Abstract: Sound Source Localization (SSL) are used to estimate the position of sound sources. Various methods have been used for detecting sound and its localization. This paper presents a system for stationary sound source localization by cubical microphone array consisting of eight microphones placed on four vertical adjacent faces which is mounted on three wheel omni-directional drive for the inspection and monitoring of the disaster victims in disaster areas. The proposed method localizes sound source on a 3D space by grid search method using Generalized Cross Correlation Phase Transform (GCC-PHAT) which is robust when operating in real life scenario where there is lack of visibility. The computed azimuth and elevation angle of victimized human voice are fed to embedded omni-directional drive system which navigates the vehicle automatically towards the stationary sound source.

Abstract: Emergency response in disaster management using wireless sensor networks has recently become an interest of many researchers in the world. This interest comes from the growing number of disasters and crisis (natural or man-made) affecting millions of lives and the easy-use of new and cheap technologies. This paper details another application of WSN in the post disaster scenario and comes up with an algorithm for localization of sensors attached to mobile responders (firefighters, policemen, first aid agents, emergency nurses, etc) while assisted by a mobile vehicle (fire truck, police car, or aerial vehicle like helicopters) called mobile anchor, sent to supervise the rescue operation. This solution is very efficient and rapidly deployable since no pre-installed infrastructure is needed. Also, there is no need to equip each sensor with a GPS receiver which is very costly and may increase the sensor volume. The proposed technique is based on the prediction of the rescuers velocities and directions considering previous position estimations. The evaluation of our solution shows that our technique takes benefit from prediction in a more effective manner than previous solutions. The simulation results show that our algorithm outperforms conventional Monte Carlo localization schemes by decreasing estimation errors with more than 50%.

Abstract: In 2014 a small fire started in a forest in central Sweden. Within a few days it developed into the largest wildfire in Sweden in the last 50 years. As the scale of the fire increased, so did the need for direction and coordination of the resources engaged in the response operation. Both official investigators and the research community have studied the challenges and come up with recommendations for improvements of the Swedish crisis management system. All authors of this paper have been involved in such efforts. This paper is a result of us trying to formulate lessons learnt based on several written reports and official discussions. The development of the narratives constructed by individuals involved in the response, investigators and researchers is analyzed. We conclude that researchers need to pay attention to their own role in this development. Maybe there is a need for a game changer on the methodological side?

Abstract: Efficient hazard prevention and disaster control depend on situational awareness. Situational information is – among others – provided by citizens on the ground. Disaster managers are often reluctant to use such information on a large scale or in a systematic way for fear of being overwhelmed by information overload in a stressful crisis. New information technologies for crisis management are strongly dependent on the acceptance of the people using them and can only be successful as socio-technical systems. Therefore, 354 employees of public and private emergency operation centres as well as members of crisis management teams were asked to assess different information sharing technologies. 504 people from the public responded to an online survey about their willingness to use such technologies. The results indicate a high level of acceptance by both user groups for bi directional communication technologies for situation management and the improvement of situational awareness.

Abstract: The study presented in this paper has investigated how technology can support spatial awareness when moving in wooded terrain. By “spatial awareness”, we refer to the ability to point in the approximate direction of several objects while navigating in unknown terrain. The ability to localize objects in the terrain has importance for emergency operations, for example firefighting and search and rescue operations. A field experiment was conducted with two conditions, one with technical support and one without. The results show that technical support in terms of GPS, digital maps and electronic compass can dramatically improve the ability to accurately indicate directions to objects. Further, findings concerning use of tests on spatial orientation to predict the ability to indicate directions to objects in the terrain when having no technical support are presented.

Abstract: Group-oriented services including data dissemination, group calls and real-time video transmission are considered as an important application in public safety communications. The main interest is in one-way real-time video transmission from the hot spot to multiple recipients. This is important for efficient emergency response. The changing topology of the multi-hop communication links in a public safety environment makes routing and multicasting extremely challenging task. The purpose of this paper is to study the performance of wireless mobile ad-hoc networks with one-way multicast video traffic. To consider a realistic public safety scenario, the effect of extensive unidirectional links is investigated. The system performance study of various ad-hoc network configurations is done by simulations. For wireless multicast routing, the On Demand Multicast Routing Protocol is used. The performance results are compared with the requirements provided by Statement of Requirement document of standardization project MESA.

Abstract: University campuses and municipalities are currently spending large sums of money to acquire systems that allow dissemination of information in emergency situations. The majority of these are mass notification systems that first register multiple contacts for community residents (email, phone, pager, etc.) and then deliver information to those residents at the push of a button to leave a message. Motivated by the limitations of such approaches, in this work we explore the use of existing metropolitan network infrastructures to design a new Location-Based Emergency Notification Service (LENS). LENS selectively redirecting residents to safety information using existing communication channels (e.g., Web browsing over HTTP). LENS eliminates the need for registration, provides minimal interruption to users and involves a low-cost setup. We prototype LENS using off-the-shelf components and demonstrate efficiency and scalability for a 60,000 user campus environment.

Abstract: Traffic evacuation is one of the most challenging problems in a mega city due to crowded road conditions. This study focuses on developing a traffic evacuation model with decision-making capability. The model basically consists of two modules. The first one is a decision-making support module which runs very fast and provides short-forecast. The second one is a simulation module, which is used for simulating real evacuation process and for overall performance evaluation with vehicle tracking model. The first module can be considered as a “local” module as only partial information, such as traffic information in certain junctions is available. The second module can be considered as a global module which provides traffic directions for junction, and effective using of road-nets. With integration of two modules, overall system optimization may be achieved. Simulation cases are given for model validation and results are satisfied.
