Abstract: When a disaster or emergency occurs, one of the most pressing needs is to establish a communication network for the first responders at the scene. Establishing and accessing a reliable communication infrastructure at a crisis site is crucial in order to have accurate and real-time exchange of information. Failure in the exchange of timely and crucial information or delay in allocating resources impedes early response efforts, potentially resulting in loss of life and additional economic impact. At a disaster site, the existing communication infrastructure may be damaged and therefore partially or totally unavailable; or, there may not have been previously existing infrastructure (as in the case of remote areas). A communication infrastructure within the context of emergency applications should be reliable, easily configurable, robust, interoperable in a heterogeneous environment with minimum interdependencies, and quickly deployable at low cost. A disaster scene is a chaotic environment which requires a systematic approach to abstract the system, study the flow of information and collaboration among different disciplines and jurisdictions to facilitate response and recovery efforts. We have deployed the wireless mesh infrastructure in several drills at the university campus and in the city as part of the California Institute for Telecommunications and Information Technology (Calit2) NSF-funded RESCUE project (Responding to Crises and Unexpected Events). To evaluate network performance and identify the source(s) of bottleneck, we have captured the network traffic. The lessons learned from test bed evaluations of the network based on real-world scenarios can be applied to future applications to enhance the network design and performance.

Abstract: Major incidents and disasters tend to be highly complex, contain high levels of uncertainty and may often force official responders to set aside their standard operating procedures and work collaboratively with a range of agencies and actors on the ground. Prior work has shown that establishing clear lines of communication and maintaining a shared understanding across organisational boundaries can be challenging to achieve, particularly in stressful and unusual circumstances. In the present paper we discuss ongoing work into specifying a meta-process for facilitating communication and collaboration based on the observation that common themes that emerge in communication within and across organisational boundaries can subsequently be tracked and built into an Ontology Broker. This work draws on experimental work in our laboratory, observations made in emergency control environments and, emphasised in this paper, lessons learned in the 2005 London bombings. © 2012 ISCRAM.

Abstract: While multilingual translation needs (from one or more language(s) to one or more others) in disaster events are a “perennial issue” among responders in crisis-affected communities (Crowley & Chan, 2011) and calls are being made to consider the access to (and translation of) information during crisis a human right (Greenwood et al., 2017), the literature that deals with intralingual translation in disaster is limited in places where it should thrive, such as crisis communication, translation studies, and rhetoric. Intralingual translation is of increasing relevance in disaster not only because of potential variability in literacy levels among those affected (O’Brien, 2020) but because responding to/planning for disaster requires an understanding of the ‘operational’ terms used (but not always shared) by other responding agencies in the field. This paper calls for increased attention to intralingual translation needs in disaster and introduces a translation technology (“Aphorme”) designed to mitigate those needs.

Abstract: Cooperation and interaction demands digital skills. In an agile context, there is no time for learning while doing, implicating that many of the skills need to be practiced beforehand. Since exercises are one way of enhancing skills needed in crisis situations, it is important to know what skills are practiced during the exercises. This review aims to understand what skills have been practiced during exercises conducted in Sweden between 2010 and 2014. Data was obtained from 15 evaluations of exercises including multiple actors. Most exercises practiced collaboration, communication, information and shared situation awareness skills. Results showed that 4 out of 15 had a specific goal in terms of technology use. Exercises with explicit technology goals are effective as a way to change opinions about the tool in question. The participants requests additional exercises specifically targeting routines and the use of technological tools.

Abstract: Telecommunication services are essential to modern information systems, especially so for crisis management. Telecoms systems are complex and difficult to analyse. Current risk assessment methods are either not used because of their complexity, or lack rigorous argumentation to justify their results because they are oversimplified. Our challenge has been to develop a risk assessment method that is both usable in practice and delivers understandable arguments to explain and justify its risk evaluations. After experiments to validate the method in laboratory environments, we now present the first results from successful application with practitioners in a regional crisis organization that provides evidence about the practical usability of the method.

