Abstract: This paper presents a crisis response simulation model architecture combining a discrete-event simulation (DES) environment for a crisis scenario with an agent-based model of the response organization. In multi-agent systems (MAS) as a computational organization, agents are modeled and implemented separately from the environmental model. We follow this perspective and submit an architecture in which the environment is modeled as a discreteevent simulation, and the crisis response agents are modeled as a multi-agent system. The simultaneous integration and separation of both models allows for independent modifications of the response organization and the scenario, resulting in a testbed that allows testing different organizations to respond to the same scenario or different emergencies for the same organization. It also provides a high-level architecture suggesting the way in which DES and MAS can be combined into a single simulation in a simple way.

Abstract: This paper describes the basic communication analysis performed in a research project with an ambition to investigate the impact of geographical information system (GIS) on crisis management organizations. The goal is to compare the communication between command and control teams that have access to a GIS with geographical position information (GPS) capability in its command post with teams that only have access to paper maps. The method used is controlled experiments using the C3Fire micro-world. A total of 108 professionals, forming 18 teams, participated in the study. The participating professionals were members of Swedish municipal crisis management organizations. The result shows that the communication pattern connected to giving orders have a different distribution depending on if the teams used GIS or paper maps. The result also shows that the communication volume is reduced if the teams use GIS.

Abstract: Emergency response managers often try to prepare plans in advance of foreseeable crises. However, pre-prepared plans almost never fit the precise situation when an actual crisis arises. This paper focuses on what can be done once the plan has been found to be a mismatch with the actual situation, and particularly on sensemaking and its integration into generating a response to a crisis situation. This paper proposes planning operator induction as a suitable technique. The Air Traffic Control and military air defence situation over the continental US on September 11, 2001, serves as the illustrative application. Since the paper reports research in progress, it closes by outlining the additional functionality that will have to be added to the existing POI implementation to produce a sensemaking tool.

Abstract: Information sharing is crucial in responding to and managing crises. A great variety of organizations respond to crises, ranging from international organizations, through non-governmental organizations, commercial suppliers, government ministries, and the media, to individual volunteers. At best, they collaborate to combine their respective strengths in creating synergy. At worst, they deconflict their operations so that the one does not get in the way of the other. In either case, the organizations must communicate with one another. Previous research has shown that this communication takes the form of an information market. This paper considers the possible mechanisms for information markets in humanitarian and military coalitions. While there has been work on market mechanisms in the economics literature, this needs to be adapted for the exchange of information and information services instead of physical goods and services. This paper proposes a taxonomy of market mechanisms that is tailored to information sharing within coalitions. © 2012 ISCRAM.

The work described in this paper is based on longstanding MITRE Corporation experience working with organizations that have severe and demanding requirements for managing complex, rapidly evolving situations, including military conflict, law enforcement engagements, natural disaster response, and terrorist incident response. Abstract: The Christian Regenhard Center for Emergency Response Studies at John Jay College, CUNY, has begun work on developing best practices for hazardous material pipeline emergency response plans. The approach involves modeling a generic goal-based interagency emergency communications system using a two-step process. First, a situational awareness information requirements analysis will describe the informational requirements essential to an effective emergency response. The requirements analysis involves a goal decomposition approach where the information requirements are related to actionable decisions, goals and emergency response roles. Second, an information flow analysis will informational sources and means to provide required information. The same panel of experts will complete both analyses. Once the communications system is described, a separate Delphi group will use a failure modes and effects analysis (FMEA) to estimate the criticality of the components described in the situational awareness requirements and information flow analyses. © 2012 ISCRAM.

Abstract: Groups in emergency response environment may be confronted with problems that cannot be solved by following predefined procedures. They must therefore engage in a collective search for relevant information, cooperating and collaborating as they move towards the deadline. Information technologies and expertise may help shape group information seeking and determine its effectiveness. By understanding how response personnel search for information in emergencies and extending the findings to determine demands on information systems, we may begin to understand how to support and train for skillful information seeking in emergency situations. Accordingly, this research evaluates the impact of decision support systems and member expertise on group information-seeking behavior in a simulated emergency response environment. The results of the evaluation are then used to identify how information technologies may further support information seeking in emergency response.

