Abstract: This paper presents our work on developing a system for Internet monitoring and knowledge extraction from different web documents which contain information about disasters. This system is based on ontology of the disasters domain for the knowledge extraction and it presents all the information extracted according to the kind of the disaster defined in the ontology. The system disseminates the information extracted (as a synthesis of the web documents) to the users after a filtering based on their profiles. The profile of a user is updated automatically by interactively taking into account his feedback.

Abstract: In November 2021, a large-scale crisis exercise was organized in the heart of the Pyrenees. The main objective of this cross-border exercise between France, Spain and Andorra was to allow practitioners to prepare for a largescale earthquake, by testing the contribution of the tools developed within the framework of the European project POCRISC. Among the different functions activated during the exercise, this article focuses on the particularly critical function of emergency assessment of building damage. It analyses the feedback from the exercise participants asked to evaluate the deployment, coordination and operation of the damage assessment function, including the use of a tool developed specifically for these activities.

Abstract: In the past year, numerous weather-related disasters have continued to display the critical importance of crisis management and response. Volunteered geographic information (VGI) has been previously shown to provide illumination during all parts of the disaster timeline. Alas, for a geospatial area, the amount of data provided can cause information overload, and be difficult to process/visualize. This work presents a set of open-source tools that can be easily configured, deployed and maintained, to leverage data from Twitter's streaming service. The user interface presents data in near real-time, and allows for dynamic queries, visualizations, maps and dashboards. Another VGI challenge is quantifying trustworthiness of the data. The presented work shows integration of a Twitter-bot assessment service, which uses several heuristics to determine the bot-ness of a Twitter account. Architecture is described, Twitter data from a major metropolitan area is explored using the tools, and conclusions/follow-on work are discussed.

Abstract: In this article, work in progress on a system for rapid aerial mapping is presented. We believe that a tool able to quickly generate an up-to-date high resolution aerial view, e.g. shortly after a natural disaster or a big incident occurs, can be a highly valuable asset to help first responders in the decision making. The presented work focuses on the path planning capabilities of the system, together with the area partitioning and workload distribution among a team of multi-rotor unmanned aircraft. Sensor footprint and range of the involved aircraft may differ. The presented approach is based on an approximate cellular decomposition of the area of interest. The results of this work will be integrated into an existing system which already provides a mobile ground control station able to supervise and control multiple sensor carriers.

Abstract: Healthcare and crisis management are pervaded by the usage of Information Systems (IS). Virtually all IS rely on data storage. Despite the document-oriented nature of medical datasets, the prevailing kind of database used are relational (RDBMS) ones. In order to find a more adequate solution in a development project for a patientregistry, we evaluated a document-based database incorporated into the data storage layer of a system. To foster the understanding of this technology, we present the background of form-originated data storage in healthcare, introduce document-based databases, and describe our scenario. Based on our findings, we generalize the results with a focus on crisis management. We found that document-based databases such as CouchDB are well-suited for IS in medical contexts and might be a feasible option for the future implementation of systems in various fields of healthcare, crisis response, and medical research. © 2012 ISCRAM.

Abstract: Building up proper situation awareness is one of the most difficult tasks in the beginning stages of large-scale accidents. As ambiguous information about the events becomes available, decision makers are often tempted to quickly choose a particular story to explain the events. Subsequent information that contradicts the initial story may easily be discarded and cognitive tunnel vision takes over. Our approach, as part of the COMBINED Systems project, is to prevent tunnel vision by providing critical thinking support. In a laboratory experiment with 60 participants, we tested this hypothesis by comparing the Critical Thinking tool with a 'no support' control condition and a 'minimal support' condition. Participants acted as crisis managers determining the likely cause of an accident based on different pieces of information. The results show a positive impact of the tool on both the decision making process and decision making effectiveness.

Abstract: This WiPe article presents first insights from two German research projects (one ongoing, one completed) on the double role of municipal administrations in crisis management. The ongoing project examines the municipal crisis management during COVID-19, the completed one focused on the 2015/2016 refugee situation in Germany. While crisis management has previously rather been associated with “blue-light organizations”, these two circumstances rather called for a predominantly administrative crisis management. While adapting to this new role, administrations had to maintain key public services: They had to perform as crisis managers while maintaining their function as a critical infrastructure despite being affected themselves for several reasons. Since 2015, public administration in Germany has found itself in almost constant crisis management mode, giving opportunity to learn and to adjust self-perception. Based on empirical analyses of interview data we aim to discuss the following questions: How did the two roles influence each other in the situations mentioned? Has anything changed between these situations?

The sources of this information are very often multiple and manifold – in particular in the case of environmental crises such as wild fires, floods, drought, etc. For the staff of the control centres it can be a challenge to follow up on all of them. In this paper, we present work in progress on an automatic multilingual incident report generator that produces summaries of all environmental incidents communicated by citizens or authorities in a given time range for a given region in terms of a text message, an audio, a video or an image and analyzed by dedicated modules into uniform knowledge representation structures.

Abstract: This study proposes a framework for double-loop learning from crises, using common operational pictures (COP). In most crises, a COP is of outmost importance to gain a common understanding among inter-organizational response. A COP is typically expressed through a map visualization. While the technologies to support COP progress rapidly, the corresponding practice of evaluating the COP and situational awareness is not yet established. Tools that enable responders to learn after the crisis, look back in time on the COP devel-opment and detect the barriers that prevent the COP establishment, still seem absent. Double-loop learning is an organizational practice to learn from previous actions widely adopted in the safety domain, and lately used in crisis management. This paper addresses the perceived gap by presenting the technical, organizational and structural requirements derived from document analysis, observation, and a workshop with multiple crisis management stakeholders, and integrating them to an initial framework.

