Abstract: The land area of the world is divided into countries. Most of the countries are, in turn, divided into smaller units. These units may be called states, provinces, regions, governorates, and so on. A phrase that describes them all is “major administrative divisions of countries”. Due to shortcomings of related de-jure standards a hierarchical set of subdivision codes, called Hierarchical Administrative Subdivision Codes (HASC), has been devised, extending in many cases to secondary administrative divisions. This is not an official standard, sanctioned by any international body. The codes are intended for internal use within a database or other computer system and not for display.

Abstract: ALARM is a modular IT-solution to support emergency medical service (EMS) providers and rescue staff in mass casualty incident response and training. Seven modules were implemented, covering the entire process from preliminary triage, treatment support and resource management to tactical information and registration. Communication technology is used to close information and documentation gaps. The system uses medical algorithms and telemedicine to improve patient treatment. The ALARM system generates logs automatically including procedural time stamps and outcome factors such as triage and transport categories. This allows an objective analysis and comparison of missions and opens a new approach to evidence based MCI management and training. © 2012 ISCRAM.

Abstract: Organizations allow structuring and coordinating the activities of robots that take part in a multi-robot system (MRS). Within a given organization, each robot is assigned to a role that governs its behavior and its interactions with the other members of the MRS. In this paper; we investigate in a class of problems where role allocation must be done dynamically. This applies, for example in the context of rescue robotic applications where neither the number of robots nor characteristics are known a priori. Furthermore, tasks to be performed are not necessarily all known or at least a portion of the information remains to be discovered (e.g. locations of victims). Finally, some robots may temporarily leave the MRS (for battery recharging) or permanently due to failure or breakage. We propose a solution that can dynamically allocate roles to robots and revise the allocation. This revision takes place in case of failure of agents or in case of discovery of a new task. This allocation allows agents to participate in several tasks. © 2012 ISCRAM.

Abstract: The delivery of user-tailored warning messages for heterogeneous user groups is a challenge rarely covered by hazard monitoring and early warning systems. While attention is mostly focused on sensor measurements and disaster prediction, warning message dissemination is often based on technical terminology and is not appropriate for the majority of interested user groups. This article describes the concepts of generic information logistics developed for the distant early warning system (DEWS). It is designed to not be limited to specific hazard types, languages or other deployment specifics. Instead, it enables the generation of user-tailored warning messages that account for specific needs and it provides several filter mechanisms to avoid unintended message flooding in emergency situations. Moreover, the importance of spatial references in messages is highlighted and accounted for in both automatic message processing and message reception by humans. Warning messages are based on the common alerting protocol (CAP) to allow interoperability with other early warning systems.

Abstract: The development of sustainable tsunami early warning systems (TEWS) requires the adoption of proven standards for components on all system levels. This is crucial to ensure the successful operation of the overall system in the long term. Currently, components, data formats and models used to build an individual TEWS come from independent development efforts, using non-standardized proprietary interfaces. Integrating these components into a TEWS requires additional work effort due to the proprietary technologies and formats. This article discusses alternative cost-effective approaches. The successful integration of the TEWS system components depends critically on the adoption and application of industry standards and good practices. From this perspective, this article examines the role of tsunami simulation models, and the challenge to integrate the data products generated from independent tsunami models for a TEWS. The significance of tsunami simulation products, consisting of data and metadata, for the overall early warning workflow is described, including data exchange (among multiple TEWS) and information visualization in combination with additional spatial information. As an outcome, the use of standardized data formats for simulation products is recommended for future work. This approach is demonstrated on a simulation of the March 2011 Tohoku-Oki mega thrust earthquake.

Abstract: For the integration of national tsunami warning systems to large scale, ocean-wide warning infrastructures a specific protocol has been developed enabling system communication in a system-of-system environment. The proposed communication model incorporates requirements of UNESCO Intergovernmental Oceanic Commission tsunami programme to interlink national tsunami early warning systems. The model designed to be robust simple is based on existing interoperability standards. It uses the Common Alerting Protocol (CAP) for the exchange of official tsunami warning bulletins. Sensor measurements are communicated via markup languages of the Sensor Web Enablement (SWE) suite. Both communication products are embedded into an envelope carrying address information based on the Emergency Data Exchange Language Distribution Element (EDXL-DE). The research took place within the context of two European research projects. The reference implementation of the presented results was tested independently in deployments at two early warning centers. © 2012 ISCRAM.

Abstract: To assess current situation properly is crucial for effective decision-making in crisis management. However, gathering accurate information from incidence sites and providing appropriate support for assessment practices faces several challenges. The unique information demands of each crisis situation, the information availability or inter-organizational problems and obstacles to information exchange are important factors that need to be considered in designing ICT. In this contribution we present results from an empirical study about decision-making practices in scenarios of medium to large power outages in Germany. We focused on the needs and practices on information exchange at the level of inter-organizational cooperation. We examined the cooperation of fire departments, police, public administration, electricity infrastructure operators and citizens. Our empirical material reflects particularly conditions and challenges in current situation assessment practices, and we were able to derive design requirements for an inter-organizational situation assessment client as a complementary tool for existing crisis management infrastructures. © 2012 ISCRAM.

