Abstract: Over the past decades, humanitarian organizations have largely been criticized for their lack of effectiveness regarding their mission of assisting vulnerable population. However, few researches have investigated what ideal should humanitarian organizations tend toward and the path to undertake in such transformation. In this perspective, this paper intends to overcome this situation by proposing a supply chain maturity model specifically addressed to the humanitarian sector. In the form of a two-dimension matrix, the table aims at: 1) Objectify one organization's position regarding its transformation journey 2) Depending on the organization, identify the specific improvement areas and suggest their sequence. An instantiation of the maturity model is also proposed through the case of the Indonesian red cross.

Abstract: All too often the collection as well as analysis of data for humanitarian response only starts once a disaster hits. This paper proposes a framework to assess Data Preparedness on five dimensions: Data Sets, Data Services and Tooling, Data Governance, Data Literacy, and Networked Organizations for Data. We demonstrate for one dimension, i.e. Data Sets, how it can be quantified. First step is to determine which Data Sets must be collected before a disaster strikes so that as many as possible decision-makers' information needs are covered. Subsequently, a Data Sets Preparedness Index can be calculated based on Completeness, Recency and Accuracy & Reliability. We tested the index for Malawi and The Philippines and show how it can be used to direct data collection and determine when data analysis for e.g. predicting severity becomes meaningful. The index can be modified for reporting on global policies such as the Sustainable Development Goals.

Abstract: “Over the last couple of years, the growing OpenStreetMap (OSM) data base repeatedly proved its potential for various use cases, including disaster management. Disaster mapping activations show increasing contributions, but oftentimes raise questions related to the quality of the provided \emph{Volunteered Geographic Information} (VGI). In order to better monitor and understand OSM mapping and data quality, we developed a software platform that applies big data technology to OSM full history data. OSM full history data monitoring allows detailed analyses of the OSM data evolution and the detection of remarkable patterns over time. This paper illustrates the specific potential of the platform for disaster activations by means of two case studies. Initial results demonstrate that our flexible and scalable platform structure enables fast and easy information extraction and supports mapping processes and data quality assurance.”

Abstract: This paper describes a Humanitarian FOSS (free and open source software) project carried out by a team of students and faculty at Trinity College. The project outcome was a volunteer management module that has recently been incorporated into the Sahana Disaster Recovery IT System. The Humanitarian FOSS movement is based on two premises: (1) that quality humanitarian software can be built and given freely to governments and organizations in need of such software ; and (2) that the FOSS development model can successfully harness the contributions of humanitarian-minded IT and computing professionals. The Trinity Sahana project introduces a third premise: (3) that students and faculty whose main goals are educational and pedagogical can contribute successfully to the Humanitarian FOSS movement. This paper examines these three premises focusing on the question raised by the third.

Abstract: The United Nations Disaster Assessment and Coordination (UNDAC) system is designed to assist the United Nations in providing information during the first phase of a sudden-onset emergency and in the coordination of incoming international relief at the site of the emergency. In the immediate aftermath of such an emergency, the UNDAC team will set up an On-Site Operations Coordination Centre (OSOCC) from where the operational activities of the humanitarian organizations responding to the emergency are coordinated. Information management is a key aspect in this phase as the information gathering, processing, and disseminating activities will determine the timeliness and appropriateness of the response by the international humanitarian community. Through participatory observation in the international humanitarian “TRIPLEX” exercise we explore how information managers in the OSOCC make sense of the disaster, how the immediate needs are assessed, and discuss how information systems could improve Sensemaking in these activities.

Abstract: Simulation exercises as a training tool for enhancing preparedness for emergency response are widely adopted in disaster management. This paper addresses current scenario design processes, proposes an alternative approach for simulation exercises and introduces a conceptual design of an adaptive scenario generator. Our work is based on a systematic literature review and observations made during TRIPLEX-2016 exercise in Farsund, Norway. The planning process and scenario selection of simulation exercises impact directly the effectiveness of intra- and interorganizational cooperation. However, collective learning goals are rarely addressed and most simulations are focused on institution-specific learning goals. Current scenario design processes are often inflexible and begin from scratch for each exercise. In our approach, we address both individual and collective learning goals and the demand to develop scenarios on different layers of organizational learning. Further, we propose a scenario generator that partly automates the scenario selection and adaptively responds to the exercise evolvement.

