Abstract: This paper describes the Disaster Portal, a multi-faceted information portal for use by citizens and emergency personnel during disasters and emergency response. This portal is the result of a collaboration between the RESCUE project at UC-Irvine and the City of Ontario, California Fire Department (OFD). The portal provides a wide range of real-time information in disaster situations, such as situation summaries, announcements, shelter information, and aggregated services such as family reunification and donation management. A first version of this portal was developed and deployed by the City of Ontario in September 2007. The current system serves as a base to develop and refine results from several areas of research which are being incorporated into the existing system to provide additional or advanced capabilities. We provide an overview of the portal's capabilities, followed by technical details on the system architecture and implementation. We describe the experience of deployment of the system in the recent California wildfires. Finally we describe work in progress on several advanced capabilities.

Abstract: The increasingly sophisticated sensors supported by modern smartphones open up novel research opportunities, such as mobile phone sensing. One of the most challenging of these research areas is context-aware and activity recognition. The Smart Rescue project takes advantage of smartphone sensing, processing and communication capabilities to monitor hazards and track people in a disaster. The goal is to help crisis managers and members of the public in early hazard detection, prediction, and in devising risk-minimizing evacuation plans when disaster strikes. In this paper we suggest a novel smartphone-based communication framework. It uses specific machine learning techniques that intelligently process sensor readings into useful information for the crisis responders. Core to the framework is a content-based publish-subscribe mechanism that allows flexible sharing of sensor data and computation results. We also evaluate a preliminary implementation of the platform, involving a smartphone app that reads and shares mobile phone sensor data for activity recognition.

Abstract: Emergency management situations are highly complex and require the collaboration of multiple parties for adequate responses to incidents. The design and validation of effective emergency response systems is critical in order to improve the overall effectiveness of teams tasked to manage emergency situations. We report ongoing work whose objective is to increase the efficiency of emergency response solutions through iterative cycles of human in-the-loop simulation, modeling, and adaptation. Ultimately, this cycle could either be achieved offline for complex adaptation (e.g., development of a novel interface), or online to provide timely and accurate decision support during an emergency management event. Abstract: This work in progress investigates the communication issues encountered and the strategies used by local government to communicate electronically with disaster affected individuals in the immediate aftermath of the February 2011 earthquake in Christchurch, NZ. It also provides a preliminary examination of the effects of information access on individual perceptions of community resiliency. We draw from a variety of data sources, including field research, interviews, and focus groups with local community members. Ongoing survey research will be integrated into future papers and presentations. Abstract: Informal communication channels are often the primary means by which time-sensitive hazard information first reaches members of the public. The capacity for informal communications has been recently transformed by the widespread adoption of social media technologies, such as the micro-blogging service Twitter, which allows individuals to interact with a broad audience over great distances. During a disaster or crisis event, this networked communication mechanism provides a means to communicate information and facilitate collaboration both locally and among distributed networks. This paper examines the use of Twitter following a technological disaster, showing how geographically dispersed individuals broadcast information about the impact of the disaster and its long-term effects, in contrast with the dearth of participation among public officials and industry representatives. Non-local users challenged authoritative accounts of the disaster and corrected misinformation. Conclusions are provided for policy makers and suggestions are offered for further research.

Abstract: Informal online communication channels are being utilized for official communications in disaster contexts. Channels such as networked microblogging enable public officials to broadcast messages as well as engage in direct communication exchange with individuals. Here we investigate online information exchange behaviors of a set of state and federal organizations during the Deepwater Horizon 2010 oil spill disaster. Using data from the popular microblogging service Twitter, we analyze the roles individual organizations play in the dissemination of information to the general public online, and the conversational microstructure of official posts. We discuss characteristics and features of following networks, centrality, and conversational dynamics that may affect information exchange in disaster. This research provides insight into the use of networked communications during an event of heightened public concern, describes implications of conversational features, and suggests directions for future research. © 2012 ISCRAM.

Abstract: Opportunities for participation by members of the public are expanding the information arena of disaster. Social media supports “backchannel” communications, allowing for wide-scale interaction that can be collectively resourceful, self-policing, and generative of information that is otherwise hard to obtain. Results from our study of information practices by members of the public during the October 2007 Southern California Wildfires suggest that community information resources and other backchannel communications activity enabled by social media are gaining prominence in the disaster arena, despite concern by officials about the legitimacy of information shared through such means. We argue that these emergent uses of social media are pre-cursors of broader future changes to the institutional and organizational arrangements of disaster response.

