Abstract: The power industry is outsourcing and digitalising their services to provide better, faster, and more reliable supply of electric power to the society. As a result, critical infrastructure increases in complexity and tight couplings between multiple suppliers and systems in digital supply chains. It also introduces new risks and challenges that are difficult to manage for critical infrastructure owners. To address the vulnerability in digital supply chains, we have developed a system dynamics model that represent important challenges to manage cybersecurity in digital supply chains, based on input from an expert group in the power industry. The system dynamics model illustrates how trust in suppliers as well as the need for control play important roles in outsourcing. Scenarios were developed and simulated.

Abstract: Emergency situations often play out over extended geographic regions and can present response personnel with numerous types of data at various level of detail. Such data may be displayed in mapping software tools that organize the data into layers. Sufficiently complex scenarios can result in dense, occluded, and cluttered map displays. We investigated a localized, detail-on-demand filtering strategy called semantic lensing that in certain situations provides a more efficient and desirable approach than filtering global layers for mitigating clutter and occlusion. An initial formal user study with these semantic lenses has shown their value in aiding decision makers during tasks that might occur during detection of and response to emergency situations. Completion times are significantly faster when using lenses, and workloads are significantly lower. Future work will evaluate additional features and task-specific applicability, and may support the distribution of such a lens tool to emergency preparedness and response personnel.

Abstract: Aiming at examining the cascading effects of the failure of Critical Infrastructure (CI), this work-in-progress research introduces an improved System Dynamics model. We represent an improvement over the previous models aimed at studying CIs interdependencies and their cascading effects. Our model builds on earlier models and corrects their flaws. In addition to introducing structural enhancements, the improvements include using unpublished data, a fresh look at a previously collected dataset and employing a new data processing to address and resolve some longstanding issues. The dataset was fed to an optimisation model to produce a new dataset used in our model. The structure of our SD model, its dataset and the data processing techniques we employed to create this dataset are all described in the study. Although the model has passed the fundamental validation criteria, more validation testing and scenario exploration are yet to be conducted.

Abstract: In this paper we present the development of an integrated process analysis toolkit for humanitarian logistics. The toolkit integrates a conceptual and a technological component. Our approach follows a case study-based modeling and design approach. The developed concept was evaluated in two humanitarian organizations. Based on these results we extended and integrated the tool-supported process analysis approach, which is ready to use for the structural and quantitative analysis of humanitarian logistics processes. The toolkit can be applied in humanitarian organizations as a decision support tool for designing, planning and executing their logistics processes. Thus, the application affects the preparedness of humanitarian organizations as well as their response performance. The process analysis toolkit is embedded in an overall research agenda with the objective to provide humanitarian organizations with the capabilities to identify, monitor, and improve their logistics processes respecting the organization specific objectives.

Abstract: Decision making in the area of humanitarian logistics and supply chain management often suffers because of the interrelations between planning horizons, tasks, and crisis management lifecycle phases. In this paper, we present a method, an exemplary prototypical implementation and its evaluation within a relief organization. Based on a structured literature analysis (a review of existing information systems as well as a consideration of ongoing research projects), basic requirements for an integrated logistics and transport planning approach were derived. Together with end-user involvement, these results were used to design and prototype a concept of an appropriate information system, which was applied and evaluated in a tabletop exercise. The generated results are promising in terms of having a positive impact on the logistics effectiveness. In combination with the identified limitations, our results promise to have an impact on future ISCRAM research.

Abstract: This position paper discusses the ongoing debate on the topic of humanitarian effectiveness and highlights the need to look at the structuring of the humanitarian system from an ethical point of view. The paper makes the argument that any community engagement with the affected population is a matter of ethics and dignity of those needs to be considered as a central focus to the discussion. The paper also discusses how the humanitarian system as a set of technology, tools & practises focusses on efficiency, and overshadows the issues of care by objectifying and turning the affected population into mere numbers. We discuss that technology and organisations are inter-twined and such a discussion of technology cannot be contemplated without considering the traditional institutional practises as a whole.

Abstract: The situation with the hurricane Katrina showed that the conventional tiered response to disaster event, whereby state and local officials are responsible for the first few days, does not work well in case of megadisasters (massive hurricanes, earthquakes, large-scale acts of terrorism, etc.). Such situations require application of new technologies for preparing the operation, interoperability between the operation participants, and decision support for officials. Here presented approach proposes a context-driven decision support schema based on integration of such technologies as context & ontology management and constraint satisfaction. The application of the approach is illustrated via a case study of a portable hospital arrangement.

