Abstract: This paper provides a brief history of recent activity fostered by the U.S. National Science Foundation (NSF) that has lead to ongoing discussion, investigation, analysis and community building around an area being called “Humanitarian Service Science and Engineering” (HSS&E). HSS&E is an extension of market-based “service science” into humanitarian and government service areas where there is a less clear and more complex “customer/provider” relationship; where criteria for optimization extend beyond single, relatively straightforward criteria such as efficiency or cost to include numerous, often competing goals involving complex areas such as politics, social justice and values; and where fundamental infrastructure such as power, transportation and communication cannot be assumed. HSS&E explores the applicability of existing modeling methodologies to this expanded, more complex environment of service science and engineering, and in doing so has identified the need for an integration of qualitative and quantitative methodologies beyond that which currently exists.

Abstract: Virtual Communities of Practice (VCoP) refers to groups of people who share a concern about a specific domain or topic and use a virtual environment to share and increase their knowledge and expertise about this domain. This kind of social structure has intrinsic features suitable to support emergency management communities. Nevertheless, the design of specific technological platforms that support both the activity and the practice of the community is not a trivial task, especially in critical domains such as emergency management. This paper presents the inquiry process carried out over one and a half years for the purpose of generating insights about the application of VCoPs within the emergency management context. Based on a case study, a set of findings is presented about the guidelines that should be followed in order to develop suitable technological platforms that support the labor of VCoPs in the emergency management context. © 2012 ISCRAM.

Abstract: Community resilience is coming under scrutiny recently because of its need to support communities in preparing and protecting lives against risks and bouncing back to normal operations after disruptions. However, community resilience is an intricate concept that is arduous to capture and turn into explicit knowledge. This motivated us to propose a general architecture for a resilience data repository that enables communities to adopt a general methodology for collecting, storing, managing, and sharing resilience-based information. To ensure that the repository is useful and practical, we started with in-depth literature review and conducted survey with practitioners to obtain their insights into community resilience and potential data sources from local communities. Eventually, we presented the utility of the repository by describing several potential applications. Information systems professionals of community stakeholders and disaster management agencies can construct their own resilience repositories by utilising the proposed design of the architecture.

Abstract: Fostering community resilience in the aftermath of a disaster constitutes a significant challenge and requires an adequate understanding of the community?s specific capabilities and vulnerabilities. We carried out a field study in Nepal as a multi-disciplinary research team that explored how the humanitarian response enabled community resilience after the devastating earthquakes. We explored three elements of resilience: persistence, adaptability and transformability by zooming in and out between the local community and humanitarian organizations operating at the national level. Our combined insights from three disciplines, social sciences, information management and logistics, show that humanitarian organizations operating in Nepal still primarily aimed to (re)build community resilience ?from above? instead of enabling communities to strengthen their own resilience in a bottom up way. In this paper we contend that fostering an inclusive and networked response has the potential to strengthen the adaptive capacity of humanitarian organizations and community groups and boost local resilience.

Abstract: Emergency preparedness for CALD (culturally and linguistically diverse) communities has been identified as a significant gap in DRM (disaster risk management) research and practice. Using a community engagement approach, a practitioner in Wellington, New Zealand implemented a Citizen Translation project to have volunteers from 15 communities facilitate translations for a new local Earthquake Preparedness Guide, in partnership with local Civil Defense and an international crisis translation team, INTERACT. Initial findings have shown that consultation with community members over the translation of their language has been a powerful way to establish initial links into the community and instigate discussion and feedback about emergency preparedness; it has led to further projects including emergency messaging translations. This work in progress raises an important and often overlooked discourse on inclusiveness in DRM activities and the potential for community engagement to play a role with CALD community preparedness.

