Abstract: Effective responses to emergency situations require accessing both information that is known ahead of time and information from emergent sources. Whereas emergency providers have succeeded in formalizing acquisition and distribution of information from pre-existing sources, emergent and unconventional sources remain a challenge, especially in the context of rapid system-of-systems integration. The Rich Feeds project demonstrates the use of the Rich Services architectural pattern to incorporate data capture facilities into a framework that attends to crosscutting concerns such as authentication, authorization, encryption, and governance. By organizing a system-of-systems, Rich Services fosters the rapid incorporation of novel data sources while promoting scalability, low overall system risk, and fine grained policy definition and evaluation. In this paper, we demonstrate Rich Feeds' use of Rich Services in accessing multiple data streams during research and disaster drills. Additional opportunities include adding data sources and extraction methods, and increasing flexibility of policy definition and evaluation.

Abstract: With the increased use of electronic patient files in Health Care Organizations (HCOs), addressing the risks related to the storage and use of patient information has become increasingly important to avoid intentional or unintentional disclosure, damage to or abuse of patients' personal health records. This has lead governments from various countries to introduce and impose information security standards for HCOs. The Dutch government introduced the NEN 7510 national information security standard; a standard derived from the international ISO 17799 norm. Preceding the implementation phase of NEN 7510 standard at a Dutch HCO, we conducted a field study to identify the information security risks as perceived by the main stakeholder groups in the HCO. We present the differences in the perceived information security risks and threats by end users, management and suppliers, and the degree to which these identified risks will be addressed by the implementation of the NEN 7510 standard.

Abstract: The dynamic nature of crisis response operations and the rigidity of workflow modelling languages are two things that do not go well together. A recent alternative approach to workflow management systems that allows for more flexibility is the iTask system. It uses an embedded functional language for the specification of workflow models that integrates control-flow with data-flow in dynamic data-dependent workflow specifications. Although there is a variety of publications about the iTask workflow definition language (WDL) and its implementation, its applications have been limited to academic toy examples. To explore the iTasks WDL for crisis response applications, we have developed an iTask specification of the Search And Rescue (SAR) workflow of the Netherlands Coast Guard. In this specification we capture the mix of standard procedures and creative improvisation of which a SAR operation exists.

Abstract: Disaster recovery operations rarely proceed smoothly and disruptions often require the redistribution of relief items. Such a redistribution has to be carried out taking into account both the current disruption and the uncertainty regarding possible future incidents in the respective area. As decisions have to be made fast in humanitarian operations, extensive optimization runs cannot be conducted in such a situation. Nevertheless, sensible decisions should be made to ensure an efficient redistribution, considering not only satisfaction of needs but also operational costs, as the budget is usually scarce in the recovery phase of a disaster. In this work, different scenarios are generated and then solved with a multiobjective optimization model to explore possible developments. By evaluating the results of these scenarios, decision rules are identified which can support the decision maker in the actual disaster situation in making fast, but nevertheless well-founded, decisions.

Abstract: When carrying out tasks, police officers need up-to-date information contextualized to their current situation to support them in decision making. The results of a previous user study with the aim of capturing the information requirements of police officers have led to the implementation of a rule-based system for contextualized information delivery. In this paper, we present the overall system and discuss how the various sources of information are modelled using ontologies. Our focus is on the formalism for expressing the rules and the engine executing those rules to decide which information is relevant for specific users. These declarative rules can be modified independently of the code executing them, thus providing a principled way to adapt the system to new domains. Quantitative evaluations on scenarios constructed in cooperation with police officers show that precision and recall levels of our system are satisfactory compared to other systems and that our system can be adapted to new scenarios with reasonable efforts.

Abstract: In the area of information system design, the development of context-aware systems which can provide relevant information in a context-driven fashion to support mobile users in crisis management tasks represents a great challenge. Motivated by the fact that police officers are often overwhelmed by too much information, the goal of the MOSAIC project (a multi-officer system of agents for informed crisis control) is to support mobile police officers by a system which delivers contextualized information that is relevant to the task at hand. In order to elicit the information requirements of police officers who are involved in crisis situations, a questionnaire-based requirements elicitation study has been carried out in the context of the work described here. The results mainly shed light on the situation-specific information requirements of police officers in certain scenarios. The design requirements that follow from our study have clearly the potential to guide the design of context-based information delivery systems for users involved in critical situations such as the police officers we target. Our findings thus offer an important contribution to the field of information system design for crisis management.

