Abstract: Information Systems (IS) increasingly are used in Emergency Management (EM), so it is prudent to include IS study in EM education. This paper presents the results of analyzing the responses to a survey that proposed potential courses for programs at the master's level. The survey was completed by 373 practitioners, academics and/or researchers with EM experience. All proposed courses were rated above 4 on a 7-point scale for how essential they are to the curriculum. However, there were disagreements. Qualitative analysis of volunteered comments indicate that some low ratings were due to disagreement with the content of the course as described, or with the need for an entire course to cover the topic. An unexpected finding was that a substantial number of respondents spontaneously expressed opposition to the use of IS for EM in general. The findings are discussed and a preliminary curriculum is proposed.

Abstract: Social media are ubiquitous in modern society. Among their uses are to provide real-time information during crisis. One might expect that emergency management agencies in the U.S. make use of social media extensively to disseminate and collect crisis information as that is where the information flows most freely and quickly; yet, these agencies are not fully exploiting the capabilities of social media. A survey of 241 U.S. emergency managers at the county level shows that only about half of these agencies use social media in any way as of 2014. Most do not have any formal policies to guide their use. Of those that do have formal policies, about one quarter actually forbid the use of social media. This study describes the barriers that impede use of social media by these emergency managers, and the ways in which they are currently used, and recommends steps to improve this use.

Abstract: Emergency response and preparedness teams that are inter-organizational or international often work together in partially distributed teams (PDTs). A PDT has at least one collocated subteam and at least two subteams that are geographically distributed. Leadership configuration and behaviors present unique challenges in PDTs. This paper describes preliminary results of an initial field experiment with international student teams undertaken to examine leadership in PDTs working on high-level requirements for an emergency preparedness information system. Leadership is viewed through the lens of what leader behaviors, or roles, are enacted by the leaders. Leadership configuration was varied: some teams had just an overall team leader; others had no team leader but had a leader for each subteam, while others had both team and subteam leaders. The findings suggest that leadership configuration matters and that leaders do enact roles similar to those found in studies of fully distributed or traditional collocated teams.

Abstract: We report on the use of a team of trusted digital volunteers during the 2011 Shadow Lake Fire that occurred in the US Pacific Northwest to extend the social media capacity of a Type I incident management team. In this case study, we outline the tools and processes used by this virtual team to coordinate their activities, monitor social media communication and to establish communications with the public around the event. Abstract: We report on the design, development, and evaluation of a user labeling framework for social media monitoring by emergency responders. By labeling Twitter user accounts based on behavior and content, this novel approach identifies tweets from accounts belonging to Individuals generating Personalized content and captures information that might otherwise be missed. We evaluate the framework using training data from the 2018 Camp, Woolsey, and Hill fires. Approximately 30% of the Individual-Personalized tweets contain first-hand information, providing a rich stream of content for social media monitoring. Because it can quickly eliminate most redundant tweets, this framework could be a critical first step in an end-to-end information extraction pipeline. It may also generalize more easily for new disaster events since it relies on general user account attributes rather than tweet content. We conclude with next steps for refining and evaluating our framework in near real-time during a disaster response.

Abstract: We report on the social media communications and work practices of the Jefferson County Type III Incident Management Team during the September 2013 Colorado Floods. In this case study, we examine flood-related communications across three platforms: Facebook, Twitter, and the team's blog for insight into how this innovative team coordinated their communications to meet the information needs of a community outside of the media spotlight. Using a mixed method approach of interviews and social media content analysis, we describe their online behaviors in relation to the needs of the emergency response as a whole. We report on adaptations to their work practice that allowed them to extend traditional communications with social media to create an integrated communication plan. Finally, we look to the team's experiences for direction in how to use social media in emergencies generally.