Abstract: Outbreak of a destructive pandemic influenza threatens to disrupt societies worldwide. International agencies and national governments have prepared plans and recommendations, but it is often decision-makers with the local authorities that are responsible for implementing the response. A central issue for these decision makers is what interventions are available and effective for the specific local community. The paper presents a simulator architecture and its relation to a workflow for decision support in influenza preparedness and response. The simulator can simulate pandemic scenarios, using localized community models, in the presence of various interventions to support an evaluation of potential response strategies. The architecture includes a customized modeling tool, separated from the simulation engine, which facilitates swift scenario modification and recalculation. This flexibility is essential both to explore alternative solutions in planning, and to adapt to changing requirements, information, and resources in outbreak response. An example simulation, based on actual population data from a reference city, illustrates the approach.

Abstract: The STATPack is a telemedicine consultation and emergency response system which was developed to increase statewide laboratory responsiveness to public health emergencies. Although several emergency response management information systems have been created for diagnostic laboratories at the national level, most states in the U.S. do not have the capability to share critical public health microbiology laboratory information at local levels, especially in rural communities. This paper offers a description and preliminary assessment of the STATPack as it is being deployed by the Nebraska Public Health Laboratory and should be recognized as research in-progress. Initial experiences with this emergency response system have been encouraging.

Abstract: Resilience is understood as the ability of a system, community or society exposed to hazards to resist, absorb, accommodate, adapt to, transform and recover from the effects of a hazard in a timely and efficient manner. So far, dozens of measurement instruments have been developed to measure community resilience to disasters, considering each one different types of hazards (general, natural, climate, man-made, etc.) and communities (general, urban, rural, etc.). However, none of these instruments has been widely adopted yet. In this context, we discuss important gaps for resilience research and practice. Then, we propose a conceptual framework to review community resilience instruments, so to enhance their improvement through two facets (or dimensions) we propose of customization and integration. This framework is characterized by the following properties for community resilience instruments: encapsulation, intelligibility, geographical focus, hazard range focus, connectivity, adaptability to dynamic conditions, datification, and stakeholders' involvement. We look forward to apply this framework to review a purposive sample of community resilience instruments regarding natural disasters.

Abstract: Although one of the dominant paradigms in managing disaster operations is that of modeling decisions around the activities of humanitarian organizations, recent literature has highlighted the importance of managing disaster operations from the perspective of the affected community. Modeling community-driven disaster operations has a unique set of challenges, however, several of which are highlighted in this research effort. These include engaging the community and coordinating amongst multiple decision makers, defining a clear community objective, and planning with long decision horizons. Using the urban area of Portsmouth, Virginia as a case study, this work in progress paper demonstrates a decision approach which addresses these critical elements of community-driven disaster operations management.

Abstract: Development of information systems support for crisis management in local communities must be based on the needs of the crisis management actors as well as capabilities of information technology (IT). IT provides extensive possibilities, but is difficult to adapt to the users' needs. A profound exploration of the needs of systems for crisis management is often neglected. Hence, the management of major crisis has been held back because of the lack of useful tools. This paper presents an architecture for system for the local communities. The development of the architecture was based on a needs analysis, including interviews with crisis management at a local community level. The architecture is also based on novel design issues that have lead to the development of a conceptual model structure called the mission support model whose main concepts mainly include (1) user roles, (2) services and (3) views.

new active player in the field of information management is emerging as communities are becoming increasingly
active in the field of information gathering, analyzing and sharing.
However, communities may have specific requirements and approaches to using information systems in crisis
situations. Moreover, connecting information systems between communities and responder pose specific
challenges due to the different information needs, capacities and incentives to use them. In this paper we build on
the DERMIS premises and explore through a case study if and how these principles apply to inclusive information
systems. We present the initial findings of this work of designing information systems involving both communities
and formal responders.

Abstract: When wide-scale flooding occurs in a community not accustomed to floods, health concerns emerge. While official organizations tasked with communicating emerging health information exist, the proliferation of social media makes it possible for average citizens to participate in this conversation. This study used a combination of semi-structured interviews and photo elicitation techniques to explore how citizens used private social media sites to share health information. We found two main categories of health concerns: existing medical conditions and water-created. We further identified six themes that describe the common approaches average citizens used to share health information: Narrating a personal experience, presenting it as a Public Service Announcement, downplaying the contribution, bringing a credible source into the conversation, including external links and sources, and using humor. Together, these findings suggest that citizens need health information during a flood disaster, and when they do not have it available from official sources, they use their private social media to tap into a shared community identity and carefully help one another.

