Abstract: Effective decision-supporting visualization is critical for strategic, tactic, and operational management before and during a large-scale climate or extreme weather emergency. Most emergency management applications traditionally consist of map-based event and object visualization and management, which is necessary for operations, but has small contribution to decision makers. At the same time, analytical models and simulations that usually enable prediction and situation evaluation are often analyst-oriented and detached from the operational command and control system. Nevertheless, emergencies tend to generate unpredictable effects, which may require new decision-support tools in real-time, based on alternative data sources or data streams. In this paper, we advocate the use of dashboards for emergency management, but more importantly, we propose an intelligent mechanism to support effective and efficient utilization of data and information for decision-making via flexible deployment and visualization of data streams and metric displays. We employ this framework in the H2020 beAWARE project that aims to develop and demonstrate an innovative framework for enhanced decision support and management services in extreme weather climate events.

Abstract: What are effective ways to train students for designing Emergency Management Information Systems and for working with distant partners on EMIS projects? This paper describes the results of a project whose goal is to assess the effectiveness of Partially Distributed Teams (PDTs) as a pedagogical strategy. A PDT is one type of distributed team, in which two or more co-located subgroups use information and communication technology to collaborate on a task. Much of emergency management involves cross-organizational and often cross-national collaboration in this form. Students need, but lack, learning experiences focused on how to work effectively in such situations. This field study involved more than 700 students from universities in eight countries, working in 80 teams on an EMIS software requirements task. Results indicate that students report positive learning experiences, with international students in international teams reporting the most positive experiences. There are also significant differences among universities.

Abstract: Serious games and virtual environments are increasingly used for emergency management training and research. The development of these technologies seems to contribute to a solution to some problems in the existing literature on emergency management which is mainly based on case study research. However, using virtual technology for research also introduces new difficulties. This paper describes the advantages and drawbacks of using serious games for research and reviews eight recently published studies that make use of virtual environments. The review focuses on the external validity of serious games as this is a challenging issues for research that involves virtual environments. The paper concludes with some recommendations to increase the external validity of future research with serious games.

Abstract: Disaster response requires communications among all affected parties including emergency responders and the affected populace. Wireless telecommunications, if available through a fixed structure cellular mobile network, satellites, portable station mobile networks and ad hoc mobile networks, can provide this means for such communications. While the deployment of temporary mobile networks and other wireless equipment following disasters has been successfully accomplished by governmental agencies and mobile network providers following previous disasters, there appears to be little optimization effort involved with respect to maximizing key performance measures of the deployment or minimizing overall 'cost' (including time aspects) to deploy. This work-in-progress does not focus on the question of what entity will operate the portable base during a disaster, but on optimizing the placement of mobile base stations or similar network nodes for planning and real time management purposes. An optimization model is proposed for the staging and placement of portable base stations to support disaster relief efforts.

Abstract: The explosion of an improvised nuclear device (IND), in any American city, would cause devastating physical and social impacts. These impacts would exceed the response capabilities of any city, state or region. The potential loss and suffering caused by an IND detonation can be dramatically reduced through informed planning and preparedness. By incorporating estimates of the impacts associated with the detonation of an IND into the planning process, jurisdictions can estimate the scale and scope of their response requirements. A prototype, computer-based tool was developed to quantify the human impacts associated with an IND detonation. Using various types of information such as the approximation of the prompt radiation footprint, blast footprint, and thermal footprint of the detonation, along with an estimation of the level of protection provided by building structures the system calculates the number and type of injuries that can be expected in a monocentric urban area.

Abstract: Several studies and observations regarding past earthquakes such as 1989 Loma Prieta, 1994 Northridge, or 1999 Marmara earthquakes have shown the importance of lifeline systems functionality on response and recovery efforts. The general direction of studies on simulating lifelines seismic performance is towards achieving more accurate models to represent the system behavior. The methodology presented in this paper is a product of research conducted in the Mid-America Earthquake Center. Electric power, potable water, and natural gas networks are modeled as interacting systems where the state of one network is influenced by the state of another network. Interdependent network analysis methodology provides information on operational aspects of lifeline networks in post-seismic conditions in addition to structural damage assessment. These results are achieved by different components of the tool which are classified as structural and topological. The topological component analyzes the post seismic operability of the lifeline networks based on the damage assessment outcome of the structural model. Following an overview of the models, potential utilizations in different phases of disaster management are briefly discussed.

