Abstract: The importance of community resilience has become increasingly recognized in emergency management and
post-disaster community well-being. To this end, three seismic resilience planning initiatives have been
conducted in the U.S. in the last decade to envision the current state of community resilience. Experts who
participated in these initiatives confronted challenges that must be addressed for future planning initiatives.
We interviewed eighteen participants to learn about the community resilience planning process, its
characteristics, and challenges. Conducting qualitative content analysis, we identify six main challenges to
community resilience planning: complex network systems; interdependencies among built environment systems;
inter-organizational collaboration; connections between the built environment and social systems;
communications between built environment and social institutions? experts; and communication among
decision-makers, social stakeholders, and community members. To overcome the identified challenges, we
discuss the capability of human-centered simulation modeling as a combination of simulation modeling and
human-centered design to facilitate community resilience planning.

Abstract: The aim of this paper is to present the design stages of a built-for-purpose disaster response mobile application called iAwhina. The authors propose to design iAwhina as an interactive user-friendly offline mobile application that provides flawless user experience to support and aid in emergency response situations. The prototype works in both online and offline modes, using ad hoc network technology. The design process followed during the development of the user interface is based on a set of usability criteria that are presented in this paper. A systematic literature review on the usability criteria for disaster mobile applications and discussions with industry experts helped to finalize the user interface elements that will enhance the usability of the application. The relevant features that will be included in the application were drawn from literature. A discussion on how the design process plays a critical role in designing disaster mobile applications is also presented.

Abstract: In this paper we present an ontology-based system for managing emergency alert notifications. Our purpose is to generate emergency alerts that are accessible to different kinds of people, paying special attention to more vulnerable collectives like impaired people. By adapting alerts to different devices and users we can allow Emergency Management Systems (EMS) to communicate with collectives like blind or deaf people whom otherwise will be unreachable by usual channels. Moreover, if we consider the constrains imposed by the nature of the emergency situations we can also improve the information transmission to cope with situational disabilities (e.g. smoke during a fire can cause low vision problems). We centered our system architecture on two characteristics: The first one is an ontology that codifies knowledge about accessibility, devices, disabilities, emergencies and media so the alert notification can be tailored according to different parameters; the second one is the use of an open standard like the CAP (Common Alerting Protocol) that enables our system to interoperate with other existing systems.

Abstract: This paper describes the design, execution, and results of a participatory design workshop with emergency public information officers (PIOs). During the workshop, PIOs and researchers explored ideas and designs for supporting the social media needs of PIO work. Results indicate that PIO perceptions of social media have changed as they have learned to incorporate activities of the public into their work, yet they still struggle with issues of trust and liability. Based on workshop design activities, the paper offers a set of design recommendations for supporting the social media needs of PIO work practice such as the ability to monitor, document, and report social media activity.

Abstract: Web 2.0 can be viewed as a platform where users can develop their own web applications. It is also characterized by a vast amount of user-generated contents presenting spatial and temporal components, by means of associated metadata. These metadata has been successfully exploited to generate map-based mashups (web applications gathering data from different sources) facing different kind of crisis situations, ranging from natural disasters (earthquakes, wildfires, floods...) to human-made disasters (terrorist attacks, school shootings, conflicts...). The social and collaborative dimensions of the Web 2.0 can be also exploited for managing crisis-related information. We present here a survey of current crisis-related mashups we employed to extract design dimensions and provide a conceptual framework that can be used: A) to understand current systems and; b) to design next generation of crisis-related mashups. We propose the eStoryS system as an example of application developed following the design principles presented in this paper. On the basis of our analysis, we believe that the design dimensions posited here provide useful insights for the design of novel web mashups in the emergency management domain.

Abstract: This research uses multiple methods to investigate the use of an enterprise mobile multimedia information system aimed at improving handover of patient and emergency incident information from pre-hospital Emergency Medical Services (EMS) to hospital emergency department providers. A field study was conducted across EMS and hospital organizations in the Boise, Idaho region of the United States for three months to examine use of the system and to assess practitioner perspectives. Findings include perceived benefits and challenges to using digital audio recordings and digital pictures, captured using a smartphone application, for improving the timeliness, completeness, accuracy, convenience, and security of patient information for handover in EMS; limitations on how much data can be collected in the field due to a wide variety of contextual constraints; and a need to better understand the value of video within the EMS handover context.

