Abstract: This short insights paper examines IT Supported Emergency Response systems from the perspective of the digital divide and access for disabled people. It is argued that inclusive design is often overlooked in the development of emergency systems and this can lead to increased marginalisation of certain societal groups, such as disabled people and older people. Given the importance of equality of provision in relation to emergency responses there is a need to examine accessibility policy in this area to determine whether it enables the equal participation of all. This is important both in relation to the ability to access key information in an emergency situation and to participate in crowdsourced data generation to help in the targeting of resources, both at the time of an emergency and in subsequent planning. This insights paper takes both a practical and theoretical approach and focuses upon key policies emanating from the EU and UK.

Abstract: When a disaster occurs it is critical that emergency response information systems share a common ontology to support their disaster management alerting functions and notifications. Notifications are critical when an emergency scenario is going to happen (e.g. a typhoon approaching) so it is crucial, for emergency systems, to be able to transmit them to all kinds of recipients. An ontology was developed by investigating different sources: accessibility guidelines, emergency response systems, communication devices and technologies, taking into account the different abilities of people to react to different alarms (e.g. mobile phone vibration as an alarm for deaf people). We think that the proposed ontology addresses the information needs for sharing and integrating emergency notification messages and contents over different emergency response information systems and to be accessible under different conditions and for different kind of users.

Abstract: The main goal of this WiPe is to analyze a wicked problem of disaster management, to offer an external
evaluation on how the emergency system worked and to plan a foresight exercise able to design a personalized
emergency response services to citizens. The first part of the paper is rather a hindsight analysis regarding
disaster management of ?Colectiv 2015?, one of the worst manmade disasters in the recent Romanian history.
After four years of investigations and reports and many recovery measures ?Colectiv 2015? is still a complex
problem that needs external evaluation. The second part of the paper is a two-tier research: an intermediary
analysis of the wicked problem, using Barry Turner?s framework and a design of a foresight exercise. In the
Conclusions of WiPe we propose a design of research meant to: 1) better understand the causes and
shortcomings of disaster management and failure of foresight and 2) help the Emergency System in Romania
build a disaster resilience mechanism.

Abstract: The local government’s continuous support is critical for the well-being of a community during disaster events. E-Government systems that establish and maintain ongoing connections with the community thus play a vital role in supporting crisis response and recovery. Such systems’ ability to adapt to the crisis circumstances and to address emergent needs helps them continue their fundamental functions during disasters. Considering various services might require different amounts and types of resources, prioritization strategies are helpful in determining the processing order of requests. This paper discusses the role of prioritizing services within an e-Government system, to better understand how such a system can be managed to best utilize available resources. The study examines how a well-functioning e-Government system, the Orange County, Florida 311 non-emergency service system, responded to the COVID-19 pandemic and how the changes in service operations requirements can affect service provision, specifically with respect to assigning or re-assigning priority levels.

Abstract: The aim of this paper is to briefly describe the characteristics of the Romanian emergency system, risk perception and the use of strategic planning and foresight methodologies in emergency preparedness. The core of the paper investigates the perception of the local leaders of the ES regarding the most probable risks, the uses and utility of long term strategic planning and foresight methodologies, using the Delphi technique. Earthquakes and floods are considered to e the greatest risks, but the leaders do not feel well prepared for them. Lessons drawn from the Romanian transition provide an interesting case study for other new emerging countries. © 2012 ISCRAM.
