Abstract: Qualitative research methods like GABEK WinRelan are advantageous tools to analyze and thereby improve crisis management planning and communication systems by interrogating crisis management personnel. Contrary to quantitative methods they help to identify, explore, and structure new important aspects in this field and to formulate more specific research questions. This paper describes the usage and advantages of the qualitative method GABEK WinRelan within crisis management research, particularly within the e-Triage project which aims at the development of an electronic registration system of affected persons in mass casualty incidents. Abstract: This paper describes the development of a framework targeted to technology providers to better understand the grand domain challenges of the emergency response and management community (EM). In developing this framework, Pacific Northwest National Laboratory (PNNL) researchers interviewed subject matter experts (SMEs) across the EM domain and corroborated these findings with current literature. We are presently examining relationships and dependencies within the framework. We anticipate that a thorough understanding of these gaps and dependencies will allow for a more informed approach to prioritizing research, developing tools, and applying technology to enhance performance in the EM community.

Abstract: To overview the site of operation in case of an emergency is crucial for effective emergency management. This is a difficult task, in particular within large buildings or underground structures. Information about the whereabouts of the staff is a key element of effective disaster management. This paper presents an indoor positioning system which is able to track and locate people within buildings independent of any infrastructure (global navigation satellite system, WLAN installations, etc.). The system is based on inertial measurement units computing the track of its wearer and a component verifying this position estimates using floor plans of the building. This novel approach allows robust tracking and locating of action forces within buildings and underground structures.

Abstract: When disaster strikes, the emerging task environment requires relief agencies to transform from autonomous mono-disciplinary organizations into interdependent multidisciplinary decision-making units. Evaluation studies reveal that adaptation of information management to the changing task environment is difficult resulting in poor information quality, indicating information was incorrect, outdated or even unavailable to relief workers. In this paper, we adopt a theory-driven approach to develop a set of information management roles and dynamic capabilities for disaster management. Building on the principles of advance structuring and dynamic adjustment, we develop a set of roles and capabilities, which we illustrate and extend using two field studies in the Netherlands. By studying regional relief workers in action, we found that in tactical disaster response decisionmaking units, several information management roles are not addressed and that information managers are preoccupied with information gathering and reporting, whereas information quality assurance is not on the agenda.

Abstract: Remote sensing and Geographic Information Systems (GIS) have the potential to provide United Nations (UN) humanitarian agencies and their partners with much needed disaster related information and improved management of resources. However, the technical nature of these tools requires considerable expertise to fully benefit from satellite images and related geographic information. The UN Office for Project Services (UNOPS) is implementing the UNOSAT service on behalf of the UN Institute on Training and Research (UNITAR) together with several private actors. UNOSAT provides the UN and its partners with the expertise in Earth Observation (EO) and GIS applications. As a crisis is part of a spectrum of disaster related events, UNOSAT provides services in all phases of humanitarian assistance, including planning, crisis response, relief and development. UNOSAT's objectives are to facilitate the territory planning and monitoring processes of local authorities, local technicians, development project managers and humanitarian field operators working in coordination with or within the framework of UN activities, on issues such as disaster management, risk prevention, peace keeping operations, post conflict reconstruction, environmental rehabilitation and social and economic development. A key part of this work is to accelerate and expand the use of accurate geographic information derived from EO-satellite imagery. UNOSAT is also involved in several international initiatives aimed at improved crisis response and management, such as the International Charter “Space and Major Disasters”, an important asset in providing timely information to relief personnel on the ground. By working closely with its UN sister agencies, UNOPS/UNOSAT offers a one-stop-shop for satellite imagery and GIS services related to disaster response & management within the United Nations. © Proceedings ISCRAM 2004.