Abstract: Information is the most valuable resource for coping and recovery work in crisis management. It is the foundation for coordination, collaboration and decision-making. However, several challenges face information retrieval, evaluation and exchange processes in inter-organizational crisis management. On the one hand, due to the dynamic nature of crisis situations, information demands are hardly predictable and change in the course of time. Moreover, inter-organizational issues like terminology issues, policy constrains or even the lack of awareness about information available are influencing factors and need to be considered in designing appropriate ICT. In this paper we report from an empirical study, where we had a closer look on information retrieval and exchange practices in scenarios of medium to large power outages in Germany on an interorganizational level. Derived from these results, we were able to present a reference implementation of an interorganizational information repository (IOIR) and report our findings from a related evaluation.

Abstract: This paper describes the Disaster Portal, a multi-faceted information portal for use by citizens and emergency personnel during disasters and emergency response. This portal is the result of a collaboration between the RESCUE project at UC-Irvine and the City of Ontario, California Fire Department (OFD). The portal provides a wide range of real-time information in disaster situations, such as situation summaries, announcements, shelter information, and aggregated services such as family reunification and donation management. A first version of this portal was developed and deployed by the City of Ontario in September 2007. The current system serves as a base to develop and refine results from several areas of research which are being incorporated into the existing system to provide additional or advanced capabilities. We provide an overview of the portal's capabilities, followed by technical details on the system architecture and implementation. We describe the experience of deployment of the system in the recent California wildfires. Finally we describe work in progress on several advanced capabilities.

Abstract: The dynamic nature of crisis response operations and the rigidity of workflow modelling languages are two things that do not go well together. A recent alternative approach to workflow management systems that allows for more flexibility is the iTask system. It uses an embedded functional language for the specification of workflow models that integrates control-flow with data-flow in dynamic data-dependent workflow specifications. Although there is a variety of publications about the iTask workflow definition language (WDL) and its implementation, its applications have been limited to academic toy examples. To explore the iTasks WDL for crisis response applications, we have developed an iTask specification of the Search And Rescue (SAR) workflow of the Netherlands Coast Guard. In this specification we capture the mix of standard procedures and creative improvisation of which a SAR operation exists.

The service of emergency for victims of natural disasters requires a rapid decision-making. The objective of the approach presented in this paper is to develop a Systemic Process Model (SPM) for procurement decisions in humanitarian logistics. The SPM aims to support procurement tasks of humanitarian organizations during the response phase in disaster relief. The approach provides a decision support tool using an appropriate quantitative model reflecting the specific area of humanitarian logistics processes.

Abstract: The provision of evacuation plan for people living in populated urban area is necessary to reduce the possible casualties under disasters. Time-varying quickest flow problem (TVQFP), which can simultaneously optimize the evacuation schedule, evacuation locations and evacuation routes, is adopted to optimize the evacuation planning of a city to minimize the clearance time of residents in danger. The integration of optimization model with GIS environment enables emergency managers to easily identify possible bottlenecks and to observe evacuation patterns in vivid pictures for further analysis and evaluation.

Abstract: Curriculum guidelines are presented for Master?s level programs that combine core topics from the disciplines of Emergency Management (EM) and Information Systems (IS). Based on responses to an online survey from 111 respondents from 19 countries who were mainly identified through ISCRAM (Information Systems for Crisis Response and Management), all ten courses described for all EM master?s programs are considered important, as are all ten courses for an EM degree program with an IS focus. The two top-rated IS courses for such programs are Social Media for EM and Decision Support Systems for EM. Differences in opinions related to respondent characteristics such as nationality, educational level, and roles (academics vs. practitioners) are described, and suggestions for future expansion of this research suggested.

Abstract: When an adverse event escalates into a criminal investigation, it becomes very difficult to control and combine information into a manageable format. The PROBE project addresses this problem by developing two generations of working prototypes capable of undergoing live field tests and evaluation by a wide-ranging community of CBRNE (Chemical, Biological, Radiological, Nuclear, Explosives) responders. The paper reports the derivation of preliminary user requirements for PROBE based on interviews and observations of a large-scale simulated CBRNE exercise. Five Human-Computer Interaction (HCI) researchers shadowed specialists representing different responder agencies (Emergency Medical Services, police, hazardous materials expert) during the three-hour exercise. Relying on cognitive ethnography, a variant of the concept of distributed cognition, video and audio recordings were merged with notes taken during the exercise and used to derive the preliminary user requirements. The study showed that these could be extracted from a relatively small set of behaviors and different types of utterances made by the active participants in the exercise. The paper concludes with a take-away message for researchers wishing to observe CBRNE exercises in which the command post event management team is collocated.

