Abstract: This paper describes the WIPER system, a proof of concept prototype, and progress made on its development to date. WIPER is intended to provide emergency response managers with an integrated system that detects possible emergencies from cellular communication data, attempts to predict the development of emergency situations, and provides tools for evaluating possible courses of action in dealing with emergency situations. We describe algorithms for detecting anomalies in streaming cellular communication network data, the implementation of a simulation system that validates running simulations with new real world data, and a web-based front end to the WIPER system. We also discuss issues relating to the real-time aggregation of data from the cellular service provider and its distribution to components of the WIPER system.

Abstract: When a disaster occurs it is critical that emergency response information systems share a common ontology to support their disaster management alerting functions and notifications. Notifications are critical when an emergency scenario is going to happen (e.g. a typhoon approaching) so it is crucial, for emergency systems, to be able to transmit them to all kinds of recipients. An ontology was developed by investigating different sources: accessibility guidelines, emergency response systems, communication devices and technologies, taking into account the different abilities of people to react to different alarms (e.g. mobile phone vibration as an alarm for deaf people). We think that the proposed ontology addresses the information needs for sharing and integrating emergency notification messages and contents over different emergency response information systems and to be accessible under different conditions and for different kind of users.

Abstract: In this paper we present an ontology-based system for managing emergency alert notifications. Our purpose is to generate emergency alerts that are accessible to different kinds of people, paying special attention to more vulnerable collectives like impaired people. By adapting alerts to different devices and users we can allow Emergency Management Systems (EMS) to communicate with collectives like blind or deaf people whom otherwise will be unreachable by usual channels. Moreover, if we consider the constrains imposed by the nature of the emergency situations we can also improve the information transmission to cope with situational disabilities (e.g. smoke during a fire can cause low vision problems). We centered our system architecture on two characteristics: The first one is an ontology that codifies knowledge about accessibility, devices, disabilities, emergencies and media so the alert notification can be tailored according to different parameters; the second one is the use of an open standard like the CAP (Common Alerting Protocol) that enables our system to interoperate with other existing systems.

Abstract: The purpose of this paper is discovery of context-based knowledge fusion patterns. Knowledge fusion is considered as an appearance of new knowledge in consequence of processes ongoing in decision support systems. The knowledge fusion processes are considered within a system intended to support decisions on planning emergency response actions. The knowledge fusion patterns are generalized with regard to preservation of internal structures and autonomies of information and knowledge sources involved in the knowledge fusion and to knowledge fusion results. The found patterns give a general idea of knowledge fusion processes taking place at the operational stage of decision support system functioning, i.e. the stage where context-aware functions of the system come into operation. As a practical application, such patterns can support engineers with making choice of knowledge sources to be used in the systems they design.

Abstract: Ubiquitous computing opens new possibilities to various aspects of human activities. Abstract: With a coastline touching upon the Pacific and Atlantic Oceans, the Great Lakes and the Arctic Sea, the Canadian MSOCs are faced with a daunting task. They are responsible for both routine duties, including patrolling coastal areas and collecting satellite data, as well as critical missions, such as emergency response and crime intervention. Both kinds of mission require the fusion of data from a variety of sources and the orchestration of myriad heterogeneous resources over great physical distances. They must deal with uncertainty, both in terms of what can be known and also in the outcomes of actions, and must interact with an environment prone to dynamic change. We present the architecture and core mechanisms of a decision support system for marine safety and security operations (Glässer, Jackson, Araghi, When and Shahir, 2010). The goal of this system is to enhance complex command and control tasks by improving situational awareness and automating task assignments. This system concept includes adaptive information fusion techniques integrated with decentralized control mechanisms for dynamic resource configuration management and task execution management under uncertainty. Autonomously operating agents employ collaboration and coordination to collectively form an intelligent decision support system. © 2012 ISCRAM.

