Abstract: Stakeholder perspectives on crisis management provide a useful descriptive framework for analyzing crises and making crisis narratives. However, their actionability for crisis management, i.e. possibility to use stakeholder management models into operational crisis management processes, remains an under-investigated question. The purpose of this article is to discuss the operational value of stakeholder frameworks for crisis management. Drawing on a qualitative case study of a successful crisis management process in a public transportation company, we investigate the activities set up by the crisis cell to manage internal and external stakeholders during the crisis. In our case, successful stakeholder management relied on: 1) good diagnosis capabilities for the design of an appropriate corporate positioning; 2) an ability to manage coherently a set of emerging and heterogeneous issues involving stakeSholders ; 3) the capacity to set up a tightly coupled form of organization, involving both crisis cell members and various anchorage points, i.e. specific actors involved in the project before the crisis, who were already in contact with key stakeholders as part of their day-to-day activities. We then discuss the practical and theoretical implications of this analysis and the potential value stakeholder perspectives for crisis management.

Abstract: Information about location and geographical coordinates in particular, may be very important during a crisis event, especially for search and rescue operations ? but currently geo-tagged tweets are extremely rare. Improved capabilities of capturing additional location from Twitter (up to 4 times improvement) are crucial for response efforts given a vast amount of messages exchanged during a crisis event. That is why authors have designed a tool (Text Analysis TWeet lOcator ? TAT2) that relies on existing open source text analysis tools with additional services to provide additional hints about people location. Validation process, complementing experimentation and test results, included involvement of end-users (i.e. Public Protection and Disaster Relief services and citizens during a realistic crisis exercise showcase. In addition, the integration of TAT2 with external tools has also been validated.

Abstract: Crisis management (CM) organizations regularly face the challenge to assess the potential impact of a change in their socio-technical setup. No matter if a new software, a new tool, a simple workflow or a broader organizational structure become available, CM organizations need to estimate the potential added value under a high degree of uncertainty. In general, the more reliable information about the new solution is available, the more informed the decisions are. One promising way in assessing the potential impact of new CM solutions can be found through its application in an as realistic as possible and an as secure as necessary setup. However, such artificial scenarios like simulation exercises hold the risk of measuring the performance of the solution itself rather than its contribution to the CM operation. In this paper we review the state of the art in measuring crisis management performance, discuss the results in the context of performance measurement in general and present a performance measurement approach supporting a structured assessment of innovative CM solutions applied within collaborative demonstration project.

Abstract: A simulation-based model used to measure resilience indicators of the railway transportation system is presented. This model is tested through a perturbation scenario: the inoperability of a track which links two stations in the system. The performance of the system is modelled through two indicators: (a) the number of passengers that reach their destination and (b) the total delay of passengers after a serious perturbation. The number of passengers within a given station at a given time is considered as early warning in the model. Furthermore, a crisis management plan has been simulated for this perturbation scenario in order to help the system to recover quickly from this perturbation. This crisis management plan emphasizes the role and the importance of the proposed indicators when managing crises.

Abstract: Planning problems in a crisis context are a highly uncertain environment where health facilities must cooperate in providing health services to their patients. We focus on the health crisis in France due to the COVID19 pandemic. In fact, the lack of appropriate scheduling tools, resources, and communication leads hospitals to be submerged by infected patients and forced to transfer them to other hospitals. In this work we aim to provide a global solution to such planning problems to improve the current French health system. We introduce a cooperative approach called OPPIC (Operational Planning Platform for Inter-healthcare Coordination). OPPIC is based on a decentralized system, where health facilities plan is dynamic, flexible, robust to uncertainty, and respond to goals and optimization criteria. This paper proposed a first planning model to OPPIC and provided a first way of negotiation between health facilities based on their plan’s local and global flexibility.

Abstract: The COVID-19 pandemic has had a global impact om society. Different countries and organizations have chosen different approaches to manage this crisis. This paper aims to describes how public Swedish actors (county administrative boards, municipalities, and regional councils) evaluated their management of the COVID-19 pandemic. Also, the paper aims to suggest improvements for crisis management strategies. Applying a meta-evaluation approach to open reports from the public organizations means collecting evaluation reports, determining if they fit the inclusion criteria, and if so, include them in the analysis. Included reports were categorized and given points indicating different types of merits. In addition, a thematic analysis of conclusions was conducted. 110 evaluation reports from 98 different organizations are included in the analysis. The importance of evaluating, having a structure for data collection, analysis, and reporting is reflected in the quality of the reports. Four identified themes offer an understanding of areas in need for development among Swedish regional councils, municipalities, and county administrative boards.