Abstract: In a crisis with casualties, while there is no medical intervention, the severity of the injuries increases, and some people may die. Since the number of rescuers is limited, it is necessary to perform a planning and a deployment of this resource on the basis of a risk criterion illustrating the potential increase of the number of casualties at each point of the concerned area. Emergency planning is still a poorly developed science [3]. This paper provides a dynamical model for the number of casualties, inspired from the Verhulst model classically used for biological systems [5], to evaluate this risk criterion as a function of future time. It calculates the evolution of the number of unrescued casualties, the number of dead people, and the number of rescued people, as a function of the number of rescuers. Numerical results are shown.

Abstract: There is a growing need to understand how mobile devices are used to reach people in a crisis. This study focuses on how work organizations play a gatekeeping role in how their employees receive crisis information. Relying on research in the digital divide and organizational justice, this study compares two different types of organizations and their policies banning or allowing mobile devices at work. Three major themes emerged: having omnipotent supervisors, being powerless workers, and experiencing information holes. These themes highlight the burden placed on organizations to create more inclusive digital policies to ensure that employees do not fall through the net of crisis management systems. Additionally, these findings necessitate new discussions among crisis and emergency management scholars that include the current understanding of the digital divide, specifically as it relates to digital inequality in the workplace.

Abstract: In this paper we describe a disaster management system. It is assumed that each individual in the field is equipped with a PDA (Personal Digital Assistant) and that can communicate with other PDAs in the vicinity. Together the PDAs form an ad-hoc network. Users can enter their own observations to the PDA, like the position of victims, or a description of the current situation at particular location (e.g. smoke, emergency exits, traffic congestion). This information is entered in a special iconic language. Reversibly, the PDAs inform the users on the overall current situation of the crisis. In order to come to a shared view of the world, the knowledge that is present in the network has to be shared and fused. The proposed way to communicate is via a shared blackboard. This approach facilitates communication in a time and place independent way.

Abstract: Today's crises attract great attention on social media, from local and distant citizens as well as from news media. This study investigates the possibilities of real-time and automated analysis of Twitter messages during crises. The analysis was performed through application of an information extraction tool to nearly 97,000 tweets that were published shortly before, during and after a storm hit the Pukkelpop 2011 festival in Belgium. As soon as the storm hit the festival tweet activity increased exponentially, peaking at 576 tweets per minute. The extraction tool enabled analyzing tweets through predefined (geo)graphical displays, message content filters (damage, casualties) and tweet type filters (e.g., retweets). Important topics that emerged were 'early warning tweets', 'rumors' and the 'self-organization of disaster relief' on Twitter. Results indicate that automated filtering of information provides valuable information for operational response and crisis communication. Steps for further research are discussed. © 2012 ISCRAM.

Abstract: This paper presents the Elektronische Lagedarstellung für den Bevölkerungsschutz (ELD-BS, engl. Electronic Situation Dashboard for civil protection), a software suite for managing crisis relevant information in the German federal state Baden-Württemberg. ELD-BS serves as an easy-to-use and functional tool to support administration work in larger operational situations and in the event of a disaster. The ELD-BS supports communication and data exchange between the authorized access points in the event of an incident, yet it does not replace the formal reporting channels and the communication between the units involved in the operation. ELD-BS is conceptually intended for the overarching use of the administrative levels and particularly allows the exchange of information between the administrative authorities in large-scale operations. The software suite comprises 4 applications, which are accessible from the web and offer different functionalities during crisis response. This paper introduces the individual components and their interaction.

Abstract: Increasing data heterogeneity, fragmentation and volume, coupled with complex connections among specialists in disaster response, mitigation, and recovery situations demand new approaches for information technology to support crisis management. Advances in visual analytics tools show promise to support time-sensitive collaboration, analytical reasoning, problem solving and decision making for crisis management. Furthermore, as all crises have geospatial components, crisis management tools need to include geospatial data representation and support for geographic contextualization of location-specific decision-making throughout the crisis. This paper provides an introduction to and description of Geovisual Analytics applied to crisis management activity. The goal of Geovisual Analytics in this context is to support situational awareness, problem solving, and decision making using highly interactive, visual environments that integrate multiple data sources that include georeferencing. We use an emergency support function example to discuss how recent progress in Geovisual Analytics can address the issues a crisis can present.

Abstract: Real-world experience teaches us that to manage emergencies, efficient crisis response coordination is crucial. ICT infrastructures are effective in supporting the people involved in such contexts, by supporting effective ways of interaction. They also should provide innovative means of communication and information management. At present, centralized architectures are mostly used for this purpose; however, alternative infrastructures based on the use of distributed information sources, are currently being explored, studied and analyzed. This paper aims at investigating the capability of a novel approach (developed within the European project OpenKnowledge1) to support both centralized and decentralized architectures for information gathering. For this purpose, we developed an agent-based e-Response simulation environment fully integrated with the OpenKnowledge infrastructure and through which existing emergency plans are modelled and simulated. Preliminary results show the OpenKnowledge capability of supporting the two afore-mentioned architectures and, under ideal assumptions, a comparable performance in both cases.

NCO resolves a number of important shortcomings related to the supply and flow of information experienced in current verbal communication-based crisis management. First, we provide a description of the crisis management organization in the Netherlands and the nature of information supply problems. Second, we explain how a network centric approach would be implemented in this domain. Next, we describe how between 2005 and 2008 several regions in the Netherlands have made efforts to implement a network-approach, and we evaluate their experiences. The NCO approach reduces the need for reliability checks of verbal communication. Consequently procedures can be optimized with NCO. This paper concludes with next steps, such as continuing to explore the effects of NCO on the current way of working and train people to work in a network centric environment.