Abstract: ICT-enabled or digitalized co-production of public services has become increasingly relevant to emergency response and crisis management. This study provides a literature review on this phenomenon, exploring both large-scale crises and frequent emergencies. We found that research in the domain is scarce and focuses mainly on the phenomenon in terms of digital volunteerism. In large-scale crises, they mostly refer to spontaneous forms of volunteering, and in smaller emergencies, to more organized volunteers that collaborate with a response organization over time. Similarities to digitalized co-production in the public sector generally include financial, administrative, ICT, and demographic factors. Differences include, e.g., aspects of coordination, support, and processing by formal actors. We argue that there are benefits of adding a theoretical co-production perspective to digital volunteerism in emergency response and that our literature review can guide future research on models and (the double) use of volunteers in both kinds of emergencies.

Abstract: Responding to a large-scale disaster such as an earthquake or hurricane is a collective problem. Human agents are increasingly collaborating with non-human agents (autonomous systems) in attempt to respond to a disaster. IntCris is a prototype intended to bring together interaction for human and non-human agents to aid the decision-making process by focusing on how to facilitate the “correct information to the correct agent” problem as well as encouraging new and agile behaviour. We focus on three categories of information: command, report and personal with a formal grammar to accompany the implementation. The requirements for the software were inspired by real life case studies from Hurricane Katrina, the Fukoshima Nuclear Disaster and Hurricane Sandy. The contribution of this work is to advance technology that brings together HAS (human and autonomous system interaction), in addition to enhancing collective intelligence.

Abstract: In this paper we describe a proposal for information organization for computer supported cooperative work, while working with spatial information. It is focused on emergency response plan construction, and the requirements extracted from that task. At the centre of our proposal is the analysis of the structure of the cooperative workspace. We argue that the internal information representation should follow a spatial approach, tying the structure used to manage users with the structure used to manage information, suggesting the use of different spaces to represent the information. The gain we expect from this approach is the improved capacity to extract information on how people are cooperating and their relationship with the information they are working with. The ideas are introduced while focusing on real life emergency planning activities, where we discuss the current shortcomings of the cooperation strategies in use and propose a solution.

Abstract: Many proposed technological solutions to emergency response during disasters involve the use of cellular telephone technology. However, cell phone networks quickly become saturated during and/or immediately after a disaster and remain saturated for critical periods. In this study, we investigated cell phone use by Virginia Tech students, faculty and staff during the shootings on April 16, 2007 to identify patterns of communication with social network ties. We administered an online survey to a random sample from our pool to capture communications behavior with social ties during the day of these tragic events. The results show that cell phones were the most heavily used communication technology by a majority of respondents (both voice and text messaging). While text messaging makes more efficient use of bandwidth than voice, most communication on 4/16 was with parents, since the majority of the sample is students, who are less likely to use text messaging. Our findings should help in understanding how cell phone technologies may be utilized or modified for emergency situations in similar communities.

Abstract: The role of communication and information provision in coping with natural and man-made disasters and emergency situations is becoming increasingly important. In this paper we present an integrated mobile information and communication system, MIKoBOS, for emergency response operations that enables reliable data communication within the emergency site as well as between the site and the headquarters. It provides the responsible personnel involved in the emergency operation at different levels with anytime-anywhere access to relevant information. Compared to traditional voice-dominated approaches, the proposed system can greatly improve the effectiveness and efficiency of communication and coordination during disaster relief operations. Promising experimental performance results are provided for use with a number of terrestrial and satellite networks.

Abstract: We use the term “Personal Safety Assistants” (PSAs) to refer to a family of mobile information systems that intend to reduce the risks of both citizens and responders in emergency responses. Using their mobile devices, they can access to personalized views of the emergency plans including context-aware evacuation instructions or real time guidance to specific locations for rescue operations, among others. Additionally, both responders and citizens act as context sources sending fresh information (e.g. pictures of damaged areas) to the command and control center, increasing situational awareness. In this paper, we show how the SUCRE infrastructure collects and processes contextual information to improve the information infrastructure during responses. We describe the current status of the system and outline the incoming enhancements.