However, actors are challenged by several problems. Among them, weak interaction and information exchange, unavailability of information at the right time etc. Our contribution outlined in this paper is suggesting an approach based on an empirical study conducted in France. Abstract: In this paper we present the Reconstruction and Exploration approach (R&E) and F-REX tool and their applications in a field exercise with the Swedish Rescue Services Agency with the purpose of investigating features needed for a computer supported approach for evaluation of large scale crisis management operations. After the exercise several interviews and one seminar were held to evaluate R&E as a representative for computer supported evaluation approaches for crisis management operations. Initial results indicate that multimedia presentation of key events from an operation can be very valuable not only to stimulate the participants to reflect on their own performance, but also to document and share lessons learned to non-participants.

Abstract: Experimentation is an essential element to improve crisis management and to assess crisis management tools. Unfortunately, for the moment, real crisis management experimentations are episodic and generally focus on a specific geographical and/or thematic area. This is why the European DRIVER project aims to provide a test-bed platform where crisis management testing and experimentation can be carried out with a mix of live and simulated actions. To achieve this goal, simulation tools have to be identified, described and classified in order to (i) help the user to select tools and models based on the experimentation requirements and (ii) to allow the DRIVER platform to insure exchange information between simulated actions and live actions. This paper focuses on the taxonomy used to classify simulation tools relevant for crisis management. This taxonomy is divided into three main categories of characteristics: (i) business (type/topic of the simulation), (ii) legal (terms of use), (iii) technical (integration within the DRIVER platform and/or other crisis management (simulation) tools).

Abstract: This paper presents an analysis of situation reports used and created by a crisis management team within the Swedish healthcare sector during the early phase of the COVID-19 pandemic. The analysis was conducted through a deductive content analysis, where categories were identified based on the concepts of common operational pictures, sensemaking, and situation awareness. In the analysis, support for all identified categories was found. Based on the analysis and the concepts, future recommendations regarding what type of information that ought to be included in situation reports were created. These recommendations include, amongst others, the categories of consequences, how it is perceived by the public, objectives, status and implications of information, future scenarios, actions, resources, and work procedures.

Abstract: Large crisis scenarios involve several actors, acting at the blunt-end of the process, such as rescue team directors, and at the sharp-end, such as firefighters. All of them have different perspectives on the crisis situation, which could be either coherent, alternative or complementary. This heterogeneity of perceptions hinders situational awareness, which is defined as the achievement of an overall picture on the above-mentioned crisis situation. We define knowledge fusion as the process of integrating multiple knowledge entities to produce actionable knowledge, which is consistent, accurate, and useful for the purpose of the analysis. Hence, we present a conceptual modelling approach to gather and integrate knowledge related to large crisis scenarios from locally-distributed sources that can make it actionable. The approach builds on the WAx framework for cyber-socio-technical systems and aims at classifying and coping with the different knowledge entities generated by the involved operators. The conceptual outcomes of the approach are then discussed in terms of open research challenges for knowledge fusion in crisis scenarios.

Abstract: Information security is an important part of almost any kind of Information System. Crisis Management Systems (CMS) are a type of Information System that deals with information which needs to be secure. No matter what kind of crisis, natural disasters, man-made crisis or terrorist attacks, the CMS security should not be compromised. There are many challenges regarding exchange of qualified information and interoperability between various Expert Systems and the CMS. It is important to have strong security in terms of technology, skills, security requirements, sensitivity of information and trust-worthiness (Vural, Ciftcibasi and Inan, 2010). Depending on the type of crisis situation, different sets of security components should be triggered, since the security requirements vary between situations. For example, a terrorist attack has different security requirements in the system compared to a natural disaster or a medical emergency. In this paper, the importance of Information Security in CMS will be discussed. Abstract: In this article the focus is how to train collaboration and communication between emergency authorities in two countries (Norway and Sweden) by using a web-based tool supporting tabletop like exercises. The exercises are accomplished in three steps: Scenario design; exercise design and realization; and evaluation to examine the results of the exercises and for feedback to new scenario designs. The software ties all three steps together. The process is iterative, and involves users from each emergency authority. The preliminary results after two years show that the approach is promising. To be able to better foresee what will happen during an exercise the need for a simulator has appeared as one desirable and possible direction for further research.