Abstract: Researchers and emergency management system designers constantly find ways to produce suitable systems that have best fit between technology, and tasks. However, there is significant gap in the literature on designing information system that places greater emphasis on situational qualities. We posit that situational qualities are as important as information system success qualities such as system quality, information/knowledge quality and service quality. This research work aimed to fill this theoretical gap in designing IS for disaster management and to contribute towards guiding design decisions for future emergency management information systems development. A prototype system called CEMAS was designed and developed to support current challenges in disaster management. The underlying guiding theory for CEMAS was situational qualities interweaved within information system success factors in the form of knowledge management system. This paper presents the evaluation results of CEMAS in a simulated environment for flood.

Abstract: We take a human-centered design approach to develop a fully functional prototype, SMART (“Social Media Analyst Responding Tool”), informed by emergency practitioners. The prototype incorporates machine learning techniques to identify relevant information during emergencies. In this paper, we report the result of a user study to gather qualitative feedback on SMART. The evaluation results offer recommendations into the design of Social Media analysis tools for emergencies. The evaluation findings show the interest of emergency practitioners into designing such solutions; it reflects their need to not only identify relevant information but also to further perceive the outcome of their actions in social media. We found out there is a notable emphasis on the sentiment from these practitioners and social media analysis tools need to do a better job of handling negative sentiment within the emergency concept.

Abstract: Public and humanitarian organizations monitor social media to extract useful information during emergencies. In this paper, we propose a new method for identifying situation awareness (SA) tweets for emergencies. We take a human centered design approach to developing a visual analytics prototype, SMA-RT (“Social Media Analyst Responding Tool”), informed by social media analysts and emergency practitioners. Our design offers insights into the main requirements of social media monitoring tools used for emergency purposes. It also highlights the role that human and technology can play together in such solutions. We embed a machine learning classifier to identify SA tweets in a visual interactive tool. Our classifier aggregates textual, social, location, and tone based features to increase precision and recall of SA tweets.

Abstract: The role of common citizens within the emergency management (EM) process is crucial in order to support efficiently the operators' activities during the response phase. Moreover, their participation is strictly related to their profile and their experience in previous events. In a previous contribution we identified the different roles that the citizens can play for an effective cooperation with the EM workers. In this paper, we introduce an emergency tool based on a mobile application designed to support the activities of the citizens acting as Agent. The Agents have specific capabilities recognized by the EM Operation Center (OC) to execute actions under the remote supervision of the EM operators. The proposed tool allows the Agents to receive information from the OC and to visualize it through an advanced visualization modality. In particular, available information is previously collected by the center from the witnesses and the affected people that have alerted about it.

Abstract: Correct information is a vital resource during disasters. Without adequate information, response actions may be ineffective. What is the source of information of emergency management systems? Besides that originated from sensors, the emergency team and the public in general, a very relevant source is government data, such as demographic and geographic data, road maps, etc. The heterogeneity of information formats is a well-known problem that affects organizations and communities that want to access public data. Today, most public agencies provide access to their data, but the great majority is unreadable by automated mechanisms. Besides, most of them do not provide a dictionary meaning for the published content. A solution to this problem is of particular importance to emergency response organizations that need access to all information available to better respond to disasters and crisis. The linked open data (LOD) initiative allows the interconnection of data, using standards in the context of the semantic web approach. In ideal conditions, government agencies publish their public data, thus allowing the use of automated data concerned consumers, whether they are other government agencies or citizens. Efforts aimed to link government data are growing in several countries around the world. This talk presents the LOD concepts and describes an architecture that uses LOD in the design of an Emergency Management System. It describes a scheme for collecting available data from government agencies, such as departments of health, transport, works, that can supply information needs during an emergency response operation.

Abstract: Today's society is exposed to an increasing number of disasters and large scale emergencies (e.g. earthquake in Haiti, global swine flu, or manmade disasters like the oil spill in the Gulf of Mexico). Information and communication technology (ICT) can help to prevent and mitigate the effects of threatening situations if applied appropriately. In industry ICT governance methods and portfolio management techniques have become important tools to successfully align ICT with business goals. However, the domain of emergency management (EM) has to deal with unpredictable situations, multi organizational collaborations and ad-hoc teams, conditions which make conventional existing methods less useful. Based on a qualitative analysis of several European and Australian EM organizations and government agencies this paper discusses a modular approach to optimize ICT portfolios in Emergency Management organizations in order to achieve strategic ICT alignment.