Abstract: We discuss decision support tools used for more efficient planning of fire and rescue services. The methodology considers small and flexible units and includes dynamic utilization of the existing resources. We develop a quantitative measure for preparedness and use it as a basis for decision support. By constantly accounting for the current situation and using intelligent strategies to locate and allocate resources that support good preparedness, response times can be shortened. The tools will be tested using an experimental setup that includes human-in-the-loop simulations, and the results will compare situations that occur when the decision makers have and do not have access to the developed tools. © 2012 ISCRAM.

Abstract: The hypothesis of this study is that collaboration between fire and rescue services and new actors, with basic rescue skills, might be a cost effective way to improve emergency response. Interview studies of collaborations between fire and rescue services and security officers in three Swedish municipalities are presented. Seven semi-structured interviews are conducted with representatives from the security officer companies, the fire and rescue services and security managers at the municipalities. The method used to evaluate the collaborations quantitatively is Cost-benefit analysis. The collaborations have positive economic effects for society that most likely outweighs the costs. There also exist several external effects that are not possible to value monetarily, but that represent positive values for society. The results and their generalizability are discussed, as well as the possibility for these new collaborations to improve crisis management.

Abstract: This paper examines the problem of achieving efficient inter-organizational collaboration during emergency response. The authors interviewed 11 representatives from Norwegian emergency agencies and supporting organizations about a hypothetical scenario involving a large-scale chemical incident. The interviews resulted in the identification and categorization of more than 45 actors that would be involved in the response effort, clarification of the individual capabilities and knowledge those actors would possess, and descriptions of how they would interact and communicate with each other. The results illustrate the complexity and necessity of achieving inter-organizational collaboration by showing how capabilities and knowledge are distributed and communicated across different actors, and suggest that such communications are mainly verbal. Based on this, the paper discusses challenges and opportunities for improving inter-organizational collaboration in the future.

Abstract: Recent disasters have shown that wireless sensors and unmanned systems are increasingly becoming a valuable aid for first responders. Depending on the kind of incident and its extent, different assets are to be used. The more diverse these assets are, the more complex their simultaneous use and coordination. Therefore, integrated solutions are needed which comprise all necessary components such as power supply, communication infrastructure, data acquisition and processing, decision support and information dissemination. In this paper, an architecture for an open framework is proposed and its advantages over dedicated solutions are discussed. The flexibility of the universal control station presented here is demonstrated using the example of integrating a smartphone as an additional mobile sensor. © 2012 ISCRAM.

Abstract: Collaborative information foraging refers to the collective activities of seeking and handling information in order to meet information needs. This paper delineates requirements for modeling salient factors that shape collaborative information foraging behavior of groups. Existing modeling approaches are assessed based on their adequacy for measuring identified salient factors that shape collaborative information foraging behavior. A view of information foraging behavior as a dynamic process is presented. Consequently, this paper purports that modeling methods employed to aid understanding of foraging behavior must allow for plausible explanation of the inherent dynamism in foraging activities. This work therefore provides an initial roadmap to defining salient factors that need to be addressed in order to adequately model collaborative information foraging behavior within teams that operate in extreme environments. Implications of this work in practice and research are discussed.

Abstract: One of the biggest challenges faced during the wildfires is communication. A specific case represents the need to establish communication between first responders and the public. This paper presents a proposal for a generic protocol to ensure effective communication between fire fighters and many citizens at the incident site or in the surrounding area using nontraditional information sources such as a dedicated mobile app or social media. Specific challenges, concepts and technologies relevant to such communication are described specifically customized for forest fires and wildfires. The protocol itself is provided by proposing information flows between the involved actors. Moreover, several technologies including a Citizen Engagement Mobile App, an Edge Micro Data Center for forward command centers, a Mesh in the Sky communication infrastructure or a Dashboard integrating and displaying all the data in one place is shortly introduced. The presented paper is a work in progress.

