Abstract: This paper describes the experiences of a West-European project group in Sri Lanka in March 2005, during a tsunami threat. They had previous disaster related knowledge and used both local guidance, global media and contacts back home, but could not get adequate information about how much time they had, how likely a tsunami was, or which countries had ordered evacuations. Their decision to evacuate was based on their own reasoning and influenced most by one trusted local resident. Their mobile phone communication with their relations in Europe created a de facto ad hoc mobile emergency announcement (MEA) system. Their decision to return relied heavily on the ad hoc MEA text messages, as local authorities had not yet issued an all-clear. The findings underline the importance of multiple early warning languages and delivery channels and suggest that when relevant, 'event onset time' should be explicit in early warning.

Abstract: Mobile communications networks and devices can be and have been used by authorities to warn and instruct the general public during crises. However, our understanding of how mobile technologies could best be used for emergency announcements (public warnings) is currently limited. To clarify one part of this field of study, we define and describe a simple taxonomy for mobile emergency announcements (MEA) systems. The taxonomy has three categories: preplanned MEA systems, ad-hoc MEA systems and semi ad-hoc MEA systems. Differences in functional, security and other requirements were found between MEA systems belonging to different taxonomy categories, both concerning how each category of MEA systems can meet the common requirements, and concerning which requirements are the most important for each category of MEA systems. The differences between the categories were especially clear for these requirements: the understandability and credibility of the MEAs and the security of a MEA system.

Abstract: One of the main design challenges of any Emergency Management System (EMS) is the diversity of users and responsibilities that must be considered. Modelling the access capabilities of different communities of users is a relevant concern for which the RBAC (Role-Based Access Control) paradigm provides flexible and powerful constructs. In this paper we describe how we used an RBAC meta-model to specify at different levels of abstraction the access policy of a specific EMS called ARCE (Aplicación en Red para Casos de Emergencia). This approach has made it possible to face access modelling at earlier development stages, so that stakeholders got involved in analytical and empirical evaluations to test the correctness and effectiveness of the access policy. Moreover, since the RBAC meta-model is embedded into a web engineering method, we put into practice a holistic process which addresses different design perspectives (structure, navigation, presentation, interaction and access) in an integrated way.

Abstract: Throughout its history, Portugal Mainland and Azores Archipelago have suffered the catastrophic effects of earthquakes originating significant damages in buildings and human losses. Being aware of Portuguese seismic risk, civil protection authorities promoted some studies leading to the development of a seismic scenario simulation tool, applicable to some Mainland Portuguese regions. This paper describes recent improvements in the seismic scenario simulation tool, named LNECloss, and illustrates its applications to the evaluation of building damages and social losses, due to plausible seismic scenarios affecting Portugal. Some development requirements were identified in LNECloss simulator, namely making it available as a service on the Web, providing a stand alone tool, with no need of a geographic information desktop environment, although with the GIS capabilities of mapping and synthesis of the seismic scenario effects. In conclusion, the developed GIS Web Service offers a useful tool for seismic risk assessment and emergency planning and management.

Abstract: This paper concerns a preliminary user study to determine the acceptance of a mobile application that is supposed to involve civilians during emergencies. In particular, the focus is on bystanders. Their intervention during emergencies constitutes a delicate issue, since they were traditionally considered as a rather annoying party being merely observers of incidents. However, with the ubiquity and ever-increasing capabilities of cell phones there might emerge a great potential to flip the coin and to benefit from bystanders playing from now on a contributive role. To examine this hypothesis, we conducted semi-structured interviews with 24 persons. The result of our study shows that people are willing to use such mobile assisting system, and thus we take it as a positive starting signal to continue our research into this direction considering the elicited user constraints.

Abstract: ICT-enabled or digitalized co-production of public services has become increasingly relevant to emergency response and crisis management. This study provides a literature review on this phenomenon, exploring both large-scale crises and frequent emergencies. We found that research in the domain is scarce and focuses mainly on the phenomenon in terms of digital volunteerism. In large-scale crises, they mostly refer to spontaneous forms of volunteering, and in smaller emergencies, to more organized volunteers that collaborate with a response organization over time. Similarities to digitalized co-production in the public sector generally include financial, administrative, ICT, and demographic factors. Differences include, e.g., aspects of coordination, support, and processing by formal actors. We argue that there are benefits of adding a theoretical co-production perspective to digital volunteerism in emergency response and that our literature review can guide future research on models and (the double) use of volunteers in both kinds of emergencies.

Abstract: This research explores the potential determinants of trust in newly formed virtual teams to better inform the choice of communication media for virtual emergency response groups for which interpersonal trust is crucial. Results of a laboratory experiment indicate that the way that communicants view their teammates and themselves as part of that team is significantly correlated with the level of trust that they experience. Impression formation, public self-awareness, perceived social presence, and self-disclosure are all found to have significant correlations with trust among ad hoc teammates. It is therefore recommended that the design of emergency response communication systems include features to foster these feelings thereby promoting trust among teammates. Our results are applicable to ad hoc emergency teams who interact for a period of time to address relief and recovery efforts after a major disaster or emergency.