Abstract: Although considered of low risk, incidents with dams may cause significant damage both directly and indirectly. Direct losses are usually easier to assess (assuming human lives are quantifiable), but indirect losses are difficult to measure and may take some time before the original situation is restored. Disaster prevention and vulnerability reduction have been topics of major concern in many local, national or international organisations for some years. These can be accomplished through emergency management which begins with hazard identification and planning for disaster mitigation but encompasses other activities as risk analysis, risk response and recovery. Therefore, an emergency management system with capacity to: i) forecast critical situations; ii) warn the population as well as the authorities; and iii) support the civil protection system to deal with an emergency, is a most helpful tool to minimize the impact of an accident. The Information System described herein fulfils mainly the third objective, i.e. it is intended to help the Civil Protection System in Portugal, to respond to an emergency caused by the failure of a dam. It is an Internet-based application, which integrates all relevant data for the implementation of a dam emergency plan. These data include the main characteristics of the dam and its reservoir, the character-isation of the dam downstream valley as well as the response procedures to be followed in an emergency. © Proceedings ISCRAM 2004.

Abstract: The elaboration of statistics after a catastrophic situation allows us not only to analyze the economic, ecological and social impact of the event but also to improve the emergency management process. One compelling example of data collection for statistics is forest fires. The agencies involved in providing data have its own systems to collect data and mechanisms to send them, as well as, its data format for storing. Since such mechanisms are usually proprietary, and in order to normalize the exchange of data with statistics generating systems, a data transfer protocol should be used. In this paper we present a data transfer protocol called Forest Fire Statistics Protocol (FFSP). This protocol aims at transmitting consolidated forest fire data between independent agencies. The data transferred are based on the Forest Fire Report Data Model. Both mechanisms are based on open standards providing both technical interoperability and a solution that might be developed once and fit the needs of all. FFSP has been implemented as a web service over SOAP, SSL/TLS and TCP protocols.

Abstract: European Union is an important global actor – in terms of economy, welfare and soft security – but its institutional development and ambitions has to consider both the issues of grand challenges, resilience, disaster management, in accordance with its citizens' will and skills. The Lisbon Treaty as well as the recent legislation on civil protection produced incremental change and improved the Emergency Management. However, there are not studies to check how the new institutions, the knowledge flows or decisions work. The final goal of this short paper is to structure an inquiring system and design a research project on assessing the civil protection policy in the EU through a Delphi study with experts and practitioners. While the first part frames the issues the second part will design the methodology and sampling strategy for a Delphi technique.

emergency response services to citizens. The first part of the paper is rather a hindsight analysis regarding
disaster management of ?Colectiv 2015?, one of the worst manmade disasters in the recent Romanian history.
After four years of investigations and reports and many recovery measures ?Colectiv 2015? is still a complex
problem that needs external evaluation. The second part of the paper is a two-tier research: an intermediary
analysis of the wicked problem, using Barry Turner?s framework and a design of a foresight exercise. In the
Conclusions of WiPe we propose a design of research meant to: 1) better understand the causes and
shortcomings of disaster management and failure of foresight and 2) help the Emergency System in Romania
build a disaster resilience mechanism.

The system concept supports adaptive decision making based upon dynamic risk and readiness assessments. We discuss the use of public social media tools from the emergency management professionals. viewpoint with a particular focus on the use of Twitter. Little research has investigated Twitter usage in crisis situations from an organizational perspective. This paper contributes to our understanding of organizational innovation, risk communication, and technology adoption by emergency management. An in-depth case study of Public Information Officers of the Los Angeles Fire Department highlights the importance of the information evangelist within emergency management organizations and details the challenges those organizations face with an engagement with social media and Twitter. This article provides insights into practices and challenges of new media implementation for crisis and risk management organizations.

