Abstract: A conceptual model is developed of the events that can comprise a dynamic cross impact model of performance of a collection of organizations seeking to respond effectively to an emergency or disaster. It might also be used to model a single organization made up of organizational units. This paper provides a concise overview of the literature that supports the creation of the cross-impact event set. The major goal is to engage other professionals who might aid in supplying a collaborative set of estimates for the relative impacts among the events in what would be an asynchronous online Delphi Process.

Abstract: Interorganizational coordination is crucial among human services providers responsible for responding to both personal and widespread crises. Too often, however, agencies providing disaster relief, shelter, and connection to other social service systems operate in information silos. Moreover, organizations that assist the same people may be duplicating services or ineffectively providing services to those in need. In the past, there has been no easy way for human service organizations to share information about clients, resources, and services. Over the last decade, distinct initiatives have begun to standardize data collection, storage, and transmission standards within human service domains. This paper describes several human services standards currently in use or under development in the United States and discusses how each support distinct, yet related, human service information management during disasters. The paper concludes with a call for the development of an overarching human services data interoperability standard.

Abstract: Indian tribes have a special relationship with the federal government that dates back to the establishment of the United States. Federal disaster law, however, treats tribes as local governments and gives little weight to the historic relationship and lands of tribes. Instead of communicating as sovereign governments, tribes must first submit a disaster request to state officials, who then have discretion in transmitting the information to the federal government. This additional step in communication harms two important goals in disaster response on tribal lands: Efficiency and respectfulness in emergency communication and assistance. This paper examines how the legal framework that frames that intergovernmental communication. With this short introduction, this paper hopes to draw attention to the unique characteristics of tribal government, Indian law, and disasters on tribal land. © 2012 ISCRAM.

Abstract: In this paper we describe our work in progress on RAVEN, a framework, which makes it possible to build applications for collaborative editing of structured data on Android. RAVEN offers developers compile time tools, which use only the schema to generate all database handling components, edit and list user interfaces, as well as those needed for data synchronization, significantly reducing development effort. In addition, RAVEN also offers the ability to do the same work, entirely at runtime, using only a smartphone. With RAVEN it is possible to construct data oriented applications on phone at any time, including during a disaster. Users can share their applications simply by sharing the database and corresponding schema. Thus, RAVEN enables completely decentralized application creation, sharing, and data distribution, avoiding issues of connectivity to centralized resources. In this paper we show that with RAVEN it is possible to construct a new application at runtime and compare the results with an equivalent custom-built application. © 2012 ISCRAM.

Abstract: This practitioner paper outlines some of the benefits for the use of social media, from the perspective of a local-level or county-level emergency manager (EM). As compared to state and national level emergency management, because local level EMs have limited manpower and resources, social media can positively or negatively impact the effectiveness of communication before, during and after disaster strikes. Outlined in this paper are six key points where local EMs have specific needs that could be addressed by the effective use of social media and, in the opinion of the authors, represent the top issues that EMs face when considering how to leverage Twitter, Facebook, YouTube, Instagram and other social media platforms. The six needs addressed in this paper include: 1) Best practices for general social media use by EMs, 2) Social media use for internal command and control within the EM group, 3) Developing situation awareness by monitoring social media, especially prior to predicable events, 4) Communicating disaster preparedness messages through social media, 5)Using social media for gathering damage assessment information during, or immediately following a crisis,and 6) Leveraging social media volunteer groups. This short paper picks up where the Federal Emergency Management Agency's social media training leaves off and attempts to represent these six needs as use cases for researchers and developers to address in future publications and products.

The Emergency Information Service (EIS) system also provides means for affected population and field workers to channel vital data back up into aid response. This tool is part of a free information service run by Thomson Reuters Foundation to help survivors of natural disasters. It will serve the affected populations, local media and relief responders by providing fast, practical and verified information in local languages through the best means available.

