Abstract: This paper explores the design of training environments in which emergency response professionals can use information technologies to train for responding to unplanned-for situations. This approach – designing for improvisation – is fundamentally different than designing for plan execution. In this paper, we identify three dimensions of this difference and outline a set of research questions that are intended to lead to a better understanding of the role of improvisation in emergency response, as well as how it can be trained for and supported. Abstract: In the safety- And time-critical context of pre-hospital medical care, usability is a major challenge that needs to be addressed, because interaction problems or errors may have serious consequences for patients as well as employees of Emergency Medical Services (EMS). In this regard, a user-centered human-computer interface is a crucial factor for efficient usage as well as user acceptance. Well-established design principles can serve as directives throughout the analysis, design, implementation, and evaluation of applications. For standard PCbased applications the ISO standard 9241-110 serves as a practical guide since many years. However, new types of devices, especially mobile systems impose new challenges and ways of interpreting usability standards and guidelines. In this paper, we apply the ISO-Standard 9241-110 dialogue principles to mobile applications in EMS, considering the challenges of designing a system suitable for supporting users in both regular day-to-day services as well as rare Mass Casualty Incidents (MCIs).

Abstract: Social media allows the public to engage in the disaster response and recovery process in new and exciting ways. Many emergency management agencies in the United States are embracing social media as a new channel for alerts, warnings, and public outreach, but very few are mining the massive amounts of data available for use in disaster response. The research reflected in this paper strives to help emergency management practitioners harness the power of community volunteered information in a way that is still novel in most parts of the country. Field verification and research combined with survey results attempts to identify and solve many of the barriers to adoption that currently exist. By helping practitioners understand the virtues and limitations of this type of data and information, this research will encourage the use of community volunteered information in the emergency operations center.

Abstract: While great progress is made in terms of development and implementation on new ICT services for supporting crisis response coordination, the challenge remains on how to integrate these services within the ICT infrastructure in daily use by emergency responders. We report from an ongoing analysis of existing crisis response infrastructure in Norwegian municipalities, presenting an overview of current practice and related challenges. We argue for an information infrastructure perspective on the integration challenges, focusing on how new services based on geographic information systems and social media should be based on existing systems in use.

Abstract: Emergency situations are chaotic in nature. It is however, necessary to understand the context in which Emergency Responders work such that information practice issues can be highlighted and addressed by the system designers. In this paper, Activity Theory is proposed as a methodological and analytical framework to study information practices in the context of Emergency Management. Activity Theory aids in achieving a holistic approach to understanding the work activities context unlike some other analytical methodologies, as it focuses on use of artifacts for the interaction of humans with their environment. In this paper, an activity system model is used to investigate information practice issues of response phase of the emergency services in the UK. Using Activity Theory as an analytical framework, several tensions and contradictions emerged which keep the system unstable but which are also a source of innovation. It is also argued that Activity Theory can usefully be applied to the analysis of information practices over short period of time.

Abstract: Large-scale disasters, particularly failures of critical infrastructures, are exceptional situations which cannot be solved with standard countermeasures. The crises are complex and the decision makers face acute time pressure to respond to the disaster. IT based decision support systems provide potential solutions and assist the decision making process. Many decision support systems in emergency response and management concentrate on one kind of disaster. Moreover, complex structures are modeled and recommendations are made rule-based. This work in progress paper describes the first steps towards the development of a generic and self-learning decision support system. The methodology used is case-based reasoning. Abstract: Co-location as a form of network governance is a way of organizing response teams when responding to an emergency situation. At the 'Safety house' in the province of Jämtland in Sweden main emergency response actors and supporting actors work together in a shared physical place in order to facilitate the process of cooperation and joint decision making. In order to identify the strengths, weaknesses, obstacles, needs and information system role, we explored this case by looking at how the involved actors experience this new working context. We applied an analytical framework developed specifically for new forms of emergency response. It was found that co-location of actors increases the efficiency in using professional response resources and shortens the emergency response time. Information systems can have a significant role in improving the collaboration between actors at the 'Safety house'. However secrecy issues, the problem of control and politics and the evaluation of the performance of actors are major challenges which face further development of the co-location concept.

Abstract: The United Nations Disaster Assessment and Coordination (UNDAC) system is designed to assist the United Nations in providing information during the first phase of a sudden-onset emergency and in the coordination of incoming international relief at the site of the emergency. In the immediate aftermath of such an emergency, the UNDAC team will set up an On-Site Operations Coordination Centre (OSOCC) from where the operational activities of the humanitarian organizations responding to the emergency are coordinated. Information management is a key aspect in this phase as the information gathering, processing, and disseminating activities will determine the timeliness and appropriateness of the response by the international humanitarian community. Through participatory observation in the international humanitarian “TRIPLEX” exercise we explore how information managers in the OSOCC make sense of the disaster, how the immediate needs are assessed, and discuss how information systems could improve Sensemaking in these activities.