Abstract: The “walking wounded” is a category of disaster victims that can help themselves in finding their way to safety. The problem we address here is how first responders, walking wounded, and other rescue personnel can coordinate their joint activities more efficiently in order to accomplish the evacuation as quickly as possible. We focus our design on the “coordination loops” in the disaster response organization, both vertically across levels of authority, and horizontally among responders in the same echelon. In our envisioned scenario of a chemical accident we identify the most important interactions through which activities are coordinated that are crucial for a successful evacuation. We propose three different “coordination devices” that can be used by the walking wounded, the rescuers in the fields, and the people in the command center. We believe our approach, explicitly designing support systems for coordination first, will lead to important improvements in the daily practice of disaster response.

Abstract: Despite the growing awareness of the untapped potential of the affected population in a disaster situation, their inclusion in a disaster management is extremely limited. This study aims to survey the literature to see whether utilizing the affected people and prevalent mobile technology can be used during disaster response. The idea is to provide the affected with a way to lead themselves to safety and empower them to serve as distributed active sources of information. This way, those people will reach safety by themselves, while at the same time helping to construct a clear image of the disaster situation without burdening the already overwhelmed emergency services. This study examines knowledge derived from disaster sociology, draws on experience from recent disasters, and extrapolates current technological solutions. By establishing that such a solution is feasible, it offers a basis for empirical studies on a mobile technology that can be used during disaster response. © 2012 ISCRAM.

Abstract: We discuss decision support tools used for more efficient planning of fire and rescue services. The methodology considers small and flexible units and includes dynamic utilization of the existing resources. We develop a quantitative measure for preparedness and use it as a basis for decision support. By constantly accounting for the current situation and using intelligent strategies to locate and allocate resources that support good preparedness, response times can be shortened. The tools will be tested using an experimental setup that includes human-in-the-loop simulations, and the results will compare situations that occur when the decision makers have and do not have access to the developed tools. © 2012 ISCRAM.

Abstract: Mobile communication networks constitute large-scale sensor networks that generate huge amounts of data that can be refined into collective mobility patterns. In this paper we propose a method for using these patterns to autonomously monitor and detect accidents and other critical events. The approach is to identify a measure that is approximately time-invariant on short time-scales under regular conditions, estimate the short and long-term dynamics of this measure using Bayesian inference, and identify sudden shifts in mobility patterns by monitoring the divergence between the short and long-term estimates. By estimating long-term dynamics, the method is also able to adapt to long-term trends in data. As a proof-of-concept, we apply this approach in a vehicular traffic scenario, where we demonstrate that the method can detect traffic accidents and distinguish these from regular events, such as traffic congestions.

Abstract: Social media generates large amounts of almost real-time data which has proven valuable in disaster response. Specially for providing information within the first 48 hours after a disaster occurs. However, this potential is poorly exploited in operational environments due to the challenges of curating social media data. This work builds on top of the latest research on automatic classification of social media content, proposing the use of ensemble learning to help in the classification of social media images for disaster response. Ensemble methods use multiple learning algorithms to obtain better predictive performance than could be obtained from any of the constituent learning algorithms alone. Experimental results show that ensemble learning is a valuable technology for the analysis of social media images for disaster response,and could potentially ease the integration of social media data within an operational environment.

Abstract: An increasing amount of technology is being integrated into bridges and other structures, such as dams and buildings, to proactively look for signs of deterioration or damage. These technologies are collectively known as structural health monitoring systems. While the benefits of integrating this technology are attractive, this integration is also creating an environment that is conducive to security vulnerabilities. While previous research has focused on the broader cybersecurity challenges associated with structural health monitoring systems, limited guidance is available for identifying specific security vulnerabilities in these systems and their implications for responding to security incidents. Hence, this paper presents CYBRBridge, a cybersecurity testbed that provides a sacrificial environment to assist in identifying and exploring vulnerabilities associated with structural health monitoring systems. Abstract: This paper describes work-in-progress regarding STORMI, an agent-based simulation environment for evaluating the response by the emergency services to hypothetical major incidents in the UK. At present, STORMI consists of two main components: a Scenario Designer and a Simulator. The Scenario Designer enables the setting up of a hypothetical multi-site mass casualty incident anywhere in the UK, along with the resources which may be considered for responding to it. This provides input to the Simulator, which through its Multiple Program Multiple Data architecture, models the agents and their environment at a higher level of detail inside incident sites than it does outside, thus focusing attention on the areas of most interest. Furthermore, the multiple programs of the Simulator execute concurrently, thus targeting multi-core processors. © 2012 ISCRAM.