Abstract: Serious games are an effective tool for giving players a hands-on, immersive experience of crisis situations. To simplify the design of such games while ensuring their relevance, we propose a design method that is based on reference tasks. The feasibility of this approach is demonstrated by the improved design of the serious game “Disaster in my Backyard” that has been played during ISCRAM Summer school 2013. The design incorporates humanitarian logistics, search-and-rescue and coordination tasks. We also present the lessons learned from this instantiation of the game and give an outlook towards future research, such as the evaluation of tools for crisis response and management through the use of serious games and reference tasks.

Abstract: The growing use of a variety of information systems in crisis management both by non-governmental organizations (NGOs) and emergency management agencies makes the challenges of information sharing and interoperability increasingly important. The use of semantic web technologies is a growing area and is a technology stack specifically suited to these challenges. This paper presents a review of ontologies, vocabularies and taxonomies that are useful in crisis management systems. We identify the different subject areas relevant to crisis management based on a review of the literature. The different ontologies and vocabularies available are analysed in terms of their coverage, design and usability. We also consider the use cases for which they were designed and the degree to which they follow a variety of standards. While providing comprehensive ontologies for the crisis domain is not feasible or desirable there is considerable scope to develop ontologies for the subject areas not currently covered and for the purposes of interoperability.

Abstract: Emergency Managers face a number of critical problems related to the compilation, validation, and use of Emergency Procedures. Traditional approaches do not provide enough expressiveness to accurately specify emergency procedures covering each possible scenario. As a result of this situation, Emergency Procedures are not as useful as they should be, neither in prevention nor during resolution of an emergency. In this work, we present an approach that merges two techniques to provide the broad expressiveness required when specifying Emergency Procedures. To represent sequences on actions performed by different participants we use workflow techniques. On the other hand, we use rules to represent available or mandatory actions according to the state of the system during the emergency. These rules are expressed in dynamic logic as the underlying formalism. Our approach provides more expressiveness and precision for the specification of Emergency Procedures, offering better conditions for their verification and validation. As a case study we have used part of a city subway Emergency Procedure.

Abstract: Effective training methods are key to successful crisis management in close protection. This paper discusses the outcomes of a project on the development of a serious game, a virtual training environment for close protection. The aims of the game are to improve situational awareness and communications skills at the individual and team level. Two game designs, developed with two different game engines, are presented and discussed in relation to the project's objectives. Comparison of the two designs shows that several trade-offs are encountered when developing a training game with the available technology. Technological features of the game engines, and differences in time invested in the development of different aspects of the games, make that the two designs meet different project objectives. Simultaneously reaching all project objectives in a single design seems impossible with the two game engines. This paper discusses the different trade-offs that were encountered in the project and presents the major challenges that lie ahead. © 2012 ISCRAM.

Abstract: This paper describes five problem areas of communication that occur during crisis response. These areas are communication infrastructure, situation awareness, individual and organizational common ground, form and content of messages, and communication paths through organizations. Five focus groups with Swedish field personnel from national and international crises were performed. The main contribution of this article is a hypothesis, based on the outcomes of the focus groups, about the relation between communication problems and how they interact with crisis response work.

Abstract: We describe a co-design method for emergency response scenario creation, to support the evaluation of new information technologies. The aim of our use of the method were to achieve scenarios that could be used in experiments or training sessions with professional emergency response personnel. We have analyzed how the method facilitated the design of scenarios (events, resource demands, communication between players), and the description of constraints in a resource management matrix. Our research indicates that the resource management matrix could be an important complement to function-centric analysis methods such as Functional Resonance Analysis Method (FRAM). We also illustrate how the interplay between play and situation description allowed us to simultaneously design and validate the scenarios with respect to playability versus resource demands. We discuss how the resource matrix can be used to adjust the validated scenarios after the design sessions. © 2012 ISCRAM.

Abstract: Collaboration and task management is challenging in distributed, dynamically-formed teams, typical in large scale disaster response scenarios. Ineffective collaboration may potentially result in poor performance and loss of life. The increased adoption of sensor rich mobile devices allow for mobile context to be leveraged. In this paper, we present Overseer, an agent-based system that exploits context information from mobile devices to facilitate collaboration and task allocation. We describe how mobile context can be used to create dynamic role-based assignments to enhance collaboration and effective task management.

Abstract: Social media bring both challenges and opportunities to crisis management. This paper summarizes the difficulties in crisis communication under a centralized jurisdiction system by looking into online collective behaviors in mainland China. The paper then introduces the development of an official microblog and proposes a joint official microblog platform to improve interactive communication in a centralized system. The functional design of this platform is introduced in detail and the future improvement of the platform is discussed.