Abstract: The current humanitarian system is based on institutions created during the Industrial Age. It was built when connectivity was a very scarce resource and information sharing was something that only happened during meetings. The increased resiliency of mobile communication networks and the proliferation of satellite based network connectivity have lead to information being much easier to share. At the same time the rise of social networks and the explosive growth of mobile ownership amongst the affected communities has lead to a new way of communicating. Furthermore the large institutional humanitarian response organizations are no longer the only responders, with multiple smaller organizations responding. This paper looks at the opportunities new technologies have provided in rethinking the humanitarian response system and how new approaches may address some of the key issues faced in large-scale disasters in recent years. © 2012 ISCRAM.

Abstract: The increasing number of victims from disasters in recent years results in several challenges for authorities aiming to protect and provide support to affected people. Humanitarian logistics represents one of the most important fields during preparedness and response in cases of disaster, seeking to provide relief, information and services to disaster victims. However, on top of the challenges of logistical activities, the successful completion of operations depends to a large extent on coordination. This is particularly important for developing countries, where disasters occur very often and resources are even scarcer.
This paper assumes a multi-agency approach to disaster preparedness that combines geographical information systems (GIS) and multi-objective optimization. The purpose of the tool is to determine the location of emergency facilities, stock prepositioning and distribution allocation for floods. We illustrate the application and the results using a case study centred on Acapulco, México.

Abstract: Critical information on refugee/internally displaced people (IDP) camps can be provided to humanitarian organisations to support planning of emergency response and relief using multi-temporal and multi-scale information from satellite imagery and GIS data. Since 2011 we are providing Earth observation-based information services to Médecins Sans Frontières (MSF) on demand. A service on population monitoring has already reached an operational stage. Thereby indicators on population are derived by automated dwelling extraction from (multi-temporal) very high resolution (VHR) satellite imagery. Based on such information, further added-value products are provided to analyse internal camp structure or camp evolution. Two additional services to support groundwater extraction and assess the impact of the camps on the environment are currently under development. So far twenty-five sites in nine countries have been analysed and more than a hundred maps were provided to MSF and other humanitarian organisations.

Abstract: Aid workers increasingly face risks when working in crisis regions. In order to improve effectiveness and safety of humanitarians, it is of great importance to provide a well thought out real-time socio-technical support. Thus, new policies and innovative technological solutions need to be developed and integrated into humanitarian workflows. For the requirements elicitation process to realize this aspiration, we employ a board game approach that confronts players with situations aid workers experience in the field. From the first game session, we learned that the game is a valuable tool. It raises awareness to important challenges and trade-offs that humanitarians face. In addition, it is an effective catalyst for initiating a discussion on which system requirements are needed. Future work will include an update of the board game as well as sessions with the target group of practitioners to inform the development of a socio-technical system for humanitarian aid work.

The current working paper introduces the BYTE study, which is working towards identifying and understanding the various positive and negative externalities, or impacts, associated with the use of big ?crisis? data. This insight paper provides a preliminary discussion of various externalities that may be encountered in this study. By doing so, the authors highlight the need for additional research in this area to promote ethically and legally responsible crisis data practices.

information from social media and web streams for disaster management. Given the dynamic disaster events, the
notion of relevant information evolves, and thus, the active learning techniques are often considered to keep
updating the predictive models for the relevant information filtering. However, the active relevant feedback
provided by the human annotators to update the models are not validated. As a result, they can introduce
unconscious biases in the learning process of humans and can result in an inaccurate or inefficient predictive
system. Therefore, this paper describes the design and implementation of an open-source technology-based
learning analytics system ? EMAssistant ? for the emergency volunteers or practitioners – referred as the trainee, to
enhance their experiential learning cycle with the cause-effect reasoning on providing relevant feedback to the
machine learning model. This continuous integration between the cause (providing feedback) and the effect
(observing predictions from the updated model) in a visual form will likely to improve the understanding of the
trainees to provide more accurate feedback. We propose to present the system design as well as provide
hands-on exercises for the conference session.

