Abstract: In this article, we briefly describe a crisis management case that has been chosen (in the European funded project PLAY) to test the federated-open-trusted platform for event-driven interaction between services. A description of such complex use case in natural language is obviously limited and should be completed with a formal description methodology to gather the necessary knowledge. Considering our technical requirements we suggest to combine the S-Cube approach with the model driven architecture approach to propose a complete and structured case study description framework. Then this article presents a nuclear crisis case modeled according to these guidelines.

Abstract: This article aims at presenting a whole approach of Information Systems interoperability management in a crisis management cell. We propose a Mediation Information System (MIS) to help the crisis cell partners to design, run and manage the workflows of the response to a crisis situation. The architecture of the MIS meets the need of low coupling between the partners' Information System components and the need of agility for a such platform. Based on the Service Oriented Architecture (SOA) and the Event Driven Architecture (EDA) principles which, combined to the Complex Event Processing (CEP) principles, it will leads to an easier orchestration, choreography and real-time monitoring of the workflows' activities, and even allows the automated agility of the crisis response on-the-fly-we consider agility as the ability of the processes to remain consistent with the response to the crisis-. © 2012 ISCRAM.

Abstract: The goal of this article is to introduce a platform (called Agility Service) that gathers and analyses data coming from both crisis response and crisis field by using the principles of Complex Event Processing. As a crisis situation is an unstable phenomenon (by nature or by effect of the applied response), the crisis response may be irrelevant after a while: lack of resources, arrival of a new stakeholder, unreached objectives, over-crisis, etc. Gathering data, analyze and aggregate it to deduce relevant information concerning the current crisis situation, and making this information available to the crisis cell to support decision making: these are the purposes of the described platform. A use case based on the Fukushima's nuclear accident is developed to illustrate the use of the developed prototype.

Abstract: This paper presents a research in progress about the French ISyCri project that aims at providing partners involved in crisis management with an agile Mediation Information System (MIS). Not only this MIS shoul support the interoperability of the partners' information systems but it is also dedicated to coordinate their activities through a collaborative process. One of the first and main steps towards such a MIS, is to elaborate a common and sharable reference model built to characterize crisis situations. Such a model is also an input for automated reasoning to elaborate and adapt a crisis solving collaborative process. This article presents the objective of the project, our approach and our first results: a UML metamodel of crisis situation and its corresponding OWL ontology on top of which deductions are possible.

Abstract: This paper presents a system dedicated to support crises managers that is focused on the collaboration issues of the actors involved in the response. Based on context knowledge, decision makers' objectives and responders' capabilities, the system designs in a semi-automatic way a set of collaborative process alternatives that can optimize coordination activities during an ongoing crisis resolution. The technical design of the system mixes optimization algorithms with inference of logical rules on an ontology. Candidate processes are evaluated through multi-criteria decision analysis and proposed to the decision-makers with associated key performance indicators to help them with their choice. The overall approach is model driven through a crisis meta-model and an axiomatic theory of crisis management.

Abstract: Organizations in the humanitarian relief field increasingly need to look outside their own boundaries and engage in a significant level of inter-organizational collaboration. In studying collaborative processes in the nonprofit context, researchers have used different theoretical approaches to investigate the motivations behind why organizations collaborate. Although these studies have contributed to shed some lights on these collaborative mechanisms, little is still known about the main factors that influence the decision of humanitarian organizations to engage into collaboration especially with regards to the implications of information technologies. In this paper, we explore factors for collaboration among members of the GlobalSympoNet, a network of organizations engaged in humanitarian information management. We analyze data collected through nineteen semi-structured interviews. We identified seven factors that could be grouped into three categories including structural, behavioral and organizational. Our findings also suggest that information technologies alone are not enough to motivate and maintain long lasting collaboration.

Abstract: Concepts such as trust, shared understanding, cultural differences, mental workload, and organizational structure all impact upon the effectiveness of an organization (e.g., Tindale & Kameda, 2000), and even more so in the context of large scale multinational operations (e.g, Smith, Granlund, & Lindgen, 2010). In order to study these concepts we plan a multinational, distributed experiment with participants from three nations collaborating in the same virtual environment: Canadian, British, and Swedish participants will work together as part of a multinational MTS to deal with a complex task and gain control of a crisis situation. Empirical research on MTS remains limited (see, e.g., DeChurch & Marks, 2006) particularly at the multinational level where the investigation of MTS has been so far focused on case studies and exercises (e.g., Goodwin, Essens, & Smith, 2012). Therefore, there is a need to empirically study multinational MTS in order to assess the specific issues that multinational operations face, notably cultural and languages differences. The simulation environment used as experimental platform for this project is C3Fire (www.c3fire.org, Granlund & Granlund, 2011). C3Fire creates an environment whereby teams must work together to resolve a crisis in the firefighting domain, with the goal of evacuating people in critical areas, putting out the forest fire, and protecting buildings and other areas of value from the burning forest fire. This platform makes it possible to study participants' collaborative processes when dealing with a set of crisis scenarios in the context of a simulated emergency response situation. To deal efficiently with the crisis management operation, participants need to prioritize between different objectives, identify and protect critical areas, and plan and implement activities based on given resources. All these tasks are distributed between team members, compelling participants to exchange information and coordinate within and between teams to execute the task. The task is divided into three areas of responsibility as follows: 1) Information and Planning, responsible for situation assessment and providing the operating picture; 2) Operation and Logistic, responsible for intervention and resource management; and 3) Search and Rescue, responsible for research and management of civilians. C3Fire is designed to: 1) achieve an optimal compromise between internal and external validity; 2) show flexibility in scenario configuration (spectrum of units and roles – including search and rescue functions; Tremblay et al., 2010), allowing researchers to capture emergency response and crisis management and rapid response planning; 3) be highly configurable for testing many different types of teams (e.g., hierarchical vs. horizontal organizations); and 4) readily provide objective, non-intrusive metrics for assessing teamwork effectiveness (including macrocognitive functions and team processes) as well as quantitative measures of task performance (that take into account conflicting mission goals). © 2012 ISCRAM.

Abstract: To reduce a crisis, heterogeneous actors must coordinate their actions and exchange information. The ISyCri project aims at facilitating this collaboration by providing a Mediation Information System (MIS), which change the set of partners into a system of systems. The design of this MIS is based on the characterization of the crisis and services of actors. The first step of MIS design consists in deducing a collaborative process involving partners of the crisis reduction (from the characterization of the crisis and services of actors). This step is based on a metamodel, which allows to build models (consistent with each other) and ontologies. The inference of the collaborative process is not a trivial issue: The deducing approach uses ontologies and models transformation to organize services according to characteristics of the crisis. This paper discusses this global approach and an illustrative case of study.