Abstract: Despite the significant advances that software and hardware technologies have brought to the emergency management field, some islands remain where innovation has had little impact. Among them, emergency plan management is of particular relevance due to their key role in the direction of teams during responses. Aspects like coordination, collaboration, and others are spread in plain text sentences, impeding automatic tool support to improve team per-formance. Moreover, administrative management of plans becomes a mere document management activity. In this paper, we present SAGA, an architecture that supports the full lifecycle of advanced emergency plan management. By advanced we mean plans that include new types of interaction such as hypermedia and advanced process definition languages to provide precise specification of response procedures. SAGA provides all the actors involved in plan management a number of tools supporting all the stages of the plan lifecycle, from its creation to its use in training drills or actual responses. It is intended to be instantiated in systems promoted by civil defense agencies, providing administrative support to plan management; additionally, editing tools for plan designers and tools for analysis and improvement of such plans by organizations are provided. Plan enactment facilities in emergency response are also integrated. To our knowledge, it is the very first proposal that covers all the aspects of plan man-agement. © 2012 ISCRAM.

Abstract: The research on technology for emergency management is usually based either on studies in the field that focus on workers using current tools or on the development, testing, and deployment of novel software tools used in controlled settings. Little is known about the effects of the new collaborative media and work conditions 'in comparison to' the current media and conditions. In 2007, we presented at ISCRAM a method for studying common ground development through a paper prototype in face-to-face collaboration and subsequently presented preliminary findings on common ground development. In this paper we present preliminary findings from an analogous experiment on teams working remotely via a geo-collaborative software prototype. We compare these findings with those from the prior paper prototype study. We use this comparative research design to explore implications for system design and theory development in computer-supported cooperative work.

Abstract: When a crisis occurs, people from different organizations, on different hierarchical levels have to deal with unexpected situations that require coordinated effort. The goal of this research is to improve multidisciplinary cooperation for crisis management teams. We developed a tool, the Multi-mono guide, which helps team members to share information at the right time, with the right person, in the right way. A pre-test post-test intervention experiment was conducted with 8 professional teams to evaluate the effect of the tool on individual competencies, team situation awareness and process satisfaction. The experimental group was more satisfied with the meetings and about the way they shared information. Participants reported that the Multi-mono guide makes them aware of sharing information. We didn't find significant differences for individual competencies and team situation awareness. This is may be because the teams that participated were very experienced. Participants did find the Multi-mono guide useful for trainees.

Abstract: In crisis situations different organizations have to cooperate to gain shared situation awareness and to take accurate decisions. However, several evaluation studies of crisis mitigation processes indicate that it is hard to effectively coordinate efforts of all organizations involved. The goal of our project is to improve coordination in crisis management teams, by improving the interaction processes in a crisis management team. The project consists of two main steps. First, the development of MIRROR, i.e. an overview of 16 relevant factors that influence team interaction. Second, the development of a training based on MIRROR. We expect MIRROR and its training module to be a useful tool for team members of crisis teams. In addition, MIRROR has the advantage that it can be applied in non-crisis teams, during daily situations, as well. This enlarges the chances for potential team members of crisis teams to increase their team interactions skills. © 2012 ISCRAM.

Abstract: Crisis management (CM) is an aspect of command and control characterized by complexity, uncertainty, and severe time pressure. To address these challenges, CM teams can use collaborative work support systems (CWSS) to help plan their intervention and coordination activities. However, the use of CWSS is not necessarily beneficial and in some cases, can impede more than augment performance. Hence, it is essential to understand the impact of a CWSS on team performance and CM teamwork. We have developed a methodology to assess the effectiveness of CWSS by comparing the use of an interactive Smartboard with that of a traditional topographic map during team planning activities. To do so, a dynamic CM situation is simulated using a forest firefighting functional simulation – the C3Fire microworld. We compared two groups of participants on the basis of performance, communication, coordination efficiency, and planning quality. Based on a preliminary analysis, in comparison to maps, the use of a CWSS seems to be beneficial to planning activities and CM coordination. At this point the main contribution of the current on-going project is to provide a method and metrics for the objective assessment of new technology in the context of CM.

