Abstract: Identifying a chemical, biological, radiological, and nuclear incident (CBRN) is a challenge. Evidence and health symptoms resulting from CBRN malevolent incident overlap with other normal non malevolent human activities. However, proper fusion of symptoms and evidence can aid in drawing conclusions with a certain degree of credibility about the existence of an incident. There are two types of incidents directly observable, overt, or indirectly observable, covert, which can be detected from the symptoms and consequences. This paper describes a framework for identifying a CBRN incident from available evidence using a fuzzy belief degree distributed approach. We present two approaches for evidence fusion and aggregation; the first, two level cumulative belief degree (CBD) while the second is ordered weighted aggregation of belief degrees (OWA). The evaluation approach undertaken shows the potential value of the two techniques.

Abstract: When a disaster occurs it is critical that emergency response information systems share a common ontology to support their disaster management alerting functions and notifications. Notifications are critical when an emergency scenario is going to happen (e.g. a typhoon approaching) so it is crucial, for emergency systems, to be able to transmit them to all kinds of recipients. An ontology was developed by investigating different sources: accessibility guidelines, emergency response systems, communication devices and technologies, taking into account the different abilities of people to react to different alarms (e.g. mobile phone vibration as an alarm for deaf people). We think that the proposed ontology addresses the information needs for sharing and integrating emergency notification messages and contents over different emergency response information systems and to be accessible under different conditions and for different kind of users.

Abstract: This paper describes the development of a multi-functional airborne management support system within the frame of the Austrian national safety and security research programme. The objective was to assist crisis management tasks of emergency teams and armed forces in disaster management by providing multi spectral, near real-time airborne image data products. As time, flexibility and reliability as well as objective information are crucial aspects in emergency management, the used components are tailored to meet these requirements. This article includes the individual system components as well as their performance using examples from lab tests and real-life deployments. Based on this, the impact of existing command and control processes as well as the benefits for time critical decision making processes are described based on expertise of the involved end users. In addition, it gives an outlook on future perspectives.

Abstract: Disaster management and risk prevention in Algeria have undergone many changes in the recent years. Important efforts have been provided on the legal and organizational sides to set the right conditions for an integrated and collaborative framework for disaster management in the country. The aim is to address the lack of information sharing, coordination and collaboration among the involved organizations. However, although the enhancement of the organizational arrangements, several problems persist mainly related to the implementation of these measures. To address this issue, in this paper, we propose an IT based platform in the field of risks prevention and disaster management (DM). This platform provides decision support, enables information sharing, helps to enhance public awareness regarding risks and disasters, supports communication and dissemination of information and alerts in disaster situations and facilitates the implementation of regulation related to disaster management.

Abstract: Greene County in Dayton, OH houses Wright Patterson Air Force Base (WPAFB), whose estimated 2009 economic impact within its Metropolitan Statistical Area (MSA) is $5.17 million. Despite its military/strategic importance as the largest base in the U.S. Air Force, literature search did not uncover a published comprehensive risk analysis for WPAFB, or even Greene County, across the entire spectrum of hazards from natural to technological to man-made (including terrorism). This paper presents a summary report on risk determination and economic impact data for Greene County and WPAFB (within Greene County) in the context of riverine flooding, using FEMA's HAZUS-MH tool. It is hoped that the results will further the regional compilation of data and thus prove of use to the local disaster management community while generally growing the overall body of work in risk analysis. Future work aims to expand regional risk determination to other natural disasters and terrorism scenarios.

Abstract: There are problems for managing and sharing geo-data effectively in Turkey. The key to resolving these problems is to develop a harmonized geo-data model. General features of this model are based on ISO/TC211 standards, INSPIRE Data Specifications, and expectations of Turkey National GIS actions. The generic conceptual model components were defined to harmonize geo-data and to produce data specifications. In order to enable semantic interoperability, application schemas were designed for data themes such as administrative unit, address, cadastre/building, hydrographic, topography, geodesy, transportation, and land cover/use. The model, as base and the domain geo-data model, is a starting point to create sector models in different thematic areas. Disaster Management Geo-data Model model was developed as an extension of base geo-data model to manage geo-data collaborate on disaster management activities. This model includes existing geo-data special for disaster management activities and dynamic data collecting during disaster.