Abstract: Collaborative teamwork is becoming more common in several domains including healthcare and disaster management. While collaborative teamwork can benefit from information system (IS) support, designing IS models to support collaboration is a significant challenge owing to the variations in tasks and people that must be supported, and the different contexts within which collaboration takes place. Collaborative teamwork can vary greatly because of context, which is the integration of diverse, dynamic, and heterogeneous needs for groups to achieve a specific goal. However in the literature there has been limited emphasis on how contextual underpinnings can be incorporated into IS design. This paper uses a case study of the design of a user-driven prototype disaster management IS. We used the think aloud method to capture participant thoughts while interacting with the IS prototype. The think aloud data was analyzed and used to develop an ontology of contextual considerations to support IS design.

Abstract: Information is an essential part of disaster management. Information systems (IS) are a key means of providing the right information at the right time to support response to a disaster, and fostering collaborative facilitators such as situation awareness, common ground and communities of practice. However for these collaborative facilitators to support 'downstream events' (i.e. disaster response) they need to emerge and be grown from 'upstream' activities such as user engagement. Subsequently IS design requirements for disaster response are embedded in the community where a system will be used and it is from the community users and their needs that IS requirements must emerge. This paper presents an upstream-downstream approach for disaster management IS design. We describe four phases to user centered information systems design to support disaster management and provide a case study of using this approach in action to design an IS to enhance community resilience. © 2012 ISCRAM.

Abstract: This paper analyses the collaborative dynamic of community in response to urgent situations. Community emergencies arising from natural or man-induced threats are considered as exogenous events that stimulate community resources to be unified around the response, action, and recovery activities related to the emergency. A structured equation model is derived to depict the actions of the community system. The system is described in terms of its resources including the propensity to trigger community action and collaboration among diverse groups. The community is profiled with respect to its ability to respond. The system defines the trigger mechanisms that are considered to be the drivers of collaborative action. A simulation model is presented to enact the system emergencies, community profiles, and collaborative response. The results develop an improved understanding of conditions that engage community collaborative actions as illustrated by examples from community research in the EnRiCH and the C-Change community research projects.

Abstract: Social media analytics provide a generalized picture of situational awareness from the conversations happening among communities present in social media channels that are that are, or risk being affected by crises. The generalized nature of results from these analytics leaves underrepresented communities in the background. When considering social media analytics, concerns, sentiment, and needs are perceived as homogenous. However, offline, the community is diverse, often segmented by age group, occupation, or language, to name a few. Through our analysis of interviews from professionals using social media as a source of information in public service organizations, we argue that practitioners might not be perceiving this segmentation from the social media conversation. In addition, practitioners who are aware of this limitation, agree that there is room for improvement and resort to alternative mechanisms to understand, reach, and provide services to these communities in need. Thus, we analyze current perceptions and activities around segmentation and provide suggestions that could inform the design of social media analytics tools that support inclusive public services for all, including persons with disabilities and from other disadvantaged groups.

Abstract: This paper applies a Game-based Learning Evaluation Model (GEM) to assess whether the early warning ? early action serious game ?Ready!? is an effective component to add to existing Disaster Risk Reduction (DRR) training curricula, facilitated by NGO staff and applied at the community level. We developed a paper-based survey with 17 five-level Likert items and 15 open questions addressing the different GEM indicators to question 16 NGO staff, and used a simplified set of five questions with emoticons for 58 community people. The results showed that the staff saw great potential in embedding Ready! in DRR processes and that the community highly appreciated the game. The GEM was found to be a useful methodology to evaluate the effectiveness of this serious game. However, in the context of a lower educated and partly illiterate community, the importance of designing an individual, largely visual assessment instrument instead of a paper-based survey was acknowledged.

