Abstract: Cross-border regions are particularly exposed to hazards and require cooperation for Disaster Risk Reduction (DRR). Accordingly, multiple countries have been investing in technology and jointly innovate to share and process data against disasters. However, these countries’ capacity to share data depends on the history and the context of the border itself. Going further, conflicts between countries – may they be past, present or future – can radically question and endanger collaborative efforts to share data for DRR. This collaborative research, involving a cohort of master students and an NGO, explores the influence of conflicts on data sharing and cooperation for DRR. Still in progress, this research examines how conflicts affect data sharing and how DRR actors manage them. It is based on exploratory archive analysis of three distinct cases of cross-border DRR collaboration within the EU borders, as well as experts and actors interviewing. Preliminary findings reveal that conflicts affect DRR at three levels: i) actors, ii) interactions with DRR actors, iii) relations between local DRR actors and institutions. The expected contribution of this research is theoretical, practical and pedagogical.

Abstract: The improvement of disaster resilience in cross-border areas causes special challenges. Involved countries use different structures in their civil protection systems and have to work together facing more difficult conditions than in local incidents. Furthermore, in the past involved countries mainly worked individually and focused on the concerned areas in their territories regardless transnational activities. The project INCA will develop a resilience framework to support decision-makers. The framework will focus on information management, the implementation of volunteers and the needs of citizens who are receiving medical care. Therefore, a case study region on the German-French border was defined and a scenario-based approach will be used to investigate resilience opportunities through disaster collaboration. The tested scenario is a transnational long-lasting power-outage in the German-French region.

Abstract: This paper presents observations made in the course of two interorganizational crisis management exercises that were conducted in order to identify requirements for a decision support system for critical infrastructure operators. It brings into focus how different actors deal with the uncertainty of information that is relevant for other stakeholders and therefore is to be shared with them. It was analyzed how the participants articulated und comprehended assessments on how probable the reliability of a given data or prognosis was. The recipients of the information had to consider it when making decisions concerning their own network. Therefore they had to evaluate its reliability. Different strategies emerged.

Abstract: Cooperation and mutual assistance in emergency situations is one of the main objectives of the Latin-American Association of Governmental Organisms of Civil Defense and Protection. To promote such collaboration m-ARCE has been developed; an ubiquitous mobile office for disaster mitigation where users can send and receive information anywhere and anytime. When a catastrophe happens in a country, and almost all infrastructure is destroyed, mobile technology, such as mobile devices and wireless networks, offers the user resources to ask for help and to manage it. Latin-American Countries often suffer catastrophes that provoke numerous human losses and major economic and social problems. International assistance and collaboration with the affected country is necessary to help in its recovery. The Web, like Internet, offers static office services to users who can access information using an infrastructure in indoor environments. On the other hand, mobile computing and networking use the Internet, together with mobile physical devices linked to it, and software platforms built upon it, to design and coordinate systems across countries. In the ubiquitous mobile office design, we describe how services, such as chat, email and wireless communication, should be configured for emergency situation. We make use of ubiquitous hypermedia -linked nodes in ubiquitous spaces- to ensure mobility and accessibility to the mobile device interface, such as PDAs and smartphones.

Abstract: When a crisis occurs, people from different organizations, on different hierarchical levels have to deal with unexpected situations that require coordinated effort. The goal of this research is to improve multidisciplinary cooperation for crisis management teams. We developed a tool, the Multi-mono guide, which helps team members to share information at the right time, with the right person, in the right way. A pre-test post-test intervention experiment was conducted with 8 professional teams to evaluate the effect of the tool on individual competencies, team situation awareness and process satisfaction. The experimental group was more satisfied with the meetings and about the way they shared information. Participants reported that the Multi-mono guide makes them aware of sharing information. We didn't find significant differences for individual competencies and team situation awareness. This is may be because the teams that participated were very experienced. Participants did find the Multi-mono guide useful for trainees.

Abstract: Outbreak of a destructive pandemic influenza threatens to disrupt societies worldwide. International agencies and national governments have prepared plans and recommendations, but it is often decision-makers with the local authorities that are responsible for implementing the response. A central issue for these decision makers is what interventions are available and effective for the specific local community. The paper presents a simulator architecture and its relation to a workflow for decision support in influenza preparedness and response. The simulator can simulate pandemic scenarios, using localized community models, in the presence of various interventions to support an evaluation of potential response strategies. The architecture includes a customized modeling tool, separated from the simulation engine, which facilitates swift scenario modification and recalculation. This flexibility is essential both to explore alternative solutions in planning, and to adapt to changing requirements, information, and resources in outbreak response. An example simulation, based on actual population data from a reference city, illustrates the approach.