Abstract: Research in emergency response systems has produced significant literature in a very short span of time. We review a corpus of published works on how Information Communication Technology (ICT) is being utilized and the type of tasks ICT attempts to support in the event of a crisis due to disasters, whether natural or man-made. In our research, we have been able to distinguish eight types of tasks supported by technology during a disaster. We list some of these technologies used by the public, practitioners and researchers to illustrate the current trends of technology usage. We also identify gaps and technology needs that require our attention. Given the increasing frequency and severity of disasters, this research is timely as it (1) contributes to our understanding of the trends of development and technology use during times of crises and (2) identifies potential areas for future work to improve ICT's role during times of emergency. © 2012 ISCRAM.

Abstract: This paper provides a descriptive analysis of the eMARS database, which contains compulsory information on major chemical incidents under the SEVESO Directive. This analysis serves to assess the installations with the highest number of direct fatalities and injuries. At present, the data collected to assess the status of chemical accident risk globally are rather limited. There are some sources of data on chemical accidents in government and industry that might be used to estimate the frequency and severity of some types of events, but they are far from providing a complete perspective that covers all chemical accidents, thus limiting the possibilities of obtaining a more homogeneous picture of the risk of chemical accidents worldwide. Waste storage, treatment and disposal is one of the industrial areas with the highest number of fatalities and injuries, so we must emphasize the importance of this type of industry within the risk maps.

Abstract: While different governments worldwide have published sets of recommendations-or even laws-for increasing preparedness, a reference framework to assess the level of compliance of organizations is still to come. For instance, emergency plans often remain stored in closets where they stay until some emergency or major legal change occurs. Consequently, achieving actual preparedness is difficult to assess. QuEP is a framework for the assessment and improvement of the management of emergency plans within organizations. It is inspired by the Total Quality Management strategy, and provides a hierarchy of emergency plan management maturity levels. The aim of QuEP is to guide organizations to assess and improve their emergency preparedness by following a set of principles, practices and techniques at the technical, human and strategic levels. In this paper, we show the model underlying the framework, and give details of the current framework evaluation processes.

Abstract: The evaluation of the quality of emergency plans is an unresolved issue. While most research efforts have focused on the definition and improvement of planning methods and the associated tools, a reference framework allowing the assessment of emergency plans is still missing. In this paper, we report our initial work towards the definition of a quality framework for emergency plan management. To create it, we are borrowing results from more than one century of research on quality methods, with special emphasis in the newest Total Quality Management approaches that pay attention to technical, human and strategic concerns during the plan development process. The QuEP framework defines a number of planning principles and practices to define a maturity-driven layered model for the evaluation of organizations. We list the principles and practices, and describe its potential to be integrated with other emergency plan management frameworks.

Abstract: This paper presents the learning experiences from the development of a mobile-based communication platform, called OrdningsVaktsCentralen (OVC). OVC can be translated to Security Guard Central. OVC is designed to enable the Swedish Police Force (SPF) to comply with new legal requirements and enhance their collaboration with Appointed Security Guards (ASG). The focus of this paper is on the early phases of development; in particular on the specific technical issues such as interoperability and standards used in the development of mobile based systems. The learning experiences are as follows: firstly, when developing mobile based systems we suggest and recommend that the analysis phase should be enhanced and it should address the interoperability between mobile phones on one hand and operators on the other hand. Secondly, global and national standards, such as the MMS7 for sending multi-media messages, are not always standardized. It seems that operators and mobile phone manufacturers make minor alterations and interpretations of the standard and thereby some of the benefits found in standards disappear. Thirdly, mobile based communication platforms have a large potential for contributing to the field of emergency management information systems since they can be based on open and nationally accepted standards.

Abstract: In this paper we imagine that one day soon, mass crisis events will result in thousands of people trying to get emergency help multiple via multiple mediums. Public Access Service Points and 911 Centers will not be able to meet the demand of text-message calls for help during a large scale disaster. While 911 dispatchers will need to respond directly to each individual text message, we present the development and testing of a system that aims to provide this data, in real-time, directly to emergency managers during a large-scale crisis. The system is designed to accept, sort, triage and deliver hundreds of direct text messages from the PSAP and provide them directly to emergency management staff, who can leverage their content. In the hands of the emergency manager, these data can be used to inform resource allocation decisions, enhance their operational situational awareness, and potentially improve the response to the crisis.

