Abstract: Early Warning Systems (EWS) provide an effective measure for better disaster preparedness, response, and mitigation. The effectiveness of EWS depends highly on the ability to distribute alert message to the persons that will be affected. In this context mobile devices play already a vital role in the ability to reach people in time and at the endangered location. Most existing approaches focus on mass dissemination methods via SMS and Cell-Broadcasting. As these approaches are effective to inform masses about a disaster with one message for all they have their weaknesses in telling the people how to respond according to their location and provide individual guidance (e.g. by maps) within specific communities. Research in disaster management gives strong evidence that the later is often crucial for better disaster response. Accordingly, we witness an increasing demand for more community-centered warnings systems solutions. This paper introduces the general foundations and architecture for alert services on mobile devices that adapt incoming alert information to the profile and situation of user groups and even individual users. The approach is scalable for different communitycentered warning systems. Its first applicability and community engagement effects are shown in the example of the community-centered public disaster alert system in Germany and a target group specific weather hazard alert system, KATWARN and WIND with currently over 2.5 million subscribed users, which was developed by the authors.

Abstract: The role of communication and information provision in coping with natural and man-made disasters and emergency situations is becoming increasingly important. In this paper we present an integrated mobile information and communication system, MIKoBOS, for emergency response operations that enables reliable data communication within the emergency site as well as between the site and the headquarters. It provides the responsible personnel involved in the emergency operation at different levels with anytime-anywhere access to relevant information. Compared to traditional voice-dominated approaches, the proposed system can greatly improve the effectiveness and efficiency of communication and coordination during disaster relief operations. Promising experimental performance results are provided for use with a number of terrestrial and satellite networks.

In disaster relief operations everything has to go very fast, the relief workers have to leave on very short notice and cooperation with other organizations is needed in order to save as many human lives as possible. The communication and information system of those operations has to be small, flexible, rapidly deployable and mobile. Above that, it has to ensure the information exchange between the coordination center in the home nation and the relief workers in the field in all kinds of situations with changing bandwidths and impermanent connections. Abstract: Natural disasters and emergencies create the need for communication between and among the affected populace and emergency responders as well as other parties such as governmental agencies and aid organizations. Such communications include the dissemination of key information such as evacuation orders and locations of emergency shelters. In particular, the coordination of efforts between responding organizations require additional communication solutions that typically rely heavily on wireless communications to complement fixed line infrastructure due to the ease of use and portability. While the deployment of temporary mobile networks and other wireless equipment following disasters has been successfully accomplished by governmental agencies and network providers following previous disasters, there appears to be little optimization effort involved with respect to maximizing key performance measures of the deployment or minimizing overall cost to deploy. This work does not focus on the question of what entity will operate the portable base stations or wireless equipment utilized during a disaster, only the question of optimizing placement for planning and real time management purposes. This work examines current wireless network optimization models and points out that none of them include the necessary variables for a disaster planning or emergency deployment context. Due to the fact that the choice of wireless technology impacts the nature of an overall model, a brief discussion of exemplar wireless technologies is included. The work also proposes criteria that must be taken into account in order to have a useful model for deployment of mobile base stations and related wireless communications equipment.

Abstract: Large-scale disasters, particularly failures of critical infrastructures, are exceptional situations which cannot be solved with standard countermeasures. The crises are complex and the decision makers face acute time pressure to respond to the disaster. IT based decision support systems provide potential solutions and assist the decision making process. Many decision support systems in emergency response and management concentrate on one kind of disaster. Moreover, complex structures are modeled and recommendations are made rule-based. This work in progress paper describes the first steps towards the development of a generic and self-learning decision support system. The methodology used is case-based reasoning. Abstract: In order to support decision-making in large-scale disasters, IT-based decision support systems provide appropriate countermeasures to respond to the event. For the implementation of measures, logical and temporal dependencies have to be considered. Furthermore, factors influencing the choice of measures should be taken into account. This paper presents a generic approach to modeling sequences of countermeasures using Highlevel Petri Nets including information about the influencing factors and endangered objects. Moreover, an approach to combining several nets is proposed, which establish new sequences for recommendation. The research is part of the development of a generic decision support system for large-scale disasters. Consequently, the focus is on modeling in a generic manner and on automatic processing.