Abstract: New technologies are available for emergency management experts to help them cope with challenges such as information overload, multitasking and fatigue. Among these technologies, a wide variety of physiological sensors can now be deployed to measure the Operator Functional State (OFS). To be truly useful, such measures should not only characterize the overall OFS, but also the specific dimensions such as stress or mental workload. This experiment aimed to (1) design a multi-dimensional model of OFS, and (2) test its application to an emergency management situation. First, physiological data of participants were collected during controlled experimental tasks. Then, a support vector classifier of mental workload and stress was trained. Finally, the resulting model was tested during an emergency management simulation. Results suggest that the model could be applied to emergency management situations, and leave the door open for its application to emergency response on the field.

Abstract: Cell Broadcasting has been an existing feature of GSM, UMTS, CDMA and PDC for many years, which however is rarely used. It has three attributes that make it very good for Government to Citizen mass communications in emergencies. 1) It uses reserved capacity for this feature; traffic does not take its bandwidth. Therefore it works even if the cellular system is in full overload, as it always is during disasters. 2) It can place millions of text messages on mobile phone within seconds, and is scalable to any size of broadcast including international scale without any additional time penalty. Most mobile phones have the capability now, so there is no need to build more infrastructures or replace phones. 3) By selecting the individual cells to be used, specific areas can be targeted with different messages, so that people in one area can be asked to evacuate, while in another they can be advised to stay. The government of Holland is the first in the world to adopt the technology, which will be operational by May 2005.

Abstract: Emergency management organisations across the world routinely use social media to reach out populations for preparedness and response to extreme weather events. In this paper we present a preliminary analysis of social media strategies towards vulnerable populations in the State of Victoria (Australia). Using the notion of vulnerability in an emergency management context (e.g. older persons, socially/geographically isolated persons, people with disabilities, refugee/recent migrant communities) we explore whether and how organisations address vulnerable groups with targeted messages. Our initial findings suggest that organisations do not tend to interact directly with these groups. Rather, reliance on 'information brokers' (intermediary organisations and individuals with an expected duty of care) seems to be a preferred strategy.

Abstract: The most effective way to design an emergency management system matching user needs is to perform a User-Centered Design; it relies on continuous interactions with end-users in order to understand better and better how organizations are arranged during emergencies, which data are exchanged and which steps are performed by organizations to face disastrous events. In this paper we (i) illustrate the methodology used to collect the user requirements for the emergency management system developed in the European research project WORKPAD, and (ii) describe the WORKPAD high level architecture stemming from such requirements. Specifically, the methodology is applied in the context of Regional Civil Protection of Calabria (Italy) and is used as basis to provide more general user requirements for emergency management systems.

Abstract: Crisis response and management often involve joint actions among different actors. This is particularly true in cross border cooperation, i.e. when actors belong to different countries. This is the operative context of the NETTUNIT research project, which long-term objective is to provide automatic support to emergency management. Modelling emergency plans is challenging because they are usually written in free-form text, thus in a form that is very far from being automatically processed and executed. In other words, it is non-trivial to define workflows capable of managing and monitoring emergency plans. To complicate the problem, typically an emergency evolves in a highly dynamic environment, so there is the need for run-time adaptation. In this paper, we propose a roadmap for producing executable workflows from emergency free-text plans. We set up our current progress in the project and focus on the sub-problem of identifying a suitable modelling notation. We also propose two improvements with respect to the state of the art: 1) a specific diagram focusing on events, roles and responsibilities in a goal-oriented fashion; 2) some guidelines for depicting the emergency plan at hand with a modelling notation.

Abstract: This study explored automated training for emergency managers and the effects of feedback on performance. A prototype emergency management training application was built to allow the usage of either immediate feedback or delayed, “hotwash” feedback. Users were split into two groups and asked to carry out two emergency management scenarios using one of the feedback mechanisms, and the difference in scores between each feedback type were analyzed There was a general increase in performance across sessions. Further, the improvements in scores between each feedback type showed that users performed significantly better when using the hotwash feedback mechanism compared with the immediate feedback mechanism. In contrast to the performance data, preference data showed no overall differences between the two procedures, although each user had a strong preference for one or the other feedback mechanism. The implications for the design of training systems offering both procedures are discussed.
