Abstract: After large-scale disasters, diverse partner agencies rely heavily on an information-sharing environment that supports collaborative work. In the U.S., this occurs under the Incident Command System (ICS), a structured organizational framework for coordinated action. We explore obstacles to information sharing and coordinationobserved at a county-level Emergency Operations Center (EOC) operating under ICS during the response phase of a large-scale regional disaster exercise. Textual observations collected in situ are analyzed for both the effect/manifestation and cause/source of barriers to information sharing. Two-thirds of barriers that manifest as computational issues are not caused by technology breakdowns, and a third caused by unclear processes manifest as computational issues. Overall, obstacles to collaborative work that appear to be related to computational issues are generally attributable to non-technical causes. This indicates that resources directed at improving collaborative management of disasters by enhancing technological capabilities are likely to be misdirected.

However, actors are challenged by several problems. Among them, weak interaction and information exchange, unavailability of information at the right time etc. Our contribution outlined in this paper is suggesting an approach based on an empirical study conducted in France. The objective of this approach is to mitigate inter-organizational communication problems and support situational awareness (SA) by distributing needed information at the right time.

It does so by providing functionalities for data acquisition, data management, data visualization, and data analysis. Abstract: The United States of America experienced two major incidents that changed the countrys perspective on emergency preparedness: September 11, 2001 World Trade Center attacks, and Hurricane Katrina in 2005. Since that time the United States Department of Homeland Security established 10 separate Regional Catastrophic Planning Teams (RCPT) around the country. These RCPTs were set-up to inform, train and determine the effectiveness of mutual-aid coordination and prepare individuals, families and communities for an “all-hazard” environment. As RCPT members representing one state agency providing human services, the authors proposed an initiative, based on a working model they had already deployed in their own agency, to enhance emergency preparedness activities to include individual and community resiliency along with disaster and catastrophic planning. That request to expand the RCPT role, opened-up a dialogue to develop an innovative approach to collaborative partnerships. This shift afforded additional opportunities in times of a crisis, disaster or catastrophe.

Abstract: Scenarios can enhance the understanding of emergency teams about the factors which are involved in the definition of an emergency plan and how different actors participate in it. Cross-Impact Analysis aims at contributing to this goal through allowing the collaborative development of scenarios out of large event sets, and this ultimately reduces the complexity for estimating a working model. In this paper we analyze how to apply Cross-Impact Analysis for developing collaborative scenarios in Emergency Preparedness. In order to illustrate this research effort hypothetical results of a dirty bomb attack scenario exercise are presented. The purpose of this exercise is to demonstrate the ability of a group to create a working model of the scenario that may be used to examine the consequences of various assumptions about preparedness, plans, and the actions taken during the event. Abstract: Web 2.0 can be viewed as a platform where users can develop their own web applications. It is also characterized by a vast amount of user-generated contents presenting spatial and temporal components, by means of associated metadata. These metadata has been successfully exploited to generate map-based mashups (web applications gathering data from different sources) facing different kind of crisis situations, ranging from natural disasters (earthquakes, wildfires, floods...) to human-made disasters (terrorist attacks, school shootings, conflicts...). The social and collaborative dimensions of the Web 2.0 can be also exploited for managing crisis-related information. We present here a survey of current crisis-related mashups we employed to extract design dimensions and provide a conceptual framework that can be used: A) to understand current systems and; b) to design next generation of crisis-related mashups. We propose the eStoryS system as an example of application developed following the design principles presented in this paper. On the basis of our analysis, we believe that the design dimensions posited here provide useful insights for the design of novel web mashups in the emergency management domain.

Abstract: Disaster management and risk prevention in Algeria have undergone many changes in the recent years. Important efforts have been provided on the legal and organizational sides to set the right conditions for an integrated and collaborative framework for disaster management in the country. The aim is to address the lack of information sharing, coordination and collaboration among the involved organizations. However, although the enhancement of the organizational arrangements, several problems persist mainly related to the implementation of these measures. To address this issue, in this paper, we propose an IT based platform in the field of risks prevention and disaster management (DM). This platform provides decision support, enables information sharing, helps to enhance public awareness regarding risks and disasters, supports communication and dissemination of information and alerts in disaster situations and facilitates the implementation of regulation related to disaster management.

