Abstract: Improving the survival rate of Out-of-Hospital Cardiac Arrest (OHCA) remains an important public health issue. Indeed, current survival rates are approximately 10% and can be significantly enhanced by early Cardiopulmonary reanimation (CPR) and early defibrillation. Bystanders are most likely to perform these acts, but few resources (such as digital apps) are dedicated to them due to a lack of confidence in their abilities from them and from the professionals. In order to build trust and collaboration between the dispatchers and the bystanders, an OHCA simulation workshop was conducted involving the whole survival chain. The main idea consisted in getting the participants to interact via an application dedicated to bystanders which provided a CPR demonstration video. The aim was to analyze the effects of this video on the CPR itself and especially on the lived-experience of the participants. A further objective was to assess how the shared workshop would affect the relationship between the stakeholders.

Abstract: As the deployment of situational awareness mechanisms such as geothermal sensors, use of social network sites, and information and communication technologies (e.g., cell phones) become increasingly widespread to emergency responders, the problem of alert analysis has become very important. Broadcast of large amounts of alerts sent back to command centers for processing may impair the ability of analysts to connect dots that may otherwise adequately enable them to make informed decisions in a timely fashion. This paper investigates trends and patterns embedded in alert notifications generated over a given period of time in order to uncover correlations that may exist in the data. Data for this study are obtained from the National Center for Crisis and Continuity Coordination (NC4). We employ classical time series analysis to understand, explain and predict trends and patterns in the data. This work presents results obtained thus far in the quest for the effect of passage of time on alert patterns. Implications of this work in practice and research are discussed.

Abstract: The purpose of this paper is to present a model for testing different organizational learning characteristics and their effects on performance rate in times of an unexpected temporary increase in workload. Drawing on the theoretical frameworks of Yerkes-Dodson law, the stress-buffering effect of coping resources, and established crisis management models, the authors examine the hypotheses of curvilinear and interactional influence of single and double-loop learning on stress levels during crises. Using a simulation model, we identify thresholds in single and double-loop learning environments, where increases in workload lead to dysfunctional effects of stress. The findings indicate support for the hypothesis that an organization that employs double-loop learning is less susceptible to negative stress in times of a crisis. Overall, the study highlights the characteristics of different learning types and its effects on stress. It is suggested that experiments with a simulation model lead to a better understanding of how information processing resources that people have access to in stress events, buffers or protects them from negative effects.

Abstract: The Canadian Multi-Agency Situational Awareness System (MASAS) is rapidly becoming Canada's national system for exchanging emergency management incident-relevant information amongst multiple agencies and jurisdictions. Through the use of structured information aligned with open standards, and a centrally managed open architecture, MASAS provides a trusted virtual community with the ability to seamlessly exchange emergency management information. MASAS offers an information exchange architecture that is based around a highly resilient system of data aggregation hubs that are easily accessible directly or through third party commercial tools by emergency management officials at all levels, from the smallest community in the most remote areas of Canada's north to key federal stakeholders such as the federal Government Operations Centre or the Canadian military. This paper highlights the key design principles, experimental activities, and technology implementation strategies that are positioning MASAS as a Canadian success story in the making – from coast to coast to coast. © 2012 ISCRAM.

Dynamic Team Management includes finding and accessing information about resources (people) with whom you need to communicate and collaborate on a mission or task. Used in conjunction with collaboration tools and other applications, DTM supports constructing cross-organization teams of individuals to address particular missions or tasks, based on emerging needs. DTM demonstrates approaches to overcoming many of the challenges of building the best teams for each mission/task, accommodating information sharing preferences of participating organizations, directory integration automation, dynamically scaling to meet cross-organization communication and collaboration requirements, and achieving organizational interoperability.

Abstract: A serious fire game with two different scenarios for the search and rescue (SAR) operation was designed and played. In the first scenario, the SAR operation was performed without any smartphone app assistance, while in the second scenario, our recently developed smartphone app was employed to carry out the evacuation. In this paper, the effects of utilizing this app on organizing firefighting teams, performance of the firefighters, and the evacuation procedure are studied. The results collected from a post-game questionnaire, which was answered by the players of the firefighter role, are analyzed, turning out that the employment of the smartphone app is not only preferable and effective, but also user-friendly. It is also shown that a semi-centralized firefighting organizational model suits the second scenario, whereas a decentralized one is typically used in other scenarios, such as the first one.

Abstract: This paper presents a novel, advanced research approach to investigate organizational safety culture as a complex phenomenon, combining agent modeling and organizational ethnography. Safety culture is an emergent property of organizations that largely influences the resilience of organizational responses in crisis situations. However, theory describing the precise ways in which safety culture influences resilience is lacking. Thus the first step is to understand how safety culture gradually emerges from interactions between formal and informal organizational processes. The paper explains the proposed research methodology illustrated by a case of an aircraft maintenance organization. A preliminary analysis is performed from which a conceptual model is derived, and the subsequent simulation and automated analytical techniques that will be used to validate the model and gain new insights are explained.

