Abstract: Micro-blogging site like Twitter, over the last decade, has evolved into a proactive communication channel during mass convergence and emergency events, especially in crisis stricken scenarios. Extracting multiple levels of information associated with the overwhelming amount of social media data generated during such situations remains a great challenge to disaster-affected communities and professional emergency responders. These valuable data, segregated into different informative categories, can be leveraged by the government agencies, humanitarian communities as well as citizens to bring about faster response in areas of necessity. In this paper, we address the above scenario by developing a deep Convolutional Neural Network (CNN) for multi-label classification of crisis related tweets.We augment deep CNN by several linguistic features extracted from Tweet, and investigate their usage in classification. Evaluation on a benchmark dataset show that our proposed approach attains the state-of-the-art performance.

Abstract: ICT-enabled or digitalized co-production of public services has become increasingly relevant to emergency response and crisis management. This study provides a literature review on this phenomenon, exploring both large-scale crises and frequent emergencies. We found that research in the domain is scarce and focuses mainly on the phenomenon in terms of digital volunteerism. In large-scale crises, they mostly refer to spontaneous forms of volunteering, and in smaller emergencies, to more organized volunteers that collaborate with a response organization over time. Similarities to digitalized co-production in the public sector generally include financial, administrative, ICT, and demographic factors. Differences include, e.g., aspects of coordination, support, and processing by formal actors. We argue that there are benefits of adding a theoretical co-production perspective to digital volunteerism in emergency response and that our literature review can guide future research on models and (the double) use of volunteers in both kinds of emergencies.

Abstract: The goal of this article is to introduce a platform (called Agility Service) that gathers and analyses data coming from both crisis response and crisis field by using the principles of Complex Event Processing. As a crisis situation is an unstable phenomenon (by nature or by effect of the applied response), the crisis response may be irrelevant after a while: lack of resources, arrival of a new stakeholder, unreached objectives, over-crisis, etc. Gathering data, analyze and aggregate it to deduce relevant information concerning the current crisis situation, and making this information available to the crisis cell to support decision making: these are the purposes of the described platform. A use case based on the Fukushima's nuclear accident is developed to illustrate the use of the developed prototype.

Abstract: This paper presents an ethnographic study consisting of non-participatory observations of a Swedish regional medical command and control team during their crisis response to the COVID-19 pandemic. The field-notes from the observations were analyzed using a deductive content analysis with categories representing teamwork processes. The content analysis showed that the studied regional medical command and control team was engaged in all but one of the predefined teamwork processes. Furthermore, the content analysis also added to the understanding of the regional medical command and control team’s work procedures by emphasizing how the team was engaged in the different processes. Lastly, the content analysis also made it possible to identify potential developmental needs of the studied regional medical command and control team.

Abstract: To increase the preparedness Crisis response and management authorities carry out various forms of exercises. This article is based upon a three year long project named Gaining security symbiosis (GSS). The project was aiming to increase the collaboration between crisis actors in the Swedish-Norway border region through exercises. We argue that creation of scenarios is a design challenge. In the GSS project, the exercises are built upon designed scenarios, which should make the exercise realistic and make the trainee train the expected. We propose a scenario design method that is built upon an iterative approach and that includes collaboration with the actors that are involved in the exercise. The method also includes a set of characteristics that could be used to evaluate the events of the scenario. The method have been developed and refined during the project and show some promising result. There is however a need for future research when it comes to further development and evaluation of the proposed design method.

Abstract: Reliable communication systems are one of the key success factors for a successful first response mission. Current crisis response communication systems suffer from damaged or destroyed infrastructure or are just overstressed in the case of a large scale disaster. We provide an outline for a distributed communication approach, which fulfills the requirements of first responders. It is based on a layered network topology and current technology used in research projects or already established products. In addition, we propose a testing framework for the evaluation of a crisis response communication system.

Abstract: Can populations self-organize a crisis response? This is a work in progress report on Exercise 24, X24, Mexico, a follow up to the first two exercises, X24 and X24 Europe The X24 exercises used a variety of free and low-cost social media and web 2.0 tools to organize, plan, and manage local and international expertise and organizations in the response to a preset disaster scenario. The first X24 focused on Southern California, while the second X24, X24 Europe, focused on the Balkan area of Eastern Europe. These exercises involved over 12,500 participants for X24 while X24 Europe had over 49,000 participants. Abstract: We present work on developing and evaluating a serious GIS spatial thinking game called SerGIS. We conducted a spatial think-aloud study with ten participants new to crisis response who used SerGIS with a coastal city hurricane scenario. Four themes emerged from participant responses: processes of reasoning, tools of representation, overlay and dissolve operation, and geographic information concept learning and knowledge gaps. The first three themes match directly with the spatial thinking theory and evaluation underlying SerGIS. The fourth theme identified addresses GIS and spatial thinking crisis response educational issues. Furthermore, statistical evidence indicates there is likely a relationship between participants from spatially-oriented backgrounds (but with no GIS experience) performing better with SerGIS than participants from non-spatial backgrounds. Finally, we found that with a game scenario based on established disaster management practitioner literature, participants could focus on spatial thinking tasks and not be limited by understanding the game scenario itself.