Abstract: In crisis management, units from different organizations collaborate for achieving a common goal. The success of such collaborations depends partly and not insignificantly on the composition of the network of collaborating units. In the initial phases of a crisis management operation, there is often a great deal of uncertainty about the nature and the extent of the crisis. The uncertainty may lead to contradictory and otherwise imperfect information sharing among the organizations and agencies that are responsible for engaging the crisis. This in turn, may lead to suboptimal and inefficient compositions of the collaborating network. This paper suggests the use of contracts for information sharing for ensuring that the information sharing indeed facilitates efficient formation of collaborating networks.

Abstract: Distributed teams increasingly rely on collaboration environments, typically including chat, to link diverse experts for real time information sharing and decision-making. Current chat-based technologies enable easy exchange of information, but don't focus on managing those information exchanges. Important cues that guide face-to-face collaboration are either lost or missing. In some military environments, operators may juggle over a dozen chat rooms in order to collaborate on complex missions. This often leads to confusion, overload, miscommunication and delayed decisions. Our technology supports chat management. A summary display bar reduces the number of chat rooms operators need open by providing high level situational awareness pointers, in real-time, to: a) rooms with increasing message activity levels, b) rooms in which important collaborators are participating (those in the operator's social network), and c) rooms in which operator-selected keywords are used. This ability to peripherally monitor less critical chat rooms reduces operator overload, while enhancing the ability to rapidly detect important emerging discussion threads. © 2008 The MITRE Corporation. Abstract: Emergency situations are characterized by their complexity and the heterogeneity of the available information. Emergency managers are frequently confronted with redundant or irrelevant information, causing the problem of information overload. Evidence of this problem was identified in an exploratory survey conducted in the Center for Integrated Command and Control of Rio de Janeiro (CICC-RJ). In this paper, we present a conceptual architecture that allows a user to handle this influx of information. From a set of available data, a manager can select those of interest, which can then be transformed and mapped into one or more views, and organized in a dashboard. The whole process is interactive, allowing the manager to redefine his/her dashboard as needed. In addition, we provide collaborative mechanisms, given that, at times, it is not possible for a single user to handle such large datasets alone.

Abstract: Regional emergency planners use “tabletop” exercises to develop plans, to articulate strategies and constraints, and to practice working together. We conducted an experimental paper prototyping study to identify design requirements for a collaborative system to support distributed tabletop emergency planning exercises. We designed a reference task for geo-collaborative planning by adapting the hidden profile paradigm from social psychology as a model of obstacles to effective coordination in decision making. Our objective was to assess the usefulness and tractability of experimental paper prototyping methods for complex collaborative problem-solving contexts.

Abstract: Resulting from an interdisciplinary endeavor, the paper proposes an ontological model for supporting collaborative work practices in critical settings, and shows its application to a specific domain. The model is empirically-grounded, as based on ethnographic research carried out at an international airport ?clearly an example of safety-critical environment, where emergency prevention and preparedness are crucial. On the other hand, the model leverages on previous ontological work on collaboration and observation in emergency response, and revises it when necessary, thus contributing to its development. Taking hand-baggage screening as an example, the paper shows how the model can be applied, and how it could be used to run model-based simulation in order to better understand collaborative work practices and analyze the impact of different techno-organizational changes on such practices and their effectiveness. This could result in suggesting guidelines for enhancing workflow, security policies and, more generally, time- and safety-critical situations management.

Abstract: This paper is about European networked crisis and disaster management and how to achieve more intelligent decision support and better collaboration. Although collaboration processes are established, the underlying information management tools today don?t support integrated electronic information management in multi-organizational scenarios. This leads to a fragmentation of relevant information into pieces held by different stakeholders. Recently, the concept of the Common Information Space has been introduced as possible solution. This paper looks to the domain of Air Traffic Management where a similar problem was tackled by a concept called System Wide Information Management. The paper starts with describing the operational context, the unresolved needs, and the derived requirements. Experiences from the Air Traffic Management domain are gathered and compared with current solution concepts from the public safety domain. The paper concludes with lessons learned during the on-going development in the public safety domain.