Abstract: Creating a 'common view' between all stakeholders on the course of an emergency situation and the possible consequences is a challenge for any crisis management organisation. In the SCKâEUR¢CEN nuclear emergency preparedness research two projects address two different and particular communication or information management challenges. The HINES system aims at creating a common view by using an information system as a communication tool in an on-site nuclear emergency response room. The MODEM project uses XML-technology to stimulate communication between scientific experts from different countries and institutes by facilitating the exchange of information used in decision support models used to assess the impact of a release of radioactive material in the environment. Abstract: This paper tests the claimed benefits of using geographical information systems (GIS) in emergency response operations. An experimental study comparing command teams using GIS and paper-based maps is presented. The study utilized a combined approach using microworld simulations together with physical artefacts. Participants in the experiment took the role of command teams, facing the task of extinguishing a simulated forest fire. A total of 132 persons, forming 22 teams, participated in the study. In eleven of the teams, the participants were given access to GIS with positioning of fire-brigades as well as sensor data about the fire outbreak. In the other eleven teams, the participants were using paper-based maps. The result shows that teams using GIS performed significantly better than teams with paper-based maps in terms of saved area. Communication volume was considerably reduced in the case of GIS teams. Implications of these results on GIS are discussed as well as methodological considerations for future research.

Abstract: Emergency response involves collaboration among search and rescue workers, medical staff, transportation coordinators, and others to save human lives and minimize damages. While carrying out local activities, members of the teams must also attend to new events happening elsewhere that may affect their work, and be prepared to adjust their activities accordingly. This paper describes a computer supported coordination system, DACE (Dependency-based Awareness and Coordination Environment), which offers a scalable solution to coordination in emergency response. The system serves as a cognitive aid to human actors in both maintaining a group mental model of the overall collaborative activities and their dependencies, and determining the effects of events as they propagate through the web of dependencies. We demonstrate the principles and utility of the DACE system through a hypothetical scenario of search and rescue exercise. This work contributes to the goal of scaling up awareness-based coordination in emergency response. © 2012 ISCRAM.

Abstract: Upon developing a software agent-based simulator for training roles in emergency response scenarios, the PARVAC team at the University of Washington has pursued building a tool for better investigative review and insight generation on the performance of an emergency response game session team. While our RimSim Response software included the opportunity to re-run a simulated team performance in order to review player and agent behavior, we did not provide our trainees the ability to visually query their performance outside of a sequential review of the emergency response effort. By integrating our RSR visualization components with an existing visual query software package called Improvise, we were able to construct highly-coordinated visualizations of our data model for the ability to apply a sense making approach in the investigation of live player and software agent-based behavior – both as individual players and as combinations of players working on tasks associated with an emergency response scenario. The resultant tool is now our primary visualization tool for discussing first responder team performance and supports the overall RSR objective of training teams to make the most effective, recognition-primed decisions when a real emergency crisis occurs in their community. This paper reviews our visualization tool and demonstrates its use.

Abstract: The dynamically evolving environment of the post-disaster scene?where unpredictable scenarios and uncertain data are commonplace?can bring about considerable complexity into response tasks. The multiplicity and interdependence of approaches to undertaking these tasks may yield many decision alternatives, further complicating the response effort. Additionally, because emergencies are evolving, expectations regarding the post-disaster scene may not match those that are actually encountered. Plans compiled before the disaster may therefore be judged as inadequate, requiring personnel to adjust or even redefine them during the response activities. This paper outlines and illustrates one approach?drawing upon the paradigm of improvisation?for providing management-level response personnel with information and tools to support on-the-fly adaptation of emergency response plans. A case study illustrates the approach application.

Abstract: This short insights paper examines IT Supported Emergency Response systems from the perspective of the digital divide and access for disabled people. It is argued that inclusive design is often overlooked in the development of emergency systems and this can lead to increased marginalisation of certain societal groups, such as disabled people and older people. Given the importance of equality of provision in relation to emergency responses there is a need to examine accessibility policy in this area to determine whether it enables the equal participation of all. This is important both in relation to the ability to access key information in an emergency situation and to participate in crowdsourced data generation to help in the targeting of resources, both at the time of an emergency and in subsequent planning. This insights paper takes both a practical and theoretical approach and focuses upon key policies emanating from the EU and UK.