Abstract: Do we fully utilize the results of disaster management exercises? Do we miss valuable feedback? Many different types of disaster management exercises, command post exercises, tabletop exercises, or serious games have a specific purpose. Generally each exercise is designed to meet its own particular exercise goals. Evaluation of the exercises is achieved in many different ways. Not always guidelines for exercise evaluation are present. Generally the exercise participants? performance is assessed by experienced staff members. The main purpose of the evaluation is to see whether the exercise goals are met. In this publication the authors suggest that a valuable source of information about the participants? performance in exercises remains often undiscovered. A new level of information can be unlocked by evaluating the exercise using a structured, analytical method. The method TARCK-it directly compares measured participant or team performance with the exercise goals.

Abstract: Identifying the assets of a community that are part of its Critical Infrastructure (CI) is a crucial task in emergency planning. However, this task can prove very challenging due to the costs involved in defining the methodology and gathering the necessary data. Volunteered Geographic Information from collaborative maps such as OpenStreetMap (OSM) may be able to make a contribution in this context, since it contains valuable local knowledge. However, research is still due to assess the quality of OSM for the particular purpose of identifying critical assets. To fill this gap, this paper proposes a catalogue of critical asset types, based on the analysis of different reference frameworks. We thus analyze how good the emergent OSM data model is for representing these asset types, by verifying whether they can be mapped to tags used by the OSM community. Results show that critical asset types of all selected sectors and branches are well represented in OSM.

Abstract: In this paper we describe a disaster management system. It is assumed that each individual in the field is equipped with a PDA (Personal Digital Assistant) and that can communicate with other PDAs in the vicinity. Together the PDAs form an ad-hoc network. Users can enter their own observations to the PDA, like the position of victims, or a description of the current situation at particular location (e.g. smoke, emergency exits, traffic congestion). This information is entered in a special iconic language. Reversibly, the PDAs inform the users on the overall current situation of the crisis. In order to come to a shared view of the world, the knowledge that is present in the network has to be shared and fused. The proposed way to communicate is via a shared blackboard. This approach facilitates communication in a time and place independent way.

Abstract: This paper analyses the social media communications surrounding the 2015 – 2016 series of winter storms in the UK. Three storms were selected for analysis over a sustained period of time; these were storms Desmond, Eva and Frank which made landfall within quick succession of one another. In this case study we examine communications relating to multiple hazards which include flooding, evacuation and weather warnings using mainstream media content such as news stories, and online content such as Twitter data. Using a mixed method approach of content analysis combined with the application of a conceptual framework, we present (i.) the network of emergency responders managing events, (ii.) an analysis of crisis communications over time, and (iii.) highlight the barriers posed to effective social media communications during multi-hazard disasters. We conclude by assessing how these barriers may be lessened during prolonged periods of crisis.

Abstract: In a rapidly globalizing world, disasters and the way in which they are managed are changing. Social media, in conjunction with other online resources, now provide a wealth of information throughout the lifecycle of disasters and are relied upon by individuals and emergency responders alike. The study of such data as a lens for analysis has proved valuable in recent years, with many contributing to targeted emergency response protocols and improved methods for the management strategies of future crises. This study seeks to make a similar contribution by reporting on the use of such data for situational awareness during the case of hurricane Irma, which occurred between September and August 2017. Using a mixed methods approach the paper examines data from social media such as Twitter, as well as other online sources such as blogs and news media, to provide original insight into the disaster. A conceptual framework is then applied to determine the uses and users of social media, and to identify how these change throughout the course of the disaster, thus demonstrating situational awareness over time. The paper concludes with proposed improvements for disaster management and emergency response for future similar disasters, specifically in the hurricane season, in addition to more generalized hazards which are predicted to increase in their frequency and severity due to underlying issues such as climate change.

Abstract: Conceptual frameworks which seek to integrate social media uses into disaster management strategies are employed in a range of events. With continued variations to social media practices, developments in technology, and changes in online behaviors, it is imperative to provide conceptual frameworks which are relevant, current and insightful. This paper conceptualizes a range of recent literature through an inductive methodology, and presents the themes of Web accessibility and online information reliability as broad and emerging considerations for the identification of social media uses during disasters. It presents a new conceptual framework of current social media uses which may be used to supplement existing frameworks. The framework has been applied to a dataset of Tweets from the 2015 Nepal earthquake to demonstrate its validity. Suggestions for future applications are discussed.

In this context, the development of disaster management systems becomes a complex activity, both due to the unpredictability of the events to be treated and the difficulty in extracting or identifying these systems users' needs (requirements). This study aims to understand the requirements usually elicited for disaster management systems and how such requirements are identified. Thus, a systematic mapping of literature (SM) and an open-source repository mining (RM) were performed. Results bring benefits both to academics and practitioners, as detail several characteristics of disaster management systems that could assist these systems development and decision-making, besides providing inputs to guide further research.

