Abstract: Regional emergency planners use “tabletop” exercises to develop plans, to articulate strategies and constraints, and to practice working together. We conducted an experimental paper prototyping study to identify design requirements for a collaborative system to support distributed tabletop emergency planning exercises. We designed a reference task for geo-collaborative planning by adapting the hidden profile paradigm from social psychology as a model of obstacles to effective coordination in decision making. Our objective was to assess the usefulness and tractability of experimental paper prototyping methods for complex collaborative problem-solving contexts.

Abstract: The research on technology for emergency management is usually based either on studies in the field that focus on workers using current tools or on the development, testing, and deployment of novel software tools used in controlled settings. Little is known about the effects of the new collaborative media and work conditions 'in comparison to' the current media and conditions. In 2007, we presented at ISCRAM a method for studying common ground development through a paper prototype in face-to-face collaboration and subsequently presented preliminary findings on common ground development. In this paper we present preliminary findings from an analogous experiment on teams working remotely via a geo-collaborative software prototype. We compare these findings with those from the prior paper prototype study. We use this comparative research design to explore implications for system design and theory development in computer-supported cooperative work.

Abstract: Despite recent work on information systems, many first responders in the UK Fire and Rescue Services (FRSs) are unable to develop sufficient understanding of the situation to enable them to make good decisions. As a partial requirement of the development of information system for the UK fire and rescue services, a software prototype consisting of a number of human computer interfaces are developed and subsequently evaluated to explore how to present useful information for firefighters during their response operations. This paper exclusively discusses the findings arising from end-user demonstration sessions conducted via participative type of prototype evaluation which is aimed to understand the appropriateness and usefulness of the proposed software prototype. This paper contributes to improve the designing of the human computer interfaces and human computer interaction for supporting fire fighters during fire emergency response.

Abstract: Recent studies have called attention to the improvement of “collaborative resilience” by fostering the collaboration potentials of public and private stakeholders during disasters. With our research we consider real and virtual volunteers in order to detect conditions for cooperation among those citizen groups through social media. Therefore we analysed the usage of Twitter during a tornado crisis to look for role patterns and aspects that helped volunteer groups in the virtual to emerge, and matched the data with an interview study on experiences, attitudes, concerns and potentials professional emergency services recounted in the emergence of volunteer groups in the real. While virtual groups seem to easily form and collaborate, the engagement of real volunteers is decreasing according to the perception of professionals. We discuss the dynamics in both tendencies and suggest design implications (use of existing social networks, promotion and awareness, connection among volunteers, connection to emergency services and systems) to support both types of volunteer groups, which lead to a software prototype.

Abstract: A core issue in crisis management is to extract from the mass of incoming information what is important for situational awareness during mass emergencies. Based on a case study we develop a prototypical application, TweetComp1, which is integrated into the decision-support component of a Tsunami early warning system and demonstrates the applicability of our approach. This paper describes four novel approaches using focused twitter crawling, trustworthiness analysis, geo-parsing, and multilingual tweet classification in the context of how they could be used for monitoring crises. The validity of our state-of-the art text mining and network analysis technologies will be verified in different experiments based on a human annotated gold standard corpus.
