Abstract: Social media together with still growing social media communities has become a powerful and promising solution in crisis and emergency management. Previous crisis events have proved that social media and mobile technologies used by citizens (widely) and public services (to some extent) have contributed to the post-crisis relief efforts. The iSAR+ EU FP7 project aims at providing solutions empowering citizens and PPDR (Public Protection and Disaster Relief) organizations in online and mobile communications for the purpose of crisis management especially in search and rescue operations. This paper presents the results of survey aiming at identification of preliminary end-user requirements in the close interworking with end-users across Europe.

Abstract: Microblogs are an opportunity for scavenging critical information such as sentiments. This information can be used to detect rapidly the sentiment of the crowd towards crises or disasters. It can be used as an effective tool to inform humanitarian efforts, and improve the ways in which informative messages are crafted for the crowd regarding an event. Unique characteristics of microblogs (lack of context, use of jargon etc) in Tweets expressed by a message-sharing social network during a disaster response require special handling to identify sentiment. We present a systematic evaluation of approaches to accurately and precisely identify sentiment in these Tweets. This paper describes sentiment detection expressed in 3698 Tweets, collected during the September 2010, San Bruno, California gas explosion and resulting fires. The data collected was manually coded to benchmark our techniques. We start by using a library of words with annotated sentiment, SentiWordNet 3.0, to detect the basic sentiment of each Tweet. We complemented that technique by adding a comprehensive list of emoticons, a sentiment based dictionary and a list of out-of-vocabulary words that are popular in brief, online text communications such as lol, wow, etc. Our technique performed 27% better than Bayesian Networks alone, and the combination of Bayesian networks with annotated lists provided marginal improvements in sentiment detection than various combinations of lists. © 2012 ISCRAM.

Abstract: In this paper we present an ontology-based system for managing emergency alert notifications. Our purpose is to generate emergency alerts that are accessible to different kinds of people, paying special attention to more vulnerable collectives like impaired people. By adapting alerts to different devices and users we can allow Emergency Management Systems (EMS) to communicate with collectives like blind or deaf people whom otherwise will be unreachable by usual channels. Moreover, if we consider the constrains imposed by the nature of the emergency situations we can also improve the information transmission to cope with situational disabilities (e.g. smoke during a fire can cause low vision problems). We centered our system architecture on two characteristics: The first one is an ontology that codifies knowledge about accessibility, devices, disabilities, emergencies and media so the alert notification can be tailored according to different parameters; the second one is the use of an open standard like the CAP (Common Alerting Protocol) that enables our system to interoperate with other existing systems.

Abstract: This paper describes the design, execution, and results of a participatory design workshop with emergency public information officers (PIOs). During the workshop, PIOs and researchers explored ideas and designs for supporting the social media needs of PIO work. Results indicate that PIO perceptions of social media have changed as they have learned to incorporate activities of the public into their work, yet they still struggle with issues of trust and liability. Based on workshop design activities, the paper offers a set of design recommendations for supporting the social media needs of PIO work practice such as the ability to monitor, document, and report social media activity.

Abstract: Despite the efforts that have been made to inform the community about the possible environmental risks, there is still a general lack of information. Currently, we are working on a flood risk scenario focused on a proposal towards a resilient culture together with the support of Information Technologies (IT) as a way to manage information. The goal is twofold: (i) on the one hand, to manage data in a small scenario to analyze and process the data collected from sensors in different sites in a micro-basin. Data get from data processing such as flow and velocity will then be the input data for hydraulic models to predict floods downstream; (ii) on the other hand, to publicize the predictions and the data already processed means people can benefit from information on flood risks, and the different participants may change their perception and consider cooperating in improving resilience.

Abstract: The evaluation of an emergency scenario is often based on the use of simulation models. The specificity of these models involves the need for a complex evaluation of the problem domain, including the physical conditions behind the considered threat. Based on emergency occurrences data, provided by the Portuguese National Civil Protection Authority, we are currently developing a methodology for evaluating a real situation, based on past occurrences. The aim is to develop a platform that will enable the evaluation of a risk scenario based on existing civil protection data. The methodology under development should enable the evaluation of different scenarios based on the collected available data. This will be achieved thanks to the facilitated configuration of several aspects, such as the geographical region and relevant properties of the considered threat. In this paper, we describe the methodology development process and the current state of the platform for risk evaluation.