Abstract: It is a well-known fact that a lack of information will lead to suboptimal decisions. But even when actors jointly have all the information they need to make a well-informed decision, they may fail to find a superior alternative. This hidden profile paradigm would cause misrepresentations of crisis situations and lead to ineffective response. In this research-in-progress paper, we present the first stage of our experimental study on group decision making in humanitarian disaster response, in which we want to find out how teams can be supported to share more information, make better sense, and ultimately avoid such misrepresentations of crisis situations. First results reveal that humanitarian disaster response teams are able to share significantly more information if they would make use of more advanced information and communication systems. However, none of the teams in the experimental setup managed to find the optimal decision.

Abstract: Microblogs are an opportunity for scavenging critical information such as sentiments. This information can be used to detect rapidly the sentiment of the crowd towards crises or disasters. It can be used as an effective tool to inform humanitarian efforts, and improve the ways in which informative messages are crafted for the crowd regarding an event. Unique characteristics of microblogs (lack of context, use of jargon etc) in Tweets expressed by a message-sharing social network during a disaster response require special handling to identify sentiment. We present a systematic evaluation of approaches to accurately and precisely identify sentiment in these Tweets. This paper describes sentiment detection expressed in 3698 Tweets, collected during the September 2010, San Bruno, California gas explosion and resulting fires. The data collected was manually coded to benchmark our techniques. We start by using a library of words with annotated sentiment, SentiWordNet 3.0, to detect the basic sentiment of each Tweet. We complemented that technique by adding a comprehensive list of emoticons, a sentiment based dictionary and a list of out-of-vocabulary words that are popular in brief, online text communications such as lol, wow, etc. Our technique performed 27% better than Bayesian Networks alone, and the combination of Bayesian networks with annotated lists provided marginal improvements in sentiment detection than various combinations of lists. © 2012 ISCRAM.

Abstract: In crisis management situations information is exchanged in different ways. In general, information is exchanged through spoken dialogues or text messaging conversations. Part of this exchanged dialogue information is often relevant to other actors involved in managing the crisis. Due to the dynamic character of the situation, dialogue partners may not be aware of who else needs the exchanged information. We present a coarse-grained segmentation method for automatically recognizing coherent dialogue segments which are then used for routing. We investigate the effectiveness of our features for recognizing boundaries of segments on transcribed emergency response dialogues and we compare classification by relevance of the identified information segments to the ideal topic segments.

Abstract: We present the design of an information system that supports the process of scaling-up of emergency response organizations. This process is vital for effective emergency response but tends to go awry in practice. Our proposed system consists of multiple distributed agents that are capable of exchanging organizational information. Each agent assists one part of the organization by visualizing the organization and allowing the user to update the information of its closest collaborators. When the agents communicate, they exchange and merge their organizational representations. The structure of other parts of the organization is updated indirectly through multiple interactions between different agents. We tailor our design to two specific procedures that are in common use today: the Coordinated Regional Incident Response Procedure (GRIP) that is applied in the Netherlands, and the Incident Command System (ICS) that is used in a number of areas in the United States of America.

Managing past knowledge for reuse can expedite the process of disaster response and recovery management. While early warning systems predict some disasters with remarkable accuracy, there is a paucity of knowledge management systems for disaster response and management. This paper outlines a case-based reasoning (CBR) knowledge management system that in effect, is a model of human reasoning since it is based upon the idea that people frequently rely on previous problem-solving experiences when solving new problems. A CBR knowledge management system results in efficient and effective disaster response and management.

Abstract: This paper presents the fields of application of the tabletop exercise in emergency response by explaining the method in emergency response research. The authors illustrate the tabletop exercise of the Institute for Rescue Engineering and Civil Protection (IRG) of the TH Köln in a research project on Sensor Systems for Localization of Trapped Victims in Collapsed Infrastructure (acronym: SORTIE) as an application example. Subsequently, the quantitative and qualitative evaluation methods used generally and specifically for the tabletop exercise of the research project SORTIE are considered, and the technical implementation is explained. The evaluation method used in the tabletop exercise consists of three sub-areas (participant survey; exercise observation; photo, video and audio recordings). Further, the analysis of the evaluation using statistical tools is explained. Finally, this paper refers to possible sources of error in the evaluation of tabletop exercises, such as exercise artificiality and subjectivity of the exercise observers.

