Abstract: After large-scale disasters, diverse partner agencies rely heavily on an information-sharing environment that supports collaborative work. In the U.S., this occurs under the Incident Command System (ICS), a structured organizational framework for coordinated action. We explore obstacles to information sharing and coordinationobserved at a county-level Emergency Operations Center (EOC) operating under ICS during the response phase of a large-scale regional disaster exercise. Textual observations collected in situ are analyzed for both the effect/manifestation and cause/source of barriers to information sharing. Two-thirds of barriers that manifest as computational issues are not caused by technology breakdowns, and a third caused by unclear processes manifest as computational issues. Overall, obstacles to collaborative work that appear to be related to computational issues are generally attributable to non-technical causes. This indicates that resources directed at improving collaborative management of disasters by enhancing technological capabilities are likely to be misdirected.

Abstract: Microblogs are an opportunity for scavenging critical information such as sentiments. This information can be used to detect rapidly the sentiment of the crowd towards crises or disasters. It can be used as an effective tool to inform humanitarian efforts, and improve the ways in which informative messages are crafted for the crowd regarding an event. Unique characteristics of microblogs (lack of context, use of jargon etc) in Tweets expressed by a message-sharing social network during a disaster response require special handling to identify sentiment. We present a systematic evaluation of approaches to accurately and precisely identify sentiment in these Tweets. This paper describes sentiment detection expressed in 3698 Tweets, collected during the September 2010, San Bruno, California gas explosion and resulting fires. The data collected was manually coded to benchmark our techniques. We start by using a library of words with annotated sentiment, SentiWordNet 3.0, to detect the basic sentiment of each Tweet. We complemented that technique by adding a comprehensive list of emoticons, a sentiment based dictionary and a list of out-of-vocabulary words that are popular in brief, online text communications such as lol, wow, etc. Our technique performed 27% better than Bayesian Networks alone, and the combination of Bayesian networks with annotated lists provided marginal improvements in sentiment detection than various combinations of lists. © 2012 ISCRAM.

Abstract: The proliferation of unmanned aerial systems (i.e., drones) can provide great value to the future of search and rescue. However, with the increase adoption of such systems, issues around hybrid human-drone team coordination and planning will arise. To address these early challenges, we provide insights into the development of testbeds in the form of mixed reality games with simulated drones. This research presents an architecture to address challenges and opportunities in using drones for search and rescue. On this architecture, we develop a mixed reality game in which human players engage with the physical world and with gameplay that is purely virtual. We expect the architecture to be useful to a range of researchers an practitioners, forming the basis for investigating and training within this unique, new domain.

Abstract: The paper addresses the issue of context-aware operational decision support in emergency situations. A decision support system (DSS) developed for this purpose is implemented as a network of a set of Web-services. The Web-services try to organise a service network according to context. Here the context is proposed to be modelled as a “problem model”. It specifies problems to be solved in a particular kind of emergency situation. Context is produced based on the knowledge extracted from the application domain (application ontology) and formalised by a set of constraints. The purpose of the service network is provision the DSS with contextualised information from diverse information sources and solving problems specified in the context. In the framework of context-aware operational decision support, composition of the application ontology for the disaster management domain from the Semantic Web Ontologies is discussed and a hybrid technology of context-aware operational decision support is presented. The technology is based on ontology management, context management, constraint satisfaction, and Web Services. Application of the ideas above is illustrated by an example of a decision support system for real-time resource coordination and situation awareness for logistics management in fire response operations.

Abstract: On-line websites and applications are increasingly playing a role in disaster response and recovery. Yet with the wide variety of on-line grassroots activities that occur in such situations, it can be difficult to make sense of them. In this paper, we describe on-line behavior as socially convergent activity, interpreting it within existing sociological understandings of behavior in disaster events. We discuss seven types of convergent behavior and give examples of on-line activities for each type. By seeing these activities as an essential part of the disaster social arena, we can begin to think about how to support socially convergent phenomena in new and creative ways.

Abstract: The purpose of this work is to enhance the understanding of command and control in collectives, paying particular attention to coalition situations when multiple, typically autonomous agencies are expected to work together harmoniously. There are two different approaches to dealing with commands, one approach focuses on individual command components and the other studies the interplay between different commands. This paper is a first attempt at bringing these two views together, with the aim of understanding what is needed for human autonomous systems to work as collectives through command and control systems that achieve their full capability through “command by intent”, while also encouraging and encompassing new agile behaviour both at the individual and organizational level. We have identified key aspects of commands in collectives (both from existing literature and from our own work) and demonstrate our findings in case studies taken from hurricane Katrina, 1995 Oklahoma city bombings, the 2001 attack on the Pentagon, as well as some incidents of lower complexity, such as an oil spillage on a motorway.