Abstract: Information systems have great potential to support emergency management. However, development of such systems is difficult, due to the complexity of emergency management. The ability to be able to reveal the needs for support are essential for successful system developments. The emergency responders at the local community level are the main actors when it comes to emergency management. The objective of this paper is to explore the rationale for emergency management systems at the local community level. This is done by an extensive needs assessment based on 12 interviews with representatives for local as well as regional emergency organizations and 49 governing documents. Abstract: Social media applications such as Twitter and Facebook are fast becoming a key instrument in gaining situational awareness (understanding the bigger picture of the situation) during disasters. This has provided multiple opportunities to gather relevant information in a timely manner to improve disaster response. In recent years, identifying crisis-related social media posts is analysed as an automatic task using machine learning (ML) or deep learning (DL) techniques. However, such supervised learning algorithms require labelled training data in the early hours of a crisis. Recently, multiple manually labelled disaster-related open-source twitter datasets have been released. In this work, we create a large dataset with 186,718 tweets by combining a number of such datasets and evaluate the performance of multiple ML and DL algorithms in classifying disaster-related tweets in three settings, namely ``in-disaster'', ``out-disaster'' and ``cross-disaster''. Our results show that the Bidirectional LSTM model with Word2Vec embeddings performs well for the tweet classification task in all three settings. We also make available the preprocessing steps and trained weights for future research.

Abstract: This paper investigates the relevance and assurance of information and system quality as requirements for information systems success during disaster management. Despite the many examples of poor information quality and poor system quality, research on the relevance and assurance of these requirements is sparse. In order to design successful information systems for disaster management, a context related understanding of the organizational and technical measures for achieving these requirements is necessary. Accordingly, the goal of this paper is to identify and confirm information and system quality requirements for the design of information systems for disaster management. The results of our interviews with information architects indicate that while information quality requirements are considered to be very relevant, these are hard to measure and assure, and that currently much effort is being put into improving system quality requirements such as interoperability and ease of use.

Abstract: When disaster strikes, the emerging task environment requires relief agencies to transform from autonomous mono-disciplinary organizations into interdependent multidisciplinary decision-making units. Evaluation studies reveal that adaptation of information management to the changing task environment is difficult resulting in poor information quality, indicating information was incorrect, outdated or even unavailable to relief workers. In this paper, we adopt a theory-driven approach to develop a set of information management roles and dynamic capabilities for disaster management. Building on the principles of advance structuring and dynamic adjustment, we develop a set of roles and capabilities, which we illustrate and extend using two field studies in the Netherlands. By studying regional relief workers in action, we found that in tactical disaster response decisionmaking units, several information management roles are not addressed and that information managers are preoccupied with information gathering and reporting, whereas information quality assurance is not on the agenda.

Abstract: Failures in coordination and information sharing between relief agencies have increased the number of calls for innovative information system (IS) designs. While both the academic and the industrial communities have proposed many IS designs, methodologies for the ex-ante evaluation of such IS designs are scarce. Consequently, disaster IS architects are offered little guidance in the ex-ante evaluation process. Not only is it difficult to evaluate IS designs in practice, it is also difficult to include the conditions of disaster situations in the evaluation process. This paper explores the difficulties of ex-ante evaluation and discusses the suitability of the gaming-simulation methodology for the evaluation of principle-based IS designs. Gaming-simulation entails the use of professionals, scenarios and prototypes and can be adapted to a quasi-experimental form enabling researchers to control contextual interferences and rule out alternative explanations. This paper concludes with some discussions on the advantages and pitfalls of employing gaming-simulation for IS evaluation.

Abstract: Relief agency managers show growing interest in dashboards for assessing multi-agency disaster preparedness. Yet, there is a dearth of research on the development and use of dashboards for disaster preparation. Consequently, information system architects in the disaster management domain have little guidance in developing dashboards. Here, dashboards refer to digitalized visualizations of performance indicators. In this paper, we discuss the experiences gained from an action research project on the development of dashboards for assessing disaster preparedness. The objective of this paper is to discuss experiences and tradeoffs extracted from the development of dashboards in practice. We organized a two-day gaming-simulation with relief agency managers for the evaluation of the dashboards. While the relief agency managers acknowledged the usefulness of dashboards in the disaster preparation process and expressed their intention to use these in practice, they suggested that the formulation and clustering of performance indicators requires further research.

