Abstract: In this article, we briefly describe a crisis management case that has been chosen (in the European funded project PLAY) to test the federated-open-trusted platform for event-driven interaction between services. A description of such complex use case in natural language is obviously limited and should be completed with a formal description methodology to gather the necessary knowledge. Considering our technical requirements we suggest to combine the S-Cube approach with the model driven architecture approach to propose a complete and structured case study description framework. Then this article presents a nuclear crisis case modeled according to these guidelines.

Abstract: The objective of crisis management is to limit the impact of a feared event that has occurred and to restore the conditions corresponding to a nominal situation. In this context, we will focus on emergency response plans for mass casualty crises. In this paper, we propose a functional modelling of the French generic emergency plan, ORSEC plan, using the Business Process Model and Notation (BPMN). On the basis of this representation, a dysfunctional analysis is performed from a new approach identifying Failure mode, effects and criticality analysis (FMECA), in order to better anticipate, the events likely to interrupt the intervention plan. This work will then be used in a multi-agent dynamic planning and scheduling model to allow an actor to choose among the dynamic planning approaches the one that allows him/her to reach his/her goal.

Abstract: Managing crises is considered as one of the most complicated organizational and managerial task. Indeed, dealing with such situations calls for many groups from different institutions and organizations to interact and collaborate their efforts in a timely manner to reduce their effects. However, response organizations are challenged by several problems. The urgent need of a shared and mutual situational awareness, information and knowledge about the situation are distributed across time and space and owned by both organizations and people. Additionally, decisions and actions have to be achieved promptly, under stress and time pressure. The contribution outlined in this paper is suggesting a crowdsourcing-based approach for decision making in collaborative crisis management based on the literature requirements. The objective of the approach is to support situational awareness and enhance the decision making process by involving citizens in providing opinions and evaluations of potential response actions.

Abstract: In the response to emergencies and disasters, effective cooperation and information exchange between military and civil actors is essential. However, in practice, the quality of civil-military interaction (CMI) leaves much to be desired. Our research takes an engineering approach, which is complementary to most behavioral-oriented research in the CMI domain. In particular, we seek to support CMI processes with innovative Information Technology solutions. To this end, we are developing a comprehensive conceptual model of the CMI domain, which is currently lacking. This paper contributes to its development by investigating candidate technologies and defining CMI domain model requirements. Exploiting these requirements as criteria, we have evaluated three modeling methods and languages, i.e. the Unified Modeling Language (UML), the Business Process Modeling Notation (BPMN) and the Design and Engineering Methodology for Organizations (DEMO). Based on the comparative study, we conclude that a combination of these is required for modeling the CMI domain.