Abstract: Decision support systems can recommend strategies for disaster management, which can be further discussed by decision-makers. To provide rationales for the recommendations, the strategies need to be assessed according to relevant criteria. If several strategies are available, the criteria can be used for ranking the strategies. This paper addresses the issue concerning the choice of suitable criteria from several perspectives. The assessment integrates concepts on robustness, experience with regard to the implementation of a strategy, quantifiable ratios which can be deduced from simulations, and system-specific parameters. Objectives are to facilitate transparency with respect to the assessments, to provide a basis for discussions concerning the strategies, and to preserve adaptability and flexibility to account for the variability of disasters and users' preferences. The assessment should be used for ranking solutions gained from a case-based reasoning system and to reveal contributions of criteria values to the overall assessment.

Abstract: For the planning of relief operations the duration and the necessary resources are key factors for a successful completion. Those factors, however, are difficult to estimate due to the large number of influencing factors in a complex crisis situation. This paper presents a software module that supports the planning by calculating the duration and the required resources for relief measures based on key performance indicators (KPI). It is part of a project called SECURITY2People aiming to develop the basics for an integrated disaster management system. The module consists of an easy to use tool to calculate the timing of a relief measure when applied to a given disaster site. In addition it contains a detailed view to display and edit the model of the selected measure which is depicted as a Gantt chart and forms the basis of the calculation. Finally, the paper describes how this module can benefit from interoperability with other modules of this project and existing systems and services.

Abstract: This paper describes a Humanitarian FOSS (free and open source software) project carried out by a team of students and faculty at Trinity College. The project outcome was a volunteer management module that has recently been incorporated into the Sahana Disaster Recovery IT System. The Humanitarian FOSS movement is based on two premises: (1) that quality humanitarian software can be built and given freely to governments and organizations in need of such software ; and (2) that the FOSS development model can successfully harness the contributions of humanitarian-minded IT and computing professionals. The Trinity Sahana project introduces a third premise: (3) that students and faculty whose main goals are educational and pedagogical can contribute successfully to the Humanitarian FOSS movement. This paper examines these three premises focusing on the question raised by the third.

Abstract: It is a well-known fact that a lack of information will lead to suboptimal decisions. But even when actors jointly have all the information they need to make a well-informed decision, they may fail to find a superior alternative. This hidden profile paradigm would cause misrepresentations of crisis situations and lead to ineffective response. In this research-in-progress paper, we present the first stage of our experimental study on group decision making in humanitarian disaster response, in which we want to find out how teams can be supported to share more information, make better sense, and ultimately avoid such misrepresentations of crisis situations. First results reveal that humanitarian disaster response teams are able to share significantly more information if they would make use of more advanced information and communication systems. However, none of the teams in the experimental setup managed to find the optimal decision.

Abstract: Load reduction is an emergency measure to stabilize an electrical grid by decoupling some supply areas to balance the demand and supply of electricity in power grids. In the decoupled areas, power outages may cause important consequences, which may propagate further via the network of interdependent infrastructures. Therefore, support is needed to choose the regions to be decoupled. This paper describes an approach to analyze the risk triggered by load reduction that can be used for disaster management and load reduction scheme optimization. The core of our work is the vulnerability assessment that takes into account the consequences of load reduction on economy and society. The approach facilitates participatory decision support by making the vulnerability of regions especially in urban transparent.

Abstract: Supplies of food and water are essential in disaster management, particularly in the very early chaotic phases when demand and available resources are highly uncertain, information systems are disrupted, and communication between communities, food suppliers, retail and emergency authorities is difficult. As many actors and organisations are involved in ever more complex food supply chains, cooperation and collaboration are vital for efficient and effective disaster management. To support decision-makers facing these problems, this paper introduces a scenario-based approach that integrates simulation of disruptions in food supply chains, and qualitative expert assessment to develop consistent scenarios that show the consequences of different strategies. To choose the best individual measures for all relevant actors and to compare it with the best overall strategy approaches from multi-criteria decision analysis are used.

