Abstract: The paper provides an overview of past, present and future development in the program to implement a Flood Forecasting and Decision-Support System (DSS) for the SAIH network in some Spanish basins. These tools represent a significant advance by embedding the decision-making components for management of hydraulic infrastructure into the flood forecasting and flood early warning procedures. The DSS has been implemented based on an open-shell platform for integrating various data sources and different simulation models. So far, it covers the Segura, Jucar, Tajo, Duero and Miño-Sil basins, which represent 42% of Spanish territory. Special attention is paid to the decision-support for the operation of the 66 major reservoirs as a fundamental part of flood management.

Abstract: Local emergency-response organizations must maximize their use of existing resources. Therefore, emergencyresponse organizations need appropriate command-and-control (C2) systems to coordinate not only their own resources, but also to take advantages of other local actors. The local nature of response coordination imposes additional challenges for the development of C2 systems. In particular, the C2 systems must support coordination across organizational boundaries at the local level. Service-oriented architectures (SOA) provide new technologies for the development of C2 systems. This approach is based on a set of loosely-coupled services offered by multiple actors rather than a single monolithic system. This work reports the result of a prototype SOA implementation that builds on a previous requirements engineering study for service-oriented C2 systems for local emergency response. The results illustrate how it is possible to develop lightweight C2 systems using state-or-the art Web and SOA technologies. However, there are still remaining organizational and maintainability challenges.

Abstract: The Interstate Chemical Terrorism Workgroup (ICTW) was formed in 2002 and currently includes members from nearly all states and Washington, DC, as well as representation from a number of non-governmental organizations. In addition to offering monthly conference call/presentations, the ICTW partnered with the Centers for Disease Control and Prevention (CDC) in 2003 to host a workshop to address basic elements of risk communication needs in a chemical event. The primary goal of the workshop was to develop a list of core competencies and benchmarks as well as a series of fact sheet templates destined for the general public and press, health care providers, public health department and/or officials, and first response and emergency workers (Lee et al., 2006). Key findings of the 2003 workshop, along with other work being done by CDC, academia and the states, underscore the importance of public health agencies in providing risk communication services during (and particularly after) chemical emergencies, whether intentional or not. Tools developed by the ICTW have been used and/or consulted by many groups involved in public health preparedness. This case study will examine the efforts of Michigan to implement these tools to reduce information overload in an emergency.

Abstract: After the summer 2017 deadly wildfires in Portugal, President Juncker of the European Commission asked for “a stronger European Union (EU)”, clearly targeting civil protection management. This wish found achievement in the March 2019 guidance to establish a reserve of EU response capacities called “rescEU”, integrated into the jurisdictional basis of EU civil protection. However, the authors regret the ambition of this plan has not been fulfilled. Due to some very “European constraints” this “new deal” has introduced only small changes in terms of resources and knowledge management. In each of the past several years, climate change has brought new examples of fatal natural disasters: wildfires in Sweden, and Greece, and flash floods in Spain and France. Because of this continuous rise in disasters, and based on some lessons learned, the authors stress that it's now time to shape a project to improve European Civil Protection. The idea is to move from the already good modular system of the EU Civil Protection Mechanism to an integrated, robust, and unique European Command System, which clearly must be fully interoperable with other existing mechanisms (US ICS, UNOCHA...).

Abstract: This paper tests the claimed benefits of using geographical information systems (GIS) in emergency response operations. An experimental study comparing command teams using GIS and paper-based maps is presented. The study utilized a combined approach using microworld simulations together with physical artefacts. Participants in the experiment took the role of command teams, facing the task of extinguishing a simulated forest fire. A total of 132 persons, forming 22 teams, participated in the study. In eleven of the teams, the participants were given access to GIS with positioning of fire-brigades as well as sensor data about the fire outbreak. In the other eleven teams, the participants were using paper-based maps. The result shows that teams using GIS performed significantly better than teams with paper-based maps in terms of saved area. Communication volume was considerably reduced in the case of GIS teams. Implications of these results on GIS are discussed as well as methodological considerations for future research.

Abstract: This paper presents preliminary analysis from a validation study of a novel emergency medicine command and control training and evaluation simulator: DIGEMERGO®. The simulated emergency scenario was a surge capacity event at a generic emergency department, in which the participants took on a management role as the emergency department?s coordinating head nurse. A between group validation design with medical expert and novice participants was used. Initial analysis examined three triage measures associated with surge capacity management performance: time to triage, amount of patients triaged, and triage accuracy. The results show that experts were significantly more accurate at triaging in-hospital patients, but not incoming trauma patients. No significant differences in time or number of patients triaged was found. These initial results partially indicate simulator validity, but trauma patient triage accuracy suffered from a confounding variable in the triage system used. Analysis of additional measures is undergoing to further investigate validity claims.