Abstract: As part of ongoing research into optimizing the response to large-scale emergencies, an agent-based simulation (ABS) is being developed to evaluate different rescue plans in silico. During the development of this software, decisions regarding its design have been required in order to best satisfy the following specific application requirements: (1) the construction of a sufficiently detailed virtual environment, representing a real geographical area; (2) the programming of a wide variety of agent behaviors using a minimal amount of code; (3) the computational handling of the “large-scale” nature of the emergency; and (4) the presentation of a highly visual user interface, to encourage and facilitate use of the software by practitioners involved in the project. This paper discusses the decisions made in each of these areas, including the novel use of policy-based class design to efficiently program agents. Future developments planned for the software are also outlined.

Abstract: Mass Casualty Incidents (MCIs) may occur with no notice and require a rapid response to manage the casualties and arrange their transportation to hospitals. MCIs may result in different numbers of casualties and fatalities. Further, response time can play a crucial role in reducing fatalities and protecting lives. This paper reports on a preliminary optimisation-based approach, termed MCIER, which has been developed to co-ordinate the response of ambulances to multiple MCIs. In this approach, a realistic representation of the road network is modelled for the geographical area of interest. Also, a Neighbourhood Search Algorithm (NSA) has been developed in order to find the optimum solution to the problem under consideration. A hypothetical case study of a MCI in Newcastle-upon-Tyne has been considered to investigate the effect on response time of the time of day, and day of week, on which the incident occurs.

Abstract: This paper describes an approach to training emergency responders for mass casualty incidents. The approach is derived from a methodology and supporting software system called Summit. The Summit approach uses an integration of scenarios, hierarchical task analysis, interaction modeling, and expected utility theory to represent how actors engage in complex tasks; here we model mass casualty incident (MCI) activities supported by interactive technologies. Our goal is to ground MCI training in realistic scenarios and to demonstrate required response capabilities through associated hierarchical task analyses (HTA). The terminal nodes in an HTA are interactions, that provide a fine-grained model of the actors, technologies, data, and methods involved in realizing the required capability. The components of an interaction may have associated utility factors (benefits, costs, and risks) that provide learners with a rationale-based resource for understanding how different technologies are used to support MCI response efforts. Assessment of the approach is underway within a local EMS organization.

Abstract: In this contribution, we introduce a prototype of a decision support tool for cost-optimal response in security management. The threat situation of a closed infrastructure, exposed to multiple threats, and the corresponding response actions are modeled by a continuous-time Markov decision process (CMDP). Since the CMDP cannot be solved exactly for large infrastructures, the response actions are determined from a heuristic, based on an index rule. The decision support tool's user interface displays the infrastructure's current threat state and proposes the heuristic response actions to the decision maker. In this way, global situation awareness can be enhanced and the decision maker is able to initiate an almost cost-optimal response action in short time.

Abstract: Several recent studies point the way to enabling emergency response managers to be able to find relevant posts and incorporate them into their sensemaking and decision making processes. Among the approaches that have improved the ability to find the most relevant information are the social conventions of creating topic groups and tags and of “retweeting;” the use of trained volunteers to filter and summarize posts for responders; automated notifications of trending topics; natural language processing of posts; techniques for identifying posts from the disaster site; and the use of GIS and crisis maps to visually represent the distribution of incidents.

consequences. To assist the expert in making decision in crisis resolutions, authors propose a method aiming at
discovering crisis response processes. This method is based on a two-step strategy: the first step classifies the
system?s traces, representing stakeholders? past actions, into different sets, where each one represents a set of
response processes according to a specific context; the second step uses process mining algorithm to discover
the corresponding response plan process model based on the obtained chain of activities for each previously
classified context. These response plans will be a referenced aid for experts while making crisis resolution,
according to each context. The proposed approach is illustrated on the traces issued from the crisis caused by the
2010 Xynthia storm in France.

Abstract: Due to the shared focus of disaster response management (DRM) and business process management on activities as well as the obvious similarity of disaster response processes (DRP) and business processes, the application of workflow management systems (WfMS) has been discussed as a promising approach to manage DRP. However, the application of WfMS in DRM has not yet been realized in practice. One reason for this is the lack of methods and tools in WfMS for taking interdependencies between activities, time, resource, and place into consideration. This considerably restricts the variety of DRP. Therefore, a novel architecture for a disaster response workflow management system is discussed. A special focus lies on the management and analysis of interdependencies that is seen as very promising to improve future DRM.

Abstract: In summer of 2014 the city of Münster experienced an urban flash flood not seen before with such intensity in Germany. This paper investigates the subsequent governmental and ad-hoc community response actions with a focus on the chronologies of Facebook and Twitter usage. Interviews identified drawbacks of coordinating volunteers in social media ecosystems. Possible solutions to overcome issues related to the interaction of community and official relief activities are identified.