Abstract: Social media enables fast information exchange and status reporting during crises. Filtering is usually required to
identify the small fraction of social media stream data related to events. Since deep learning has recently shown to
be a reliable approach for filtering and analyzing Twitter messages, a Convolutional Neural Network is examined for
filtering crisis-related tweets in this work. The goal is to understand how to obtain accurate and robust filtering
models and how model accuracies tend to behave in case of new events. In contrast to other works, the application
to real data streams is also investigated. Motivated by the observation that machine learning model accuracies
highly depend on the used data, a new comprehensive and balanced compilation of existing data sets is proposed.
Experimental results with this data set provide valuable insights. Preliminary results from filtering a data stream
recorded during hurricane Florence in September 2018 confirm our results.

Abstract: Emergency management is by its nature, and in some jurisdictions by its definition, an activity that requires a concerted effort by a number of governmental and non-governmental agencies. There is a growing appreciation that collaboration between these parties is best served through the use of interoperable standards for message formats for purposes such as alerting and resource exchange. However, it is also important to realize that, although much advantage can be drawn from standardizing certain aspects of communication, such as the structure of messages, different agencies will use different vocabularies. In this paper we discuss how ontologies can be used with standard messaging formats for resource messaging to enable intelligent decision support mechanisms in the presence of differing vocabularies across organizational boundaries. We also present a survey of the opportunities for using ontologies in emergency management, and the issues that must be addressed.

Abstract: Inter-organizational issues are very challenging in emergency management (EM). In this paper, aspects of information and communication technologies (ICT), geographical information systems (GIS) and geospatial data (GSD) in the Swedish EM system, an EM system involving a large number of EM organizations, are reported based on a case study. The issues concerned include separated ICT & GIS development between organizations and formation of technological coalitions, problems of identification and access of GSD, located through the large number organizations, as well as uncoordinated launching of web-based GIS service. Possible implications of this situation for command and control are discussed. Additionally, areas for further research are suggested.

Abstract: Swedish municipalities are stimulated to conduct emergency management exercises in addition to developing crisis plans. These exercises tend to be grounded in an instrumental philosophy. There is too much focus on doing the exercise and too little attention for the implementation of lessons learned afterwards. A common experience is that the same 'mistakes' are discovered again and again in yearly exercises. Furthermore there is a paradoxical balance between empowering the organization in its learning process (positive feedback) and revealing the failures (negative feedback). In this paper we reflect on the learning process in a Swedish municipality in 2006 where two emergency management exercises were held and where a minor and a major crisis occurred during the year. We argue that the longitudinal learning process should be the focus in stead of ad hoc exercises. In addition we develop some requirements for emergency management training from a 'passion for failures' perspective.

Abstract: Humanitarian decision makers rely on timely and accurate information for decision-making. Since satisfactory disaster response is key to building public trust and confidence, they need to monitor and track disaster related discourse to gauge public perception and to avert public relations disasters. Social media, e.g., the blogosphere, has empowered citizens to provide content and has increased information diversity. The challenge is to make sense of this diverse and noisy data and interpret results in context. For example, search results can be clustered around an event or occurrence at some geo-location and time. Personalization and recommendations can further filter content and focus on the most relevant and important data. We apply our research on event detection and recommendation to support event based search and apply it to a large blog collection (blog.spinn3r.com).

Abstract: Emergency management personnel often face feedback delays and a lack of reliable information. To address this problem, new information technologies have been developed that can provide real-time, image-based feedback. While potentially useful, this trend represents a fundamental shift in both the timing and format of the information used by incident commanders (ICs). Eight ICs took part in a simulation exercise to determine the potential impact of real-time imaging on their decision-making. Nearly all of the ICs failed to detect important changes in the situation that were not captured in the imaging but that were available via other, more traditional data sources. It appears that the ICs placed an inappropriately high level of trust in the imaging data, resulting in reduced data search activities and hypothesis generation. This research helps practitioners anticipate and guard against undesirable effects of introducing similar technologies on training and operational procedures.

Abstract: The US has not yet developed adequate models for estimating hazard generated needs, the necessary first step for developing useful decision support systems needed to estimate the capability and capacity of the response forces required. Modeling and technology required to support the decisions made by humanitarian relief organizations requires scenario driven catastrophic planning. This paper documents the lack of effective decision support tools and systems for humanitarian aid and describes the current state of models and methods used for determination of hazard generated needs. The paper discusses work performed on a catastrophic earthquake preparedness project. It outlines how the results of this project will be used to advance the modeling and decision support capabilities of federal, state and local disaster planners and emergency responders.

Abstract: This paper presents results from a field experiment of IT-use in emergency response work of a fire crew. A prototype has been developed to probe for instances of sensemaking supported by IT-use in such work. The findings have been analyzed in relation to research on design of emergency management information systems and sensemaking theory. Key findings from the field experiment suggest that there is a potential conflict between the role-based emergency management information systems and the shared use of information technology of first responders. Further it is advocated that prototypes should be used to explore the extrinsic of the work practice difficult to uncover using only direct-observation or interviews.