Abstract: This paper considers a subset of the technology-enabled communication that took place among citizen populations experiencing various disruptions, e.g. disaster and war. In the context of a disrupted environment, trust can erode where people no longer rely on institutions for support (i.e. the government), or where citizens do not trust other people. We argue that depending on what is taking place in the physical world, trust in people, information, and institutions can change – in this sense, trust is contextual. We then offer recommendations for designing new technologies for people who experience disruption, taking into account trust and context.

Abstract: The Delphi Decision Maker system has been designed to support the decision making needs of crisis managers, considering factors such as stress, time pressure, information overload, and uncertainty. It has been built as a module for the Sahana Disaster Management system, a free and open source system. The Design Science research paradigm was used in an iterative development process. Triangulation was employed in the evaluation, analyzing the system against the research questions using both qualitative and quantitative statistics as well as proof of concept. Modifications need to be made for real world use. A second version of the system is under development. Research findings and future research are outlined in this work in progress.

Abstract: Collaborative teamwork is becoming more common in several domains including healthcare and disaster management. While collaborative teamwork can benefit from information system (IS) support, designing IS models to support collaboration is a significant challenge owing to the variations in tasks and people that must be supported, and the different contexts within which collaboration takes place. Collaborative teamwork can vary greatly because of context, which is the integration of diverse, dynamic, and heterogeneous needs for groups to achieve a specific goal. However in the literature there has been limited emphasis on how contextual underpinnings can be incorporated into IS design. This paper uses a case study of the design of a user-driven prototype disaster management IS. We used the think aloud method to capture participant thoughts while interacting with the IS prototype. The think aloud data was analyzed and used to develop an ontology of contextual considerations to support IS design.

Information systems (IS) are a key means of providing the right information at the right time to support response to a disaster, and fostering collaborative facilitators such as situation awareness, common ground and communities of practice. However for these collaborative facilitators to support 'downstream events' (i.e. disaster response) they need to emerge and be grown from 'upstream' activities such as user engagement. Subsequently IS design requirements for disaster response are embedded in the community where a system will be used and it is from the community users and their needs that IS requirements must emerge. This paper presents an upstream-downstream approach for disaster management IS design. Abstract: Serious games are an effective tool for giving players a hands-on, immersive experience of crisis situations. To simplify the design of such games while ensuring their relevance, we propose a design method that is based on reference tasks. The feasibility of this approach is demonstrated by the improved design of the serious game “Disaster in my Backyard” that has been played during ISCRAM Summer school 2013. The design incorporates humanitarian logistics, search-and-rescue and coordination tasks. We also present the lessons learned from this instantiation of the game and give an outlook towards future research, such as the evaluation of tools for crisis response and management through the use of serious games and reference tasks.

Abstract: The performance of early warning activities involves the management of complex situations as uncertainty is common, information is frequently scattered and the number of stakeholders affected is large. In this context, the performance of early warning activities is distinguished by the significance of internalized experience as well as the generalized use of cultural knowledge, internalized domain knowledge and tacit knowledge. A suitable and well-known way to endorse the creation and exchange of this kind of knowledge -usually called soft knowledge- is the application of communities of practitioners. Based on the review of the communities of practice approach, its principles and rationale, this paper proposes a set of design guidelines aimed at addressing the technological design of technological platforms that support the creation, exchange and acquisition of soft knowledge for its application in early warning activities.

Abstract: In the response to emergencies and disasters, effective cooperation and information exchange between military and civil actors is essential. However, in practice, the quality of civil-military interaction (CMI) leaves much to be desired. Our research takes an engineering approach, which is complementary to most behavioral-oriented research in the CMI domain. In particular, we seek to support CMI processes with innovative Information Technology solutions. To this end, we are developing a comprehensive conceptual model of the CMI domain, which is currently lacking. This paper contributes to its development by investigating candidate technologies and defining CMI domain model requirements. Exploiting these requirements as criteria, we have evaluated three modeling methods and languages, i.e. the Unified Modeling Language (UML), the Business Process Modeling Notation (BPMN) and the Design and Engineering Methodology for Organizations (DEMO). Based on the comparative study, we conclude that a combination of these is required for modeling the CMI domain.

