Abstract: Disasters trigger the need for relief items. The flows of relief items to the beneficiaries in the disaster area are determined by humanitarian logistics networks. The setup and operations of such networks can be supported by employing Operations Research models. Several models, based on different methodologies are available to support decision-making in the field of humanitarian logistics. This work-in-progress analysis suggests a structure of a methodological tool kit for humanitarian logistics. With its help, practitioners in the field of humanitarian logistics should be better equipped to find, compare, and apply available analytical models for their individual decision problem. To serve as an illustration, one OR model is presented in detail according to the proposed structure of the methodological tool kit.

Abstract: The purpose of this paper is to describe the development of a regional crisis competence centre in Sweden. The overall research approach utilizes action research methodology to support the development process. The overall development process is divided into three steps; early need finding, the organizational platform, and business development. This paper is devoted to the first phase – early need finding – which deals with the specific needs and demand of four municipality organizations and how these requirements can be converged into a organizational setting that correspond to national crisis management strategies as well as regional responsibilities in crisis management. The research approach is action based and the theoretical considerations to support progress in development activities are from the Actor Network Theory (ANT). The main conclusion from the research is that the formation of a crisis competence centre revolves around sharing competences, and compromising between internal and external objectives in the progress towards a common goal.

Abstract: This paper provides a brief history of recent activity fostered by the U.S. National Science Foundation (NSF) that has lead to ongoing discussion, investigation, analysis and community building around an area being called “Humanitarian Service Science and Engineering” (HSS&E). HSS&E is an extension of market-based “service science” into humanitarian and government service areas where there is a less clear and more complex “customer/provider” relationship; where criteria for optimization extend beyond single, relatively straightforward criteria such as efficiency or cost to include numerous, often competing goals involving complex areas such as politics, social justice and values; and where fundamental infrastructure such as power, transportation and communication cannot be assumed. HSS&E explores the applicability of existing modeling methodologies to this expanded, more complex environment of service science and engineering, and in doing so has identified the need for an integration of qualitative and quantitative methodologies beyond that which currently exists.

Abstract: Virtual Communities of Practice (VCoP) refers to groups of people who share a concern about a specific domain or topic and use a virtual environment to share and increase their knowledge and expertise about this domain. This kind of social structure has intrinsic features suitable to support emergency management communities. Nevertheless, the design of specific technological platforms that support both the activity and the practice of the community is not a trivial task, especially in critical domains such as emergency management. This paper presents the inquiry process carried out over one and a half years for the purpose of generating insights about the application of VCoPs within the emergency management context. Based on a case study, a set of findings is presented about the guidelines that should be followed in order to develop suitable technological platforms that support the labor of VCoPs in the emergency management context. © 2012 ISCRAM.

Abstract: Validation of findings is a challenge in practice-based research. While analysis is being conducted and findings are being constructed out of data collected in a defined period, practitioners continue with their activities. This issue is exacerbated in the field of crisis management, where high volatility and personnel turnover make the capacity to attend research demands scarce. Therefore, conducting classic member validation is logistically challenging for the researcher. The need for rigor and validity calls for alternative mechanisms to fulfill requirements for academic research. This article presents an approach for validation of results of a qualitative study with public organizations that use social media as a source of information in the context of crisis management. The unavailability of original interview-objects to validate our findings resulted in an alternative validation method that leveraged experts in crisis informatics. By presenting our approach, we contribute to encouraging rigor in qualitative research while maintaining the relationship between practice and academia.

Abstract: Natural disasters occur infrequently, limiting our ability to develop an inclusive knowledge base concerning such events. The ability to study, interpret, and document findings immediately following a damaging seismic event, is a critical step in furthering our understanding of events, allowing for effective awareness, mitigation, response, and recovery efforts. In the central United States, a Post Earthquake Technical Information Clearinghouse (PETIC) Plan has been developed to coordinate research activities, and to facilitate collaboration between the emergency management and research communities. Because a damaging earthquake in the central U.S. will impact several states, a Multi-State Technical Information Clearinghouse (MSTIC) Coordination Plan to link state technical information clearinghouses (STICs) is proposed. This paper describes beginning efforts to define the role and functions of a MSTIC as well as formalize plans with emergency management agencies to facilitate collaboration and coordination between STICs, the MSTIC.

Abstract: Based on a state of the art analysis of exercise classifications and empirical findings from an Action Research approach this paper presents a classification for command post exercises, that addresses identified shortcomings concerning practical support for goal-achievement and evaluation in exercise design. The authors' classification distinguishes between Training, Test and Experimentation Exercises, which are characterized by the following aspects: Goal and purpose of exercise, participants, evaluation content and output, evaluation methodology, role of observers, scenario complexity, potential for organizational innovation and results. The classification was developed in an Action Research approach with an empirical basis of four command post exercises. Results indicate high benefit for exercises and the approach is perceived rather simple, easy to understand and to apply.

