Abstract: The mankind has passed through a significant historical frontier, including technological processes where hazardous substances are the potential threats for the employees, the public, environment and property and therefore it is inevitable to pay increased attention to the occurrence of the industrial accidents and mainly to their prevention. The area of safety of technical and technological systems is very closely connected not only with the reliability of the processes but also with the technical as well as social, legal and other aspects. There exist several systematic approaches, methods and techniques to assess industrial processes and risks linked to these processes on the European Union level and also on the national level of each member state. We can mention some basic systematic approaches – MOSAR, CPQRA, ARAMIS, PRA (PSA) widely used in this area. But according to the analyst's needs they usually miss structured and systematic approach, how to complete the risk assessment in steps and what the content of each of these steps is. The main focus of this paper is to discuss the theoretical aspects of the risk assessment in industrial processes and to show the possible approach of structured and systematic methods with support of logical diagrams to fulfill all tasks concerning the industrial accident assessment. Last but not least it is to present the research activities of the Department of Crisis Management, University of Žilina in Žilina, Slovakia. © 2012 ISCRAM.

Abstract: The goal of the paper is to discuss the framework for an interdisciplinary human-computer interactive technology that facilitates information and resource exchange and forms core groups for crisis management. The social networks discussed here are designed to incorporate local knowledge and participation and to foster institutional and academic ties by modeling interrelationships among global communities and exploring policy options. Social interactions between individuals and organizations are explored especially in situations when directed responses are helpful in predicting the complex interplay between social, political, and technological systems and practices that result in a transfer of information and resources in disaster situations. In the future, such networks shall identify patterns through which groups interact in responding to critical issues and shall incorporate more complicated actions by individuals and organizations allowing them to move away from a rigid path to manage disasters via the most situationally appropriate routes.

Abstract: As natural and man-made disasters become increasingly common, ensuring effective disaster response, mitigation and recovery is growing into a high-priority task for governments and administrations globally. This paper describes the challenges of collaboration within multi-organisational hastily formed networks for post-disaster response, which are increasingly relying on emerging ICT infrastructures for communication and cooperation. We present an interdisciplinary analysis of the conditions for establishing an effective mutual conversation space for involved stakeholders, and how the development of socio-technological systems affects cognitive and behavioural aspects such as established communities of practice and virtual pockets of local order. Our observations thus far suggest that some of the key issues are overcoming organisational and cultural heterogeneity, and finding solutions for technical interoperability, to ensure effective, pervasive and sustainable information exchange within and between organisations participating in hastily formed networks.