Abstract: This paper introduces Social Coverage Maps (SCM) as a visual representation of the societal impact of localized disruptions in urban areas. Incited by the recent deliberate interruption of wireless services for the purpose of crowd control in San Francisco, we focus on the use of SCMs for representing emergent effects of electronic warfare. As a prequel we discuss maps and other visualizations as representations of human behaviour and relations. The SCM concept is defined and grounded in simulation-based parameters. Using an experimental scenario based on cell phone jamming in a city we show how SCMs are generated using an agent-based population simulator. We find that Social Coverage Maps could become a useful tool for analysing emergent effects of actions and events including electronic warfare, roadblocks, smoke, teargas, chemical and radioactive contamination with applications in operational and emergency planning as well as crisis management.

Abstract: A crucial aspect for large-scale disaster management is an efficient technology support for communication and decision-making processes in command and control centers. Yet, experiences with the introduction of novel technologies in this setting show that field professionals tend to remain attached to traditional workflows and artifacts, such as pen and paper. We contribute the results of a comprehensive field study which analyzes how the information flow is currently performed within different units and persons in the command and control center. These findings provide insights into key aspects of current workflows which should be preserved by novel technological solutions. As our second contribution, by using a participatory design approach and based on our findings, we present a novel approach for computer support in command and control centers. This relies on digital pens and paper and smoothly integrates traditional paper-based workflows with computing, thereby combining the advantages of paper and those of computers.

Abstract: With a coastline touching upon the Pacific and Atlantic Oceans, the Great Lakes and the Arctic Sea, the Canadian MSOCs are faced with a daunting task. They are responsible for both routine duties, including patrolling coastal areas and collecting satellite data, as well as critical missions, such as emergency response and crime intervention. Both kinds of mission require the fusion of data from a variety of sources and the orchestration of myriad heterogeneous resources over great physical distances. They must deal with uncertainty, both in terms of what can be known and also in the outcomes of actions, and must interact with an environment prone to dynamic change. We present the architecture and core mechanisms of a decision support system for marine safety and security operations (Glässer, Jackson, Araghi, When and Shahir, 2010). The goal of this system is to enhance complex command and control tasks by improving situational awareness and automating task assignments. This system concept includes adaptive information fusion techniques integrated with decentralized control mechanisms for dynamic resource configuration management and task execution management under uncertainty. Autonomously operating agents employ collaboration and coordination to collectively form an intelligent decision support system. © 2012 ISCRAM.

Abstract: Exercise managers and instructors have a particularly challenging task in monitoring and controlling on-going exercises, which may involve multiple response teams and organizations in highly complex and continuously evolving crisis situations. Managers and instructors must handle potentially incomplete and conflicting field-observation data and make decisions in real-time in order to control the flow of the exercise and to keep it in line with the training objectives. In simulation-based exercises, managers and instructors have access to a rich set of real-time data, with an increased potential to closely monitor the trainees' actions, and to keep the exercise on track. To assist exercise managers and instructors, data about the on-going exercise can be filtered, aggregated and refined by real-time decision-support systems. We have developed a model and a prototype decision-support system, using stream-based reasoning to assist exercise managers and instructors in real-time. The approach takes advantage of topic maps for ontological representation and a complex-event processing engine for analyzing the data stream from a virtual-reality simulator for crisis-management training. Abstract: We investigated the value of different media types (Photo, Video, Audio) to support the situational awareness of a Command and Control (C2) officer monitoring three simultaneous military operations. Twenty-one Polish soldiers individually monitored the real-time battlefield information collected by three (virtual, scripted) platoons. Twice during the monitoring task a series of Situation Awareness (SA) probes were presented (Endsley, 1995). At the end of the task, participants were also given a series of meta-SA probes and preference questions. We found that Video supported Level 2 SA (comprehension) better than the other two media types. We also found that participants preferred to receive information in the Photos and Audio clips than in Video. We conclude that if the goal of the C2 team is to better understand the global situation, then providing the persons-in-the-field with video cameras is a valid solution. However, we obtained no evidence to suggest that such an approach supports the ability to predict what may occur in the future (Level 3 SA). © 2012 ISCRAM.

Abstract: Traditional mobile phones have been used for alerting purposes by utilizing their SMS and cell broadcasting features. They do however not suit for demanding alerting and command purposes, for the observation of special forces, rescue officers and civilians, or for the post-evaluation of the operation. Current 3G and 4G/LTE smartphones can do all this, but the empirical evidence is missing. This article reports of the preliminary tests which the University of Jyväskylä has made with the Finnish Police for alerting civilians and for commanding two special groups of the police with smartphones. Smartphones were also used for observing police officers' position and status and for post-evaluating action during and after the operation. The study supports using smartphones for alerting, command and control purposes. Because of external distractions alerts are noticed better at night than in the daytime. In active hours personal alerts should be given not only by a voice alarm but by stimulating 2-3 senses at the same time. Noticing of smartphone alerts might be improved also by using some additional reception device with the handset.

