Abstract: Many governments, organizations, practitioners and researchers involved in collaboration on resilience in emergency management are agreed that this is a key aspect. The QuEP+R framework aims to improve resilience in an organization's emergency plan management, in which the stakeholders must be adequately prepared and trained for their responsibilities in the emergency plan, providing techniques that propose the improvement of the emergency plan besides resilience. However, for these techniques to be effective, organizations need the theoretical resilience proposed in QuE+R to be implemented. The CiET framework was designed for this purpose and has learning objectives and training contents related to QuEP+R techniques to train stakeholders. The CiET capability plan contents have been classified by resilience dimensions towards the optimization of resilience in emergency plan management. The integration is supported by I+R-Tool, which generates the capability plans automatically from the results of the QuEP+R assessment, which outcomes in a stakeholder's effective training, contributing to the optimization and improvement of the resilience, therefore, in improving the quality of emergency plans. Hence, the aim remains to search for the continuous improvement of the emergency plan management within organizations.

Abstract: This paper presents a study where nine Swedish citizens were interviewed about their concerns and expectations, from a customer perspective, in relation to a 10 day disruption in the payment system. The purpose of the study was to understand the customer?s perspective in order to provide input to the development of a simulation environment. This simulation environment aims at allowing different stakeholders to experience how a disruption in the payment system affects the local community and thereby create understanding of how resilience is built and affected. The research questions were: What do customers expect to get access to? When? What are customers prepared for? How does this differ among different customer groups? The results indicate some understanding of how such a crisis affects the local community and what the informants expects to happen. The respondents represented a diversity of socio-economic backgrounds from rural and urban parts of the municipality.

Abstract: The resilience of increasingly interdependent Critical Infrastructure (CI) systems hugely depends on the stakeholder organizations’ ability to exchange information and coordinate, while CI’s cross-border dimension further increases the complexity and challenges. This paper presents the progress in the Lombardy Region (Italy) and Canton Ticino (Switzerland) on the joint capacity to manage disruptive events involving transportation CI between the two countries. We present a cross-border digital platform (Critical Infrastructure Platform – PIC) and its main functionalities for improved cross-border risk and resilience management of CI. A use case, based on a scenario of an intense snowfall along the transboundary motorway impacting both countries, demonstrates how PIC advances the exchange of information, its visualization and analysis in real-time. The use case also shows the practical value of the digital platform and its potential to support the management of cross-border events (and their cascading events) that require the cooperation of Italian and Swiss actors.

Abstract: Following two Major Incident Reviews and a request from WA's governing emergency management body, DFES WA acknowledged that their incident management processes were not supporting seamless communication and collaboration. After identifying their unique needs, DFES implemented two web-enabled platforms: WebEOC, a Crisis Information Management System and Whispir, a multichannel notifications solution. Both systems offer DFES and, in turn, WA communities a level of transparency, collaboration and accuracy not previously available. Recently, six of WA's key government agencies have connected their WebEOC platforms via a single information hub. Through this, they can share and disseminate crucial information within a common operating picture, have complete situational awareness, and rapidly and intelligently prepare for and respond to incidents. WA is the first Australian state to have such a platform implemented and, through these efforts, its agencies are ensuring increased efficiency, collaboration and resiliency for themselves and the wider WA population.

Abstract: Disasters are unexpected large-scale events accompanied by trauma, death, and destruction. Disaster resilience varies by location and can be significantly improved through effective management. Real-time information describing the on-site impacts of disasters plays an important role in managing disasters. Social media provides a convenient platform where users in disaster-affected areas can access disaster information, report local damages, and ask for assistance. However, a widespread spatially uneven flow in online activities requesting for food, shelter, and medical assistance among people in disaster-affected areas through social media is seen during any disaster. Digital divide Influences social media use. Before probing the social media data for inspecting the affected population and prioritizing the relief operations, the social inequality in the social media use has to be considered. In this study, we examine the role of digital divide and its influence in social media use with aim of improving disaster resilience in vulnerable communities.