Abstract: Big disasters as increasingly observed all over the world, often require the involvement of a large number of personnel, in particular personnel acting in the field, i.e., First Responders. By far not always local teams are sufficient. As a consequence, in particular in Europe, teams from different member states are dispatched to support the local teams. However, this bears a potential of miscommunication since it cannot be taken for granted that English is mastered to a sufficient degree by everybody to serve as lingua franca. In this paper, we present work in progress carried out in the context of the INGENIOUS project on an automatic speech translation module that facilitates the interaction between First Responders speaking different languages. The module is embedded into the Telegram Messenger Application and consists of three main modules: Automatic Speech Recognition, Machine Translation, and Text-to-Speech, which are applied in sequence. We opt for a pipeline solution instead of end-to-end speech translation in order to guarantee the availability of the original speech transcriptions and their translations.

Abstract: Rapid impact assessment in the immediate aftermath of a natural disaster is essential to provide adequate information to international organisations, local authorities, and first responders. Social media can support emergency response with evidence-based content posted by citizens and organisations during ongoing events. In the paper, we propose TriggerCit: an early flood alerting tool with a multilanguage approach focused on timeliness and geolocation. The paper focuses on assessing the reliability of the approach as a triggering system, comparing it with alternative sources for alerts, and evaluating the quality and amount of complementary information gathered. Geolocated visual evidence extracted from Twitter by TriggerCit was analysed in two case studies on floods in Thailand and Nepal in 2021. The system respectively returned a large scale and a local scale alert, both in a timely manner and accompanied by a valid geographical description, while providing information complementary to existing disaster alert mechanisms.

Abstract: This paper is about European networked crisis and disaster management and how to achieve more intelligent decision support and better collaboration. Although collaboration processes are established, the underlying information management tools today don?t support integrated electronic information management in multi-organizational scenarios. This leads to a fragmentation of relevant information into pieces held by different stakeholders. Recently, the concept of the Common Information Space has been introduced as possible solution. This paper looks to the domain of Air Traffic Management where a similar problem was tackled by a concept called System Wide Information Management. The paper starts with describing the operational context, the unresolved needs, and the derived requirements. Experiences from the Air Traffic Management domain are gathered and compared with current solution concepts from the public safety domain. The paper concludes with lessons learned during the on-going development in the public safety domain.

Abstract: In the field of information systems for disaster management there is a large variety of data formats, specifications and standards. Most of these standards only cover a specific part of this area, for example formats for geospatial data or message exchange. This diversity of isolated solutions, however, prevents those systems from interacting and exchanging data. To improve the interoperability in this sector there is a strong need for an integrated interoperable system architecture that is suitable for stand-alone systems as well as for the communication in a distributed heterogeneous system environment. This paper shows an approach for such a system architecture. It presents the Disaster Management Markup Language (DMML), which provides an architecture of data structures, services and service interfaces for crisis response systems. Furthermore, the Disaster Management Interoperability Framework (DMIF) is introduced, which supplies a software-engineering layout for DMML. Finally, the implementation of the DMMapML module is presented, which handles data involved in the situation report. The basic structure of this implementation is described and its potential contribution to the interoperability of crisis response systems.

Abstract: In the event of a disaster in Germany a so-called executive staff is set up. In support of their work they refer to emergency plans, which describe the chronological order of a set of suitable measures for a dedicated event e.g. an evacuation. These plans only exist in the form of large printed documents. Hence, the technical support for executing emergency plans is very limited. In this paper we present a model for a workflow management system (WfMS) for supporting the modeling, execution and management of emergency plans before and during a disaster. It is based on the idea that emergency plans are similar to business processes and can therefore be modeled as workflows. In contrast to most traditional WfMS, the introduced approach supports unstructured activities and their delegation as well as the management of resources. Furthermore, we analyze drawbacks of the current process for disaster management using emergency plans.

Abstract: Collaboration is the foundation to strengthen disaster preparedness and for effective emergency response actions at all levels. Some studies have highlighted that remote volunteers, i.e., volunteers supported by Web 2.0 technologies, possess the potential to strengthen humanitarian relief organizations by offering information regarding disaster-affected people and infrastructure. Although studies have explored various aspects of this topic, none of those provided an overview of the state-of-the-art of researches on the collaboration among humanitarian organizations and communities of remote volunteers. With the aim of overcoming this gap, a systematic literature review was conducted on the existing research works. Therefore, the main contribution of this work lies in examining the state of research in this field and in identifying potential research gaps. The results show that most of the research works addresses the general domain of disaster management, whereas only few of them address the domain of humanitarian logistics.

