Abstract: Disaster management and risk prevention in Algeria have undergone many changes in the recent years. Important efforts have been provided on the legal and organizational sides to set the right conditions for an integrated and collaborative framework for disaster management in the country. The aim is to address the lack of information sharing, coordination and collaboration among the involved organizations. However, although the enhancement of the organizational arrangements, several problems persist mainly related to the implementation of these measures. To address this issue, in this paper, we propose an IT based platform in the field of risks prevention and disaster management (DM). This platform provides decision support, enables information sharing, helps to enhance public awareness regarding risks and disasters, supports communication and dissemination of information and alerts in disaster situations and facilitates the implementation of regulation related to disaster management.

Abstract: Despite the growing awareness of the untapped potential of the affected population in a disaster situation, their inclusion in a disaster management is extremely limited. This study aims to survey the literature to see whether utilizing the affected people and prevalent mobile technology can be used during disaster response. The idea is to provide the affected with a way to lead themselves to safety and empower them to serve as distributed active sources of information. This way, those people will reach safety by themselves, while at the same time helping to construct a clear image of the disaster situation without burdening the already overwhelmed emergency services. This study examines knowledge derived from disaster sociology, draws on experience from recent disasters, and extrapolates current technological solutions. By establishing that such a solution is feasible, it offers a basis for empirical studies on a mobile technology that can be used during disaster response. © 2012 ISCRAM.

Abstract: Natural and human-made disasters create unparalleled challenges to Disaster Situation Management (DSM). One of the major weaknesses of the current DSM solutions is the lack of comprehensive understanding of the overall disaster operational situation, and very often making decisions based on a single event. Such weakness is clearly exhibited by the solutions based on the widely used Belief-Desire-Intention (BDI) models for building the Muiti-Agent Systems (MAS). In this work we present the adaptation of the AESOP situation management architecture to address the requirements of disaster relief operations. In particular, we extend the existing BDI model with the capability of situation awareness. We describe how the key functions of event collection, situation identification, and situation assessment are implemented in MAS architecture suitable to the characteristics of large-scale disaster recovery. We present the details of a BDI agent in this architecture including a skeleton ontology, and the distributed service architecture of the AESOP platform.

Abstract: The goal of the paper is to discuss the framework for an interdisciplinary human-computer interactive technology that facilitates information and resource exchange and forms core groups for crisis management. The social networks discussed here are designed to incorporate local knowledge and participation and to foster institutional and academic ties by modeling interrelationships among global communities and exploring policy options. Social interactions between individuals and organizations are explored especially in situations when directed responses are helpful in predicting the complex interplay between social, political, and technological systems and practices that result in a transfer of information and resources in disaster situations. In the future, such networks shall identify patterns through which groups interact in responding to critical issues and shall incorporate more complicated actions by individuals and organizations allowing them to move away from a rigid path to manage disasters via the most situationally appropriate routes.

Abstract: This paper describes the Disaster Portal, a multi-faceted information portal for use by citizens and emergency personnel during disasters and emergency response. This portal is the result of a collaboration between the RESCUE project at UC-Irvine and the City of Ontario, California Fire Department (OFD). The portal provides a wide range of real-time information in disaster situations, such as situation summaries, announcements, shelter information, and aggregated services such as family reunification and donation management. A first version of this portal was developed and deployed by the City of Ontario in September 2007. The current system serves as a base to develop and refine results from several areas of research which are being incorporated into the existing system to provide additional or advanced capabilities. We provide an overview of the portal's capabilities, followed by technical details on the system architecture and implementation. We describe the experience of deployment of the system in the recent California wildfires. Finally we describe work in progress on several advanced capabilities.

Abstract: Disaster recovery operations rarely proceed smoothly and disruptions often require the redistribution of relief items. Such a redistribution has to be carried out taking into account both the current disruption and the uncertainty regarding possible future incidents in the respective area. As decisions have to be made fast in humanitarian operations, extensive optimization runs cannot be conducted in such a situation. Nevertheless, sensible decisions should be made to ensure an efficient redistribution, considering not only satisfaction of needs but also operational costs, as the budget is usually scarce in the recovery phase of a disaster. In this work, different scenarios are generated and then solved with a multiobjective optimization model to explore possible developments. By evaluating the results of these scenarios, decision rules are identified which can support the decision maker in the actual disaster situation in making fast, but nevertheless well-founded, decisions.

Abstract: The increased use of social media, such as Twitter, was widely reported on Japanese media after the Great East Japan Earthquake of March 11, 2011. This study is a qualitative investigation of the use of Twitter by the stranded commuters and their supporters in the Tokyo metropolitan area immediately after the earthquake. This paper describes the possibilities and problems of Twitter use under a rapidly changing disaster situation. During the first evening of this disaster, the Japan Railroad and other railroad systems ceased their operations in the Tokyo area. This left more than five million commuters stranded in the area. Many commuters walked hours to return home, while others struggled to find temporary shelter and stayed overnight in the city. This study also explores if Twitter was an effective navigator for helping stranded commuters return home or find shelter.

Abstract: The disaster resilience triangle is a simple but effective tool for illustrating the relationship between the initial impact of a disaster event and the subsequent time to recovery. This tool can also be expanded, however, to provide an analytic measure of the level of resilience exhibited by a particular entity in a given disaster situation. We build upon the previous work in this area by developing a new approach for visualizing and analyzing the tradeoffs between the two primary defining characteristics of the disaster resilience triangle. This new approach supports strategic decision making in a disaster planning environment by providing a straightforward means for directly comparing the relative predicted resilience of different critical facilities within an organization, with respect to both location and type of risk.

Abstract: Although quantitative analytical information systems are an important resource for supporting decision-making in disaster operations management, not all aspects of a disaster situation can be easily quantified. For example, although the concept of the disaster resilience of a community has a technical dimension within which one can measure the resistance of the infrastructure against, and the speed of its recovery from, a disaster event, it also has social, organizational, and economic dimensions within which these characteristics may be more difficult to measure. This work-in-progress paper introduces a quantitative framework within which the multi-dimensional nature of such disaster resilience can be represented in a concise manner. This can help to improve understanding of the complexities associated with the concept, and thus directly support decision-making in disaster operations planning and management.