Abstract: This paper presents a use case of mobile network data as a new source of insight for humanitarian action. Based on analysis covering the Republic of Vanuatu, we identify aggregate behavioral patterns indicating short term and medium term behavior changes as a result of a tropical cyclone, which could contribute to our understanding of the resilience of communities to natural hazards. We also find interesting behavioral insights on how the human movement network is impacted by a cyclone. Due to the detail and tractability of the data set, insights on preparation, displacement, damage and resilience could enable more agile and adaptive responses by public institutions and other actors to humanitarian emergencies. Considering the array of natural hazards that the South Pacific region faces on an annual basis, this use case contributes more evidence in favor of using anonymized mobile network data to inform humanitarian action.

Abstract: Our research reflects an emerging shift in understandings of effective preparedness practices from siloed approaches toward more holistic views. We trace a shifting perspective emerging in literature and present in the early qualitative data of current preparedness experts' interviews within an international humanitarian organization whose core mission is disaster preparedness and response. Designing effective information systems for disaster preparedness requires us to better understand the dynamic and implicit ways practitioners define effective work. Our pilot research begins to uncover preparedness experts' perspectives, with plans for the study to investigate how preparedness practitioners view, conduct, and evaluate their work at the lowest-level1. Our long-term research goal is to realize implications for the more effective design of tools and systems to support disaster preparedness.

Abstract: Disaster recovery operations rarely proceed smoothly and disruptions often require the redistribution of relief items. Such a redistribution has to be carried out taking into account both the current disruption and the uncertainty regarding possible future incidents in the respective area. As decisions have to be made fast in humanitarian operations, extensive optimization runs cannot be conducted in such a situation. Nevertheless, sensible decisions should be made to ensure an efficient redistribution, considering not only satisfaction of needs but also operational costs, as the budget is usually scarce in the recovery phase of a disaster. In this work, different scenarios are generated and then solved with a multiobjective optimization model to explore possible developments. By evaluating the results of these scenarios, decision rules are identified which can support the decision maker in the actual disaster situation in making fast, but nevertheless well-founded, decisions.

Abstract: Information is a critical component to improved inter-agency coordination during disaster response. Coordinated information and communication technologies deployments as well as coordinated information management processes are important tools in the provision of this information. However, multilateral agency coordination faces many challenges, which has sparked the formation of coordination bodies. This research examines three such bodies and describes their organizational arrangements as well as identifies common challenges they face to effective coordination. It finds that the bodies differ on a variety of dimensions including funding mechanisms, autonomy, and number of members, which will likely have implications for the strategies they employ. Also, the coordination bodies identify a lack of standardization, capacity and information availability and analysis as challenges to improved coordination.

Abstract: Logistics activities are of high importance for the success of a humanitarian operation and can be responsible for up to 80% of its costs. Vendor Managed Inventory, a concept successfully applied in commercial logistics, might be a possibility to enhance the effectiveness of humanitarian logistics operations. However, there is a lack of an appropriate assessment of the VMI applicability for a humanitarian organization. We propose an adjusted VMI Readiness Score for humanitarian organizations, a tool adapted from a commercial context for the specific requirements of humanitarian scenarios, to gain a general impression of the suitability of VMI. The tool is applied exemplary to the IFRC and the result indicates that it is worthwhile to further investigate the applicability of VMI for humanitarian organizations.

Abstract: The situation with the hurricane Katrina showed that the conventional tiered response to disaster event, whereby state and local officials are responsible for the first few days, does not work well in case of megadisasters (massive hurricanes, earthquakes, large-scale acts of terrorism, etc.). Such situations require application of new technologies for preparing the operation, interoperability between the operation participants, and decision support for officials. Here presented approach proposes a context-driven decision support schema based on integration of such technologies as context & ontology management and constraint satisfaction. The application of the approach is illustrated via a case study of a portable hospital arrangement.

Abstract: Improving resiliency of airports and seaports can accelerate both humanitarian relief and economic and social recovery in regions struck by natural or manmade disasters. Ports are a critical element of effective disaster response, evacuation, and recovery. They are also essential to social and economic recovery following a disaster, especially on islands dependent on trade and isolated areas such as in the Latin America and the Caribbean region. The Port Resiliency Program (PReP) presents a practical framework to enhance port resiliency and improve evaluation to support continuous improvement. Approaches include analyzing strengths and weaknesses, fostering understanding, communication, and cooperation among stakeholders, caching essential resources ahead of time, building a comprehensive archive of literature, and targeting exercises to close gaps in preparedness.