Abstract: This paper details the creation of a massive (over 32,000 messages) artificially constructed 'Twitter' microblog stream for a regional emergency preparedness functional exercise. By combining microblog conversion, manual production, and a control set, we created a web-based information stream providing valid, misleading, and irrelevant information to public information officers (PIOs) representing hospitals, fire departments, the local Red Cross, and city and county government officials. Addressing the challenges in constructing this corpus constitutes an important step in providing experimental evidence that complements observational study, necessary for designing effective social media tools for the emergency response setting. Preliminary results in the context of an emergency preparedness exercise suggest how social media can participate in the work practice of a PIO concerning the assessment of the disaster and the dissemination of information within the emergency response organization and to the public.

Abstract: Collaboration awareness, as extension to organization awareness, is knowing how organizations do work and achieve their goals. This knowledge moves on a scale from stated prescribed ways of acting (such as procedures and protocols) to informal channels of communication, teamwork and decision-making. Based on available static and dynamic data, standardized insights can be given about collaboration in emergency situations in the form of organigraphs. We argue that for gaining practical collaboration awareness, both the formal structure of an organization as well as informal interactions should be inspected. Informal interaction includes informal communication channels, actual decision making on the spot and multi-disciplinary joint activities. We have implemented our system in the form of a web-based visualization tool. This tool would have been useful in the Hercules disaster, giving insights in informal information exchange, possibly preventing fatal decisions.

Abstract: Social media has enabled people to circulate information in a timely fashion, thus motivating people to post messages seeking help during crisis situations. These messages can contribute to the situational awareness of emergency responders, who have a need for them to be categorised according to information types (i.e. the type of aid services the messages are requesting). We introduce a transformer-based multi-task learning (MTL) technique for classifying information types and estimating the priority of these messages. We evaluate the effectiveness of our approach with a variety of metrics by submitting runs to the TREC Incident Streams (IS) track: a research initiative specifically designed for disaster tweet classification and prioritisation. The results demonstrate that our approach achieves competitive performance in most metrics as compared to other participating runs. Subsequently, we find that an ensemble approach combining disparate transformer encoders within our approach helps to improve the overall effectiveness to a significant extent, achieving state-of-the-art performance in almost every metric. We make the code publicly available so that our work can be reproduced and used as a baseline for the community for future work in this domain.

Abstract: In emergencies, preparation is of paramount importance but it is not sufficient. As we know, emergency agencies develop extensive (text) plans to deal with accidents that could occur in their territories; their personnel train to enact such procedures, but, despite that, the unpredictable conditions that occur during an emergency require the ability to adapt the plan promptly. This paper deals with the last mile of a process we defined for enabling the adaptive execution of such emergency plans. In previous works, we discussed how to convert a free-text plan into a structured-text form, represent this plan using standard modelling notations, and extract goals that plans prescribe to be fulfilled. In this paper, we propose an approach for executing these plans with a workflow execution engine enriched by the capability to support runtime adaptation.

Abstract: In the aftermath of disasters, information is of the essence for humanitarian decision makers in the field. Their concrete information needs is highly context-influenced and often they find themselves unable to access the right information at the right time. We propose a novel ICT-based approach to address these information needs more accurately. First, we select a group of in-field decision makers and collect their concrete information needs in the disaster aftermath. We then review to what extent existing data and tools can already address these needs. We conclude that existing solutions fall short in meeting important information needs of the selected group. We describe the design of an information system prototype to address these gaps more accurately. We combine data of the International Aid Transparency Initiative and the Humanitarian Data Exchange to form the data-backend of our system. We describe our implementation approach and evaluation plan.

Abstract: With the advancement and proliferation of technology, non-profit organisations have embraced social media platforms to improve their operational capabilities through brand advocacy, among many other strategies. The effect of such social media campaigns on these institutions, however, remains largely underexplored, especially during disaster periods. This work introduces and applies a quantitative investigative framework to understand how social media influence the behaviour of donors and their usage of these platforms throughout (natural) disasters. More specifically, we explore how on-line engagement – as captured by Facebook interactions and Google search trends – corresponds to the donors’ behaviour during the catastrophic 2019–2020 Australian bushfire season. To discover this relationship, we analyse the record of donations made to the Australian Red Cross throughout this period. Our exploratory study reveals that social media campaigns are effective in encouraging on-line donations made via a dedicated website. We also compare this mode of giving to more regular, direct deposit gifting.