Abstract: In this paper we present the results from four empirical studies where we investigate the most appropriate devices for high-ranking emergency leaders – termed commanders in this paper – working close to the scene of incident, usually outside. The studies apply different methods including interviews, questionnaires and usability tests to investigate the technology used by commanders in the agencies today, their motivation for using new technology, as well as their needs for new devices. Three of the studies involve commanders from the police, the ambulance service and the fire and rescue agency in Norway. Devices with different screen sizes ranging from 4,3“ to 40” were used or discussed in the studies. The main conclusion from all the studies is a very clear preference for tablets. We did however identify difference between the agencies regarding the preferred size of an “ideal” tablet, as well as wishes for using more than one device.

Abstract: This paper details the creation of a massive (over 32,000 messages) artificially constructed 'Twitter' microblog stream for a regional emergency preparedness functional exercise. By combining microblog conversion, manual production, and a control set, we created a web-based information stream providing valid, misleading, and irrelevant information to public information officers (PIOs) representing hospitals, fire departments, the local Red Cross, and city and county government officials. Addressing the challenges in constructing this corpus constitutes an important step in providing experimental evidence that complements observational study, necessary for designing effective social media tools for the emergency response setting. Preliminary results in the context of an emergency preparedness exercise suggest how social media can participate in the work practice of a PIO concerning the assessment of the disaster and the dissemination of information within the emergency response organization and to the public.

Abstract: The use of emergency notification systems (ENS), or early warning systems, are not only common practice among Institutes of Higher Education (IHEs), but are required by law in the United States. The dramatic increase in use is matched by the increase in community expectation. This community expectation corresponding with societal shifts challenges Public Safety leaders to implement and maintain a broad and highly reliable ENS. Most Public Safety programs lack the internal resources to consistently assess system risk, reliability, and messaging validity of their ENS sufficient to match the required system performance. Virginia Tech Emergency Management is proposing an ENS evaluation system capable of supporting assessment of reliability and risk across the entire system through the lens of Socio-Technical Systems (STS) theory at a practitioner level. By organizing emergency notification/early warning systems through Human Subsystems, Technical Subsystems, and Task Design the practitioner can assess their system by performance and risk.

Abstract: In France, facilities listed under environment protection regulations are required to draw up emergency plans. During a crisis situation, facing an unexpected event, these plans may be irrelevant. They have to be adapted to the current crisis situation and its observed or anticipated evolutions, using data emitted by the crisis ecosystem. But this adaptation requires lots of effort and is time-consuming. This article aims at presenting an approach to ensure the dynamic adaptation of emergency plans. We propose to identify generic configuration variables (representing interactions of physical phenomena and human factors on the facility) and to feed these configuration variables by collecting and processing data emitted by sensors, social networks, official reports, etc. Therefore, emergency plans could natively integrate agility by their ability to detect and take into account a change in the crisis situation and decision makers will be supported since the early stage of the crisis response.

Abstract: Data represents an essential resource to the management of emergencies: organizations have been growingly investing in technologies and resources to lever data as an asset before, during, and after disasters and emergencies. However, research on data usage in emergency management remains fragmented, preventing practitioners and scholars from approaching data comprehensively. To address this gap, this research in progress consists of a systematic review of the literature in a two-steps approach: we first propose a socio-technical framework and use it in an exploratory mapping of the main topics covered by the literature. Our preliminary findings suggest that research on data usage primarily focuses on technological opportunities and affordances and, hence, lacks practical implementation aspects in organizations. The expected contribution is double. First, we contribute to a more comprehensive understanding of data usage in emergency management. Second, we propose future avenues for research on data and resilience.

Abstract: Human beings have been facing numerous emergencies which could threaten their property or even their lives in all ages. In order to learn how people respond to the emergencies like earthquakes and fire disasters, a two-stage simulation considering people?s rational thinking and irrational thinking was conducted. Results show that people?s irrational thinking, like the herd effect, could exaggerate people?s behavior of conformity, and it changes the spatial features that stronger herd effect leads to higher cohesion level. It is also worth mentioning that crowd response of condition of smaller population is harder to predict because of its instability, and the response of the very first part of people who make decisions could make great changes to the whole crowd?s response. These results could give some enlightenment on the evacuation instruction during emergencies and future research works.

Abstract: We report initial findings around the Facebook and Twitter adoption trends of 840 fire and police departments affected by Hurricane Sandy. The data show that adoption increased during the time period directly surrounding Hurricane Sandy. Despite this increase, the creation of new online accounts since that time has been declining and overall adoption rates seem to be stabilizing. Lastly, the data report Facebook to be significantly more popular than Twitter as a form of online communication for these fire and police departments.

Abstract: Large-scale crisis events require coordination between the many responding stakeholders to provide timely, relevant, and accurate information to the affected public. In this paper, we examine how social media can support these coordinated public information efforts. This research considers how emergency responders mentioned different organizations, institutions, and individuals by examining the social media communications of police and fire departments during Hurricane Sandy. We find that these departments use mentions to reference other sources of information, recommend credible information and sources, and rebroadcast information. These mentions offer insight into how emergency responders fit within a broader crisis information network and the types of entities that responders trust and recommend to provide information to the public.