Abstract: Crisis management exercises require a lot of preparation and planning to ensure that the training objectives are met. This is often a time consuming and expensive process and can be a major barrier to setting up frequent crisis management training sessions. The introduction of virtual training environments to supplement the live exercises enables the development of tools to support the instructors in their planning, management, observation and analysis of training exercises. This can simplify the planning process, and give instructors control over the configuration of the exercises to tailor them to the needs of individual trainees. In this paper we present a tool that supports instructors in the planning of virtual exercises, and can be used to provide templates for live exercises. This tool has been developed with ongoing feedback from instructors and crisis management personnel and forms part of a crisis management virtual training system. © 2012 ISCRAM.

Abstract: This paper discusses the applicability of Cooperating Smart Spaces in the disaster management realm and their potential to increase the efficiency and effectiveness of rescue relief teams. The Cooperating Smart Space is a novel concept that combines and extends pervasive computing and social computing to support smart space management and community collaboration. Based on an analysis of current practice, we illustrate how the concept can be exploited in the assessment of a disaster scenario in order to improve information management, collaboration between expert teams and cooperation with online volunteers outside of the disaster zone. We present the results of an initial user evaluation by disaster management experts and conclude with important implications for the design of a Cooperating Smart Space platform. © 2012 ISCRAM.

Abstract: This research project investigated the incident response mechanism used by the chemical industry for handling extremely hazardous chemicals. The mechanism was described as the policies, procedures, practices, tools, and methods used to conduct incident response. The results from the study determined what technologies, specifically software and information systems, could be utilized to improve the chemical facility incident response mechanism. The chemical industry is responsible for process safety management at all of its facilities, especially those that have off-site consequences in the event of an unplanned release. The processes and procedures of local, regional and national emergency responders have been studied thoroughly. An area of research that is lacking is the study of incident response policies and procedures within the boundaries of a chemical site. Results of the analysis determined that the chemical industry, in general, does not take advantage of available information technology when responding to unplanned releases.

Abstract: One problem for public safety organizations in a disaster is the management of response activities and their dependencies on an intra-and inter-organizational level. Our interviews with end users have shown that current solutions for managing activities are complicated to use in the crisis by teams in the field and also in operation centers, when facing continuous unexpected events and cross-organizational activities. We propose an activity centric system for managing crisis response activities for such situations. We give an example how this system is used in a crisis within one organization and cross-organizations. Afterwards, we explain the evaluation of the solution. This research contributes not only to the crisis management domain, but also to the business process management domain by providing an alternative view on activities in highly dynamic scenarios.

Abstract: In the USA the basic objective of local and state government's Emergency Operations Plans (EOP) is to implement mitigation measures to reduce the loss of life and property damage by the efficient mobilization and deployment of resources. The evacuation of citizens out of harms way either before an impeding disaster or after the occurrence of one is a critical component of any EOP. This document represents a summary of the Evacuation Plan designed for the City of New Orleans. Results of live field exercises conducted during the 2006 Hurricane Season and suggestions for improvement will be highlighted. The ideal Emergency Evacuation Tracking System will be designed to operate within a System of Systems framework with interfaces: to field personnel, emergency managers and logisticians operating in an Emergency Operations Center (EOC), with state and local government systems such as public information emergency hotline (311 Centers in the USA), asset tracking management systems and others.

Abstract: The collaboration between humans (actors) and artificial entities (agents) can be a potential performance boost. Agents, as complementary artificial intelligent entities, can alleviate actors from certain activities, while enlarging the collective effectiveness. This paper describes our approach for experimentation with actors, agents and their interaction. This approach is based on a principled combination of existing empirical research methods and is illustrated by a small experiment which assesses the performance of a specific actor-agent team in comparison with an actor-only team in an incident management context. The REsearch and Simulation toolKit (RESK) is instrumental for controlled and repeatable experimentation. The indicative findings show that the approach is viable and forms a basis for further data collection and comparative experiments. The approach supports applied actor-agent research to show its (dis)advantages as compared to actor-only solutions.

