Abstract: The design of Emergency Management Systems is an activity that requires knowledge from various related domains for providing a more complete and usable solution. In this context, design patterns including knowledge from previous experiences can be a useful source of information to support the development of this type of applications. In this paper, we introduce a catalog of design patterns for Web-based Emergency Management Systems collected from design principles, design patterns and existing implementations from involved areas, taking into account requirements particular to this domain.

Abstract: Throughout its history, Portugal Mainland and Azores Archipelago have suffered the catastrophic effects of earthquakes originating significant damages in buildings and human losses. Being aware of Portuguese seismic risk, civil protection authorities promoted some studies leading to the development of a seismic scenario simulation tool, applicable to some Mainland Portuguese regions. This paper describes recent improvements in the seismic scenario simulation tool, named LNECloss, and illustrates its applications to the evaluation of building damages and social losses, due to plausible seismic scenarios affecting Portugal. Some development requirements were identified in LNECloss simulator, namely making it available as a service on the Web, providing a stand alone tool, with no need of a geographic information desktop environment, although with the GIS capabilities of mapping and synthesis of the seismic scenario effects. In conclusion, the developed GIS Web Service offers a useful tool for seismic risk assessment and emergency planning and management.

Abstract: On-line websites and applications are increasingly playing a role in disaster response and recovery. Yet with the wide variety of on-line grassroots activities that occur in such situations, it can be difficult to make sense of them. In this paper, we describe on-line behavior as socially convergent activity, interpreting it within existing sociological understandings of behavior in disaster events. We discuss seven types of convergent behavior and give examples of on-line activities for each type. By seeing these activities as an essential part of the disaster social arena, we can begin to think about how to support socially convergent phenomena in new and creative ways.

Abstract: In response to the Australian Federal Government's legislative changes, including the Disaster Management Act 2003, both State and Local Government are finding it necessary to work ever more closely to ensure the successful development, approval and operation of local disaster management plans and activities. Working closely with numerous Local governments and their stakeholders, Faulkner Technologies has developed a web-based information management exchange to facilitate the timely and accurate collation, dissemination and sharing of event-related information during an incident or disaster. Challenges such as geographically-dispersed operations, information management, communication management, reporting and logging and capturing key learnings are common to all local councils. Our web-based information management exchange dovetails with both the paper-based Standard Operating Procedure and multiple communication systems significantly enhancing the management of disasters and incidents. In conjunction with NICTA (National ICT Australia) and their Smart Applications for Emergencies (SAFE) project, the solution uses the Common Alerting Protocol (CAP) and Emergency Data eXchange Language (EDXL) standards for message distribution.

Abstract: In an emergency, people need to be able to report and find relevant information quickly. Fulfilling these information needs is the design goal of E-SOS: Emergency Situation Overview and Synthesis, a research project in progress. E-SOS will consist of (1) a website where users can report information, (2) web services that find and synthesize related information from multiple sources, and (3) interface tools that visualize and display links to this information. In this paper we describe three of these services and tools: the topic, geographic, and information space awareness tools. When a user writes a report, the topic awareness tool will execute a federated search and display links to related information. The information space awareness tool will highlight these links in a visualization of the information space. If the user refers to a location, the geographic awareness tool will focus a map on this location and display topic-related icons.

Abstract: Ontology matching is a key problem in many metadata intensive application domains, including emergency response, data integration, peer-to-peer information sharing, web service composition, and query answering on the web. In this paper we present an emergency response scenario based on the organizational model as used in Trentino region, Italy. We provide a formalization of this scenario with the help of lightweight coordination calculus. Then, we discuss an automatic approximate structure preserving matching algorithm which we applied within the emergency response scenario. The evaluation results, though preliminary, are encouraging.

Abstract: Design patterns describe problems that occur recurrently, and specify the core of the solution in such a way that we can (re)use it in different contexts and applications. Although, web-based Emergency Management Systems domain is still in its nascent stages, there are design principles, real systems and design patterns from other related areas that can be a valuable source of knowledge to mine design patterns. From these sources we have created a patterns catalogue to assist novice designers on discovering what issues should be addressed to develop useful and successful systems. In this paper, we present the mining process and some patterns as example.

Abstract: Emergency situations are unavoidable. This paper presents the functions inherent in a prototype system that was developed in Malaysia for emergency management. The prototype is potentially useful in Selangor, a state in Malaysia that is prone to natural disasters such as flash floods and landslides. The paper is presented as a report of our on-going project in Malaysia and the intended future work regarding web-based emergency management systems in Malaysia. This prototype development is funded by the Ministry of Education in Malaysia and supported by the National Security Council of Malaysia (Majilis Keselamatan Negara, MKN).

Abstract: With the rise in the profile of terrorism and war since the September 11th terrorist attack, the Bali, Turkish and Madrid bombings, organisational stress has reached new heights. Companies have subsequently realised the need to provide more resources for their expatriate employees. A few companies are now developing online resources to help employees through these crises. The researcher sought to extend this approach by developing a trial Website for expatriates employees and their families that draws on the concept of 'Storytelling' as a form of 'Narrative Therapy'. The aim is to help expatriates and their families cope with the crisis by being able to share similar experiences, and further to provide them with links to useful resources to help them cope with the situation. This study began with the researcher reflecting on their own family experiences during the Libyan Revolution and then collecting stories from others who have shared similar experiences. This is a research in progress paper, and deals with the development of the concept and then a trial Website, which will be tested in subsequent research. © Proceedings ISCRAM 2004.

Abstract: Information on the Web has become increasingly important in disaster response. Yet much of this information is redundant. We are creating a suite of electronic knowledge management (eKM) tools that can be used to reduce by an order of magnitude the information that people need to read in order to gain and maintain awareness of web content during emergencies. In this paper, we describe research-in-progress on developing these tools and applying them to web content from organizations' websites and individuals' blogs. Results so far indicate that organizations' websites and individuals' blogs provide redundant coverage of general issues and that each provides additional information about specific issues. By using the tools we are developing, responders and victims will be able to quickly gather an overview of general issues derived from many websites, then learn more about specific issues by navigating to a few websites.

Abstract: In this paper we present a novel approach to reduce information proliferation and aid better information structure by automatically generating extraction of abbreviation for emergency management websites. 5.7 Giga Byte web data from 624 emergency management related web sites is collected and a list of acronyms is automatically generated by proposed system (AbbrevExtractor). Being the first attempt of applying abbreviation extraction to the field, this work is expected to provide comprehensive and timely information for emergency management communities in emergency preparedness, training and education. Future work is likely to involve more data collection and intelligent text analysis for dynamically maintaining and updating the list of acronyms and abbreviations.

Abstract: Web-based group decision support systems (wGDSS) are becoming more common in organizations. In this paper, we provide a review and critique of the literature on wGDSS, raising a number of issues that need addressing. Then we report on a small scale experiment using Groupsystems ThinkTank to manage an issue to do with food safety. We also describe how we propose to use ThinkTank in a crisis situation.