Abstract: This paper examines the problem of achieving efficient inter-organizational collaboration during emergency response. The authors interviewed 11 representatives from Norwegian emergency agencies and supporting organizations about a hypothetical scenario involving a large-scale chemical incident. The interviews resulted in the identification and categorization of more than 45 actors that would be involved in the response effort, clarification of the individual capabilities and knowledge those actors would possess, and descriptions of how they would interact and communicate with each other. The results illustrate the complexity and necessity of achieving inter-organizational collaboration by showing how capabilities and knowledge are distributed and communicated across different actors, and suggest that such communications are mainly verbal. Based on this, the paper discusses challenges and opportunities for improving inter-organizational collaboration in the future.

Abstract: Successful emergency management decision-making during natural hazard events is fundamentally dependent upon individual and team situation awareness (i.e., how selection, interpretation, and understanding of available information defines the problem and identifies solutions) while operating under high time and risk pressures. The development and evolution of SA, and response effectiveness during a crisis, depends upon information and advice from external experts. This advice is characterised by stochastic (system variability) and epistemic (lack of knowledge) uncertainty, constraining decision-making and blocking or delaying action. How this uncertainty is communicated, and managed, varies throughout the phases of emergency management. Through this 'Insight' paper, we review how people cope with uncertainty, individual and team factors that affect uncertainty communication, and inter-agency methods to enhance communication. We propose communicators move from a one-way dissemination of advice, towards two-way and participatory approaches that identify decision-relevant uncertainty information needs pre-event, for communication efforts to focus on in-event.

Abstract: Social media are now widely used by affected members of the public during an emergency. As these platforms have become mainstream, governments have responded to the public?s expectation that information is available online, particularly during disasters. Emergency management organizations (EMOs) now widely use social media to communicate with the public alongside occasional intelligence gathering. While EMOs increasingly use social media, breakdowns in internal communication can inhibit the dissemination of timely information to their online followers. Drawing on a two-year ethnography at the Queensland Fire and Emergency Services (QFES), an Australian EMO, this paper outlines how the organization uses social media to disseminate information during emergencies and identifies the internal tensions around its use. These tensions include the prioritization of operational duties over public information responsibilities, and the difficulties around requesting and receiving information from operational personnel located on the ground.

Abstract: A central part of the work in Incident Commands (ICs) deals with handling messages that contain relevant information. Classification schemes for messages can be exploited by command staff and assisting tools to support this work, given that a common understanding of the scheme is shared among participants. We present user studies on two such classifications, which imply some disagreement among participants. Interpretations of the studies and a revised scheme are presented. All users in our studies are highly trained experts and represent the state of the art in german IC work.

Abstract: This paper explores the added-value of using interactive head-mounted displays to support command and control of first responders during emergency response. Specifically, it describes and evaluates a prototype system that makes use of Google Glass to enable in-field receiving of information from a command center, as well as in-field navigation and video streaming. The viability and usefulness of the concept was evaluated through a set of end-user workshops and interviews. A small-scale experiment was also conducted to assess the efficiency of using head-mounted displays for in-field navigation, as compared to handheld devices. Findings from workshops and interviews suggest that head-mounted displays could be a valuable supplement to radio communication, with potential for reducing information misinterpretation, and for enhancing information quality. Results from the experiment indicate that head-mounted displays have the same level of efficiency as handheld devices when used for basic navigation tasks.

Abstract: We consider the problem of providing situational awareness when citizens in a disaster are willing to contribute their own devices, such as laptops and smart phones, to gather data (text, images, audio or video) and to help forward data gathered by others. A situational awareness service processes all received data and creates annotated maps to visualize a disaster site (e.g., the status of the disaster, such as fires or floods, the location of people, food, or water). We discuss the challenges imposed on such an application when 1) the communications infrastructure in the disaster area can only provide intermittent connectivity, 2) anxious victims generate large amounts of redundant content congesting the network, and 3) the sharing of personal devices creates security and privacy threats. We present an architecture that addresses the requirements to support such a service.

