Abstract: Emergency Management, like other fields of Operations, consists of information, communication and decision making. Thanks to the pervasiveness of real time networked infrastructures, such as the internet and the web, new models of operations are emerging, designed to leverage the aggregate the power of 'collective intelligence' and 'distributed action' facilitated by 'open world' systems environments. In order to develop effective information systems capable of supporting the distributed nature of emerging 'architectures of participation', it is necessary to devise adequate 'semantic structures', which in turn rely on sound and explicit conceptual frameworks, such as ontologies. However, there aren't enough 'ontologies' in the public domain that can be referenced to establish compatibility of architectures and serve as guidelines for the development of open, neutral and accountable information systems. In this paper we a) describe and analyse the 'distributed' and 'networked' nature of emergency operations b) put forward the notion information systems to support of emergency management today should be modeled on 'distributed' and networked organizational structures, and that ontologies in this domain should be built accordingly.

Abstract: Emergency Response involves multiple organizations and teams, geographically distributed operations, and a high need for coordinated control and decision making. As incidents evolve, the number of involved organizations, the geographic distribution of involved entities, and the level and complexity of decision making all tend to grow. Information technology can contribute to managing these and related dimensions of an emergency. The work described in this paper is based on longstanding MITRE Corporation experience working with organizations that have severe and demanding requirements for managing complex, rapidly evolving situations, including military conflict, law enforcement engagements, natural disaster response, and terrorist incident response. Recently, we have conducted a series of detailed observations during emergency response exercises and planned events that resulted in identifying key elements for a successful application of information technologies during an emergency. © Proceedings ISCRAM 2004.

Abstract: The field of crisis response and disaster management can be characterized, upon many other factors, by distributed operations, not daily routine work and multidisciplinary aspects. In designing and developing information systems for crisis response these factors need special attention. On behalf of regional emergency services, TNO Physics and Electronics Laboratory designed and guided commissioning of the IMI project (Information System for Multidisciplinary Incident Management). Four regional fire departments in Zuid-Holland decided to develop the information system. The Rotterdam region was selected as project pilot. The IMI-project was carried out with experiences and a background of military command and control where the above three factors also play a major role. In this paper we will elaborate on the reasons behind the design of the functionalities of the IMI-system. © Proceedings ISCRAM 2004.
