Abstract: Mobile communications networks and devices can be and have been used by authorities to warn and instruct the general public during crises. However, our understanding of how mobile technologies could best be used for emergency announcements (public warnings) is currently limited. To clarify one part of this field of study, we define and describe a simple taxonomy for mobile emergency announcements (MEA) systems. The taxonomy has three categories: preplanned MEA systems, ad-hoc MEA systems and semi ad-hoc MEA systems. Differences in functional, security and other requirements were found between MEA systems belonging to different taxonomy categories, both concerning how each category of MEA systems can meet the common requirements, and concerning which requirements are the most important for each category of MEA systems. The differences between the categories were especially clear for these requirements: the understandability and credibility of the MEAs and the security of a MEA system.

Abstract: Information sharing is crucial in responding to and managing crises. A great variety of organizations respond to crises, ranging from international organizations, through non-governmental organizations, commercial suppliers, government ministries, and the media, to individual volunteers. At best, they collaborate to combine their respective strengths in creating synergy. At worst, they deconflict their operations so that the one does not get in the way of the other. In either case, the organizations must communicate with one another. Previous research has shown that this communication takes the form of an information market. This paper considers the possible mechanisms for information markets in humanitarian and military coalitions. While there has been work on market mechanisms in the economics literature, this needs to be adapted for the exchange of information and information services instead of physical goods and services. This paper proposes a taxonomy of market mechanisms that is tailored to information sharing within coalitions. © 2012 ISCRAM.

Abstract: Training is a prerequisite for effective and efficient emergency response and management. Information technology (IT) offers high potential to support various educational methods and environments. One example for interdependent use cases is given by planning, controlling, observation and debriefing of training exercises. Dedicated IT systems are available to support these use cases; nevertheless, there is no joint understanding of system use cases, types and functionality as a fundament for scientific and technological progress. This work in progress paper presents results of literature and market research complemented by expert interviews leading to a taxonomy of relevant IT components and systems.

Abstract: We propose an Information Highway (IH) which addresses interoperability in software systems supporting Humanitarian Crises (HC) and consequently enables efficient decision making at any level: operational, organizational and donor levels. We model our IH by (a) manipulating the semantics stored in knowledge of data repositories, which are interwoven in everyday activities of managing responses to HC and (b) understanding the meaning and the purpose of requests for data retrievals issued in such environments.