Abstract: Over the last two decades a significant number of projects tried to convey the concept of business process man-agement to the domain of emergency management. Most of these approaches sought a partial automation for the execution of standard operating procedures in the sense of workflow support, while others strived for the sup-port and integration of information management and data streams in command centres during a crisis. This pa-per focuses on the planning of disaster response for reasons of better preparedness. It discusses whether emer-gency management organisations can capitalize on off-the-shelf business process modelling tools to prepare for disasters more effectively, and whether the concepts of process modelling can be applied to standard operating procedures and vice versa. Moreover, it investigates whether such tools can efficiently support a collaborative preparation of police, fire departments, and rescue organizations. This paper will demonstrate why conventional business process means are inapplicable as planning tool in this domain. And it will also give an outlook to so called smart checklists that might be better suited both for the planning and response phase of emergency epi-sodes. © 2012 ISCRAM.

Abstract: The increased impact of natural disasters and terror attacks on our society has augmented the awareness of needs for advances in emergency response. For local communities it is vital to make use of existing resources. Service-oriented technology provides new possibilities for the enhancement of command and control (C2) systems. However, to gain full use of the technology, it must harmonize with the supported organizations and their work procedures. This paper explores the possibilities and usefulness of service oriented C2-systems for emergency response at the local community level. The study was performed in five steps: (1) literature study, (2) interviews, (3) scenario design, (4) prototyping service-oriented C2 systems, and (5) a scenario based evaluation. The results show that service-oriented C2 systems would support and enhance emergency response at the local community level. Still, several issues that need to be further considered remain, not the least the ability of quality assurance of services.

Abstract: Emergency response and preparedness teams that are inter-organizational or international often work together in partially distributed teams (PDTs). A PDT has at least one collocated subteam and at least two subteams that are geographically distributed. Leadership configuration and behaviors present unique challenges in PDTs. This paper describes preliminary results of an initial field experiment with international student teams undertaken to examine leadership in PDTs working on high-level requirements for an emergency preparedness information system. Leadership is viewed through the lens of what leader behaviors, or roles, are enacted by the leaders. Leadership configuration was varied: some teams had just an overall team leader; others had no team leader but had a leader for each subteam, while others had both team and subteam leaders. The findings suggest that leadership configuration matters and that leaders do enact roles similar to those found in studies of fully distributed or traditional collocated teams.

Abstract: Training is a prerequisite for effective and efficient emergency response and management. Information technology (IT) offers high potential to support various educational methods and environments. One example for interdependent use cases is given by planning, controlling, observation and debriefing of training exercises. Dedicated IT systems are available to support these use cases; nevertheless, there is no joint understanding of system use cases, types and functionality as a fundament for scientific and technological progress. This work in progress paper presents results of literature and market research complemented by expert interviews leading to a taxonomy of relevant IT components and systems.

Abstract: The application of event processing methods and systems carries high potential for the domain of crisis management and emergency response for different use cases and architectural aspects. This hypothesis is based on the general event based characteristics of the domain as well as former research approaches. Resource management represents a complex task for decision makers; therefore it is taken as a basic use case for this work. It builds up on foundations of resource management (use case and demand side) and event processing (technology and supply side). Methods and results are presented for the identification, definition and validation of events that happen in reality and corresponding event objects which are processed by information systems.

Abstract: In this paper we describe the approach adopted and experiences gained during a project to develop a general architecture that aims to harness advanced sensor, modelling and Grid technologies to assist emergency responders in tackling emergencies (specifically fire emergencies). Here we focus on the command and control aspects of this architecture, and in particular, on a query-based approach that has been adopted to allow end users to interact with available models of physical and other phenomena. The development of this has provided a number of insights about the use of such models, which along with the approach itself, should be of interest to any considering similar applications.

Abstract: The aim of this paper is to describe the I-X system with its principal user interface, the I-X Process Panel, its underlying ontology, , and how this panel can be used as an intelligent to-do list that assists emergency responders in applying pre-defined standard operating procedures in different types of emergencies. In particular, multiple instances of I-X Process Panels can be used as a distributed system to coordinate the efforts of independent emergency responders as well as responders within the same organization. Furthermore, it can be used as an agent wrapper for other software systems such as web services to integrate these into the emergency response team as virtual members. The heart of the I-X system is an automated planner that can be used to synthesize courses of action or explore alternative options manually.

Abstract: Making sense of the current state of an emergency and of the response to it is vital if appropriate decisions are to be made. This task involves the acquisition, interpretation and management of information. In this paper we present an integrated system that applies recent ideas and technologies from the fields of Artificial Intelligence and semantic web research to support sense-and decision-making at the tactical response level, and demonstrate it with reference to a hypothetical large-scale emergency scenario. We offer no end-user evaluation of this system; rather, we intend that it should serve as a visionary demonstration of the potential of these technologies for emergency response.