Abstract: Traffic accidents are a common feature of the modern life. The paper proposes an approach addressing response to traffic accidents happened in a smart environment. The idea behind the approach is to self-organize resources of the environment according to the state of the situation caused by the accident. The resources self-organize a collaborative network that comprises physical devices, software services, organizations, and persons. The purpose of the resources is to undertake joint actions for accident response. The disaster response system intended for operating in smart environments has a service-oriented architecture. Some of Web-services making up the architecture are intended to model the accident situations; others model resource functionalities or bear supporting functions. Web-services that model resource functionalities are aligned against the disaster management ontology. This alignment ensures semantic interoperability of the heterogeneous resources. The alignment operation is supported by a tool that identifies similar concepts in the ontology and Web-service descriptions using a machine-readable dictionary. Response to the traffic accident illustrates main ideas described in the paper.

Abstract: During the past decade there has been a steady increase in cyber attacks targeting Critical National Infrastructure. In order to better protect against an ever-expanding threat landscape, governments, standards bodies, and a plethora of industry experts have produced relevant guidance for operators in response to incidents. However, in a context where safety, reliability, and availability are key, combined with the industrial nature of operational systems, advice on the right practice remains a challenge. This is further compounded by the volume of available guidance, raising questions on where operators should start, which guidance set should be followed, and how confidence in the adopted approach can be established. In this paper, an analysis of existing guidance with a focus on cyber incident response and recovery is provided. From this, a work in progress framework is posited, to better support operators in the development of response and recovery operations.

Abstract: Modern safety-critical organizations are characterized by complex, nonlinear dynamics involving many interrelated actors and processes. Safety issues that emerge from these complex dynamics increasingly remain hidden, until an incident or even a serious accident occurs. Traditional safety analysis methods developed long ago for much simpler organizations cannot help identifying, explaining and predicting many safety-related properties of modern organizations. To address this issue, in the paper a formal approach is proposed to establish relations between local dynamics of actors of a complex safety-critical organization and global safetyrelated properties that emerge from these dynamics. In contrast to the traditional approaches, the organizational dynamics are specified by taking the agent perspective with an organizational layer. The application of the approach is illustrated by a simulation case study, in which spread of safety-critical information in an air navigation service provider is investigated. © 2012 ISCRAM.

Abstract: With a coastline touching upon the Pacific and Atlantic Oceans, the Great Lakes and the Arctic Sea, the Canadian MSOCs are faced with a daunting task. They are responsible for both routine duties, including patrolling coastal areas and collecting satellite data, as well as critical missions, such as emergency response and crime intervention. Both kinds of mission require the fusion of data from a variety of sources and the orchestration of myriad heterogeneous resources over great physical distances. They must deal with uncertainty, both in terms of what can be known and also in the outcomes of actions, and must interact with an environment prone to dynamic change. We present the architecture and core mechanisms of a decision support system for marine safety and security operations (Glässer, Jackson, Araghi, When and Shahir, 2010). The goal of this system is to enhance complex command and control tasks by improving situational awareness and automating task assignments. This system concept includes adaptive information fusion techniques integrated with decentralized control mechanisms for dynamic resource configuration management and task execution management under uncertainty. Autonomously operating agents employ collaboration and coordination to collectively form an intelligent decision support system. © 2012 ISCRAM.

Abstract: Practice and research collaborations in the disaster domain have the potential to improve emergency management practices while also advancing disaster science theory. However, they also pose challenges as practitioners and researchers each have their own culture, history, values, incentives, and processes that do not always facilitate collaboration. In this paper, we reflect on a 6-month practice and research collaboration, where researchers and practitioners worked together to craft a social media monitoring system for emergency managers in response to the COVID-19 pandemic. The challenges we encountered in this project fall into two broad categories, job-related and timescale challenges. Using prior research on team science as a guide, we discuss several challenges we encountered in these two categories and show how our team sought to overcome them. We conclude with a set of best practices for improving practice and research collaborations.

Abstract: This paper describes the design, execution, and results of a participatory design workshop with emergency public information officers (PIOs). During the workshop, PIOs and researchers explored ideas and designs for supporting the social media needs of PIO work. Results indicate that PIO perceptions of social media have changed as they have learned to incorporate activities of the public into their work, yet they still struggle with issues of trust and liability. Based on workshop design activities, the paper offers a set of design recommendations for supporting the social media needs of PIO work practice such as the ability to monitor, document, and report social media activity.

Abstract: This paper offers a descriptive account of Twitter (a micro-blogging service) across four high profile, mass convergence events-two emergency and two national security. We statistically examine how Twitter is being used surrounding these events, and compare and contrast how that behavior is different from more general Twitter use. Our findings suggest that Twitter messages sent during these types of events contain more displays of information broadcasting and brokerage, and we observe that general Twitter use seems to have evolved over time to offer more of an information-sharing purpose. We also provide preliminary evidence that Twitter users who join during and in apparent relation to a mass convergence or emergency event are more likely to become long-term adopters of the technology.