Abstract: Many crisis response and recovery efforts require choosing locations in order to deliver needed materials and services. Automated methods can help choose optimal locations for relief camps, field hospitals, command centers, and other critical relief infrastructure. However, current information technology tools for siting relief infrastructure suffer from exposing too much complexity to the user. We are developing a tool, CR-Site, which we hope will serve as an exemplar of an emergency siting tool that eliminates unnecessary complexity, while exposing necessary parameters. Abstract: This paper discusses how methodological frameworks are often too cumbersome to be used in full by field workers in low-resource environments. When time, money, and political capital are scarce, there often isn't time to follow every prescribed step. This research looks at helping field workers incorporate user-centered design when creating technology solutions through a single-question framework. It follows the author's case study of considering different wording for the single question, and then describes her experience implementing the lightweight framework while redesigning an attendance system for Entity Green Training in Jordan. The method is promising as an efficient way to expand one's thinking during the design process, but needs more testing to validate its benefits for workers who lack training in user-centered design methods. This research is particularly valuable for people working in low-resource environments where they lack the time and money to iteratively fix problematic designs.

Abstract: To increase the preparedness Crisis response and management authorities carry out various forms of exercises. This article is based upon a three year long project named Gaining security symbiosis (GSS). The project was aiming to increase the collaboration between crisis actors in the Swedish-Norway border region through exercises. We argue that creation of scenarios is a design challenge. In the GSS project, the exercises are built upon designed scenarios, which should make the exercise realistic and make the trainee train the expected. We propose a scenario design method that is built upon an iterative approach and that includes collaboration with the actors that are involved in the exercise. The method also includes a set of characteristics that could be used to evaluate the events of the scenario. The method have been developed and refined during the project and show some promising result. There is however a need for future research when it comes to further development and evaluation of the proposed design method.

Abstract: Various sources report a low adoption of IT-based tools in emergency response, as well as a negative attitude of
responders to such tools. The responders? needs, simply put, are not met by the IT-based tools offered to them.
Observing this situation through a user-centered design lens, we note that such problems typically stem from
insufficient or erroneous context analysis. The deficiencies become even more pronounced when considering that
emergency response represents a complex, adaptive socio-technical system. We also note that the appropriate
methodology for designing ER systems is rarely discussed in literature and in research papers. To fill that void, the
present paper discusses a minimal set of techniques that, both in our experience and according to state of the art
practice, can guide developers towards positively-accepted IT systems for emergency response.

Abstract: As of 26 December 2016, seventeen electronic triage systems for disaster triage have been proposed in the ACM, IEEE, and ISCRAM publication databases. Most of these systems have remained inside the laboratory; the rest have disappeared entirely. Responders still prefer to do triage with paper tags from the 1960's, while no research has been presented on why the proposed e-triage systems have not found acceptance and use in the field. Based on exhaustive literature research and on the findings from the four-year long, EU research project BRIDGE , this paper presents e-triage acceptance dimensions, analyzes the main reasons why proposed systems have been rejected, and guides designers towards upcoming, well-accepted e-triage systems.

Abstract: Development of information systems support for crisis management in local communities must be based on the needs of the crisis management actors as well as capabilities of information technology (IT). IT provides extensive possibilities, but is difficult to adapt to the users' needs. A profound exploration of the needs of systems for crisis management is often neglected. Hence, the management of major crisis has been held back because of the lack of useful tools. This paper presents an architecture for system for the local communities. The development of the architecture was based on a needs analysis, including interviews with crisis management at a local community level. The architecture is also based on novel design issues that have lead to the development of a conceptual model structure called the mission support model whose main concepts mainly include (1) user roles, (2) services and (3) views.

Sensemaking has been applied as a theoretical lens on the empirical data. Traditionally, information technology for emergency response work has included enroute navigation advice, resource management, hazard material databases, property information repositories, and situation reporting using sketching functionality. Now, a new class of information technology has become available, namely mobile live video capabilities. This paper presents initial findings from a study on how mobile live video capabilities could improve information sharing and situation awareness in emergency response work.