Abstract: Early Warning Systems (EWS) provide an effective measure for better disaster preparedness, response, and mitigation. The effectiveness of EWS depends highly on the ability to distribute alert message to the persons that will be affected. In this context mobile devices play already a vital role in the ability to reach people in time and at the endangered location. Most existing approaches focus on mass dissemination methods via SMS and Cell-Broadcasting. As these approaches are effective to inform masses about a disaster with one message for all they have their weaknesses in telling the people how to respond according to their location and provide individual guidance (e.g. by maps) within specific communities. Research in disaster management gives strong evidence that the later is often crucial for better disaster response. Accordingly, we witness an increasing demand for more community-centered warnings systems solutions. This paper introduces the general foundations and architecture for alert services on mobile devices that adapt incoming alert information to the profile and situation of user groups and even individual users. The approach is scalable for different communitycentered warning systems. Its first applicability and community engagement effects are shown in the example of the community-centered public disaster alert system in Germany and a target group specific weather hazard alert system, KATWARN and WIND with currently over 2.5 million subscribed users, which was developed by the authors.

Abstract: Social media allows the public to engage in the disaster response and recovery process in new and exciting ways. Many emergency management agencies in the United States are embracing social media as a new channel for alerts, warnings, and public outreach, but very few are mining the massive amounts of data available for use in disaster response. The research reflected in this paper strives to help emergency management practitioners harness the power of community volunteered information in a way that is still novel in most parts of the country. Field verification and research combined with survey results attempts to identify and solve many of the barriers to adoption that currently exist. By helping practitioners understand the virtues and limitations of this type of data and information, this research will encourage the use of community volunteered information in the emergency operations center.

Abstract: Disaster recovery in urban environments is a complex process. Because of high population densities and the presence of many societal and infrastructural dependencies, urban areas are prone to severe loss of self-reliance in case of a disaster. Rebuilding such areas to a self-sustaining state is a daunting task, and requires a high degree of community effort and comprehensive knowledge about the affected environment. All too often, these requirements are not properly met, leading to a long recovery trajectory and misalignments between recovery efforts and community needs. We suggest that most issues in disaster recovery stem from 'collaboration gaps': Flawed organisational structures between stakeholder parties that exist between levels of operation and between phases in the recovery process. We introduce two innovation pathways to close these gaps, and present the COBACORE project that will explore these pathways, and create a collaborative platform for effective community-based comprehensive disaster recovery.

Abstract: This paper presents a study where nine Swedish citizens were interviewed about their concerns and expectations, from a customer perspective, in relation to a 10 day disruption in the payment system. The purpose of the study was to understand the customer?s perspective in order to provide input to the development of a simulation environment. This simulation environment aims at allowing different stakeholders to experience how a disruption in the payment system affects the local community and thereby create understanding of how resilience is built and affected. The research questions were: What do customers expect to get access to? When? What are customers prepared for? How does this differ among different customer groups? The results indicate some understanding of how such a crisis affects the local community and what the informants expects to happen. The respondents represented a diversity of socio-economic backgrounds from rural and urban parts of the municipality.

Abstract: In disasters, local civilians on or near the scene, are often first to respond and give aid. Therefore, the public needs to be well-informed with accurate, time critical information. However, a primary information source is event-specific scales that are inconsistent in their categorization and measurement, adding confusion to public responsiveness. These scales are not extendable to new emergencies in a changing world. We argue for development of a unified emergency scale to facilitate communication and understanding. This scale will inform local communities with regional community-specific information, and will be extendable for further use by professional responders. Research in progress elicited 15 dimensions of an emergency using a Delphi-like process and then ranked the dimensions by importance utilizing Thurstone's Law of Comparative Judgment. Contributions of this paper are to highlight the need for an unequivocal, unified scale and further its development.

Abstract: During crises directly affected people and observers join social media communities to discuss the event. They may share information relevant to response coordination, for example, specific resource needs. However, responders face a massive data overload and lack the time to monitor social media traffic for important and trustworthy information. To address these challenges, response teams may attempt manual filtering methods, resulting in limited coverage and quality. Hence, we propose a computational framework for extracting specific resource-related information, and an interface for identifying and engaging with influential participants in the dynamic, evolving social media community. Our approach helps to identify those virtual responders who serve both as sources and disseminators of important information to assist in coordinated emergency response.
