Abstract: Reliable communication systems are one of the key success factors for a successful first response mission. Current crisis response communication systems suffer from damaged or destroyed infrastructure or are just overstressed in the case of a large scale disaster. We provide an outline for a distributed communication approach, which fulfills the requirements of first responders. It is based on a layered network topology and current technology used in research projects or already established products. In addition, we propose a testing framework for the evaluation of a crisis response communication system.

Abstract: When a disaster or emergency occurs, one of the most pressing needs is to establish a communication network for the first responders at the scene. Establishing and accessing a reliable communication infrastructure at a crisis site is crucial in order to have accurate and real-time exchange of information. Failure in the exchange of timely and crucial information or delay in allocating resources impedes early response efforts, potentially resulting in loss of life and additional economic impact. At a disaster site, the existing communication infrastructure may be damaged and therefore partially or totally unavailable; or, there may not have been previously existing infrastructure (as in the case of remote areas). A communication infrastructure within the context of emergency applications should be reliable, easily configurable, robust, interoperable in a heterogeneous environment with minimum interdependencies, and quickly deployable at low cost. A disaster scene is a chaotic environment which requires a systematic approach to abstract the system, study the flow of information and collaboration among different disciplines and jurisdictions to facilitate response and recovery efforts. We have deployed the wireless mesh infrastructure in several drills at the university campus and in the city as part of the California Institute for Telecommunications and Information Technology (Calit2) NSF-funded RESCUE project (Responding to Crises and Unexpected Events). To evaluate network performance and identify the source(s) of bottleneck, we have captured the network traffic. The lessons learned from test bed evaluations of the network based on real-world scenarios can be applied to future applications to enhance the network design and performance.

Abstract: In Germany, the public safety system is largely organized by the German Federal States, which operate, among other equipment, a fleet of Nuclear, Biological and Chemical Reconnaissance Vehicles (NBC RVs) to take measurements in contaminated areas. Currently, the NBC RVs, which have been centrally designed and procured by the German Center for Civil Defense, verbally report measured values to a Central Control Unit (CCU) over the assigned Public Safety Organization (PSO) analog voice radio channel. This procedure has several disadvantages. The channel is not secure, puts a natural limit on the achievable throughput and thus on the number of NBC RVs that can be operational simultaneously. Also, while data is being reported, other PSO members are blocked from sending. Finally, a proprietary model is used to structure the NBC RV data, so the data can only be aggregated and evaluated at the CCU but not by any other PSO unit. To overcome these problems, we propose in this paper a heterogeneous and flexible communication platform that complies with reliability and coverage requirements for PSO. More specifically, our proposed system is designed to replace current ways of communicating between NBC RVs and the CCU. We also propose to standardize data structures for data exchange to enable PSO cooperation. A drastically higher number of measured values can then be transmitted to the CCU, and the data can be processed in a much more effective manner in the CCU as well as in cooperating PSO task forces. Ultimately, this will improve NBC RV missions and consequently shorten PSO response time when dealing with NBC disasters. © Proceedings ISCRAM 2004.

Abstract: Wireless Ad Hoc Networks (MANETs) can to provide first responders and disaster management agencies with a reliable communication network in the event of a large-scale natural disaster that devastates majority of the existing communication infrastructure. Without requiring a fixed infrastructure, MANETs can be quickly deployed after a large-scale natural disaster or a terrorist attack. On the other hand, MANETs have dynamic topologies which could be disconnected because of the mobility of nodes. This paper presents a decentralized approach to maintain the connectivity of a MANET using autonomous, intelligent agents. Concepts from the social network analysis along with flocking algorithms are utilized to guide the deployment decision of agents. Unlike a basic flocking algorithm where all nodes have the same importance, network metrics are used to quantify the relative importance of nodes. Computational results are presented to demonstrate the effect of various local agent behaviors on the global network connectivity.

Abstract: Efficient communication on base of consistent and up to date information is the key factor to cope with hard rescue missions. With the new generation of mobile devices local peer-to-peer communication in conjunction with geolocated information is promising to improve information's quality. Thereby, the routing of information in ad-hoc networks is very dynamic. This contribution, based on work of the SpeedUp project, analyses protocols and presents an approach which combines mobile software agents, routing in ad-hoc networks, and geolocated information to build up a reliable communication infrastructure. The 2MANS simulator allows efficient graphical model building. Geolocated information will be utilized as a map representation to improve the overall situation for unified rescue forces management.