Abstract: We are interested in recurrent disaster forecasts; these are events such as annual cyclones in the Caribbean, earthquakes along the Ring of Fire and so on. These crises, even small- or medium-sized, are, in fact, critical for the emergency response of humanitarian organizations inasmuch as the sum of casualties and losses attained are as deadly as those that are considered exceptional. The aim of our research is to show that it is possible to use traditional forecasting methods such as: causal methods (which include the use of linear regression functions, non-linear, multivariate, etc.), time series (which include simple moving average, weighted moving average, exponential smoothing, trend-adjusted exponential smoothing, etc.) and so on, if the historical data keeps, among other criteria, its patterns, frequency, and magnitude, in a sustainable manner. Finally, an example to forecast recurrent earthquakes in Peru is presented.

Abstract: Despite the significant advances that software and hardware technologies have brought to the emergency management field, some islands remain where innovation has had little impact. Among them, emergency plan management is of particular relevance due to their key role in the direction of teams during responses. Aspects like coordination, collaboration, and others are spread in plain text sentences, impeding automatic tool support to improve team per-formance. Moreover, administrative management of plans becomes a mere document management activity. In this paper, we present SAGA, an architecture that supports the full lifecycle of advanced emergency plan management. By advanced we mean plans that include new types of interaction such as hypermedia and advanced process definition languages to provide precise specification of response procedures. SAGA provides all the actors involved in plan management a number of tools supporting all the stages of the plan lifecycle, from its creation to its use in training drills or actual responses. It is intended to be instantiated in systems promoted by civil defense agencies, providing administrative support to plan management; additionally, editing tools for plan designers and tools for analysis and improvement of such plans by organizations are provided. Plan enactment facilities in emergency response are also integrated. To our knowledge, it is the very first proposal that covers all the aspects of plan man-agement. © 2012 ISCRAM.

Abstract: It has long been recognized that the management of emergencies requires that response organisations act flexibly, becoming an “emergent organisation” to better manage the fact that disasters do not follow scripts. Nevertheless, recent research shows that crisis response organisations prefer to follow patterns adequate for normal situations. Arguably, the resistance to become an emergent organisation could be related to poor understanding of how to move from disorganisation to self-organisation. We extend a recent system dynamics work by Tu, Wang and Tseng, describing the transition from disorganisation to self-organisation in the Palau case, to analyse the management of disorganisation in the fatal Hatlestad landslide in Norway. We suggest that the causal structure of the system dynamics model describing the Palau and the Hatlestad case should be considered a candidate for an emergent “middle-range theory” describing the management of disorganisation in emergencies. We propose specific data collection to test the candidate theory.

Abstract: Simulation is an interdisciplinary science applicable to many branches of knowledge. One field in which simulation is relevant is decision making support (DMS), in which we use computers to run models of real or possible scenarios in order to evaluate alternative actions before carrying them out. We will obtain a useful simulation system only when the model (engine of the simulation process) has been made accurately to represent reality. Thus it is necessary to use a methodology that helps us to construct a simulation system. This paper presents some classifications of simulation systems and an introduction to the Monte Carlo method, with the objective of creating a framework of application of this method for the construction of simulation systems for decision making support in crisis management. One area of applicability is scenario-based simulations for training for cross-national teams to cooperate in large scale disasters. The final aim of this research will be the recommendation of standards and methodologies to build simulation systems in crisis management, specifically in decision making support. © 2012 ISCRAM.

Abstract: Disaster Management has received a lot of attention over the last twenty years, and can now be considered a full research area. But a gap exists between research work proposals and their applications on the field. This is particularly true regarding quantitative approaches. One of the main issues is that the scenarios used to design and validate the proposals are often not accurate and/or too simple compared to the complexity of real situations. Designing realistic scenarios is of prime importance to be able to propose relevant quantitative models which could be implemented by practitioners. This paper tackles this problem by proposing a structured methodology which aims at defining realistic disaster scenarios. The case of earthquakes management in Peru is used to illustrate the consistency of our proposal.

Abstract: Although one of the dominant paradigms in managing disaster operations is that of modeling decisions around the activities of humanitarian organizations, recent literature has highlighted the importance of managing disaster operations from the perspective of the affected community. Modeling community-driven disaster operations has a unique set of challenges, however, several of which are highlighted in this research effort. These include engaging the community and coordinating amongst multiple decision makers, defining a clear community objective, and planning with long decision horizons. Using the urban area of Portsmouth, Virginia as a case study, this work in progress paper demonstrates a decision approach which addresses these critical elements of community-driven disaster operations management.