Abstract: Resilience to disasters depends on measures taken before, during and after the occurrence of adverse events. These measures require interactions between people belonging to different organizations (public, private, non-profit) and citizens in normal and stressful situations. The efficiency of resilience measures results from the collective interaction of individuals, groups of individuals, and organizations, as well as the situational characteristics of the decision environment. The aim of the French-German research project INCA is to develop a decision support framework for improving cross-border area resilience to disasters. This project comprises the design and the implementation of a multi-agent system with the objective to study the behavioral and organizational implications of cross-border cooperation for crisis management and disaster resilience. The analyzed measures focus on citizens who require medical support and the integration of volunteers into the crisis management procedure. This paper outlines the potentials of the multi-agent system and provides first implementation insights.

Abstract: This paper describes SIGAME, a web-based application for national cooperation in case of disaster. The main motivation of SIGAME is to provide a quick, flexible, reliable, many-to-many, updated communication channel for improving and coordinating the response of assistance suppliers (located at several territories) when an emergency occurs. In order to make communication as efficient as possible and taking into account the organizational diversities of the suppliers, the political implication and the characteristics of the future users, a user centered design method for web-based interactive systems seems to be the best solution for attending the designer through the different phases and products of the design process. In particular, we will focus on the techniques used both to involve stakeholders in the design and to collect requirements.

Abstract: In peace support operations, military and civil actors are often cooperating in international coalitions. In such operations, effective and efficient coordination and information sharing is a prerequisite for effective Civil-Military Interaction (CMI), but the literature shows that this still leaves much room for improvement. Most research in this area takes a behavioral-science approach. We argue that existing research could be complemented with a design-science approach, which is an Information Systems problem-solving paradigm with its roots in engineering. After developing a high level CMI information exchange model and identifying inhibitors for information exchange, this paper provides a comparison between CMI in peace support operations and the collaboration of commercial enterprises using the e-Business paradigm. Based on observed similarities, the paper argues that the enabling technology for e-Business could overcome current inhibitors for effective and efficient information exchange for CMI in peace support operations, and is complementary to other mechanisms for information exchange. © 2012 ISCRAM.

Abstract: A large inter-organizational Swedish crisis management exercise was carried out during two months in 2011. It was unique in the sense that it combined both short-term and long-term crisis management involving more than 60 organizations and 6000 participants. This has never been done before in this context and therefore required an elaborated and sophisticated exercise concept. The purpose of this paper is to present the concept of the exercise as well as lessons learned about the concept and the Swedish crisis management system. The exercise was composed of three different phases each involving different methods with respect to exercising and evaluating effective and efficient crisis management. The general conclusion is that the exercise enabled analyzes and handling of both short-term and long-term crisis management. This implies that the exercise concept could be of great use in Sweden and other countries where emergencies call for cooperation between numerous distributed organizations. © 2012 ISCRAM.

Abstract: Information is a critical component to improved inter-agency coordination during disaster response. Coordinated information and communication technologies deployments as well as coordinated information management processes are important tools in the provision of this information. However, multilateral agency coordination faces many challenges, which has sparked the formation of coordination bodies. This research examines three such bodies and describes their organizational arrangements as well as identifies common challenges they face to effective coordination. It finds that the bodies differ on a variety of dimensions including funding mechanisms, autonomy, and number of members, which will likely have implications for the strategies they employ. Also, the coordination bodies identify a lack of standardization, capacity and information availability and analysis as challenges to improved coordination.

Abstract: Inter-organizational issues are very challenging in emergency management (EM). In this paper, aspects of information and communication technologies (ICT), geographical information systems (GIS) and geospatial data (GSD) in the Swedish EM system, an EM system involving a large number of EM organizations, are reported based on a case study. The issues concerned include separated ICT & GIS development between organizations and formation of technological coalitions, problems of identification and access of GSD, located through the large number organizations, as well as uncoordinated launching of web-based GIS service. Possible implications of this situation for command and control are discussed. Additionally, areas for further research are suggested.