Abstract: Web 2.0 can be viewed as a platform where users can develop their own web applications. It is also characterized by a vast amount of user-generated contents presenting spatial and temporal components, by means of associated metadata. These metadata has been successfully exploited to generate map-based mashups (web applications gathering data from different sources) facing different kind of crisis situations, ranging from natural disasters (earthquakes, wildfires, floods...) to human-made disasters (terrorist attacks, school shootings, conflicts...). The social and collaborative dimensions of the Web 2.0 can be also exploited for managing crisis-related information. We present here a survey of current crisis-related mashups we employed to extract design dimensions and provide a conceptual framework that can be used: A) to understand current systems and; b) to design next generation of crisis-related mashups. We propose the eStoryS system as an example of application developed following the design principles presented in this paper. On the basis of our analysis, we believe that the design dimensions posited here provide useful insights for the design of novel web mashups in the emergency management domain.

Abstract: The widespread availability of network-enabled handled devices has made the development of pervasive computing applications an emerging reality particularly suitable for managing emergency/disaster situations. Moreover in emergency management scenarios, Geographic Information Systems (GIS) are gaining momentum for their capacity to capture, analyze and manage geo-referenced data. In this paper we discuss an architecture designed to support rescue teams operating in outdoor environments and equipped with mobile devices working in a P2P fashion within a Mobile Ad-hoc Network (MANET). Our system has been designed to effectively address the on-field working persons' need for geographic information that cannot be supplied by conventional paper-based maps. Our approach provides a transparent access to geo-information and to GIS functionalities, and it addresses issues specifically relevant to emergency management scenarios in open fields.

Abstract: A wide range of local, regional, and federal authorities will generate maps to help respond to and recover from a disaster. It is essential that map users in an emergency situation can readily understand what they are seeing on these maps. Standardizing map symbology is one mechanism for ensuring that geospatial information is interpretable during an emergency situation, but creating an effective map symbol standard is a complex and evolving task. Here we present preliminary results from research into the application of the ANSI 415-2006 INCITS Homeland Security Map Symbol Standard, a point symbol standard intended to support emergency management mapping for the U.S. Department of Homeland Security. This standard has so far not been widely adopted across the full range of DHS missions, and we elaborate on key issues and challenges that should be accounted for when developing future map symbol standards for crisis management.

Abstract: The next generation of information systems for emergency management will be based on information provided by large and diverse collections of sensors, including information supplied by human volunteers. Consequently there is more than ever a need to provide solutions to the integration question, so that the Common Operating Picture can truly and effectively provide the unified view required of it. This paper describes some work on the ontology of information that can contribute to a solution of the integration problem. To set the stage, the paper discusses the relevance of information integration to emergency management, and then goes on to describe a project that provided the catalyst for this work. Later sections introduce ontological research and proceed to use it to lay the foundations for an ontology of information. In the final sections we indicate how such an ontology can be used in the context of emergency management.

Abstract: Planning processes, including simulations and games, can help emergency workers to prepare for the unexpected. Rehearsal using software based gaming techniques not only helps planning, but is also cost effective. Computer-based groupware systems can make experts available regardless of location. A new approach, Virtual Simulation (VS), uses networking to create a flexible learning and planning environment. To date two prototype trials of this approach have been implemented at NJIT with major revamps between each one. This paper gives the results of the latest prototype trial, a simulation of attacks on university computer centers. The insights from this second prototype trial of virtual simulation will help us to improve the design and approach for future offerings.

Abstract: This paper examines the problem of achieving efficient inter-organizational collaboration during emergency response. The authors interviewed 11 representatives from Norwegian emergency agencies and supporting organizations about a hypothetical scenario involving a large-scale chemical incident. The interviews resulted in the identification and categorization of more than 45 actors that would be involved in the response effort, clarification of the individual capabilities and knowledge those actors would possess, and descriptions of how they would interact and communicate with each other. The results illustrate the complexity and necessity of achieving inter-organizational collaboration by showing how capabilities and knowledge are distributed and communicated across different actors, and suggest that such communications are mainly verbal. Based on this, the paper discusses challenges and opportunities for improving inter-organizational collaboration in the future.

Abstract: The effectiveness of emergency response largely depends on having a precise, up-to-date situational picture. With the World Wide Web having evolved from a small read-only text collection to a large-scale collection of socially created data accessible both to machines and humans alike, with the advent of social media and ubiquitous mobile applications, new sources of information are available. Currently, that potentially valuable information remains mostly unused by the command staff, mainly because the sheer amount of information cannot be handled efficiently. In this paper, we show an approach for turning massive amounts of unstructured citizen-generated content into relevant information supporting the command staff in making better informed decisions. We leverage Linked Open Data and crowdsourcing for processing data from social media, and we show how the combination of human intelligence in the crowd and automatic approaches for enhancing the situational picture with Linked Open Data will lead to a Web 3.0 approach for more efficient information handling in crisis management. © 2012 ISCRAM.