Abstract: This research-in-progress paper reports on the use of microblogging as a communication and information sharing resource during a recent violent crisis. The goal of the larger research effort is to investigate the role that microblogging plays in crisis communication during violent events. The shooting of four police officers and the subsequent 48-hour search for the suspect that took place in the Seattle-Tacoma area of Washington in late November 2009 is used as a case study. A stream of over 6,000 publically available messages on Twitter, a popular microblogging site, was collected and individual messages were categorized as information, opinion, technology, emotion, and action-related. The coding and statistical analyses of the messages suggest that citizens use microblogging as one method to organize and disseminate crisis-related information. Additional research is in progress to analyze the types of information transmitted, the sources of the information, and the temporal trends of information shared.

Abstract: The mankind has passed through a significant historical frontier, including technological processes where hazardous substances are the potential threats for the employees, the public, environment and property and therefore it is inevitable to pay increased attention to the occurrence of the industrial accidents and mainly to their prevention. The area of safety of technical and technological systems is very closely connected not only with the reliability of the processes but also with the technical as well as social, legal and other aspects. There exist several systematic approaches, methods and techniques to assess industrial processes and risks linked to these processes on the European Union level and also on the national level of each member state. We can mention some basic systematic approaches – MOSAR, CPQRA, ARAMIS, PRA (PSA) widely used in this area. But according to the analyst's needs they usually miss structured and systematic approach, how to complete the risk assessment in steps and what the content of each of these steps is. The main focus of this paper is to discuss the theoretical aspects of the risk assessment in industrial processes and to show the possible approach of structured and systematic methods with support of logical diagrams to fulfill all tasks concerning the industrial accident assessment. Abstract: Fostering community resilience in the aftermath of a disaster constitutes a significant challenge and requires an adequate understanding of the community?s specific capabilities and vulnerabilities. We carried out a field study in Nepal as a multi-disciplinary research team that explored how the humanitarian response enabled community resilience after the devastating earthquakes. We explored three elements of resilience: persistence, adaptability and transformability by zooming in and out between the local community and humanitarian organizations operating at the national level. Our combined insights from three disciplines, social sciences, information management and logistics, show that humanitarian organizations operating in Nepal still primarily aimed to (re)build community resilience ?from above? instead of enabling communities to strengthen their own resilience in a bottom up way. In this paper we contend that fostering an inclusive and networked response has the potential to strengthen the adaptive capacity of humanitarian organizations and community groups and boost local resilience.

Abstract: Large scale emergencies are usually responded to by a team of emergency managers or a number of sub teams for safety and efficiency. Team coordination has attracted considerable research interest, especially from the cognitive, human factors, and ergonomic aspects because shared situation awareness (SSA) and team situation awareness (TSA) of team members are critical for optimal decision making. This paper describes the development of an information system (SAVER) based on SSA and TSA oriented systems design. Abstract: Many proposed technological solutions to emergency response during disasters involve the use of cellular telephone technology. However, cell phone networks quickly become saturated during and/or immediately after a disaster and remain saturated for critical periods. In this study, we investigated cell phone use by Virginia Tech students, faculty and staff during the shootings on April 16, 2007 to identify patterns of communication with social network ties. We administered an online survey to a random sample from our pool to capture communications behavior with social ties during the day of these tragic events. The results show that cell phones were the most heavily used communication technology by a majority of respondents (both voice and text messaging). While text messaging makes more efficient use of bandwidth than voice, most communication on 4/16 was with parents, since the majority of the sample is students, who are less likely to use text messaging. Our findings should help in understanding how cell phone technologies may be utilized or modified for emergency situations in similar communities.

Abstract: This paper summarises the contribution of EURATOM research to off-site emergency management in Europe over the past two decades. Effort initially focused on the development of methods and software that could be used to underpin the nature and extent of emergency management arrangements and policy. With time, and partially in response to accidents at TMI and Chernobyl, effort shifted to the development of a comprehensive decision support system that could find broad use in real time across Europe in order to better inform decisions on emergency management. The deployment of the developed system across Europe, largely so far at a pre-operational level, is described together with the opportunities this offers for more coherent response to any accident that may in future affect Europe and for better use of scarce resources, both human and otherwise. Indications are given of where further effort or initiatives should be directed with a view to ensuring that the major research achievements are fully and effectively exploited.

Abstract: As part of its recently renewed interest in Africa, the European Commission has funded the 2-year project “AÏDA – Advancing ICT for DRM (Disaster Risk Management) in Africa”. AÏDA is primarily an inventory of the ICT situation in Africa – At continental, regional and national scales – To guide European funding decisions in R&D and capacity building in Africa. The first project objective was to develop a conceptual framework for the assessment of ICT for DRM, to serve as the basis for the in-depth regional and detailed studies in 4 countries. The purpose of this paper is to provide an overview of the structure of this CF and its principal findings. By evaluating existing ICT achievements that are or can be applied towards DRM, but also limitations and bottlenecks, the CF can also guide governmental or non-governmental agencies focusing on DRM in Africa, as well as to target research efforts.