Abstract: The research on technology for emergency management is usually based either on studies in the field that focus on workers using current tools or on the development, testing, and deployment of novel software tools used in controlled settings. Little is known about the effects of the new collaborative media and work conditions 'in comparison to' the current media and conditions. In 2007, we presented at ISCRAM a method for studying common ground development through a paper prototype in face-to-face collaboration and subsequently presented preliminary findings on common ground development. In this paper we present preliminary findings from an analogous experiment on teams working remotely via a geo-collaborative software prototype. We compare these findings with those from the prior paper prototype study. We use this comparative research design to explore implications for system design and theory development in computer-supported cooperative work.

The Emergency Information Service (EIS) system also provides means for affected population and field workers to channel vital data back up into aid response. Abstract: Major incidents and disasters tend to be highly complex, contain high levels of uncertainty and may often force official responders to set aside their standard operating procedures and work collaboratively with a range of agencies and actors on the ground. Prior work has shown that establishing clear lines of communication and maintaining a shared understanding across organisational boundaries can be challenging to achieve, particularly in stressful and unusual circumstances. In the present paper we discuss ongoing work into specifying a meta-process for facilitating communication and collaboration based on the observation that common themes that emerge in communication within and across organisational boundaries can subsequently be tracked and built into an Ontology Broker. This work draws on experimental work in our laboratory, observations made in emergency control environments and, emphasised in this paper, lessons learned in the 2005 London bombings. © 2012 ISCRAM.

Abstract: This paper examines the problem of achieving efficient inter-organizational collaboration during emergency response. The authors interviewed 11 representatives from Norwegian emergency agencies and supporting organizations about a hypothetical scenario involving a large-scale chemical incident. The interviews resulted in the identification and categorization of more than 45 actors that would be involved in the response effort, clarification of the individual capabilities and knowledge those actors would possess, and descriptions of how they would interact and communicate with each other. The results illustrate the complexity and necessity of achieving inter-organizational collaboration by showing how capabilities and knowledge are distributed and communicated across different actors, and suggest that such communications are mainly verbal. Based on this, the paper discusses challenges and opportunities for improving inter-organizational collaboration in the future.

Abstract: In public services, there is a trend to increasingly utilize collaborations with non-professional volunteers for certain tasks, one example being emergency response. In many of these collaborations, information technology (IT) is an essential tool, and inadequate IT support can have far-reaching consequences--including even the loss of lives. Since a volunteer is a different type of actor, and may have different technical requirements, compared to professionals, there is a need to explore how collaborations between professionals and volunteers can be successfully developed. This paper is based on a case study of the Enhanced Neighbor project, which uses volunteers as first responders in emergency response. The study highlights important factors to consider when involving volunteers, including how IT can foster the collaboration, and the volunteers' needs for IT support.

Abstract: A central part of the work in Incident Commands (ICs) deals with handling messages that contain relevant information. Classification schemes for messages can be exploited by command staff and assisting tools to support this work, given that a common understanding of the scheme is shared among participants. We present user studies on two such classifications, which imply some disagreement among participants. Interpretations of the studies and a revised scheme are presented. All users in our studies are highly trained experts and represent the state of the art in german IC work.

Abstract: In order to better understand the challenges specific to the deployment of collaboration technologies in crisis situations, we conducted an informal observational study of the deployment of Groove Virtual Office to various civil and military groups at the heart of the disaster zone over the course of ten days. We summarize both general lessons learned from observations of social and communication challenges in crisis situations that impact technology adoption, and make specific recommendations for improving the deployment process of Groove to enable cross group collaboration. We generally found that dynamic, informal social networks and lightweight ephemeral work groups were essential social structures in the relief effort, and we discuss the need to innovate technologies to support these alternative types of organizations. We encourage that current technology centric innovation for ephemeral workgroups is complemented by a usage centric approach to help address emergent behaviors and opportunities.

Abstract: The University of Agder, Norway, has recently founded a Centre for Integrated Emergency Management (CIEM). The centre brings together a highly multi-disciplinary group of local and international researchers in technology and the social sciences. This paper presents an interdisciplinary vision for large-scale integrated emergency management that has been inspired by the transition from platform centric to Integrated Operations in the oil and gas fields, which uses remote emergency control centers collaborating virtually with local responders. The paper discusses some of the most salient research challenges for Integrated Emergency Management. © 2012 ISCRAM.