Abstract: Wireless Mesh Networks (WMNs) are formed by self-organized wireless nodes that use multi-hop wireless relaying. These networks are useable in a variety of situations ranging from fixed residential broadband networking based on rooftop wireless mesh nodes to emergency response networks for handling large scale disasters. Quick deployability, minimal configuration, broadband communication, and easiness of reconfigurability are the major characteristics that make WMNs a suitable choice for emergency applications. There exist several open research issues in using such WMNs for emergency response applications. We, in this paper, present a hybrid distributed wireless networking architecture, Extreme Networking System (ENS), and present large set of performance observations collected from a real distributed hybrid wireless mesh network used for supporting a medical emergency response application. We present the traffic behavior observed in our network when a client server medical emergency response application is employed. The performance observations on real-traffic scenarios for emergency response application underlines the need for focusing further research on topology control, reliability, service availability, and distributed management. We observed that though there are several challenges that need to be solved, a WMN is a favorable choice for emergency response networking.

Abstract: To assess current situation properly is crucial for effective decision-making in crisis management. However, gathering accurate information from incidence sites and providing appropriate support for assessment practices faces several challenges. The unique information demands of each crisis situation, the information availability or inter-organizational problems and obstacles to information exchange are important factors that need to be considered in designing ICT. In this contribution we present results from an empirical study about decision-making practices in scenarios of medium to large power outages in Germany. We focused on the needs and practices on information exchange at the level of inter-organizational cooperation. We examined the cooperation of fire departments, police, public administration, electricity infrastructure operators and citizens. Our empirical material reflects particularly conditions and challenges in current situation assessment practices, and we were able to derive design requirements for an inter-organizational situation assessment client as a complementary tool for existing crisis management infrastructures. © 2012 ISCRAM.

Abstract: Information is the most valuable resource for coping and recovery work in crisis management. It is the foundation for coordination, collaboration and decision-making. However, several challenges face information retrieval, evaluation and exchange processes in inter-organizational crisis management. On the one hand, due to the dynamic nature of crisis situations, information demands are hardly predictable and change in the course of time. Moreover, inter-organizational issues like terminology issues, policy constrains or even the lack of awareness about information available are influencing factors and need to be considered in designing appropriate ICT. In this paper we report from an empirical study, where we had a closer look on information retrieval and exchange practices in scenarios of medium to large power outages in Germany on an interorganizational level. Derived from these results, we were able to present a reference implementation of an interorganizational information repository (IOIR) and report our findings from a related evaluation.

Abstract: This practitioner report describes a moor- And turf-fire that occurred in 2011 at the Dutch-German border and was engaged by forces both from the Netherlands and Germany. All involved emergency management organizations were facing interoperability issues when it came to cross-border cooperation, although cooperation handbooks were already in use and the involved organizations were used to work together. The size of the incident and it's remote location called for an increased coordination between all involved actors and across all command levels.

Abstract: In this paper we present a new approach to enhance information extraction from social media that relies upon the geographical relations between twitter data and flood phenomena. We use specific geographical features like hydrological data and digital elevation models to analyze the spatiotemporal distribution of georeferenced twitter messages. This approach is applied to examine the River Elbe Flood in Germany in June 2013. Although recent research has shown that social media platforms like Twitter can be complementary information sources for achieving situation awareness, previous work is mostly concentrated on the classification and analysis of tweets without resorting to existing data related to the disaster, e.g. catchment borders or sensor data about river levels. Our results show that our approach based on geographical relations can help to manage the high volume and velocity of social media messages and thus can be valuable for both crisis response and preventive flood monitoring.

Abstract: In this contribution we present an analysis of passenger trajectories in an urban transportation hub. We collected an extensive amount of empirical data consisting of both gate and individual stalking observation in the central station of Cologne. Three different data mining algorithms are used to analyze this data, producing both data that may be used as input for simulation frameworks, and, as an aside, visualizations of passenger movements that could be of high interest to transport and emergency managers. © 2012 ISCRAM.