Abstract: Modeling the complex decision problems faced in the coordination of disaster response as a scheduling problem to be solved using an optimization algorithm has the potential to deliver efficient and effective support to decision makers. However, much of the utility of such a model lies in its ability to accurately predict the outcome of any proposed solution. The stochastic nature of the disaster response environment can make such prediction difficult. In this paper we examine the effect of unknown disruptions to the road transport network on the utility of a disaster response scheduling model. The effects of several levels of disruption are measured empirically and the potential of using real-time information to revise model parameters, and thereby improve predictive performance, is evaluated.

Abstract: While multilingual translation needs (from one or more language(s) to one or more others) in disaster events are a “perennial issue” among responders in crisis-affected communities (Crowley & Chan, 2011) and calls are being made to consider the access to (and translation of) information during crisis a human right (Greenwood et al., 2017), the literature that deals with intralingual translation in disaster is limited in places where it should thrive, such as crisis communication, translation studies, and rhetoric. Intralingual translation is of increasing relevance in disaster not only because of potential variability in literacy levels among those affected (O’Brien, 2020) but because responding to/planning for disaster requires an understanding of the ‘operational’ terms used (but not always shared) by other responding agencies in the field. This paper calls for increased attention to intralingual translation needs in disaster and introduces a translation technology (“Aphorme”) designed to mitigate those needs.

Abstract: Unmanned aerial vehicles (UAV) provide multiple opportunities to first responders and disaster managers, especially as they continue to improve in affordability as well as capabilities. This paper provides a brief review of how UAV capabilities have been used in disaster management, examples of current use within disaster management, as well as adoption considerations. Example disaster domains include fires, tornadoes, flooding, building and dam collapses, crowd monitoring, search and rescue, and post disaster monitoring of critical infrastructures. This review can increase awareness and issues when considering UAVs by those challenged with the management of crisis and disaster events.

Abstract: As natural and man-made disasters become increasingly common, ensuring effective disaster response, mitigation and recovery is growing into a high-priority task for governments and administrations globally. This paper describes the challenges of collaboration within multi-organisational hastily formed networks for post-disaster response, which are increasingly relying on emerging ICT infrastructures for communication and cooperation. We present an interdisciplinary analysis of the conditions for establishing an effective mutual conversation space for involved stakeholders, and how the development of socio-technological systems affects cognitive and behavioural aspects such as established communities of practice and virtual pockets of local order. Our observations thus far suggest that some of the key issues are overcoming organisational and cultural heterogeneity, and finding solutions for technical interoperability, to ensure effective, pervasive and sustainable information exchange within and between organisations participating in hastily formed networks.

Abstract: The unique and dynamic changing nature in which a disaster unfolds forces emergency personnel involved with the mitigation process to be greatly flexible in their implementation of protocols. In past disasters the incapability of the disaster organization to swiftly adjust the workflow to the changing circumstances, has resulted in unnecessary delays and errors in mitigation. Addressing this issue, we propose and demonstrate a method for simulating disasters for work and protocol optimization in disasters response (TAID), based on the BRAHMS multi-agent modeling and simulation language. Our hypothesis is that this low fidelity simulation environment can effectively simulate work practice in dynamic environments to rearrange workflow and protocols. The results from an initial test simulation of the Hercules disaster at Eindhoven airport in the Netherlands look promising for future and broader application of our disaster simulation method.

Abstract: Social media generates large amounts of almost real-time data which has proven valuable in disaster response. Specially for providing information within the first 48 hours after a disaster occurs. However, this potential is poorly exploited in operational environments due to the challenges of curating social media data. This work builds on top of the latest research on automatic classification of social media content, proposing the use of ensemble learning to help in the classification of social media images for disaster response. Ensemble methods use multiple learning algorithms to obtain better predictive performance than could be obtained from any of the constituent learning algorithms alone. Experimental results show that ensemble learning is a valuable technology for the analysis of social media images for disaster response,and could potentially ease the integration of social media data within an operational environment.

Abstract: The regulatory environment is no longer the primary hindrance to the full application of telecommunications technology in the service of emergency response, disaster prevention and relief, and crisis management. Nowadays the restricting factor is the lack of knowledge about the capabilities, but also the limitations, of the multitude of specialized and of public communication systems. This paper will analyze the situation with the help of some practical examples and will recommend an interdisciplinary multi-stakeholder based approach to an educational concept for emergency and disaster telecommunications.