Abstract: Cross-domain simulations can be a feasible approach for enhancing disaster resilience as well as promoting resilient societies. This work-in-progress proposes a data-centric process model and software platform architecture called “SimulationOps” aimed at improving cross-domain collaboration between researchers (simulation analysts, simulation modelers) and stakeholders (disaster responders, decision makers) throughout the simulation life cycle for combined simulation artifacts. This way, stakeholders are supported in mitigating disasters, improving overall resilience by gained insights, and improvements in quality and velocity. Applying a four-cycle Design Science Research model to the simulation lifecycle, it combines ideas from modern and agile software engineering practices, simulation-as-a-service approach, and the Data Mesh approach. It combines the technical IT level with the organizational process level to smoothen the workflow for creating, running, and improving cross-domain computer simulation components for both producers as well as consumers of the simulation life cycle.

Abstract: Recent studies have called attention to the improvement of “collaborative resilience” by fostering the collaboration potentials of public and private stakeholders during disasters. With our research we consider real and virtual volunteers in order to detect conditions for cooperation among those citizen groups through social media. Therefore we analysed the usage of Twitter during a tornado crisis to look for role patterns and aspects that helped volunteer groups in the virtual to emerge, and matched the data with an interview study on experiences, attitudes, concerns and potentials professional emergency services recounted in the emergence of volunteer groups in the real. While virtual groups seem to easily form and collaborate, the engagement of real volunteers is decreasing according to the perception of professionals. We discuss the dynamics in both tendencies and suggest design implications (use of existing social networks, promotion and awareness, connection among volunteers, connection to emergency services and systems) to support both types of volunteer groups, which lead to a software prototype.

Abstract: This paper considers the role of social media in the response to the flooding of 2011 in Genoa (Italy), caused by flash floods during torrential rainfall. Volunteer students created a Facebook page to communicate with citizens and organize support and rescue activities. In this paper, we first look at the story of the 2011 Genoa floods from the point of view of the news media to gain insights into the imaginaries behind the use of social media in situations of natural disaster. Second, we look at a communication partnership between citizenry and public authorities for its value in building resilience to disaster among communities. Ethical and social dimensions of these partnerships are analysed.

Abstract: Continuity of Operations (COOP) planning helps ensure that municipal agencies maintain essential functions when disasters threaten critical infrastructures. COOP planning is especially important for Public-Safety Answering Points (PSAPs), which must continue to answer 911 calls and dispatch first responders during crises. However, COOP planning guidelines often focus on threats to cyber-physical infrastructures rather than outbreaks of infectious disease that threaten the human work arrangements—social infrastructures—agencies rely on to perform essential functions. This study reports preliminary findings from interviews with U.S. PSAP officials who developed plans to decentralize 911 facilities, networks, and personnel to maintain essential functions during the COVID-19 pandemic. These findings suggest revisions to COOP planning guidelines that consider requirements for redundant, diverse, and interdependent cyber-physical-social infrastructures.

Abstract: The changing climate will see an increase in the frequency, scale, and intensity of future natural disasters. While communities and governments need to work together to mitigate the impact of these emergency events, the business community will also need to adapt to ensure the ongoing sustainability of their enterprises. This is especially true of the agricultural sector which is exposed to climate variability. The Climate Services for Agriculture (CSA) tool is an online interactive digital platform bringing together a variety of climate information specifically for farmers and the agricultural sector. It will enable agricultural businesses, planners, and communities to explore various climate related datasets to better understand how the expected future climate may impact different regions and commodities. This will help people to anticipate and plan for the impacts of a variable and changing climate. We present the CSA tool, available at https://climateservicesforag.indraweb.io/, outlining how it is being developed in collaboration with key stakeholders in the Australian farming community, the climate data available and usage scenarios.

Abstract: This paper presents findings from an interdisciplinary research effort studying community resilience in Boulder, Colorado. Boulder is a progressive region with a history of environmental leadership. The area is currently in the process of recovering from major flooding and has launched several new initiatives related to building long-term resilience to natural disasters and other stressors. In our research, we consider the stakeholders involved in building local resilience as well as the different and often contradictory framings of the concept. This study takes a phenomenological and inductive approach to understanding resilience. In contrast to more reductionist frameworks that are frequently offered, we argue that this allows for greater understanding of the polyvocal and emergent qualities of resilience.