Abstract: In order to better understand the challenges specific to the deployment of collaboration technologies in crisis situations, we conducted an informal observational study of the deployment of Groove Virtual Office to various civil and military groups at the heart of the disaster zone over the course of ten days. We summarize both general lessons learned from observations of social and communication challenges in crisis situations that impact technology adoption, and make specific recommendations for improving the deployment process of Groove to enable cross group collaboration. We generally found that dynamic, informal social networks and lightweight ephemeral work groups were essential social structures in the relief effort, and we discuss the need to innovate technologies to support these alternative types of organizations. We encourage that current technology centric innovation for ephemeral workgroups is complemented by a usage centric approach to help address emergent behaviors and opportunities.

Abstract: In recent years, we have developed a visual communication interface for reporting observations in which messages can be constructed using a spatial arrangement of icons. Each icon on the interface represents a concept or idea. This paper reports about research on a visual language interface, which allows users to create structured messages of icon strings simultaneously in a two-dimensional parallel and spatial configuration. The developed system provides drawing tools and predefined sets of icons that support a free and natural way to sketch and describe crisis situations. A coherent and context dependent interpretation of the icon configuration can be constructed by the employment of ontology. In addition, the interface is also able to convert the interpretation into crisis scenarios as feedback to the user on his/her input.

Abstract: In recent years, we have developed a framework of human-computer interaction that offers recognition of various communication modalities including speech, lip movement, facial expression, handwriting/drawing, gesture, text and visual symbols. The framework allows the rapid construction of a multimodal, multi-device, and multi-user communication system within crisis management. This paper reports the approaches used in multi-user information integration (input fusion) and multimodal presentation (output fission) modules, which can be used in isolation, but also as part of the framework. The latter is able to specify and produce contextsensitive and user-tailored output combining language, speech, visual-language and graphics. These modules provide a communication channel between the system and users with different communication devices. By the employment of ontology, the system's view about the world is constructed from multi-user observations and appropriate multimodal responses are generated.

Abstract: Unreliable communication networks, chaotic environments and stressful conditions can make communication during crisis events difficult. The current practice in crisis management can be improved by introducing ICT systems in the process. However, much experimentation is needed to determine where and how ICT can aid. Therefore, we propose a framework in which predefined modules can be connected in an ad hoc fashion. Such a framework allows for rapid development and evaluation of such ICT systems. The framework offers recognition of various communication modalities including speech, lip movement, facial expression, handwriting and drawing, body gesture, text and visual symbols. It provides mechanisms to fuse these modalities into a context dependent interpretation of the current situation and generate appropriate the multimodal information responses. The proposed toolbox can be used as part of a disaster and rescue simulation. We propose evaluation methods, and focus on the technological aspects of our framework.

Abstract: Maintaining the critical infrastructures, such as Drinking Water Treatment Plants (DWTP), transportation, power generation and communications systems, in a safe state is a complex problem. The effective collaboration, as well as the collection aggregation and dissemination of early warning information among the stakeholders of the Safety Management System (SMS) responsible for the safety of these critical infrastructures are some of the challenges that need to be addressed. This paper argues that the Software as a Service (SaaS) deployment model can offer new ways of enhancing the fusion of early warning information during the operation phase of critical infrastructures. It presents the requirements, the architecture and a number of features of a working prototype SaaS-based early warning information fusion system for DWTP safety issues in the Republic of Ireland. It is the first time that a SaaSbased working prototype system is reported of providing early warning information fusion services in the literature.