Abstract: This paper describes the basic work performance analysis from three research projects with a goal to investigate the impact of a decision support system that presents global positioning system (GPS) information to the decision makers in crisis management organizations. The goal was to compare the performance between teams that had access to GPS information in the command post with teams that had access only to paper maps. The method used was controlled experiments with the C3Fire micro-world. A total of 304 participants, forming 48 teams, participated in the three studies. The participants came from three different groups, university students, municipal crisis management organizations and rescue service personnel. The result shows that the performance and communication change depending on if the teams used GPS support or paper maps. The result also shows that the participants' background and perceived complexity of the task have an impact on the results.

Abstract: This review addresses current educational and research efforts in disaster medical education (DME) in the United States. Since the events of 9/11, DME has received greater attention. However substantial problems remain in terms of ensuring that large numbers of medical students and residents are exposed to high quality DME – not only Emergency Medicine residents. Barriers to widespread adoption of DME include lack of performance metrics, disagreement task areas, and lack of emphasis on physician leadership. Further, such efforts must ensure retention of key information over periods that are disaster free; utilize objective training metrics that will allow for an evidence base to form; and develop low cost, scalable training approaches that offer greater fidelity to the disaster environment than classroom based instruction. To improve the state of the art, we argue that DME research must move toward a translational science model that integrates important advances in basic information science into application that improve the clinical performance of frontline medical staff who are called on to respond to individual and community needs in the aftermath of disaster. Mid-fidelity, team-in-the-loop simulations developed for disaster manager training may provide an avenue toward improved DME by exposing medical students to scenarios that fundamentally challenge their assumptions in real-time game play. This can be accomplished with lower costs and greater scalability than live exercise or mock-up training approaches. © 2012 ISCRAM.

Abstract: Due to the shared focus of disaster response management (DRM) and business process management on activities as well as the obvious similarity of disaster response processes (DRP) and business processes, the application of workflow management systems (WfMS) has been discussed as a promising approach to manage DRP. However, the application of WfMS in DRM has not yet been realized in practice. One reason for this is the lack of methods and tools in WfMS for taking interdependencies between activities, time, resource, and place into consideration. This considerably restricts the variety of DRP. Therefore, a novel architecture for a disaster response workflow management system is discussed. A special focus lies on the management and analysis of interdependencies that is seen as very promising to improve future DRM.

Abstract: Successful decision making and task execution in emergency management require appropriate levels of situation awareness (SA). This paper proposes an ontology-based model for the design of a computer-based system, Situation Aware Vigilant Emergency Reasoner (SAVER) that supports the individual, shared and team SA of managers in emergency situations. SAVER is evaluated in simulated experiments that demonstrate the improvements in SA performance. The paper provides a complete description of the SAVER design, implementation, evaluation and its proposed extension from a proof-of-concept to a production environment.

Abstract: In this paper, we propose the use of an ontology-based and semantic technologies approach to improving shared situation awareness amongst teams dealing with emergency situations. We have also identified that shared and team situation awareness tends to be viewed only in terms of cooperative task completion and so we have tried to describe their important relationship with team decision making. The applicability of our approaches is demonstrated by a case study of mass evacuation in the case of a tsunami event. We show how ontology can be used to represent context-based situations and how the axioms and rules can improve team situation awareness.

Abstract: Large scale emergencies are usually responded to by a team of emergency managers or a number of sub teams for safety and efficiency. Team coordination has attracted considerable research interest, especially from the cognitive, human factors, and ergonomic aspects because shared situation awareness (SSA) and team situation awareness (TSA) of team members are critical for optimal decision making. This paper describes the development of an information system (SAVER) based on SSA and TSA oriented systems design. Validation and evaluation of the implemented design show that decision performance is improved by the SAVER system. © 2012 ISCRAM.