Abstract: Natural disasters occur infrequently, limiting our ability to develop an inclusive knowledge base concerning such events. The ability to study, interpret, and document findings immediately following a damaging seismic event, is a critical step in furthering our understanding of events, allowing for effective awareness, mitigation, response, and recovery efforts. In the central United States, a Post Earthquake Technical Information Clearinghouse (PETIC) Plan has been developed to coordinate research activities, and to facilitate collaboration between the emergency management and research communities. Because a damaging earthquake in the central U.S. will impact several states, a Multi-State Technical Information Clearinghouse (MSTIC) Coordination Plan to link state technical information clearinghouses (STICs) is proposed. This paper describes beginning efforts to define the role and functions of a MSTIC as well as formalize plans with emergency management agencies to facilitate collaboration and coordination between STICs, the MSTIC.

Abstract: In the preparedness activity for disasters and emergency management, serious games can help in training medical first responders by providing emergency simulations which are always available, safer and cheaper than real-world simulations. However, serious games for training emergency medical services (EMS) must take into account the presence of different actors in crisis situation like police and firefighters and the high volume of (medical as well as non-medical) expert knowledge. The aim of our approach is not only to acquire technical skills but also to develop the capability to act, to cooperate and coordinate in non-procedurally previewed emergency situations. This paper proposes both (i) a detailed prototype of a serious game's scenario that supports instructors in the training in EMS and (ii) an adaptive infrastructure A.R.G.I.L.E (Architecture for Representations, Games, Interactions, and Learning among Experts). We illustrate our ideas on an example of a complex road accident. This work is done with the collaboration of a Hospital Emergency Department implied with us in a R&D project.

Abstract: Telephone calls are the predominant telecommunication mode in Sri Lanka. Leveraging voice-based applications for disaster communication would be acceptable and sustainable. The findings in this paper are from an experiment concerning interactive voice for connecting community-based emergency field operatives with their central coordination hub. Challenge was in interchanging the Freedom Fone (FF) Interactive Voice Response (IVR) generated, Sinhala and Tamil language, speech data with the text-based 'Sahana' disaster management system for analysis and decision support. Emergency Data Exchange Language (EDXL) interoperable content standard was adopted for mediation. Low quality voice data resulting in incomplete information was a barrier to automating transformations between text and speech. Replacing those processes with human procedure significantly degrades the reliability. Moreover, human interaction with decoupled software systems, to accomplish the sequence of tasks, points to instabilities. This paper discusses the complexities and usability shortcomings discovered through controlled-exercises in Sri Lanka. © 2012 ISCRAM.

Thanks to the pervasiveness of real time networked infrastructures, such as the internet and the web, new models of operations are emerging, designed to leverage the aggregate the power of 'collective intelligence' and 'distributed action' facilitated by 'open world' systems environments. In order to develop effective information systems capable of supporting the distributed nature of emerging 'architectures of participation', it is necessary to devise adequate 'semantic structures', which in turn rely on sound and explicit conceptual frameworks, such as ontologies. However, there aren't enough 'ontologies' in the public domain that can be referenced to establish compatibility of architectures and serve as guidelines for the development of open, neutral and accountable information systems. Abstract: Cooperation and mutual assistance in emergency situations is one of the main objectives of the Latin-American Association of Governmental Organisms of Civil Defense and Protection. To promote such collaboration m-ARCE has been developed; an ubiquitous mobile office for disaster mitigation where users can send and receive information anywhere and anytime. When a catastrophe happens in a country, and almost all infrastructure is destroyed, mobile technology, such as mobile devices and wireless networks, offers the user resources to ask for help and to manage it. Latin-American Countries often suffer catastrophes that provoke numerous human losses and major economic and social problems. International assistance and collaboration with the affected country is necessary to help in its recovery. The Web, like Internet, offers static office services to users who can access information using an infrastructure in indoor environments. On the other hand, mobile computing and networking use the Internet, together with mobile physical devices linked to it, and software platforms built upon it, to design and coordinate systems across countries. In the ubiquitous mobile office design, we describe how services, such as chat, email and wireless communication, should be configured for emergency situation. We make use of ubiquitous hypermedia -linked nodes in ubiquitous spaces- to ensure mobility and accessibility to the mobile device interface, such as PDAs and smartphones.