Abstract: Identifying a chemical, biological, radiological, and nuclear incident (CBRN) is a challenge. Evidence and health symptoms resulting from CBRN malevolent incident overlap with other normal non malevolent human activities. However, proper fusion of symptoms and evidence can aid in drawing conclusions with a certain degree of credibility about the existence of an incident. There are two types of incidents directly observable, overt, or indirectly observable, covert, which can be detected from the symptoms and consequences. This paper describes a framework for identifying a CBRN incident from available evidence using a fuzzy belief degree distributed approach. We present two approaches for evidence fusion and aggregation; the first, two level cumulative belief degree (CBD) while the second is ordered weighted aggregation of belief degrees (OWA). The evaluation approach undertaken shows the potential value of the two techniques.

Abstract: The magnitude seven earthquake that rocked Haiti has been a devastating disaster for the small country (USGS 2010). They are not alone in this crisis, however. When the earthquake struck, thousands of US citizens responded by donating money, resources, people, and time to aid in the disaster relief. To respond to the incident and to create a secure information-sharing environment, the Florida Miami-Dade County and State Emergency Operations Centers (EOC) were activated. The main information system in use at the Miami-Dade EOC is WebEOC, a web-based crisis information management system that aids in secure coordination and collaboration among EOC staff, liaisons, and emergency managers. As a result of the earthquake response efforts using this system, we have identified seven main insights and lessons learned with respect to crisis information management software. In this paper, we discuss Miami-Dade's role in the Haitian relief efforts and how this lead to these insights and lessons learned.

Abstract: Asset-mapping is a strategy used in disaster preparedness planning, however participation is typically limited to a small number of organizations with specific expertise related to disaster response. Broader strategies are needed to ensure identification of assets is comprehensive and to stimulate innovative thinking about which attributes of a community are potential assets for response and recovery. As part of The EnRiCH Project intervention, asset-mapping was used as a collaborative activity to promote identification of a broad range of assets which could be used to enhance resilience and promote preparedness among high risk populations. In this paper we present a study (in progress) which explores innovation and empowerment among a collaborative community group in Canada. Qualitative content analysis was used to analyze focus group transcripts from 2 sessions where the participants (n=18) learned how to use google docs and create a database of community assets, while developing collaborative relationships.

Abstract: Computer-based knowledge management systems are vital for disaster detection, response planning, and management. These systems aid in early warning, and provide decision support for disaster response and recovery management. Managing past knowledge for reuse can expedite the process of disaster response and recovery management. While early warning systems predict some disasters with remarkable accuracy, there is a paucity of knowledge management systems for disaster response and management. This paper outlines a case-based reasoning (CBR) knowledge management system that in effect, is a model of human reasoning since it is based upon the idea that people frequently rely on previous problem-solving experiences when solving new problems. A CBR knowledge management system results in efficient and effective disaster response and management.

Abstract: In this paper we describe our work in progress on RAVEN, a framework, which makes it possible to build applications for collaborative editing of structured data on Android. RAVEN offers developers compile time tools, which use only the schema to generate all database handling components, edit and list user interfaces, as well as those needed for data synchronization, significantly reducing development effort. In addition, RAVEN also offers the ability to do the same work, entirely at runtime, using only a smartphone. With RAVEN it is possible to construct data oriented applications on phone at any time, including during a disaster. Users can share their applications simply by sharing the database and corresponding schema. Thus, RAVEN enables completely decentralized application creation, sharing, and data distribution, avoiding issues of connectivity to centralized resources. In this paper we show that with RAVEN it is possible to construct a new application at runtime and compare the results with an equivalent custom-built application. © 2012 ISCRAM.

Abstract: Communication between first responders is vital to the success of large scale disaster management. But communication technologies used by first responders today do not scale well due to heterogeneity, point-topoint connections, and centralized communication structures. As the popularity of devices equipped with Wi-Fi grows, the number of access points (APs) in city centers increases as well. This communication infrastructure exists and should be used in city wide disasters as it is readily available in areas with high population density. In this paper, we investigate Wi-Fi access points in 5 major cities deployed in stores, bars, and restaurants. We want to answer the question if these APs can be used as a mesh networking backbone in disaster response. The main contributions of this paper are (i) the surveyed and analyzed public Wi-Fi layout of five major cities and (ii) the connectivity analysis of the city wide network topology.