In the SCKâEUR¢CEN nuclear emergency preparedness research two projects address two different and particular communication or information management challenges. The HINES system aims at creating a common view by using an information system as a communication tool in an on-site nuclear emergency response room. The MODEM project uses XML-technology to stimulate communication between scientific experts from different countries and institutes by facilitating the exchange of information used in decision support models used to assess the impact of a release of radioactive material in the environment. Abstract: Crisis response is an information intensive process, which produces or consumes large quantities of information from different relief organizations. Although personalized information retrieval and access has been realized as an efficient means to accelerate information acquisitions, most IT enabled applications in the fields can only provide uniform information to all the involved relief organizations. The traditional centralized design principle dominantly used to address the inter-organizational information accesses over boundaries is no longer feasible due to its lack of flexibility and adaptability to deal with dynamically changing information needs caused by the unpredictable nature of the crises. In this paper we present our ongoing research regarding a plug and play service architecture for personalized, situation aware information retrieval and access services, which offers a new way of thinking about the retrieval of personalized information in the context of crisis response.

Abstract: This paper discusses serious games developed as part of a training program developed for a Dutch crisis response group, which acts during a (potential) flooding crisis. Training in general contributes to a wide range of learning objectives and can address different target audiences. For each combination of learning objective and target audience, the proper form of education has to be selected, ranging from self-tuition to large scale multi-party training and exercises. Serious games can be a useful and educational addition to the set of existing training tools. For operational crisis response groups a high match with real-time warning systems is essential. Our approach shows how to integrate both serious games and early warning systems for effective training and exercises. We end with our lessons learned in designing serious games based on early warning systems, in the context of a training program for a crisis response group.

Abstract: Community-based disaster response is gaining attention in the United States because of major problems with domestic disaster recovery over the last decade. A social network analysis approach is used to illustrate how community-academic partnerships offer one way to leverage information about existing, mediated relationships with the community through trusted actors. These partnerships offer a platform that can be used to provide entré into communities that are often closed to outsiders, while also allowing greater access to community embedded physical assets and human resources, thus facilitated more culturally appropriate crisis response. Using existing, publically available information about funded community-academic partnerships in Wisconsin, USA, we show how social network analysis of these meta-organizations may provide critical information about both community vulnerabilities in disaster and assist in rapidly identifying these community resources in the aftermath of a crisis event that may provide utility for boundary spanning crisis information systems.

Abstract: This paper presents a crisis response simulation model architecture combining a discrete-event simulation (DES) environment for a crisis scenario with an agent-based model of the response organization. In multi-agent systems (MAS) as a computational organization, agents are modeled and implemented separately from the environmental model. We follow this perspective and submit an architecture in which the environment is modeled as a discreteevent simulation, and the crisis response agents are modeled as a multi-agent system. The simultaneous integration and separation of both models allows for independent modifications of the response organization and the scenario, resulting in a testbed that allows testing different organizations to respond to the same scenario or different emergencies for the same organization. It also provides a high-level architecture suggesting the way in which DES and MAS can be combined into a single simulation in a simple way.

Abstract: Information sharing is crucial in responding to and managing crises. A great variety of organizations respond to crises, ranging from international organizations, through non-governmental organizations, commercial suppliers, government ministries, and the media, to individual volunteers. At best, they collaborate to combine their respective strengths in creating synergy. At worst, they deconflict their operations so that the one does not get in the way of the other. In either case, the organizations must communicate with one another. Previous research has shown that this communication takes the form of an information market. This paper considers the possible mechanisms for information markets in humanitarian and military coalitions. While there has been work on market mechanisms in the economics literature, this needs to be adapted for the exchange of information and information services instead of physical goods and services. This paper proposes a taxonomy of market mechanisms that is tailored to information sharing within coalitions. © 2012 ISCRAM.

Abstract: Emerging threats provide motivation to develop new methods for preparing the next generation of crisis responders. Bayesian theory shifts reasoning toward a probabilistic, epistemic paradigm, giving rise to Evans' revised heuristic-analytic theory. Researchers at The Pennsylvania State University use scenario-based training and the analytic decision game (ADG) to blend and implement these processes as foundational pedagogy for engaging, educating and training medical students as crisis responders and critical thinkers. The ADG scenarios vary by content and level of expertise, lending themselves readily adaptable to both crisis response preparation and the development of clinical reasoning. The ADG creates a virtual crisis requiring participants to engage in scenario management as role-players. For the past two years, medical students from the Penn State College of Medicine, in their first year of training, have participated in the ADG Lights Out scenario, testing community preparation and resilience after a wide-spread and months-long power outage.