Abstract: We discuss the results of a research project aimed at exploring the use of social media in emergency communication by officers operating at a local level. We performed 16 semi-structured interviews with national level expert informants, and with officers operating at the municipality and province (prefectures) level in an Italian region (respondents were selected based on their involvement in emergency communication and/or emergency management processes). Social media usage appears distributed over a continuum of engagement, ranging from very basic usage to using social media by adopting a broadcasting approach, to deeper engagement, which also includes continuous interaction with citizens. Two main attitudes emerge both in the narrative style and in social media representations: some respondents seem to adopt an institutional attitude, while others adopt a practical-professional attitude. Among the main barriers to a broader adoption of social media, cultural considerations seem to prevail, along with the lack of personnel, a general concern toward social media communication reliability, and the perceived distance between the formal role of institutions and the informal nature of social media communication.

Abstract: In managing crises, decision makers are confronted with a plethora of uncertainties. Many arise because the world is uncertain, particularly in the context of a crisis. But some arise because analyses based upon different, but seemingly equivalent models lead to different forecasts. Other times expert advisors differ in their explanations and predictions of the evolving situation. We argue that when handled correctly such conflict can alert the decision makers to the inherent complexity and uncertainty of the situation and improve their management of the crisis.

Abstract: Driven by events such as terrorist outrages and pandemics, the 21 st century has seen substantial changes in how countries plan for and manage emergencies across health care systems. Aside from changes in the pattern, type and scale of emergency, emergency preparedness must respond to developments in medical knowledge and treatment, and in information and communication technologies, particularly social networking. This report describes a scoping study of research and development (R&D) needs with regard to emergency planning in health care undertaken by the authors in the UK. Abstract: In mass casualty incidents (MCIs) different authorities and organizations with safety responsibilities (BOS) act in highly dynamic situations. BOS operating in MCI-scenarios have a large demand of different information. SpeedUp, a German government-funded research project, wants to support this information demand. From an IT-perspective, our basic concept is to model available resources (e.g., sources of information and communicative devices) as services and flexibly combine them to the information demand of the BOS. To achieve this, we have to know which kind of information is needed by whom and explore the structures, tasks and roles of the BOS involved. In this paper we employed an interdisciplinary and user – centered approach. It is the result of a close cooperation of two research groups: one from the Intercultural Business Communication (IWK) and one from the chair of computer sciences. While the IWK focused on identifying information needs via expert interviews and observations, the computer scientists were looking at the possibilities for technical support of these needs. Only both disciplines together can achieve viable solutions.

Abstract: The paper suggests and supports a public policy in which the Federal Communications Commission should seize a unique opportunity to resolve some of the nation's critical communications problems in times of crises with the allocation of a portion of the spectrum at 700 MHz for the deployment of a nationwide interoperable emergency broadband wireless network built by a public-private partnership. It then presents a convincing theoretical model that advocates that an open and/or neutral, as opposed to a closed, network will add greater efficiency, greater choice, while advancing public safety along with the deployment of new and valuable technologies, applications and services.

Abstract: Many possible links and connections can be observed between the different types of media used for communication during a crisis. These links can be detected and assembled to provide a more complete picture of events. They can be categorized according to the type of destination which yields important information for the gathering process as well as concerning general patterns of how platforms are connected. Tweets, posts and comments thus become parts of larger, linked sets of documents forming compound-documents. These documents stretch across media borders and platforms and provide context and broader information for individual entries. Abstract: The characteristics of a crisis cannot be predicted and no two crises are alike. The responders in a crisis also vary creating two axis of uncertainty that inhibit rapid and accurate scope definition of a crisis. How and what a responder chooses to communicate in a crisis can impact subsequent response efforts placing importance on the clarity and cohesion of information exchange. Training and increased practice of clear and accurate message content between responders is proposed to improve the situation details needed for rapid scope identification. SMS text-messaging is one viable, mobile interoperable communication technology, accessible for everyday use. This research studies message content exchanged between responders and begins with the message-prompt to message-response relationship during crisis response training. A web-enabled training application has been designed to simulate two-way SMS text-message exchange and captures communication responses based on defined task prompts. Leveraging Speech Act Theory and the use of plain language protocols for communication exchange, the SMS text-message responses are assessed for ongoing training and practice.