Abstract: Effective command and control (C2) is necessary to achieve and maintain superiority in military engagements. C2 is well documented in the literature and is a major focus in the military arena; however, the conventional military network topology is increasingly becoming a liability and ineffective in the new age of asymmetric warfare. The beyond-line-of-sight command and control (BLOS C2) concept is a radical shift towards a seamless joint network topology, which will dramatically increase tactical C2 across military service branches, equipment types, and geographical locations. Though BLOS C2 is still in its testing phase, this paper examines the systems thinking approach of BLOS C2 with respect to layered models, adaptation, and synergy. The implementation of the BLOS C2 “tactical Wi-Fi” concept helps fill a Central Command (CENTCOM) capability gap in support of a Contingency Plan (CONPLAN) that provides Navy Forces Central Command (NAVCENT) with a robust force protection system. © 2012 ISCRAM.

Abstract: The course of large-scale incidents as well as disasters can reveal weaknesses in command and control (C2) systems, which make adjustments necessary. Also, new technologies may require C2-systems to be adapted to achieve their full potential for improving incident command. This paper deals with an approach to enable the comparison and evaluation of different C2-systems or their adaptations in order to find the best possible customizations for C2-systems. To this purpose, systems theory is used to unify the approaches of different research disciplines. Within the C2-system boundaries, distinctions were made to represent three different levels of evaluation: “Physical Characteristics”, “Structures and Processes” as well as “C2-system-effectiveness”. During the implementation of the evaluation methods from the different research disciplines into the systems theory approach, it became apparent that the comprehensive approach is desirable, but that broad knowledge and expertise is necessary, especially at the highest evaluation level “C2-system-effectiveness”.

Abstract: Command and Control systems (C2) need to be highly usable to efficiently support communication during crisis situations. Short-term usability evaluations are typically carried out because of the cost and time advantage. However, even the most realistic evaluations (simulations) do not reflect the real issues encountered “in the wild”, such as the operators' stress or the multiple foci of attention. In this paper we carry out an experiment to measure the changes in usability of a C2 system between a short-term simulation and a long-term “in the wild” evaluation. We demonstrate that short-term usability measurements can differ significantly from long-term “in the wild” ones. Our results indicate that a different approach to usability assessment is needed when dealing with critical systems, that takes into account the temporal horizon and assesses the system in real-life conditions.

Abstract: Citizens' observatories are emerging as a means to establish interaction and co-participation between citizens and authorities during both emergencies and the day-to-day management of fundamental resources. In this paper we present a case study in which a model of citizens' observatories is being been translated into practice in the WeSenseIt project. The WeSenseIt citizens' observatory provides a unique way of engaging the public in the decision-making processes associated with water and flood management through a set of new digital technologies. The WeSenseIt citizens' observatory model is being implemented in three case studies based in the UK, the Netherlands and Italy. We describe the findings and our experiences following preliminary evaluations of the technologies and the model of co-participation and describe our future research plans.

Abstract: ComPlan (A Combined, Collaborative Command and Control Planning tool) is an approach to providing knowledge-based decision support in the context of command and control. It combines technical research on automated planning tools with human-centered research on mission planning. At its core, ComPlan uses interconnected views of a planning situation to present and manipulate aspects of a scenario. By using domain knowledge flexibly, it presents immediate and directly visible feedback on constraint violations of a plan, facilitates mental simulation of events, and provides support for synchronization of concurrently working mission planners. The conceptual framework of ComPlan is grounded on three main principles from human-centered research on command and control: transparency, graceful regulation, and event-based feedback. As a result, ComPlan provides a model for applying a human-centered perspective on plan authoring tools for command and control, and a demonstration for how to apply that model in an integrated plan-authoring environment.

Abstract: Large and small incidents challenge emergency services around the world. Regardless of the size of the incident, command and control (C2)-systems are used to manage the situation, allowing a rapid and coordinated intervention. As all implemented actions result from the outputs of C2-systems, they are a fundamental component of the response. That is why they must be highly reliable and efficient. A research initiative is therefore addressing the approach of evaluating C2-systems on a scenario basis and using key performance indicators (KPI). To ensure that the KPIs can be applied to any form of incident control, a generic C2-system was developed by comparing and merging six German- and English-language C2-systems as well as one international standard. With this step, a comprehensive and detailed C2-system was developed, which is presented in this paper.