Abstract: In this paper, a multi-criteria facility location model is represented. The model is meant to support relief organisations to determine the best warehouse location to stock emergency relief supplies in the pre-disaster phase of a natural disaster. As a result of the prepositioning of the goods the relief organisations are able to respond immediately to an occurring disaster. In consideration of a multiplicity of quantitative and qualitative objectives a criteria hierarchy is developed which can be adapted to any specific disaster area by omitting irrelevant goals. Afterwards the multi-criteria methods PROMETHEE I+II as well as different sensitivity analysis are described and the model is applied on a local level in a flood-prone area in Bangladesh. Small organisations with restrictive financial and personnel resources can especially benefit from the clear structure of the model and the user friendliness and high transparency of the PROMETHE I+II methods.

Abstract: Understanding the interdependencies of critical infrastructures (power, transport, communication, etc.) is essential in emergency preparedness and response in the face of disasters. Unfortunately, many factors (e.g., unwillingness to disclose or share critical data) prohibited the complete development of such an understanding. As an alternative solution, this paper presents a conceptual model-an ontology-of disasters affecting critical infrastructures. We bring humans into the loop and distinguish between the physical and social interdependencies between infrastructures, where the social layer deals with communication and coordination among representatives (either humans or intelligent agents) from the various critical infrastructures. We validated our conceptual model with people from several different critical infrastructures responsible for disasters management. We expect that this conceptual model can later be used by them as a common language to communicate, analyze, and simulate their interdependencies without having to disclose all critical and confidential data. We also derived tools from it.

This research applies and adapts a number of indicators of infrastructure interdependency based on the authors' earlier research to determine where weak points and strengths occur in the interconnections between infrastructure technology and other infrastructure support services such as electric power and transportation, and where weak points create vulnerability that can be improved for more effective response in emergencies.

Abstract: When a disaster or emergency occurs, one of the most pressing needs is to establish a communication network for the first responders at the scene. Establishing and accessing a reliable communication infrastructure at a crisis site is crucial in order to have accurate and real-time exchange of information. Failure in the exchange of timely and crucial information or delay in allocating resources impedes early response efforts, potentially resulting in loss of life and additional economic impact. At a disaster site, the existing communication infrastructure may be damaged and therefore partially or totally unavailable; or, there may not have been previously existing infrastructure (as in the case of remote areas). A communication infrastructure within the context of emergency applications should be reliable, easily configurable, robust, interoperable in a heterogeneous environment with minimum interdependencies, and quickly deployable at low cost. A disaster scene is a chaotic environment which requires a systematic approach to abstract the system, study the flow of information and collaboration among different disciplines and jurisdictions to facilitate response and recovery efforts. We have deployed the wireless mesh infrastructure in several drills at the university campus and in the city as part of the California Institute for Telecommunications and Information Technology (Calit2) NSF-funded RESCUE project (Responding to Crises and Unexpected Events). To evaluate network performance and identify the source(s) of bottleneck, we have captured the network traffic. The lessons learned from test bed evaluations of the network based on real-world scenarios can be applied to future applications to enhance the network design and performance.

Abstract: This research identifies from literature principles of successful Virtual Communities of Practice (VCoPs) and explains how they have been fulfilled in the development of a VCoP that aims at contributing to knowledge sharing on natural disasters. The developed VCoP involves 70 experts in dealing with natural disasters from different hierarchical levels, organizations and nationalities of Europe. The VCoP has been developed within a European project from the 7th framework program. During the project three workshops were arranged for the members of the VCoP to know each other and to develop a living document. The living document is a web based tool used by the VCoP to share documents and insights, and it helps VCoP members networking. This paper provides direction for developing a VCoP to exchange lessons learned reports among crisis managers and first responders, and it identifies barriers that hinder the use of the living document.
