited from experts during GMB workshops into simulation models that reproduce the behaviour of the problem. This paper presents the use and adaptation of the GMB methodology in a research project about large pan European crises due to outages in the electricity sector.

Abstract: With the latent problem of security breaches, denial of service attacks, other types of cybercrime, and cyber incidents in general, the correct management of cyber resilience in critical infrastructures has become a high priority. However, the very nature of cyber resilience, requires managing variables whose effects are hard to predict, and that could potentially be expensive. This makes the management of cyber resilience in critical infrastructures a substantially hard task.
To address the unpredictability of the variables involved in managing cyber resilience, we have developed a system dynamics model that represents the theoretical behaviors of variables involved in the management of cyber resilience. With this model, we have simulated different scenarios that show how the dynamics of different variables act, and to show how the system would react to different inputs.

Abstract: Society's welfare is very dependent on the effective performance of Critical Infrastructure (CI). Nowadays, CI constitutes a network of interconnected and interdependent entities. This means that a serious event in one CI can originate cascading events in the rest, leading to a serious crisis. As a consequence, Crisis Management (CM) and Critical Infrastructure Protection (CIP) should converge and integrate their findings, providing a more unified approach. One relevant issue when developing integrated CM/CIP research is what type of unit of analysis should be used, as it conditions the research objectives and questions. This paper presents an analysis of three different units of analysis used in CM research, focusing on the research objectives and questions used in them. These three different units of analysis have been used in a European CIP research project where three simulation models have been developed based on these three units of analysis.

Abstract: Industrial accidents increasingly threaten society and economy; the increasing exposure and vulnerability of our modern interlaced societies contributes to intensifying their impact. Critical Infrastructures (CIs) have a prominent role, since they are vital for the welfare of the population and essential for the economic growth. As hazards are hard to predict, decision-makers need to implement adequate adaptation and mitigation strategies to improve CI resilience. Although CI resilience has attracted increasing attention, empirical studies are rare. Research on the implementation of policies aiming at identifying a clear sequence of measures to improve CI resilience is lacking. Therefore, we present a framework to identify resilience policies across four dimensions (technical, organizational, economic and social) and to define the temporal order in which the policies should be implemented. This research provides a framework grounded in our empirical work. Future work will aim at developing quantitative approaches to complement our results.

Abstract: The Smart Mature Resilience Project is a European research Project aimed at developing a Resilience Management Guideline. The guideline is composed of five tools developed in the project. They help to determine the level of resilience of a city and how to improve it. The Resilience Information Portal, one of these five tools, must support and integrate the different tools. It is also used as an engagement and communication tool. The tool had to be built before the finalization of the requirements, so a double approach was pursued in this project. First, a fast prototype was built based on a CMS, and second, a solution was built from scratch. The paper explains this process, compare both approaches, and how the long way can be more efficient. The final version has shown to be easy to use, and powerful enough to respond to the requirements of the users of the portal.

Abstract: This research identifies from literature principles of successful Virtual Communities of Practice (VCoPs) and explains how they have been fulfilled in the development of a VCoP that aims at contributing to knowledge sharing on natural disasters. The developed VCoP involves 70 experts in dealing with natural disasters from different hierarchical levels, organizations and nationalities of Europe. The VCoP has been developed within a European project from the 7th framework program. During the project three workshops were arranged for the members of the VCoP to know each other and to develop a living document. The living document is a web based tool used by the VCoP to share documents and insights, and it helps VCoP members networking. This paper provides direction for developing a VCoP to exchange lessons learned reports among crisis managers and first responders, and it identifies barriers that hinder the use of the living document.