Abstract: The lack of human-robot collaboration currently presents a bottleneck to widespread use of robots in urban search & rescue (USAR) missions. The paper argues that an important aspect of realizing human-robot collaboration is collaborative control, and the recognition and expression of affect. Affective collaborative robots can enhance joint human-robot performance by adapting the robot's (social) role and interaction to the user's affective state and the context. Current USAR robots lack these capabilities. This paper presents theory, application domains, and requirements for affective collaborative robots based on the current state of the art. With methods from cognitive architectures, affective computing, and human-robot interaction, three core functions of affective collaborative robots can be realized: sliding autonomy, affective communication, and adaptive attitude. These robot functions can substantially enhance the efficiency and effectiveness of rescue workers and meanwhile reduce their cognitive workload. Furthermore, robots with such functions can approach civilians in the field appropriately.

Abstract: Collaboration and task management is challenging in distributed, dynamically-formed teams, typical in large scale disaster response scenarios. Ineffective collaboration may potentially result in poor performance and loss of life. The increased adoption of sensor rich mobile devices allow for mobile context to be leveraged. In this paper, we present Overseer, an agent-based system that exploits context information from mobile devices to facilitate collaboration and task allocation. We describe how mobile context can be used to create dynamic role-based assignments to enhance collaboration and effective task management.

Abstract: This paper presents the EU project SHARE which aims at developing a mobile service architecture to support large-scale rescue operations with multimedia communication and information services. The task of planning and controlling large-scale rescue operations requires flexible and robust tools which help the rescue forces to do their search and rescue work with maximum efficiency. Resource planning tools and cartographic information about the operation site are essential to fulfill the complex task of operation management. The Interactive Resource Management and MAP3D are two modules which have been developed in the SHARE project to enable the rescue operation leadership to do efficient coordination of their forces during an operation. Our paper will focus on features and interdependencies of both tools taking into account innovative feedback and interaction mechanisms.

Abstract: Much research and technical development has been conducted to make crisis management more efficient, especially regarding crisis information systems used to streamline operations of authorities during a crisis. Experts from the German Red Cross mention that there is a need for the development and improvement of specific training methods and structures for such new crisis information systems in command and control centers. They also say that computer simulations could be a practical possibility to train crisis management and response staff. To substantiate this information, interviews were conducted with key officials in the field of German civil protection: command and control center staff, command and control center software trainers and crisis information system managers. This paper presents a qualitative study in the field of training German response personnel in crisis management information systems. The results are presented in three sections: suitable training strategies and structures, challenges and best practices for the implementation of trainings and using simulation as a training method for crisis information systems. The results contain personal experiences, opinions and known best-practices of the interview partners.

Abstract: This paper presents a study of the role of artefacts in sensemaking during emergency response. A qualitative study was conducted with two UK Police Forces, with a particular focus on the role of artefacts in the creation and modification of sensemaking frames. This research demonstrates that sensemaking is a key component of emergency response Command and Control and that this activity is distributed across the individuals within the system. Collaborative sensemaking is coordinated via social and organisational means, supported by a range of private (informal) and shared (formal) artefacts, which function as resources for action – cueing frame seeking and frame-defined data collection. The study also reveals the role of narrative in bridging the gap between these two parallel sensemaking processes and raises implications for the further digitisation of the emergency response environment, demonstrating the importance of balancing social and technical factors in the design of ICT for emergency response. © 2012 ISCRAM.

Abstract: In our modem society, the impact of large-scale spfety and security incidents can be large and diverse. Yet. this societal impact is makeable and controllable to a limited extent. At best, the effect of concrete response actions is that the direct damage is somewhat reduced and that the recovery is accelerated. Proper crisis communication can make the biggest difference with respect to overall societal impact. We argue that crisis communication must strike a balance between a directive approach of chaos, command and control and a more empathic approach of continuity, coordination and cooperation. On the basis of a concrete case we analyze how crisis communication reflects the incident response approach and how societal impact is affected.

Abstract: Controlled experiments on crisis management could provide many insights into the human factors that lead to effective performance in the area. However, the challenge of establishing a controlled environment directly relevant to the chaotic settings in which crisis management occurs means that such experiments are scarce. Here, we describe our attempt to use a videogame (ARMA III) as a realistic but controllable environment for research in this domain. We successfully developed a testbed linking the game world to the front-end of a prototype command-and-control system, so that one can use the latter to monitor events in the former. However, when it came to developing controlled scenarios for the experiment, we discovered that too much realism can be a problem. This paper outlines the challenges we encountered and provides recommendations for researchers and game designers interested in the use of serious games in scientific research.
