Abstract: Relief agency managers show growing interest in dashboards for assessing multi-agency disaster preparedness. Yet, there is a dearth of research on the development and use of dashboards for disaster preparation. Consequently, information system architects in the disaster management domain have little guidance in developing dashboards. Here, dashboards refer to digitalized visualizations of performance indicators. In this paper, we discuss the experiences gained from an action research project on the development of dashboards for assessing disaster preparedness. The objective of this paper is to discuss experiences and tradeoffs extracted from the development of dashboards in practice. We organized a two-day gaming-simulation with relief agency managers for the evaluation of the dashboards. While the relief agency managers acknowledged the usefulness of dashboards in the disaster preparation process and expressed their intention to use these in practice, they suggested that the formulation and clustering of performance indicators requires further research.

Abstract: There is significant gap in the literature and past research on Knowledge Management Systems (KMS) in the domain of disasters. This PhD research work is an action research to design and implement a web-based knowledge management system that aims to fill this theoretical gap in KMS for disasters and to improve the disaster planning and response efforts within an institutional context. The diagnostic stage results imply that the organisation can benefit from the implementation of an information system to support its disaster planning and response efforts. Current scenario at the State Crisis and Security Council (SCSC) in Malaysia revealed some real challenges pertaining to communication, coordination and knowledge processes between SCSC and its district level officers (DO). The proposition of this research is that a well-defined knowledge management system can successfully support disaster planning and response effort in organizations.

Abstract: The purpose of this paper is to describe the development of a regional crisis competence centre in Sweden. The overall research approach utilizes action research methodology to support the development process. The overall development process is divided into three steps; early need finding, the organizational platform, and business development. This paper is devoted to the first phase – early need finding – which deals with the specific needs and demand of four municipality organizations and how these requirements can be converged into a organizational setting that correspond to national crisis management strategies as well as regional responsibilities in crisis management. The research approach is action based and the theoretical considerations to support progress in development activities are from the Actor Network Theory (ANT). The main conclusion from the research is that the formation of a crisis competence centre revolves around sharing competences, and compromising between internal and external objectives in the progress towards a common goal.

Abstract: Based on a state of the art analysis of exercise classifications and empirical findings from an Action Research approach this paper presents a classification for command post exercises, that addresses identified shortcomings concerning practical support for goal-achievement and evaluation in exercise design. The authors' classification distinguishes between Training, Test and Experimentation Exercises, which are characterized by the following aspects: Goal and purpose of exercise, participants, evaluation content and output, evaluation methodology, role of observers, scenario complexity, potential for organizational innovation and results. The classification was developed in an Action Research approach with an empirical basis of four command post exercises. Results indicate high benefit for exercises and the approach is perceived rather simple, easy to understand and to apply.

Abstract: We propose Action Design Research (ADR) as an approach to promote user participation and mutual learning in the design and development of systems for emergency management based on social media technologies. We outline some design challenges related to the dynamic and evolving nature of social media, and emphasize an iterative design process that is strongly oriented toward collaboration and change involving both the researcher and the user community. In particular, we emphasize the transformative power of social media and argue for design approaches that take into account the new dimension of e-participation throughout the design process.

Abstract: Information systems that support crisis responders and disaster risk management efforts are complex sociotechnical phenomena comprised of human capacities and relationships, data and software tools. Research in crisis informatics has highlighted the ways in which emergent groups of digital volunteers, or volunteer technical communities, have mobilized during disaster events to support information management efforts. This paper describes an action research project to support the creation of an ex ante volunteer technical community from among the potentially affected population in Kathmandu, Nepal, one of the most seismically at-risk cities in the world. In exploring this case, we argue that projects that attempt to create local open data ecosystems can be valuable but require investment in their design, execution and on-going maintenance.