Abstract: This discussion paper focuses on conceptualizing the ultimate goal in disaster management, i.e. reduction of future risks and impacts and explicitly highlights how actions taken in various phases of integrated disaster risk management influence vulnerability and eventually overall risk characteristics. First, the advancement of the disaster management concept evolving from a cyclic perspective to a spiral view is described and the various stages of disaster management including risk analysis, mitigation, and response are explained. In an attempt to improve and advance disaster risk management, next, the concepts of foresight and prediction are described and its major differences are highlighted. Finally, the basic framework of risk governance is considered for integrating foresight and prediction and thus lifting disaster management to the next level. Active and transparent communication and participation is seen as the key for successfully implementing risk governance.

Abstract: Collaborative teamwork is becoming more common in several domains including healthcare and disaster management. While collaborative teamwork can benefit from information system (IS) support, designing IS models to support collaboration is a significant challenge owing to the variations in tasks and people that must be supported, and the different contexts within which collaboration takes place. Collaborative teamwork can vary greatly because of context, which is the integration of diverse, dynamic, and heterogeneous needs for groups to achieve a specific goal. However in the literature there has been limited emphasis on how contextual underpinnings can be incorporated into IS design. This paper uses a case study of the design of a user-driven prototype disaster management IS. We used the think aloud method to capture participant thoughts while interacting with the IS prototype. The think aloud data was analyzed and used to develop an ontology of contextual considerations to support IS design.

Abstract: Information is an essential part of disaster management. Information systems (IS) are a key means of providing the right information at the right time to support response to a disaster, and fostering collaborative facilitators such as situation awareness, common ground and communities of practice. However for these collaborative facilitators to support 'downstream events' (i.e. disaster response) they need to emerge and be grown from 'upstream' activities such as user engagement. Subsequently IS design requirements for disaster response are embedded in the community where a system will be used and it is from the community users and their needs that IS requirements must emerge. This paper presents an upstream-downstream approach for disaster management IS design. Abstract: Taxonomies are integral to systems engineering, as they structure our knowledge of a field and so provide the
foundation for technological development. We contribute such taxonomies for the field of Community
Interaction and Engagement in Crisis and Disaster Management, which represents the interface between
members of the public who commit to relief efforts and established organisations that have a pre-defined role in
crisis management. These actors are unified in their purpose to help those in need, but also set apart by their
organisational structures and modes of operation. We classify the actors of Community Interaction and
Engagement, as well as the interactions between them. Our contribution outlines areas where the application of
Information and Communication Technology can offer benefits to Community Interaction and Engagement.

Abstract: Spontaneous volunteers influence crisis and disaster relief efforts as both an effective aid and a stressing factor for emergency organisations. Managing the negative impacts of spontaneous volunteering has thus become part of command and control deliberations. In this paper, we take a closer look at integrating spontaneous volunteers into the formal response system to mitigate negative impacts.
Working with participants from formal response organisations, we gathered qualitative data regarding the management of spontaneous volunteers during the European migration crisis in 2015.
Through thematic analysis, we extracted topics to systematically describe the interaction between emergency organisations and spontaneous volunteers. As implication thereof, we propose how computer supported systems can be applied to better manage spontaneous volunteers. In our discussion, we focus on the registration process and ad hoc verification of spontaneous volunteers to better integrate them in the formal response process.

Abstract: The OSIRIS project addresses the disaster management workflow in the phases of risk monitoring and crisis management. Risk monitoring allows the continuous observation of endangered areas combined with sensor deployment strategies. The crisis management focuses on particular events and the support by sensor networks. Four complementary live demonstrations will validate the OSIRIS approach. These demonstrations include water contamination, air pollution, south European forest fire, and industrial risk monitoring. This paper focuses on the latter scenario: the industrial risk monitoring. This scenario offers the special opportunity to demonstrate the relevance of OSIRIS by covering all the aspects of monitoring, preparation and response phases of both environmental risk and crisis management. The approach focuses on non-restrictive linking in a wireless sensor network in order to facilitate the addition and removal of nodes providing open interaction primitives allowing the comfortable integration, exclusion, and modification. A management layer with an event-triggered and service-based middleware is proposed. A live lab with real fire is illustrated.