Abstract: In this paper ongoing developments regarding the conceptual setup and subsequent implementation logic of a seamless spatio-temporal population dynamics model are presented. The DynaPop model aims at serving as basic input for social impact evaluation in crisis management. In addition to providing the starting point for assessing population exposure dynamics, i.e. the location and number of affected people at different stages during an event, knowledge of spatio-temporal population distribution patterns is also considered crucial for a set of other related aspects in disaster risk and crisis management including evacuation planning and casualty assessment. DynaPop is implemented via a gridded spatial disaggregation approach and integrates previous efforts on spatio-temporal modeling that account for various aspects of population dynamics such as human mobility and activity patterns that are particularly relevant in picturing the highly dynamic daytime situation.

Abstract: Most agree that the innate complexity and uncertainty of a crisis compel the stakeholders to coordinate in a hurry, despite their heterogeneity or the volume of data to process. Supporting their coordination is now possible, thanks to a mediation system combined with big data management tools. The GéNéPi1 project explores this possibility and proposes to improve the generation of collaborative processes offered by the MISE2?s solution. The idea is to increase the number of usable data sources. To do that, in a fixed time-frame, the situation models have to be instantly generated upon sets of raw data. This new methodology holds the key to a new big data era: an age where global understanding reigns.

Abstract: Natural and man-made hazards have many unexpected consequences that concern as many heterogeneous services. The GéNéPi project offers to support officials in addressing those events: its purpose is to support the collaboration in the field and the decision-making in the crisis cells. To succeed, the GéNéPi system needs to be aware of the ongoing crisis developments. For now, its best chance is to benefit from the ever growing number of available data sources. One of its goals is, therefore, to learn how to manage numerous, heterogeneous, more or less reliable data, in order to interpret them, in time, for the officials. The result consists on a situation model in the shape of a common operational picture. This paper describes every stage of modelling from the raw data selection, to the use of the situation model itself.

Abstract: The EGCERSIS project aims at using virtual reality to improve the efficiency of the crisis management preparation phase. The idea is to tackle the drawbacks of regular crisis management exercises thanks to fully configurable scenarios taking place in digital twins of real critical sites. Virtual exercises will improve, among other things, the frequency, efficiency, and modularity of crisis management preparation, while reducing its costs. In this article, we demonstrate the idea of the project through a simple use-case taking place in a metro station and involving three crisis responders. By linking virtual exercises to our crisis management platform, we also want to demonstrate the usefulness of decision-support systems during a crisis.

Abstract: Emergency situations call for the timely collaboration and error free communication of first responder (FR) teams from their Command Posts (CP) and between themselves. First responder teams must form and adapt their plans and actions as a real-time critical situation unfolds. This paper presents an advanced Command Post application that manages a diversity of FR teams during an emergency. Data from biometric, fire and/or gas sensors in addition to received annotated videos from first responders on site, carrying personal digital assistants (PDAs), are simultaneously managed. The presented system provides properly configured access to and alert-dependent visualization of real time location, biometric, gas, fire and annotated video data from FRs in the field to allow for effective reaction and decision support from CP personnel. Additionally, the system forms an information management system for all necessary information to be quickly handy during emergency handling, such as FR information, critical infrastructure information, historical information, etc. This system has been validated through qualitative analysis in a field trial at the M30 tunnel in Madrid by participating end users.

Abstract: This paper presents observations made in the course of two interorganizational crisis management exercises that were conducted in order to identify requirements for a decision support system for critical infrastructure operators. It brings into focus how different actors deal with the uncertainty of information that is relevant for other stakeholders and therefore is to be shared with them. It was analyzed how the participants articulated und comprehended assessments on how probable the reliability of a given data or prognosis was. The recipients of the information had to consider it when making decisions concerning their own network. Therefore they had to evaluate its reliability. Different strategies emerged.

Abstract: When crisis management plans are described in natural language documents, they may contain logical inconsistencies or ambiguities that are not immediately apparent. To allow automated early detection of such errors, they need to be described in a well defined formalism. C2Sketch is a tool for modeling command and control systems that provides such a structure for formalizing (crisis management) plans. However, C2Sketch is in active development and to what extent real-world crisis management plans can be expressed in it is unknown. In this exploratory study the unstructured text of a small sample of publicly available regional-level crisis management plans was translated systematically into structured C2Sketch mission-plans to uncover limitations and opportunities for further development of the tool. The plans contained enough information to largely capture the networks of actors and their tasks therein, but did contain enough operational information to develop complete C2Sketch models from.
