Abstract: In complex emergency/disaster scenarios teams from various emergency-response organizations collaborate with each other to achieve a common goal. In these scenarios the use of smart mobile devices and applications can improve the collaboration dynamically. The lack of basic interaction principles can be dangerous as it could increase the level of disaster or can make the efforts ineffective. The paper focuses on the description of the main results of the project WORKPAD finished in December 2009. WORKPAD worked on a two-level architecture to support rescue operators during emergency management. The use of a user-centered design methodology during the entire development cycle has guaranteed that the architecture and the resulting system meet the end-user requirements. The feasibility of its use in real emergencies is also proven by a demonstration showcased in July with real operators. The paper includes the qualitative and quantitative showcase results and mentions some guidelines which can be useful for persons who want to develop emergency-management systems.

Abstract: Humanitarian organizations are increasingly challenged by the amount of data available to drive their decisions. Useful data can come from many sources, exists in different formats, and merging it into a basis for analysis and planning often exceeds organizations? capacities and resources. At the same time, affected communities? participation in decision making processes is often hindered by a lack of information and data literacy capacities within the communities. We describe a participatory disaster risk analysis project in the central Philippines where the community and a humanitarian NGO worked towards a joint understanding of disaster risks and coping capacities through data integration and IT-supported analysis. We present findings from workshops, focus group discussions and semi-structured interviews, showing the reciprocal effects of the collaborative work. While the community valued the systematically gathered and structured evidence that supported their own risk perceptions and advocacy efforts, the humanitarian NGO revisited established work practices for data collection for analysis and planning.

Abstract: WORKPAD (EU STREP project FP6-2005-IST-5-034749) is an experimental platform for Crisis Response which adopts a decentralized, event-driven approach to overcome problems and limitations of centralized systems. The flexibility of P2P networking is relevant when different organizations must get rapidly integrated the one another, without resorting on standardized ontologies and centralized middleware components. This paper illustrates the main features of the Information Integration platform we've designed. A number of relevant technical and theoretical issues related to decentralized platforms are discussed in the light of specific needs of Crisis Response.

Abstract: This paper discusses the development of the CEM-DIT (Communication in Emergency Management through Data
Integration and Trust) system, which allows decision makers in crises to send out automated data requests to multiple
heterogeneous and potentially unknown sources and interactively determine how reliable, relevant and trustworthy
the responses are. We describe the underlying technology, which is based partially on data integration and matching,
and partly on utilisation of provenance data. We describe our cooperation with the Urban Observatory (UO), which
allows us to develop the system in collaboration with developers of the kind of crisis-relevant data which the system
is designed for. The system is currently in development, and we describe which parts are fully implemented and
which are currently being developed.

Abstract: This paper describes our approach to facilitating automated data sharing during a crisis management scenario. There are a number of reasons why this is difficult, of which we are addressing two of the main ones. Firstly, data in different organisations (and organisations) is mismatched in that different terminology, structure, specificity and data formats are used, so automated comprehension of data is problematic. Secondly, is that it is hard to assess the trustworthiness of data from other organisations. We have developed data-matching and provenance-based solutions to these problems individually. In this paper, we discuss how best these approaches can be integrated so that decision makers can quickly and automatically be presented with data to match, or approximately match, their data needs, together with the right information for them to understand the quality and meaning of this data, and introduce the CEM-DIT (Communication for Emergency Management through Data Integration and Trust) system.

Abstract: In time-sensitive environments such as disaster management, decision-making often requires rapidly gathering the information from diverse data sources and then visualizing the collected information to understand it. Thus, it is critical to reduce the overhead in data integration and visualization for efficient decision-making. Geospatial mashups can be an effective solution in such environments by providing an integrated approach to extract, integrate and view diverse information. Currently, mashup building tools exist for creating mashups, but none of them deal with the issue of data visualization. An improper visualization of the data could result in users wasting precious time to understand the data. In this paper, we introduce a programming-by-demonstration approach to data visualization in geospatial mashups that allows the users to customize the data visualization.

Abstract: Disasters often lead to other kinds of disasters, forming multi-hazards such as landslides, which may be caused by earthquakes, rainfalls, water erosion, among other reasons. Effective detection and management of multihazards cannot rely only on one information source. In this paper, we evaluate a landslide detection system LITMUS, which combines multiple physical sensors and social media to handle the inherent varied origins and composition of multi-hazards. LITMUS integrates near real-time data from USGS seismic network, NASA TRMM rainfall network, Twitter, YouTube, and Instagram. The landslide detection process consists of several stages of social media filtering and integration with physical sensor data, with a final ranking of relevance by integrated signal strength. Applying LITMUS to data collected in October 2013, we analyzed and filtered 34.5k tweets, 2.5k video descriptions and 1.6k image captions containing landslide keywords followed by integration with physical sources based on a Bayesian model strategy. It resulted in detection of all 11 landslides reported by USGS and 31 more landslides unreported by USGS. An illustrative example is provided to demonstrate how LITMUS' functionality can be used to determine landslides related to the recent Typhoon Haiyan.

Abstract: Smart Service Queensland (SSQ) is the 'front door' to the Queensland State Government in Australia, providing services and information for citizens and businesses. Services are delivered through online channels, call centres and face-to-face service centres. Rostering to adequately staff the call centres during business as usual demand is well supported using existing workforce planning tools and content management systems alongside real-time telephonic monitoring. However, during times of large scale emergency events, such as floods and tropical cyclones, effective workforce planning heavily relies upon experienced SSQ personnel constantly monitoring and updating call centre staffing levels leading up to and during the disaster event to ensure customer demands are met. Achieving the right balance of call centre servicing without over provisioning is a challenging task. We present a prototype analytics tool that supports the SSQ Forecast Analyst responsible for workforce planning during disaster events and provides initial results of modelling caller behavior during two recent tropical cyclones. The tool provides a single point of reference to a wide collection of relevant datasets, including population demographics and details of the natural and built environment, data feeds describing the emergency event under investigation, relevant social media posts and call centre operations metrics. The tool is an early proof of concept demonstrator highlighting the utility of data integration, web mapping, real-time event monitoring, and predictive modelling.

Abstract: Crises and disasters are becoming more frequent, long-lasting, complex, and interdependent. This can lead to negative psychosocial consequences in vulnerable population groups, increasing the need to (1) monitor psychosocial indicators and (2) make information on psychosocial topics available to decision-makers, the scientific community, and the public. In this WiPe paper, we present a way to systematically visualize, research, and document different types of psychosocial data in crises and disasters by developing a “Multi-Functional Crisis Information Platform for Psychosocial Situations”, called CIP-PS. The CIP-PS has three components, i.e., an information dashboard (CIP-DAB), a research platform (CIP-REP), and a documentation (CIP-DOC) component which together help visualize, research and document psychosocial topics, such as the psychosocial situation picture in Germany. The platform is a valuable tool for presenting relevant psychosocial information in the context of disaster public health. Its strength lies in an extensive connection between the three components related to healthcare informatics.