Abstract: This paper presents our work on developing a system for Internet monitoring and knowledge extraction from different web documents which contain information about disasters. This system is based on ontology of the disasters domain for the knowledge extraction and it presents all the information extracted according to the kind of the disaster defined in the ontology. The system disseminates the information extracted (as a synthesis of the web documents) to the users after a filtering based on their profiles. The profile of a user is updated automatically by interactively taking into account his feedback.

Abstract: Although quantitative analytical information systems are an important resource for supporting decision-making in disaster operations management, not all aspects of a disaster situation can be easily quantified. For example, although the concept of the disaster resilience of a community has a technical dimension within which one can measure the resistance of the infrastructure against, and the speed of its recovery from, a disaster event, it also has social, organizational, and economic dimensions within which these characteristics may be more difficult to measure. This work-in-progress paper introduces a quantitative framework within which the multi-dimensional nature of such disaster resilience can be represented in a concise manner. This can help to improve understanding of the complexities associated with the concept, and thus directly support decision-making in disaster operations planning and management.

Abstract: In this paper we describe our work in progress on RAVEN, a framework, which makes it possible to build applications for collaborative editing of structured data on Android. RAVEN offers developers compile time tools, which use only the schema to generate all database handling components, edit and list user interfaces, as well as those needed for data synchronization, significantly reducing development effort. In addition, RAVEN also offers the ability to do the same work, entirely at runtime, using only a smartphone. With RAVEN it is possible to construct data oriented applications on phone at any time, including during a disaster. Users can share their applications simply by sharing the database and corresponding schema. Thus, RAVEN enables completely decentralized application creation, sharing, and data distribution, avoiding issues of connectivity to centralized resources. In this paper we show that with RAVEN it is possible to construct a new application at runtime and compare the results with an equivalent custom-built application. © 2012 ISCRAM.

Abstract: Natural disasters and emergencies create the need for communication between and among the affected populace and emergency responders as well as other parties such as governmental agencies and aid organizations. Such communications include the dissemination of key information such as evacuation orders and locations of emergency shelters. In particular, the coordination of efforts between responding organizations require additional communication solutions that typically rely heavily on wireless communications to complement fixed line infrastructure due to the ease of use and portability. While the deployment of temporary mobile networks and other wireless equipment following disasters has been successfully accomplished by governmental agencies and network providers following previous disasters, there appears to be little optimization effort involved with respect to maximizing key performance measures of the deployment or minimizing overall cost to deploy. This work does not focus on the question of what entity will operate the portable base stations or wireless equipment utilized during a disaster, only the question of optimizing placement for planning and real time management purposes. This work examines current wireless network optimization models and points out that none of them include the necessary variables for a disaster planning or emergency deployment context. Due to the fact that the choice of wireless technology impacts the nature of an overall model, a brief discussion of exemplar wireless technologies is included. The work also proposes criteria that must be taken into account in order to have a useful model for deployment of mobile base stations and related wireless communications equipment.

Abstract: A high level conceptual model is presented of factors hypothesized to be key determinants of the effectiveness of decision making in large scale disasters, grounded in the literature on disaster management. ICT robustness (including the use of social media) sensemaking, and the effectiveness of decision making processes by the multi-organizational Partially Distributed Teams that must cooperate are accorded key roles in the process model. The outcomes of the decision making processes modeled are decisions, in terms of timeliness and quality.

Abstract: This work in progress paper discusses analytically characterizing nonlinear recovery behavior through the context of the derecho windstorm that struck the mid-Atlantic United States in the summer of 2012. The focus is on the recovery efforts of the Appalachian Power Company, and the discussion includes a look at the need for communicating the progress of such recovery efforts to the public. Publicly available recovery data is analyzed and compared with respect to the relative behaviors exhibited by two different nonlinear recovery processes, and some of the implications for understanding the efficiency of different disaster recovery operations are discussed.

Abstract: During a disaster, health and medical decision makers need accurate, timely information. However, it is seldom readily available to the right decision makers, at the right time. Quite a number of databases currently exist with information about health and medical organizations which decision makers need during a disaster. Some of these databases have functions that facilitate decision-making and communication before, during and after a disaster. In theory, linking several existing databases will supply this information. Also, other functions can be provided in one package for incident management and monitoring of the preparedness capacity of a State's health and medical systems. But, this has not happened yet in Florida. This research assessed the different users needs, defined the information required to make good decisions and is testing a pilot decision support system of linked databases.