Abstract: Current process support technology for crisis management is often limited to either sharing of information or hard-coded process support through dedicated systems. Workflow management systems have the potential to improve crisis response operations by automating coordination aspects. Unfortunately most contemporary systems can only support static workflows, hence yielding inflexible support systems. Recent work on the use of functional programming techniques for workflow modeling has led to the development of the iTask system. It uses function combination to model dynamic data-driven processes and generates executable workflow support systems. Because of its focus on dynamic processes it appears promising for development of flexible crisis response systems. In this paper we present an initial discussion of the potential of the iTask system for crisis management applications. We give an overview of the iTask system, and discuss to what extent it meets the requirements of the crisis management domain.

Abstract: Massive crisis open data is not fully utilized to identify humanitarian needs because most of it is not in a structured format, thus hindering machines to interpret it automatically and process it in a short time into useful information for decision makers. To address these problems, the paper presents a method which merges ontologies and logic rules to represent the humanitarian needs and recommend appropriate humanitarian responses. The main advantage of the method is to identify humanitarian needs and to prioritize humanitarian responses automatically so that the decision makers are not overwhelmed with massive and unrelated information and can focus more on implementing the solutions. The method is implemented on real data from the Hurricane Wilma crisis. The use of the method in the hurricane Wilma crisis shows the potential abilities to identify the humanitarian needs in specific places and to prioritize humanitarian responses in real time.

Abstract: Black markets that develop after disaster events have potential to disrupt recovery efforts, and the Dark Web is the perfect facilitator of these markets. Lack of knowledge about the Dark Web: how to access it, how to safely, efficiently navigate the space, and prevailing myths about its dangers likely lead to this deficiency of research. To date, this area is a critically unexplored area of the Internet in the crisis research literature. This work examines this area of the Internet for utility and insight relevant to crisis managers. A pilot study on Puerto Rico in the months following Hurricane Maria reveals possible indicators of the development of black markets for prescription drugs, food, and water, which can impact long-term recovery and reconstruction efforts when these items are diverted from legal supply chains. As more people adopt this hidden part of the Internet, researchers and managers must do more to pay attention to activities that occur in this space.

Abstract: Social media during the prodromal phase of the crisis lifecycle is critically understudied in the academic literature, as is the understanding of the role of engagement in these mediums by crisis responders and managers in helping the public prepare for a crisis event. This study analyzed 2.8 million tweets captured prior to the landfall of Hurricane Sandy. Risk communicators were identified and their tweets assessed for characteristics in the strategic use of Twitter and their levels of engagement with the general public. This work in progress provides a foundation for a longitudinal studyanalyzing future crisis events and measuring the growth of expertise and engagement in social media by crisis communicators.

Abstract: The COVID-19 pandemic hit societies all over the world deeply. Since it has affected societies worldwide and compromised socio-technical systems across geographical, judicial and administrative borders it can be considered a cross-border, transboundary crisis. This dimension has exposed the global medical supply chain's vulnerability. Due to its 'lean and mean' characteristics the supply chain was unable to function adequately during the crisis and formal authorities struggled to restore it, causing serious problems in the response to the pandemic. At the same time, numerous initiatives from below tried to give a (partial) answer on how to restore the broken supply chain. This paper presents a case study about a Dutch social enterprise (i.e. the Refugee Company) engaged with the cross-border dimension of the COVID-19 crisis. The Refugee Company set up a supply chain, operation and (domestic) production of personal protection equipment (PPE) materials, in particular face masks. The paper draws on data collected through qualitative methods, including document analysis (secondary sources), interviews and observations. The conclusion is that social entrepreneurs and enterprises played a crucial role in restoring the supply chain. The paper provides valuable lessons for both policy makers and crisis managers: there is great potential in recognizing the entrepreneurial activities from below in strengthening supply chains at times of crisis, potentially making them more sustainable and resilient.

Abstract: The goal of the paper is to discuss the framework for an interdisciplinary human-computer interactive technology that facilitates information and resource exchange and forms core groups for crisis management. The social networks discussed here are designed to incorporate local knowledge and participation and to foster institutional and academic ties by modeling interrelationships among global communities and exploring policy options. Social interactions between individuals and organizations are explored especially in situations when directed responses are helpful in predicting the complex interplay between social, political, and technological systems and practices that result in a transfer of information and resources in disaster situations. In the future, such networks shall identify patterns through which groups interact in responding to critical issues and shall incorporate more complicated actions by individuals and organizations allowing them to move away from a rigid path to manage disasters via the most situationally appropriate routes.

Abstract: This paper reports from a study focusing on documentation practice in emergency and crisis response work. Specific focus is put on how information is produced and used in the time-critical setting of a situation room part of a command center at a local fire and rescue services. The study uncovers critical aspects of early-phase response work and its potential consequences for digital event-log systems for supporting documentation and reporting. The findings show that fundamental and important information are produced outside of the formal event-log based documentation systems and not as an embedded and integrated activity of using these systems. The analysis shows existing information technology in use lack important functionality in order to contribute to an event-log based system design as suggested in the DERMIS-framework.