Abstract: This research uses multiple methods to investigate the use of an enterprise mobile multimedia information system aimed at improving handover of patient and emergency incident information from pre-hospital Emergency Medical Services (EMS) to hospital emergency department providers. A field study was conducted across EMS and hospital organizations in the Boise, Idaho region of the United States for three months to examine use of the system and to assess practitioner perspectives. Findings include perceived benefits and challenges to using digital audio recordings and digital pictures, captured using a smartphone application, for improving the timeliness, completeness, accuracy, convenience, and security of patient information for handover in EMS; limitations on how much data can be collected in the field due to a wide variety of contextual constraints; and a need to better understand the value of video within the EMS handover context.

Abstract: This paper presents the research, design, and development of a comprehensive trauma information system inclusive of 911dispatch, Emergency Medical Services, and hospital trauma information. A proof-of-concept GIS based information system was designed and developed for use by trauma and emergency medical practitioners. Methods used include end-user focus group discussions, quantitative and qualitative data analysis, and an iterative system development process. A framework from prior research was utilized; a framework that considers the visualization of emergency medical events across an end-to-end continuum of patient care. Analyses performed provided a multi-layered understanding of the practical and theoretical implications of using an end-to-end information schema for emergency response and trauma health systems.

Abstract: Creating a 'common view' between all stakeholders on the course of an emergency situation and the possible consequences is a challenge for any crisis management organisation. In the SCKâEUR¢CEN nuclear emergency preparedness research two projects address two different and particular communication or information management challenges. The HINES system aims at creating a common view by using an information system as a communication tool in an on-site nuclear emergency response room. The MODEM project uses XML-technology to stimulate communication between scientific experts from different countries and institutes by facilitating the exchange of information used in decision support models used to assess the impact of a release of radioactive material in the environment. Abstract: In this work we present the results of a survey on major challenges in humanitarian logistics. The survey was conducted among logistics managers of relief organizations, logistic service providers, and universities investigating in humanitarian logistics. The following issue areas were consulted: (1) Information and Technology, (2) Processes, Organization, Coordination, (3) Infrastructure, (4) Politics, Government. The results in the first issue area focus mainly on needs for action in the context of the transparency, compatibility, and functionality of IT-systems for humanitarian logistics. The transferability of classical and the establishment of specific concepts of logistics and supply chain management were identified as an important challenge in the second issue area. The need for an improved information situation was noticed within the areas “Infrastructure” and “Politics, Government”. Additionally, it can be highlighted that the assessments of the three questioned groups differ in important points, although a common ground for further research was identified.

Abstract: One problem affecting crisis management planning teams is overconfidence- An inflated belief that a plan will be successful. In this paper we compared the effect of several different methods for reducing individual team member confidence levels and compared each to a baseline control condition. One hundred and seventy-eight people participated in one of five conditions to evaluate an H1N1 flu epidemic plan in a university context. Over the course of evaluating the plan, participants provided several ratings of confidence in the plan's success and their understanding. We compared several techniques commonly used, such as critique, Pro/Cons generation, Cons only generation and a newer technique, PreMortem, to a baseline condition. The Pro/Cons generation, Cons only generation and the PreMortem technique all reliably reduced confidence levels more than baseline condition. Furthermore, the Premortem method, imagining that a plan has failed and then generating reasons to explain why, reliably reduced confidence more than each of the other conditions, and therefore can be a useful tool for combating overconfidence in crisis management planning. We discuss the results in the context of sensemaking and decision making theory.

Abstract: Today, crisis management relies to an extent on the provisioning of required resources from third-party providers. The crisis management capability is thus dependent on the adherence to, and the consistency of, a set of contracts for resource provisions. We aim at formalizing contingency plans as sets of contracts and developing a computational model for assessing whether the contracts for resource provisioning yield an adequate crisis management capability, with respect to resource provisioning. This paper outlines ongoing research on how to enable an analysis of contingency plans with respect to resource provisioning using the contractual formalism under development. We outline the important issues and illustrate with an example how contracts can be used for resource sharing.