Abstract: We assess the usability of public inquiry report data to build a formal trace that can be used in later stages to create an agent model simulating crisis response coordination. The case taken is a train tunnel fire near the underground train station at Amsterdam Airport Schiphol that turned out to be harmless, but the incident illustrated key weaknesses in inter-organizational coordination causing a slower response than required in case of a more serious fire. We present a taxonomy of data problems resulting from our attempt to reconstruct a logical series of events. This highlights gaps or ambiguities in data pertaining to coordination practices, communication networks, situational properties and information and communication systems. Our formal trace cannot support all the report's claims that explain the failures in coordination. The report data show some critical problems, but can still serve as a basis for an information network model of the crisis. © 2012 ISCRAM.

Abstract: Models are important means to represent, explore, evaluate, and develop systems, such as interorganizational crisis management (ICM) systems. The objective was to explore how ICM systems are represented in the scientific literature, i.e., how ICM systems are modelled. The study was carried out as a systematic literature review. The results are presented as (1) organizational descriptions or models of ICM systems, (2) functional components of ICM systems, (3) analytical approaches used to model ICM systems, and (4) changes of ICM systems. The results revealed that ICM systems are described in various ways, and that descriptions of models are rather based on entities developed by the authors of the publications than on a common framework for describing ICM systems. The identified information on models, functional components, analytical approaches, and changes of the ICM systems provide important input to future work, e.g. comparing different models to determine their strengths and weaknesses.

Abstract: Societies need the ability to respond to crises such as terrorism, pandemics and natural disasters. Hence, it is essential to ensure that the capability of crisis management is attained, maintained, and developed. Since large crises cannot be handled by single organizations, collaborative crisis management capability is needed. The objective of this work was to provide support by an instrument for assessment of collaborative crisis management capability. The work was iteratively performed in a workgroup. The outcome was two templates with sets of generic questions, one for assessment of the actual capabilities and one for assessment of the preconditions of the capabilities. The templates mainly focus on assessment of collaborative crisis management capability. However, since the questions are generically formulated, they should be usable for assessments of any type of crisis management capability.

Abstract: Aid workers increasingly face risks when working in crisis regions. In order to improve effectiveness and safety of humanitarians, it is of great importance to provide a well thought out real-time socio-technical support. Thus, new policies and innovative technological solutions need to be developed and integrated into humanitarian workflows. For the requirements elicitation process to realize this aspiration, we employ a board game approach that confronts players with situations aid workers experience in the field. From the first game session, we learned that the game is a valuable tool. It raises awareness to important challenges and trade-offs that humanitarians face. In addition, it is an effective catalyst for initiating a discussion on which system requirements are needed. Future work will include an update of the board game as well as sessions with the target group of practitioners to inform the development of a socio-technical system for humanitarian aid work.

Abstract: Rio Operations Center (COR) was the agency of Rio de Janeiro Prefecture responsible for monitoring the Rio 2016 Olympic and Paralympic Games operations, due to its role in the integrated management of the city operations. This paper presents a case study considering a brief theoretical reference and data collected through direct observations, interviews, internal documents and access to the systems and software used by COR. The analysis of the COR IT infrastructure and monitoring teams' preparation for the Olympics revealed a successful development of new teams and conflict solving practice. Despite the use of different sources of information and the development of specific systems for the event, the COR preparation faced some restrictions in analytical functions, security and integration among systems. Nevertheless, regionalization for monitoring and inter-agency coordination, cross-agency instant messaging, and a team for active monitoring of social media emerged as new practices, representing opening venues for future research.

Abstract: Natural disasters often leave profound impacts on the environment. Existing disaster impact assessment methods fall short in facilitating the relief work and in conducting cross-sectional comparison of various facets of such impacts. The development of a standardized index for measuring/monitoring the environmental impacts of disasters is necessary to address this gap. This paper proposes a conceptual framework to study the environmental impacts via remote sensing/GIS based geospatial analytical approach by developing a post-disaster environmental severity index. It considers physical, social and built-in components of the environment and identifies several key indicators of disaster impacts. Through statistical decomposition of a large number of environmental impact indicators, the study proposes a composite post-disaster environmental severity index (PDESI). Mapping of the proposed index would help identification of areas and component of the environment that are severely affected by a disaster, and formulation of disaster mitigation and damage recovery plans accordingly.

Abstract: Crisis management requires stakeholders to not only show strategic, organisational preparedness for crisis events (e.g. by systematising and professionalizing coping work), but also to develop skills to deal with unanticipated events and other stakeholders involved in the same crisis. They should not only rely on established information flows and behaviour patterns, but should be able to deal with situational aspects. This usually involves communication work within and between organisations involved in crisis management. We describe the practice of the crisis communication training of a German electricity provider and the prototype we developed, implemented and evaluated. The collaborative training tool targets not only the local practice, but aims at inter-organisational trainings that would also allow improving the mutual understanding for communication practices and information needs of other stakeholders.