Abstract: Crisis response authorities have to deal with the unpredictability of their population's behavior. One of the complex challenges is to understand the people's reaction after an official alert in a crisis situation has been issued. This paper elaborates a knowledge base to describe impacting factors on human reactions in alerting situations. For this purpose, a literature review in the theme of human behavior after warnings was conducted and augmented with information gathered in a series of interviews in German-speaking countries. The outcome is phrased as factors that might impact the human reaction to a warning. Abstract: This paper studies the differences on technology acceptance between two age groups among uniform police forces. The goal was to seek more understanding on the effects of age on technology adaption in the context of mandatory technology use. Data was collected from police officers in field operations. User intentions were measured after subjects had seen a presentation of a pre-prototype of a mobile information system on the video. The results of this study suggest that there is no difference between the old and young age groups. Similarly, the results suggest that the effect of age is similar between the age groups on the effects of the factors in the research model. This suggests that the old police officers are similar to young police officers regarding the acceptance of new technology for their use. The most prominent result was that regression of behavioral intention on perceived usefulness was not statistically important.

Abstract: In the field of public transport, operators and first responders collaborate in the prevention of and reaction to security issues. In order to optimise their specific daily operational business needs in a timely manner heterogeneous information and communication systems are deployed. In case of an incident however it is crucial that the various involved parties exchange relevant information to develop a shared understanding and act in a coordinated way. Yet, heterogeneous communication and information system infrastructures often hinder this crucial flow of information. To address this shortcoming it is crucial to enable the design of interoperable system-of-systems approaches in this domain. This paper describes a conceptual model to construct system-of-systems environments in the domain of security in public transport. By building on the results of several European research projects this concept offers a starting point for modelling and documenting individual systems inside a system-of-systems architecture. © 2012 ISCRAM.

Abstract: An emergency brings together a group of individuals who often represent different organizations, resources, and roles. In order to be able to make the right decisions, individuals need to understand each other although they may be from different lines of business. In our research the target is to stress the importance of a common language in emergency management. Our plan is to gather a group representing the authorities, i.e. public sector actors, and a group representing companies, i.e. private sector actors, to communicate with the Delphi method on possible differences in the language used in different lines of business. The aim of this paper is to discuss the possibilities of using the Delphi method to make improvements to emergency management and to evaluate which kinds of organizations should be represented in our Delphi panel. Abstract: Citizens' observatories are emerging as a means to establish interaction and co-participation between citizens and authorities during both emergencies and the day-to-day management of fundamental resources. In this paper we present a case study in which a model of citizens' observatories is being been translated into practice in the WeSenseIt project. The WeSenseIt citizens' observatory provides a unique way of engaging the public in the decision-making processes associated with water and flood management through a set of new digital technologies. The WeSenseIt citizens' observatory model is being implemented in three case studies based in the UK, the Netherlands and Italy. We describe the findings and our experiences following preliminary evaluations of the technologies and the model of co-participation and describe our future research plans.

Abstract: Humanitarian crisis require a responsive and agile response. The number of professional and volunteer organization involved in the response to humanitarian disasters has increased over the past year, making coordination more important than ever before. This paper discusses the main issues of Humanitarian Disaster Management (HDM) coordination and the different modes applied on the field. We argue that while these challenges have been addressed by scientific literature with dedicated solutions, there is still a considerable gap between humanitarian best practice and academic state of the art.
This paper proposes a field-oriented methodology to bridge this gap. We analyze the findings from field research on the Typhoon Haiyan response (Philippines, 2013) and deduce practitioners? requirements for HDM coordination support systems. Then we suggest a research agenda from a gap analysis comparing requirements with the existing solutions and the scientific approaches.

Abstract: ComPlan (A Combined, Collaborative Command and Control Planning tool) is an approach to providing knowledge-based decision support in the context of command and control. It combines technical research on automated planning tools with human-centered research on mission planning. At its core, ComPlan uses interconnected views of a planning situation to present and manipulate aspects of a scenario. By using domain knowledge flexibly, it presents immediate and directly visible feedback on constraint violations of a plan, facilitates mental simulation of events, and provides support for synchronization of concurrently working mission planners. The conceptual framework of ComPlan is grounded on three main principles from human-centered research on command and control: transparency, graceful regulation, and event-based feedback. As a result, ComPlan provides a model for applying a human-centered perspective on plan authoring tools for command and control, and a demonstration for how to apply that model in an integrated plan-authoring environment.

Abstract: For the integration of national tsunami warning systems to large scale, ocean-wide warning infrastructures a specific protocol has been developed enabling system communication in a system-of-system environment. The proposed communication model incorporates requirements of UNESCO Intergovernmental Oceanic Commission tsunami programme to interlink national tsunami early warning systems. The model designed to be robust simple is based on existing interoperability standards. It uses the Common Alerting Protocol (CAP) for the exchange of official tsunami warning bulletins. Sensor measurements are communicated via markup languages of the Sensor Web Enablement (SWE) suite. Both communication products are embedded into an envelope carrying address information based on the Emergency Data Exchange Language Distribution Element (EDXL-DE). The research took place within the context of two European research projects. The reference implementation of the presented results was tested independently in deployments at two early warning centers. © 2012 ISCRAM.