Abstract: In crisis management, units from different organizations collaborate for achieving a common goal. The success of such collaborations depends partly and not insignificantly on the composition of the network of collaborating units. In the initial phases of a crisis management operation, there is often a great deal of uncertainty about the nature and the extent of the crisis. The uncertainty may lead to contradictory and otherwise imperfect information sharing among the organizations and agencies that are responsible for engaging the crisis. This in turn, may lead to suboptimal and inefficient compositions of the collaborating network. This paper suggests the use of contracts for information sharing for ensuring that the information sharing indeed facilitates efficient formation of collaborating networks.

Abstract: The study presented in this paper has investigated how technology can support spatial awareness when moving in wooded terrain. By “spatial awareness”, we refer to the ability to point in the approximate direction of several objects while navigating in unknown terrain. The ability to localize objects in the terrain has importance for emergency operations, for example firefighting and search and rescue operations. A field experiment was conducted with two conditions, one with technical support and one without. The results show that technical support in terms of GPS, digital maps and electronic compass can dramatically improve the ability to accurately indicate directions to objects. Further, findings concerning use of tests on spatial orientation to predict the ability to indicate directions to objects in the terrain when having no technical support are presented.

Abstract: This paper tests the claimed benefits of using geographical information systems (GIS) in emergency response operations. An experimental study comparing command teams using GIS and paper-based maps is presented. The study utilized a combined approach using microworld simulations together with physical artefacts. Participants in the experiment took the role of command teams, facing the task of extinguishing a simulated forest fire. A total of 132 persons, forming 22 teams, participated in the study. In eleven of the teams, the participants were given access to GIS with positioning of fire-brigades as well as sensor data about the fire outbreak. In the other eleven teams, the participants were using paper-based maps. The result shows that teams using GIS performed significantly better than teams with paper-based maps in terms of saved area. Communication volume was considerably reduced in the case of GIS teams. Implications of these results on GIS are discussed as well as methodological considerations for future research.

Abstract: This paper presents the INSITU research project initiated to provide a systematic approach for effective sharing, integration and use of information from different sources, to establish a common operational picture (COP) and shared situational understanding among multiple actors in emergency response. The solution developed will provide an interactive map display, integrating harmonisation of terminology and collaboration support for information sharing and synthesis. The enhanced COP will also support evaluation and learning from exercises and incidents. The project involves close collaboration with emergency management stakeholders in Norway, for requirements analysis, participatory design, and validation of project deliverables. The research will improve information sharing and decision support in emergency operations centres, which will contribute to improve societal resilience through more effective response capability.

Abstract: This paper presents the learning experiences from the development of a mobile-based communication platform, called OrdningsVaktsCentralen (OVC). OVC can be translated to Security Guard Central. OVC is designed to enable the Swedish Police Force (SPF) to comply with new legal requirements and enhance their collaboration with Appointed Security Guards (ASG). The focus of this paper is on the early phases of development; in particular on the specific technical issues such as interoperability and standards used in the development of mobile based systems. The learning experiences are as follows: firstly, when developing mobile based systems we suggest and recommend that the analysis phase should be enhanced and it should address the interoperability between mobile phones on one hand and operators on the other hand. Secondly, global and national standards, such as the MMS7 for sending multi-media messages, are not always standardized. It seems that operators and mobile phone manufacturers make minor alterations and interpretations of the standard and thereby some of the benefits found in standards disappear. Thirdly, mobile based communication platforms have a large potential for contributing to the field of emergency management information systems since they can be based on open and nationally accepted standards.

Abstract: Emergency response involves collaboration among search and rescue workers, medical staff, transportation coordinators, and others to save human lives and minimize damages. While carrying out local activities, members of the teams must also attend to new events happening elsewhere that may affect their work, and be prepared to adjust their activities accordingly. This paper describes a computer supported coordination system, DACE (Dependency-based Awareness and Coordination Environment), which offers a scalable solution to coordination in emergency response. The system serves as a cognitive aid to human actors in both maintaining a group mental model of the overall collaborative activities and their dependencies, and determining the effects of events as they propagate through the web of dependencies. We demonstrate the principles and utility of the DACE system through a hypothetical scenario of search and rescue exercise. This work contributes to the goal of scaling up awareness-based coordination in emergency response. © 2012 ISCRAM.