Abstract: Our research reflects an emerging shift in understandings of effective preparedness practices from siloed approaches toward more holistic views. We trace a shifting perspective emerging in literature and present in the early qualitative data of current preparedness experts' interviews within an international humanitarian organization whose core mission is disaster preparedness and response. Designing effective information systems for disaster preparedness requires us to better understand the dynamic and implicit ways practitioners define effective work. Our pilot research begins to uncover preparedness experts' perspectives, with plans for the study to investigate how preparedness practitioners view, conduct, and evaluate their work at the lowest-level1. Our long-term research goal is to realize implications for the more effective design of tools and systems to support disaster preparedness.

Abstract: Nowadays, emergency planning is an intangible business asset that allows companies to better face the possible catastrophic events they may be exposed to. The aim of the present study was to determine what collaborative emergency planning is and which elements must be considered in it, taking into account that the purpose of this type of planning is to help several organizations to work together in any emergency. The data were gathered through focus groups in an industrial area of Southern Europe that comprises more than 2,500 companies. The results obtained in this work allowed defining the reach of Collaborative Emergency Planning in business parks, as well as its basic functionalities, emergency scenarios and aggravating scenarios. Lastly, it was determined that Collaborative Emergency Planning is a tool for the construction of Organizational Resilience.

Abstract: The generation and supply of electricity is currently about to undergo a fundamental transition that includes extensive development of smart grids. Smart grids are huge and complex networks consisting of a vast number of devices and entities which are connected with each other. This fact opens new variations of disruption scenarios which can increase the vulnerability of a power distribution network. However, the network topology of a smart grid has significant effects on urban resilience particularly referring to the adequate provision of vital services of critical infrastructures. An elaborated topology of smart grids can increase urban resilience. In this paper, we discuss the role of smart grids, give research impulses for examining diverse smart grid topologies and for evaluating their impacts on urban resilience by using an agent based simulation approach which considers smart grid topology as a model parameter.

Abstract: Natural and manmade disasters pose a myriad of challenges, which are more severe for individuals with disabilities. Ordinarily to perform daily activities, the disabled get support from assistive technological devices and services; these are commonly disrupted during and after disasters. A proposed solution to support those with visual impairment is a cost-effective wearable 'Smart Cap'. The Smart Cap provides narratives about the surrounding environment while establishing communication between the user (the visually impaired) and a rich online reservoir of knowledge base system capable of vocalising narratives. As a proof-of-concept, this study is implemented using Raspberry Pi, the Amazon Web Services and a P-Cap fitted with a camera. The aim of this research work is to provide an assistive technology to help the visually impaired navigate their way out of any potentially disastrous situation like other citizens would. The proposed system and its usage in disaster situations is an innovative, cost-effective solution specifically addressing the needs of visually impaired persons.

Abstract: Increasing resilience is a core interest in critical infrastructure (CI) protection that involves many challenges. It is necessary to agree on a common understanding of resilience and identify potential strategies to improve it.
Once this is done, the question arises how to choose among these strategies. We propose to decide based on a game-theoretic framework that allows identification of optimal actions under various scenarios. This framework considers different threat scenarios as attacks to the CI and the identified strategies to improve resilience as defense strategies for the CI. Since the payoff of the game, namely the resilience of the CI, can hardly be measured with certainty we choose an extension of classical game theory that allows taking uncertainty into account and still finds provably optimal solutions. This approach is especially useful in a situation where we aim to optimize a quantity that is difficult to measure (such as resilience). The result of this analysis is two-fold: it identifies an optimal defense but also provides information about the resilience in the worst case. The approach is illustrated with a small example using a publicly available implementation.

Abstract: This paper aims at studying the role of Wikipedia in social resilience processes during terrorist attacks. It discusses how Wikipedia users' specific skills are mobilized in order to make sense of the event as it unfolds. We have conducted an ethnographic analysis of several Wikipedia's terrorist attacks pages as well as interviews with regular Wikipedia's contributors. We document how Wikipedia is used during crisis by readers and contributors. Doing so, we identify a specific pace of contributions which provides reliable information to readers. By discussing the conditions of their trustworthiness, we highlight how historical sources (i.e. traditional media and authorities) support this pace. Our analyses demonstrate that citizens are engaging very quickly in processes of resilience and should be, therefore, considered as relevant partners by authorities when engaging a response to the crisis.

