Abstract: The purpose of this work in progress paper is to report on the method development of the Shared Priorities measure to include content analysis, as a way of gaining a deeper understanding of team work in crisis/emergency response. An experiment is reported where the performance of six trained teams is compared with the performance of six non-trained teams. The experiment was performed using an emergency response microworld simulation with a forest fire scenario. Dependent measures were simulation performance, the Crew Awareness Rating Scale (CARS), and content analysis. Trained teams performed better and scored higher on measures of team behaviors.

Abstract: As freshwater availability for domestic and agro-industrial uses is highly sensitive to climate change, there is an urgent need for the management of this critical resource to be resilient, i.e., to cope with and rapidly recover from climate risks. To achieve this resilient goal, decision-makers need to have a comprehensive understanding of (i) the current and future local water resources, (ii) the ways these resources are and will be impacted by climate change, and (iii) the effects their management decisions can have. In this paper, we present an innovative scenario based modeling tool that help decision-makers make the most appropriate decision towards managing water resources: the Resilience Performance Assessment (RPA). This GIS-based decision support tool illustrates the current and future effects of climate change on local water resources and simulates the outcomes of different water resources management strategies. The RPA helps guide decision-makers towards the implementation of context specific adaptation strategies.

Abstract: Crisis response organizations and military units must be agile and able to adapt to dynamic situations. The ability to adapt includes command and control agility, organizational adaptability and individual adaptability. An exploratory study of these adaptability traits were undertaken during a naval exercise. The exercise scenario was designed to progressively become more challenging, suggesting decreased performance and adaptability over time. The study objectives were to develop a data collection approach for adaptability traits and to investigate association between these traits and performance. Data collected from four command teams were evaluated in terms of response rate and item variation. Principal component analysis was used to explore latent structures and relationships. The results indicate acceptable survey response rates and trends showing a decrease in organizational adaptability and C2 agility over time while individual adaptability increased. The analysis also identified five partially independent components in the latent structure.

Abstract: This study attempted to evaluate the utility of the Incident Command System (ICS) in varying disaster contexts. ICS is mandated in the United States and practitioners assert that it is an effective organizing system for emergency management. However, researchers contend that the utility of ICS is conflated with inter-team familiarity gained during ICS exercises. A military team-in-the-loop simulator was customized to represent the problems, resources, and command structures found in civilian led disaster management teams. A modified single case design drawn from behavioral psychology was used to explore possible casual relationships between changes team heterogeneity and performance. The design also allowed for the evaluation of improvisation on performance. Further, psychological factors that may underpin improvisation were explored. In addition to some preliminary empirical findings, the successes and difficulties in adapting the DDD simulator are briefly discussed as part of an effort to achieved greater interdisciplinary integration.

Abstract: As the complexity of disasters increases, a transdisciplinary conceptual framework designed to address three key variables-technology, disaster severity, and human characteristics-must be developed and elaborated. Current research at the nexus of disaster management and information science typically addresses one or two of these factors, but rarely accounts for all three adequately-thus rendering formal inquiry open to a variety of threats to validity. Within this tripartite model, several theories of human behavior in disaster are explored using the response of the Federal Government and the general public during Hurricane Katrina as an illustrative background. Lessons learned from practice-based scientific inquiry in the social sciences are discussed to address concerns revolving around measurement and statistical power in disaster studies. Finally, theory building within the transdisciplinary arena of disaster management and information science is encouraged as a way to improve the quality of future research.