First we will give some insight on the conceptual and theoretical foundation surrounding the 'triangle of reference', a model of how linguistic symbols are related to the objects they represent. Then we will describe the results of our exploratory empirical study, which was conducted in Germany, and dealt with inter-organisational crisis communication. Abstract: With the rise in the profile of terrorism and war since the September 11th terrorist attack, the Bali, Turkish and Madrid bombings, organisational stress has reached new heights. Companies have subsequently realised the need to provide more resources for their expatriate employees. A few companies are now developing online resources to help employees through these crises. The researcher sought to extend this approach by developing a trial Website for expatriates employees and their families that draws on the concept of 'Storytelling' as a form of 'Narrative Therapy'. The aim is to help expatriates and their families cope with the crisis by being able to share similar experiences, and further to provide them with links to useful resources to help them cope with the situation. This study began with the researcher reflecting on their own family experiences during the Libyan Revolution and then collecting stories from others who have shared similar experiences. Abstract: Disaster Risk Management (DRM) is a multi-dimensional problem complex requiring knowledge and experience from a wide range of disciplines. It also requires a methodology which can collate and organize this knowledge in an effective, transparent manner. Towards this end, seven specialists from the social, natural and engineering sciences collaborated in a facilitated workshop in order to develop a prototype multi-hazard disaster reduction model. The model, developed with computer-Aided morphological analysis (MA), makes it possible to identify and compare risk reduction strategies, and preparedness and mitigation measures, for different types of hazards. Due to time constraints, the model is neither complete nor accurate-but only represents a proof-of-principle. The workshop was sponsored by the Earthquake Disaster Mitigation Research Center (EDM) in Kobe, in January, 2005.

Abstract: Nowadays, emergency planning is an intangible business asset that allows companies to better face the possible catastrophic events they may be exposed to. The aim of the present study was to determine what collaborative emergency planning is and which elements must be considered in it, taking into account that the purpose of this type of planning is to help several organizations to work together in any emergency. The data were gathered through focus groups in an industrial area of Southern Europe that comprises more than 2,500 companies. The results obtained in this work allowed defining the reach of Collaborative Emergency Planning in business parks, as well as its basic functionalities, emergency scenarios and aggravating scenarios. Lastly, it was determined that Collaborative Emergency Planning is a tool for the construction of Organizational Resilience.

Abstract: The role of common citizens within the emergency management (EM) process is crucial in order to support efficiently the operators' activities during the response phase. Moreover, their participation is strictly related to their profile and their experience in previous events. In a previous contribution we identified the different roles that the citizens can play for an effective cooperation with the EM workers. In this paper, we introduce an emergency tool based on a mobile application designed to support the activities of the citizens acting as Agent. The Agents have specific capabilities recognized by the EM Operation Center (OC) to execute actions under the remote supervision of the EM operators. The proposed tool allows the Agents to receive information from the OC and to visualize it through an advanced visualization modality. In particular, available information is previously collected by the center from the witnesses and the affected people that have alerted about it.

Abstract: In this paper we describe a proposal for information organization for computer supported cooperative work, while working with spatial information. It is focused on emergency response plan construction, and the requirements extracted from that task. At the centre of our proposal is the analysis of the structure of the cooperative workspace. We argue that the internal information representation should follow a spatial approach, tying the structure used to manage users with the structure used to manage information, suggesting the use of different spaces to represent the information. The gain we expect from this approach is the improved capacity to extract information on how people are cooperating and their relationship with the information they are working with. The ideas are introduced while focusing on real life emergency planning activities, where we discuss the current shortcomings of the cooperation strategies in use and propose a solution.

Abstract: Virtual Distributed Teams (VDT) need to face physical and logical communication challenges during emergency response. Physical problems include heterogeneous technology infrastructures, ubiquitous accessibility, alternative media communication or real-time interaction. Logical problems are related to the accomplishment of a coordinated activity, such as the need for a common place accessible by all where digital artefacts are available, spontaneous communication, real-time interaction, and emergency awareness. We present an integration framework that addresses the physical and logical communication requirements in emergency management for VDTs. The framework provides a ubiquitous mobile infrastructure that supports physical communication, proposes a generic role-based organizational structure for VDT, and outlines an integration strategy that allows to define logical communication channels by means of information flow and access control policies based on the VDT structure.

The proposed approach takes the perspective that an emergency response tool may guide the response effort. The tool adopts a conceptual model grounded on existing situation awareness models and research work done with High Reliability Organizations. The model structures the emergency management process in a set of dimensions that should be collaboratively correlated by the involved participants in order to mitigate the disruptive situation. An instantiation of the proposed approach is also described in the paper, focusing on IT service desk teams addressing emergency incidents that may compromise business continuity.

Abstract: In the situation of mass casualty incidents in Germany the questions that always remain are what and how much resources are needed to provide the best response. Furthermore, there are many local-specific constraints that exist, such as the density of hospitals nearby, what their surgery capacities are like, the distance between the local rescue bases and the incident scene as well as the level of preparedness of first responders. This paper describes an organisational approach to elaborate the specific tactical strategies that take part in preparedness planning. Furthermore, this paper will give insight and explore a simulation information system to support local medical response managers in elaborating those strategies in an office environment.