Abstract: With the current international crises such as the Ukrainian war, the ongoing climate change, or the interruptions in international supply chains and recent incidents like the earthquake in Turkey or the Ohio train derailment, it becomes more obvious that “just” protecting the society’s critical services and infrastructures will not be sufficient enough in the future. Services and infrastructures need to become more resilient to the effects of intentional threats as well as disasters caused by natural hazards to keep essential services operational and protect the people’s wellbeing. Accordingly, the solutions for achieving that and making society more resilient need to look further, beyond the boundaries of one infrastructure and beyond purely technical aspects. In this way, evolving towards a resilient society is a multi-dimensional problem integrating different viewpoints. In the technology-driven world we are living today, the social relations and interactions among individuals have become more important than ever and organizational structures influence the success or failure of technological solutions. Furthermore, many frameworks for societal/social/community resilience include as a metric the availability of essential services/critical infrastructure. Therefore, today’s technical solutions for protecting Critical Infrastructures need to play together with novel organizational, communal, and individual concepts as well as fulfill requirements from the economic, environmental, ethical and societal domains. In this panel, we will look at the impacts Critical Infrastructures are facing due to current crisis situations in different parts of the world and the effects this has on society. We will discuss among the panelists and with the audience on how existing and future concepts, methodologies and tools could help to improve resilience from a technical, organizational, and societal perspective.

Abstract: In 2015 Wellington joined the 100 Resilient Cities Organization and began a new chapter in its resilience journey. This journey has seen a strategic focus on the use of data to enable better emergency response and to integrate and inform decision making at all levels. The strategic focus in the resilience strategy of integrating data into governance, adaptation, recovery and community engagement has helped Wellington manage the effects of the 2016 Kaikoura Earthquake, lead engagement on sea level rise and integrate resilience building measures into the city's built environment and communities. This strategic intent has driven the renewal of a city data capability to provision the Risk Reduction, Readiness, Response and Recovery of the city.

Abstract: Information systems that support crisis responders and disaster risk management efforts are complex sociotechnical phenomena comprised of human capacities and relationships, data and software tools. Research in crisis informatics has highlighted the ways in which emergent groups of digital volunteers, or volunteer technical communities, have mobilized during disaster events to support information management efforts. This paper describes an action research project to support the creation of an ex ante volunteer technical community from among the potentially affected population in Kathmandu, Nepal, one of the most seismically at-risk cities in the world. In exploring this case, we argue that projects that attempt to create local open data ecosystems can be valuable but require investment in their design, execution and on-going maintenance.

Abstract: In this paper, we propose the use of semantic technologies for the representation of concepts and relationships required for the modeling of vulnerability data for local communities. First, we discuss the concepts of vulnerability and resilience and we try to identify the relationship between the two. We provide some background knowledge and we present basic characteristics of the two concepts. Next, we discuss the motivation behind the use of semantic technologies, and we show how the proposed framework can address existing challenges in terms of vulnerability assessment. The core part of this paper focuses on the semantic representation of community vulnerability aspects. We give an overview of the layered semantic framework consisting of interconnected ontological models and we provide a set of use-cases where the use of semantic-based modeling and query answering can prove beneficial in terms of assessing vulnerability.

Abstract: In this article, we want to present the concept for a risk management approach to assess the condition of critical infrastructure networks within metropolitan areas, their interdependencies among each other and the potential cascading effects. In contrast to existing solutions, this concept aims at providing a holistic view on the variety of interconnected networks within a city and the complex dependencies among them. Therefore, stochastic models and simulations are integrated into risk management to improve the assessment of cascading effects and support decision makers in crisis situations. This holistic view will allow risk managers at the city administration as well as emergency organizations to understand the full consequences of an incident and plan mitigation actions accordingly. Additionally, the approach will help to further strengthen the resilience of the entire city as well as the individual critical infrastructures in crisis situations.

Abstract: Informal communication channels are often the primary means by which time-sensitive hazard information first reaches members of the public. The capacity for informal communications has been recently transformed by the widespread adoption of social media technologies, such as the micro-blogging service Twitter, which allows individuals to interact with a broad audience over great distances. During a disaster or crisis event, this networked communication mechanism provides a means to communicate information and facilitate collaboration both locally and among distributed networks. This paper examines the use of Twitter following a technological disaster, showing how geographically dispersed individuals broadcast information about the impact of the disaster and its long-term effects, in contrast with the dearth of participation among public officials and industry representatives. Non-local users challenged authoritative accounts of the disaster and corrected misinformation. Conclusions are provided for policy makers and suggestions are offered for further research.