Abstract: In the field of information systems for disaster management there is a large variety of data formats, specifications and standards. Most of these standards only cover a specific part of this area, for example formats for geospatial data or message exchange. This diversity of isolated solutions, however, prevents those systems from interacting and exchanging data. To improve the interoperability in this sector there is a strong need for an integrated interoperable system architecture that is suitable for stand-alone systems as well as for the communication in a distributed heterogeneous system environment. This paper shows an approach for such a system architecture. It presents the Disaster Management Markup Language (DMML), which provides an architecture of data structures, services and service interfaces for crisis response systems. Furthermore, the Disaster Management Interoperability Framework (DMIF) is introduced, which supplies a software-engineering layout for DMML. Finally, the implementation of the DMMapML module is presented, which handles data involved in the situation report. The basic structure of this implementation is described and its potential contribution to the interoperability of crisis response systems.

Abstract: Mobile Ad-Hoc Networks maintain information in the routing table about reachable nodes. In emergency and rescue operations, human groups play an important role. This is visible at the network level as independent network partitions which are for some time stable before their members change through merging or partitioning. We use the information from stable routing tables to optimize the synchronization of Mediators in a Distributed Event Notification System. In a stable partition each node has the same information, thus a single Mediator can efficiently coordinate the synchronization, while all other Mediators just receive updates. We show in our experiments that just a few seconds are needed until routing tables stabilize and all nodes have a common view of the partition. We present a heuristic to determine the proper time to synchronize. Furthermore, we show how exceptions, like disappearing coordinating Mediators and unexpected messages, can be efficiently handled.

Abstract: In disasters, local civilians on or near the scene, are often first to respond and give aid. Therefore, the public needs to be well-informed with accurate, time critical information. However, a primary information source is event-specific scales that are inconsistent in their categorization and measurement, adding confusion to public responsiveness. These scales are not extendable to new emergencies in a changing world. We argue for development of a unified emergency scale to facilitate communication and understanding. This scale will inform local communities with regional community-specific information, and will be extendable for further use by professional responders. Research in progress elicited 15 dimensions of an emergency using a Delphi-like process and then ranked the dimensions by importance utilizing Thurstone's Law of Comparative Judgment. Contributions of this paper are to highlight the need for an unequivocal, unified scale and further its development.

Abstract: The application of event processing methods and systems carries high potential for the domain of crisis management and emergency response for different use cases and architectural aspects. This hypothesis is based on the general event based characteristics of the domain as well as former research approaches. Resource management represents a complex task for decision makers; therefore it is taken as a basic use case for this work. It builds up on foundations of resource management (use case and demand side) and event processing (technology and supply side). Methods and results are presented for the identification, definition and validation of events that happen in reality and corresponding event objects which are processed by information systems.

Abstract: This article presents a social approach for disaster management, based on a social portal, so-called Disasters2.0, which provides facilities for integrating and sharing user generated information about disasters. The architecture of Disasters2.0 is designed following REST principles and integrates external mashups, such as Google Maps. This architecture has been consumed with different clients, including a mobile client, a multiagent system for assisting in the decentralized management of disasters, and an expert system for automatic assignment of resources to disasters. As a result, the platform allows seamless collaboration of humans and intelligent agents, and provides a novel web2.0 approach for multiagent and disaster management research.

Abstract: The French Blood Establishment (EFS) is the only one in France allowed dealing with the blood supply chain. The EFS centers are scattered in France and blood products are transported over hundreds of kilometers, from collection sites to hubs and from the hubs to distribution sites. The strong constraints on lifetime and storage conditions imply a traceability of transportation steps very accurate, which is necessary in case of unexpected and unwanted events. To make “good” decisions, we propose in this research work to use the Physical Internet philosophy. Thanks to sensors in containers and Complex Event Processing modules to aggregate and filter the data collected, we would be able to create a real time “field model”. In case of crisis this model would be helpful and perfectly adapted to help the crisis unit to make “good” decisions and maybe propose solutions based on the past events.