Abstract: On-line websites and applications are increasingly playing a role in disaster response and recovery. Yet with the wide variety of on-line grassroots activities that occur in such situations, it can be difficult to make sense of them. In this paper, we describe on-line behavior as socially convergent activity, interpreting it within existing sociological understandings of behavior in disaster events. We discuss seven types of convergent behavior and give examples of on-line activities for each type. By seeing these activities as an essential part of the disaster social arena, we can begin to think about how to support socially convergent phenomena in new and creative ways.

Abstract: The most popular micro blogging platform Twitter has been the topic of a variety of research papers related to disaster and crisis management. As an essential first step and basis for a real-time methodology to exploit Twitter for event detection, localization and ultimately semantic content analysis, a functional model to describe the amount of tweets during a day has been developed. It was derived from a corpus of messages in an exemplary area of investigation. To satisfy the different daily behavior on particular days, two types of days are distinguished in this paper. Moreover, keyword-adjusted data is used to point out the potential of semantic tweet analysis in following steps. The consideration of spatial event descriptions in relevant tweets could significantly improve and accelerate the perception of a disaster. The results from the conducted tests demonstrate the capability of the functional model to detect events with significant social impact in Twitter data.

Abstract: Web 2.0 can be viewed as a platform where users can develop their own web applications. It is also characterized by a vast amount of user-generated contents presenting spatial and temporal components, by means of associated metadata. These metadata has been successfully exploited to generate map-based mashups (web applications gathering data from different sources) facing different kind of crisis situations, ranging from natural disasters (earthquakes, wildfires, floods...) to human-made disasters (terrorist attacks, school shootings, conflicts...). The social and collaborative dimensions of the Web 2.0 can be also exploited for managing crisis-related information. We present here a survey of current crisis-related mashups we employed to extract design dimensions and provide a conceptual framework that can be used: A) to understand current systems and; b) to design next generation of crisis-related mashups. We propose the eStoryS system as an example of application developed following the design principles presented in this paper. On the basis of our analysis, we believe that the design dimensions posited here provide useful insights for the design of novel web mashups in the emergency management domain.

Abstract: Crisis situations generate tens of millions of social media reports, many of which contain references to geographic features and locations. Contemporary systems are now capable of mining and visualizing these location references in social media reports, but we have yet to develop a deep understanding of what end-users will expect to do with this information when attempting to achieve situational awareness. To explore this problem, we have conducted a utility and usability analysis of SensePlace2, a geovisual analytics tool designed to explore geospatial information found in Tweets. Eight users completed a task analysis and survey study using SensePlace2. Our findings reveal user expectations and key paths for solving usability and utility issues to inform the design of future visual analytics systems that incorporate geographic information from social media.

Abstract: Uncertainty and risks are part of humanitarians' daily routine. Most of the time, infrastructures are damaged or non-existent, the political climate is highly volatile, communication means are insufficient, and so on. Therefore, humanitarian organizations often have to find original methods to implement their supply chains. They may also face recurrent problems, that requires them to change the way they operate. And yet, as they lack the time and resources to reflect on the lessons learnt, most of their best practices and issues are neither captured nor communicated. The aim of the study is thus to propose a framework to capitalize humanitarians' knowledge and know-how, to analyze both gaps and best practices and learn from one operation to another. To this end, we propose a framework derived from traditional Enterprise Modelling tools, adapted to fit relief chains' specificities. Field applications are then given to illustrate our approach and its beneficial effects.

Abstract: Crisis Named Resources (CNRs) are the social media accounts and pages named after a crisis event. CNRs typically appear spontaneously after an event as places for information exchange. They are easy to find when searching for information about the event. Yet in most cases, it is unclear who manages these resources. Thus, it is important to understand what kinds of information they provide and what role they play in a response. This paper describes a study of Facebook and Twitter CNRs around the 2016 Fort McMurray wildfire. We report on CNR lifecycles, and their relevance to the event. Based on the information provided by these resources, we categorize them into 8 categories: donations, fundraisers, prayers, reactions, reports, needs and offers, stories, and unrelated. We also report on the most popular CNR on both Facebook and Twitter. We conclude by discussing the role of CNRs and the need for future investigation.

Abstract: Large-scale crisis events require coordination between the many responding stakeholders to provide timely, relevant, and accurate information to the affected public. In this paper, we examine how social media can support these coordinated public information efforts. This research considers how emergency responders mentioned different organizations, institutions, and individuals by examining the social media communications of police and fire departments during Hurricane Sandy. We find that these departments use mentions to reference other sources of information, recommend credible information and sources, and rebroadcast information. These mentions offer insight into how emergency responders fit within a broader crisis information network and the types of entities that responders trust and recommend to provide information to the public.