Abstract: Real-time information from microposts like Twitter is useful for applications in the crisis management domain. Currently, that potentially valuable information remains mostly unused by the command staff, mainly because the sheer amount of information cannot be handled efficiently. Sentiment analysis has been shown as an effective tool to detect microposts (such as tweets) that contribute to situational awareness. However, current approaches only focus on two or three emotion classes. But using only tweets with negative emotions for crisis management is not always sufficient. The amount of remaining information is still not manageable or most of the tweets are irrelevant. Thus, a more fine-grained differentiation is needed to identify relevant microposts. In this paper, we show the systematic evaluation of an approach for sentiment analysis on microposts that allows detecting seven emotion classes. A preliminary evaluation of our approach in a crisis related scenario demonstrates the applicability and usefulness.

Abstract: This practitioner report describes a moor- And turf-fire that occurred in 2011 at the Dutch-German border and was engaged by forces both from the Netherlands and Germany. All involved emergency management organizations were facing interoperability issues when it came to cross-border cooperation, although cooperation handbooks were already in use and the involved organizations were used to work together. The size of the incident and it's remote location called for an increased coordination between all involved actors and across all command levels.

In the SCKâEUR¢CEN nuclear emergency preparedness research two projects address two different and particular communication or information management challenges. The HINES system aims at creating a common view by using an information system as a communication tool in an on-site nuclear emergency response room. The MODEM project uses XML-technology to stimulate communication between scientific experts from different countries and institutes by facilitating the exchange of information used in decision support models used to assess the impact of a release of radioactive material in the environment. Abstract: This paper presents the learning experiences from the development of a mobile-based communication platform, called OrdningsVaktsCentralen (OVC). OVC can be translated to Security Guard Central. OVC is designed to enable the Swedish Police Force (SPF) to comply with new legal requirements and enhance their collaboration with Appointed Security Guards (ASG). The focus of this paper is on the early phases of development; in particular on the specific technical issues such as interoperability and standards used in the development of mobile based systems. The learning experiences are as follows: firstly, when developing mobile based systems we suggest and recommend that the analysis phase should be enhanced and it should address the interoperability between mobile phones on one hand and operators on the other hand. Secondly, global and national standards, such as the MMS7 for sending multi-media messages, are not always standardized. It seems that operators and mobile phone manufacturers make minor alterations and interpretations of the standard and thereby some of the benefits found in standards disappear. Thirdly, mobile based communication platforms have a large potential for contributing to the field of emergency management information systems since they can be based on open and nationally accepted standards.

Abstract: Emergency plans play a central role in emergency management processes. However, the technical problems associated to emergency plan development have received very little attention. As a matter of fact, most emergency plans are printed documents prepared with the sole support of a word processing system. As a consequence, new media are the exception in current plans. Moreover, the plans are developed without any methodological support that guides planners through the plan development process. In this paper we introduce DPL(EP), a method for the development of emergency plans. Based on the Document Product Lines process for the development of variable content document families, its main goal is to provide methodological guidance and tool support for the development of emergency plans. The distinguishing characteristics of the method are: first, the use of feature models to describe variability in emergency plan content and in the representation of the plan components; second, the “one organization-one plan” philosophy of the development process that produces customized plan editors; and third, its product line nature that enforces reuse of information elements, making plan development more convenient.

Abstract: In this paper we overview the ongoing research into the application of case-based reasoning in emergency management, based on which we propose a new approach for representation of large-scale disaster cases. The approach takes the environmental factors into account, and the case is organized according to key scenes, rather than disaster types. Each scene consists of inherent attributes, which are concerned with the disaster type, and environment attributes, which usually facilitate the adjustment of the decision-making, and sometimes play crucial role. To describe the environment attributes, the fuzzy sets are employed to take use of the non-quantitative information. The nearness of the fuzzy sets is used to retrieve the similar case. Based on this approach, the case retrieval could even extract the case with different type but similar environment, supposing the inherent attribute is analogous. © 2012 ISCRAM.

Abstract: Crisis management systems play a critical role in supporting responders and decision makers in their crisis and emergency management functions. Even though these systems and solutions have been broadly adopted in private and public organizations, very few quantitative studies can be found on their functions, user groups, targeted stakeholders, their technological requirements and their scope of services. The present study gives an outline of our ongoing project and an insight in the first results of a three-year study of crisis management systems in Germany. The study will outline the methods of our analysis and will present some results from an analysis of over more than 170 systems from over 70 vendor/developers. It will then give a conclusion of the results and outline open and future questions. © 2012 ISCRAM.
